Almost 1,200 junior and primary scho-ol pupils have gone back to school inthe first half of September in the Gua-diaro Valley. The local schools, Soto-grande International School, San Ro-que International School, CEIP GloriaFuertes and CEIP Barbésula are in

perfect condition to begin teaching theirpupils.

The most notable change is at theGloria Fuertes School in Pueblo Nue-vo, where two prefabricated units havebeen set up to increase the number ofclasses.

Pequeños y grandes han comenzado un nuevo curso político tras las vacaciones veraniegas. Sin embargo, la situación es biendistinta, por un lado, los escolares se han encontrado las aulas y centros en perfectas condiciones y han podido comenzarsus clases de forma tranquila, sin embargo, los políticos se incorporan a sus puestos con una situación muy diferente, tras

un verano agitado entre los diferentes grupos políticos.El buen trabajo que se ha hecho con los centros escolares no se han realizado en el seno del Gobierno, donde las asperezas

creadas dentro de los grupos políticos que conforman el Ayuntamiento de San Roque, lejos de solucionarse, se han magnificado yahora a la vuelta a 'clase', los alumnos no quieren reencontrarse con algunos de sus antiguos compañeros.

Esto es lo que ha sucedido entre el Partido Popular y Unidad por San Roque. Que a pesar de haber sido 'amigos' durante elpasado curso, ahora los primeros han decidido expulsar de clase a los segundos.

Si a principios de verano el alcalde cesaba de sus delegaciones a Salvador Romero y a Juan Carlos Galindo, ahora los expul-sados han sido los otros dos concejales de USR, José Antonio Ledesma y Marina García, que seguirán en el Ayuntamiento peroya sin competencias.

Las diferencias políticas y personales parecen insalvables, y aunque el alcalde alegue motivos económicos al notificar estos ce-ses, lo cierto es que las faltas de disciplina y los cambios de parecer de los concejales de USR han sido los detonantes de esta situa-ción.

Ahora, sólo queda ver cómo se desarrollará este curso político que acaba de comenzar, todo ello teniendo en cuenta que elAyuntamiento está en una situación complicada y que ahora la falta de apoyos puede perjudicar algunas propuestas municipales.

Como siempre, habrá que esperar a os exámenes finales para ver si las decisiones tomadas en los últimos meses han sido lasadecuadas. En mayo llegarán las elecciones municipales y entonces serán los 'profesores', es decir, los ciudadanos, los que pon-drán a cada uno en su sitio.

Comienza un nuevo curso político

Kids and grownups have started a new political year following the summer holidays. However, their situations are very different:on the one hand the children’s schools and classrooms are in perfect condition and they have started their lessons without anyproblems, but on the other hand the politicians are returning to their posts with a very different situation following a summer of

turmoil among the political groups.The good work carried out at the schools has not been emulated by the local government, where there is bitterness within the political

groups that form San Roque Municipal Council. Far from being resolved, these problems have intensified, and now as they go back toschool the pupils do not want to be reunited with certain classmates.

This is what has happened between the Popular Party and Unidad por San Roque. They were ‘friends’ last year, but now the for-mer have decided to expel the latter from their class.

At the beginning of the summer the mayor removed Salvador Romero and Juan Carlos Galindo from their posts, and now he has gotrid of the remaining two USR councillors, José Antonio Ledesma and Marina García, who remain on the council but without responsi-bilities.

The political and personal differences seem irreconcilable and although the mayor claims there are financial reasons for announcingthese dismissals, the fact is the USR councillors’ lack of discipline and changes in stance were what triggered the situation.

Now all that remains is to see how this political year will unfold, bearing in mind that the municipal council is in a difficult situationand the lack of support could now affect certain municipal initiatives.

As always, we’ll have to wait until the final exams to see whether the decisions made in recent months have been the right ones. InMay the municipal elections will arrive and then it will be the ‘teachers’, or in other words the public, who will decide who goes where.

Creo que todos los empresarios y dueños de negocios en Sotogrande y suentorno no se esperaban una temporada tan animada como la que hemosvivido. Es más, yo diría que ha sido una de las mejores de los últimos

años. Todo esto sin entrar en detalles, ya queaún no hemos valorado todos los sectores re-presentados en el sector empresarial. A lahostelería en general y el comercio al por me-nor no hace falta profundizar para saber quele ha ido bien en líneas generales, ya quesiempre habrá quien le haya ida menos bien.Del sector inmobiliario, al menos se vislum-bra luz al final del túnel y sin ir más lejos el te-ma de alquileres ha gozado de un movimien-to considerable. Otra cosa es el tema de lacompraventa, donde también ha habido mo-vimientos, pero en este caso han sido másprudentes, ya que las operaciones que se ha-yan podido realizar, quedan muy lejos de losaños 2003 -2007. Pero se ha habido intere-sados en distintos tipos de viviendas duranteel periodo estival y algunas operaciones si sehan podido realizar.

Todo este tema lo trataremos en nuestro próximo foro empresarial que lleva-remos a cabo el próximo mes de octubre. Porque una cosa sí esta clara, el merca-do esta sensibilizado con la situación y haber hay productos a unos precios muy

atractivos, y por ende, demanda también existe para llegar a culminar algunasoperaciones. Ahora si, cuando llega el tema crediticio de por medio ahí se fasti-dió una buena parte de las posibilidades, porque la banca esta con el puño cerra-do y soltar, lo que se dice soltar con condiciones medianamente aceptables, pocoo nada. Todo esto es dicho por algunos de los interesados que ven cómo se les pre-sentan buenas opciones y precisan de sus propios fondos para llevar a cabo las ci-tadas operaciones por la restricción de las entidades.

En definitiva, si en verdad pretendemos seguir con la objetividad que se vioestos días pasados del verano, bien merece la pena hacer un esfuerzo y tratar deorientar nuestras conversaciones a charlas o coloquios en positivo. Porque no hayque olvidar que entramos en un otoño calentito en lo que a política se refiere. Pró-xima primavera, elecciones municipales, y al año siguiente, ¿quien ocupara laMoncloa?. Para esta carrera desenfrenada de cargos políticos valdrá todo. Y porun sillón lucharan cueste lo que cueste, incluso sacar los trapos sucios de su con-trincante más inmediato, aunque éste sea el primo o hermano en otras siglas polí-ticas.

La mejor recomendación que podemos hacer a nuestros lectores, es que aho-ra nos toca decidir a nosotros. Porque con el voto en la mano podemos decir aquién le confiamos la gestión los próximos cuatro años. Para ello, a todos los resi-dentes que no están empadronados les recomendamos que realicen la gestión dehacerlo en tiempo y forma para tener derecho al voto. Sotogrande aporta muchoy recibe poco. Soliciten el empadronamiento y a partir de ese momento decidancon su voto. Dejemos las lamentaciones y actuemos.

Idon’t think any businessperson or business owner in Sotogrande and its su-rrounding area expected such a busy summer as the one we’ve had. Moreo-ver, I’d say that it has been one of the best of recent years. I say this without

going into any detail, because we haven’t yet assessed all the industries repre-sented in the business sector. As for the hospitality industry in general and theretail market, you don't have to dig too deep to know that it has gone well ove-rall, although there are always those for whom things have not been so good. Inthe property sector, at least the light at the end of the tunnel can be seen and, totake a case in point, the rental market has enjoyed considerable activity. Salesare another matter: although there has been some activity, buyers are being mo-re cautious, and the number of operations is way behind what it was in the 2003to 2007 period. But there has been some interest in various property types du-ring the summer period and some sales have gone through.

All of these issues will be discussed in our next business forum, which wewill hold in October. Because one thing is clear: the market is sensitive to the si-tuation and there are products at very attractive prices; accordingly, there is alsoa desire to buy. However, when credit issues get in the way, a great many plansare spoilt, because the banks are being tight fisted and with fairly acceptable

terms they are coughing up little or nothing. This is the story of some potentialbuyers who can see a good opportunity but would have to draw on their ownfunds to purchase property owing to the banks’ restrictions.

In short, if we do want to continue with the objectivity that was seen over thelast few days of summer, it would be well worth the effort to try and channel ourconversations towards positive talks and discussions. Because let's not forgetthat we're entering an autumn that’s hotting up on the political front. Nextspring there are municipal elections and the Spanish prime minister for the nextterm of office will also be decided next year. Anything goes in this frenzied racefor the political posts. They’ll fight for their seats at all costs, even if it meanswashing their adversary's dirty linen in public.

The best encouragement we can give to our readers is that now it’s time forus to decide. Because with our votes we can say who we trust to run our admi-nistration for the next four years. To do so, we urge all residents who are not yetregistered to do so in good time so that they can exercise their right to vote. So-togrande gives a lot and receives little. Register on the electoral roll and then de-cide with your vote. Let’s stop complaining and take action.

Tras las demandas de clientes y comerciantes

El Rastro de Sotogrande setraslada a la Ribera del MarlínDesde mediados de agosto, losdomingos llenan de vida el paseode la Ribera del Marlín, en lasterrazas de Blue Sotogrande.

Sotogrande S.A., en cola-boración a Blue Sotogrande, haconseguido llevar con éxito eltraslado del Rastro desde elClub Marítimo hasta esta nuevaubicación.

El cambio se ha realizadoatendiendo a las demandas decomerciantes y clientes, ya que lazona donde tradicionalmente serealizaba este mercadillo se esta-ba quedando pequeña y ocasio-naba muchos problemas de cir-culación y aparcamiento.

Estos problemas, unidos ala necesidad de trasladar el mer-cadillo debido a algunas activi-dades del verano como las rega-tas que se han celebrado en elClub Marítimo este pasado mesde agosto, hicieron que los res-ponsables buscaran una ubica-

ción alternativa que mejorarasustancialmente el Rastro deSotogrande.

Después de las primeras se-manas, los responsables delRastro consideran que “la expe-riencia ha sido tan satisfactoria ylas reacciones tan positivas, tan-to por parte de los expositorescomo de los clientes, que la nue-va ubicación se va a prolongar deforma indefinida, siempre tra-tando de compatibilizarlo conlas futuras aperturas de negociosen Blue Sotogrande”.

VentajasLas principales ventajas de estanueva ubicación son la disposi-ción de más espacio tanto paralos vendedores como para los vi-sitantes, aseos públicos, así co-mo la existencia de un parkinggratuito de más de 300 plazas,aunque los organizadores reco-nocen que aún mucha gente des-conoce su existencia por lo que

aún se producen pequeños pro-blemas de tráfico en la zona.

Para los responsables deltraslado, llevar a cabo este pro-yecto con éxito ha supuesto ungran esfuerzo, al realizarlo enpleno mes de agosto, cuando laafluencia de visitantes en la zonaes mayor. A pesar del éxito,cuando en las próximas semanasla situación se normalice, se va amejorar aún más todo el proyec-to.

Así, se espera ampliar el nú-mero de expositores, se señaliza-rán adecuadamente las entradasdel parking y los servicios, y semejorará y homogeneizará el as-pecto estético de los puestos paraofrecer una imagen de mayor ca-lidad capaz de atraer a más pú-blico.

Estos cambios se irán apli-cando progresivamente, de for-ma que el rastro de los domingosofrezca un servicio cada vez me-jor a sus clientes.

Sotogrande Street Market moves to Ribera del MarlínSince mid-August, the Ribera delMarlín promenade, at the BlueSotogrande terraces, has been fi-lled with life every Sunday.

Sotogrande S.A, in collabo-ration with Blue Sotogrande, hassuccessfully moved the marketfrom the sailing club to this newlocation.

The move was a demandamong traders and customers be-cause the area where the street

market had customarily been heldwas becoming too small and therewere a lot of traffic and parkingproblems.

These issues, together withthe need to move the market dueto certain summertime activitieslike the regattas held by the sai-ling club in August, made the or-ganisers look for an alternative lo-cation that would significantlyimprove the Sotogrande Street

For those responsible for themove, successfully undertakingthis project has involved a greatdeal of hard work since it was do-ne in the middle of August whenthe influx of visitors to the area isat its highest. Although it has be-en successful, when the situationsettles down over the next few we-eks further improvements will bemade.

The number of vendors is ex-pected to increase, the entrancesto the car park and toilets will be

signposted properly and the aes-thetics of the stands will be stan-dardised to improve the image ofthe market and attract more cus-tomers.

These changes will be imple-mented progressively, so that theservice offered to by the Sunday tocustomers will get better and better.

For Blue Sotogrande, themove has been an entirely positi-ve initiative. According to its co-ordinators, on the one hand itwill help liven up and bring pu-blicity to the pedestrian promena-de in what constitutes a wonder-ful promotional exercise, and onthe other hand it will attract hun-dreds of customers (thousands inAugust), who will also benefitfrom the stores in their shoppingcentre.

La droga estaba siendo transportada en fardos en una embarcación

La Guardia Civil incautó a fi-nales de agosto de 2.850 kilosde hachís y detuvo a cuatro per-sonas en una actuación llevadaa cabo en las inmediaciones delpuerto de Sotogrande.

El Instituto Armado infor-mó que la intervención se llevóa cabo cuando el Servicio Inte-grado de Vigilancia Exterior(SIVE) de Málaga y Algeci-ras detectó una embarcaciónen mar abierto que navegabahacia las cercanías del puerto

de Sotogrante.La patrullera del Servicio

Marítimo en la zona se dirigióal lugar, aunque no detectó elbarco, por lo que amplió lafranja de búsqueda ante la sos-pecha de que transportase dro-ga y de que pudiera estar apro-vechando la niebla existentepara camuflarse.

Finalmente fue interceptadaa unos 12 kilómetros del puertode Sotogrande, tras lo cual losagentes procedieron al abordajey vieron varios bultos con hachís

esparcidos en el suelo.Una vez trasladada la em-

barcación al puerto, su inspec-ción reveló que transportaba108 fardos de hachís, con unpeso total de 2.850 kilos, repar-tidos en diversos habitáculos.

Los cuatro tripulantesP.V.C., I.J.N., C.F.D. y J.M.,de nacionalidades española,inglesa, francesa y marroquí,respectivamente, fueron dete-nidos como presuntos autoresde un delito contra la saludpública.

The force announced that

they intervened when the Inte-grated External SurveillanceService (SIVE) for Malaga andAlgeciras spotted a vessel on theopen sea sailing towards an areanear Sotogrande’s harbour.

The local Maritime Servi-ce’s patrol boat headed to the si-te but failed to locate the vessel,so they widened the search zone,suspecting that the craft trans-ported drugs and could be using

the fog to conceal itself.Finally it was intercepted

around twelve kilometres fromSotogrande Marina, followingwhich the officers boarded thevessel and found several packa-ges of cannabis spread over thefloor.

Once the vessel had been ta-ken to the harbour, it was ins-pected to reveal that it held 108

bundles of cannabis with a totalweight of 2,850 kilos, distribu-ted between various cabins.

The four crew memberswith the initials P.V.C, I.J.N,C.F.D. and J.M, of Spanish,English, French and Moroccannationalities respectively, werearrested as presumed perpetra-tors of a crime against public he-alth.

Club, donde se había celebra-do una fiesta esa noche el 19de agosto.

En esta agresión estuvie-ron implicados dos jóvenes,

los cuales supuestamente ledieron una paliza a un terce-ro, de tan sólo 18 años, elcual tuvo que ser trasladadohasta el Hospital Puerta del

De todos es conocida la clásica distinción entre las personas físicas y las jurídicas;siendo estas últimas una creación formal del derecho para dotar de personali-dad jurídica a entidades que cumplen diferentes finalidades. Esta personali-

dad jurídica posibilita que las personas morales o jurídicas puedan ejercitar derechos,queden sujetas a obligaciones e intervengan en el tráfico jurídico en similares términosde las personas físicas. Como estas últimas las personas jurídicas nacen (se constituyen),viven y mueren (se extinguen o liquidan) y en general son asimilables a efectos legales.

Sin embargo una de las grandes diferencias entre ambos tipos de personas era quelas jurídi-cas no tenían responsabilidad penal por el principio de "personalidad" de laspenas. Las per-sonas morales no tienen voluntad como tales sino que la misma se consti-tuye mediante la suma de las diferentes voluntades individuales de las personas físicasque la componen. Esta situación ha cambiado dramáticamente con la publicación en elBOE del pasado 23 junio 2010 de la Ley Orgánica 5/2010 por la que se modifica el

Código Penal.Ahora según el artícu-

lo 31 bis del citado Códigolas personas jurídicas seránpenalmente responsablesde los delitos cometidos ennombre o por cuenta de lasmismas, y en su prove-cho,por los representantes lega-

les y administradores de hecho de derecho. Igualmente en los mismos supuestos las per-sonas jurídicas serán penalmente responsables de los delitos come-tidos en el ejerciciode actividades sociales y por cuenta y en provecho de las mismas por quienes, estandosometidos a la autoridad de las personas físicas administradoras de hecho de derecho,han podido realizar los hechos por no haberse ejercido sobre ellos el debido con-trolatendido las concretas circunstancias del caso.

Es decir que la ley contempla dicha responsabilidad penal en dos casos: el prove-cho para la sociedad y el descontrol de las personas responsables de dicha sociedad.

Una de las características de la nueva regulación penal es la independencia de res-ponsabili-dades entre la persona jurídica y las personas físicas que la administren por loque será per-fectamente compatible la existencia de dos delitos diferentes por unos he-chos iguales. El primero cometido por la persona jurídica y el segundo cometido por la

persona física que ejerce el control sobre esta.La otra característica es la limitación de los posibles hechos delictivos por lo que la

persona jurídica pueda ser condenada y por tanto existe una lista cerrada de delitos, re-feridos funda-mentalmente a delitos económicos, medioambientales, urbanísticos, co-hecho, tráfico de in-fluencias o corrupción en las transacciones internacionales, delitosde tráfico de órganos, trata de seres humanos, prostitución, corrupción de menores, fi-nanciación de terrorismo o ataques a la salud pública. Esta es una gran diferencia con laresponsabilidad personal de las personas físicas que pueden cometer cualquiera de losdelitos contemplados en el Código Penal.

Las penas que se proponen son las de multa, disolución de la persona jurídica, sus-pensión de sus actividades por un plazo no superior a cinco años, clausura de sus localeso estableci-mientos por un período no superior a cinco años, prohibición de realizar lasactividades en cuyo ejercicio se haya cometido el delito, inhabilitación para obtener sub-venciones y ayudas públicas e intervención judicial para salvaguardar los derechos delos trabajadores o acree-dores.

Existen también circunstancias atenuantes de la responsabilidad penal tal y comohaber pro-cedido a confesar la infracción antes de conocer que se ha iniciado el procedi-miento judicial, haber colaborado en la investigación del hecho, haber procedido a repa-rar o disminuir el daño causado por el delito y haber establecido, antes del comienzo deljuicio oral, medidas eficaces para prevenir y descubrir los delitos que en el futuro pudie-ran cometerse.

Todas estas normas sin embargo tienen una excepción y es que no serán responsa-bles pe-nalmente el Estado, las Administraciones Públicas territoriales e instituciona-les, los Orga-nismos Reguladores, las Agencias y Entidades Públicas Empresariales,partidos políticos y sindicatos y organizaciones internacionales de derecho público.

Es claramente criticable esta excepción a la general responsabilidad penal porqueno se en-tiende muy bien por qué un delito ecológico cometido por una empresa públicava a ser dife-rente del cometido por una empresa privada. O porque un delito de loscontemplados en el Código Penal cometido por un partido político no va a tener la mis-ma responsabilidad que el mismo delito cometido por una empresa privada. Una vezmás se impone la política de que los otros hagan lo que uno no quiere hacer. En vez depredicar con el ejemplo, las propias autoridades públicas que están más obligadas desdeel punto de vista moral que ninguna otra entidad a cumplir fiel y escrupulosamente conla ley, queden exentas de responsabilidad.

Los delitos de laspersonas jurídicas

Everyone is aware of the classic distinction between individuals and legal en-tities, the latter of which is a formal creation of the law to bestow legal statuson entities that fulfil various ends. This legal status enables legal entities to

exercise rights, it makes them subject to obli-gations and it involves them in the legalsystem in terms similar to those of individuals. Like individuals, legal entities areborn (they are founded), they live and they die (they expire or are liquidated) andin general they are recognised for legal purposes.

However, one of the major differences between these two figures is that the legalentities were not criminally liable owing to the principle of the ‘personality’ of sen-tences. Legal entities do not have their own mind; rather, they are made up of thesum of the various indi-vidual minds that comprise them. This situation has chan-

ged dramatically with thepublica-tion in the Spa-nish State Gazette(BOE) of June 23,2010, of Organic Law5/2010, modify-ing thePenal Code.

Now, according toArticle 31 bis of the afore-

mentioned Code, legal entities will be prose-cutable for crimes committed by or onbehalf of the entity in question and, for their benefit, by their legal representativesand administrators in practice and in law. Equally, on the same grounds legal enti-ties will be prosecutable for crimes committed in the exercise of company activitiesand on behalf and for the benefit of the entities, for whom, subject to the authority ofthe individuals who administrate them in practice and in law, these crimes have be-en committed by failing to exercise due diligence in response to the specific circums-tances of each case. In other words, the law envisages this liability in two cases:when there is benefit to the company and when there is a lack of control by the peo-ple responsible for the com-pany.

One of the characteristics of the new penal regulations is the independence ofliabilities be-tween the legal entity and the individual that administrates it, so theexistence of two differ-ent crimes for the same acts will be perfectly possible. The

first crime is committed by the legal entity and the second is committed by the indivi-dual who is in control of the entity.

The other characteristic is the limitation of the potential criminal acts for whicha legal entity can be sentenced; there is a finite list of crimes that essentially constitu-te financial, environ-mental and planning offences, bribery, influence peddling orcorruption in international transactions, organ trafficking crimes, slave trading,prostitution, corruption of minors, fund-ing terrorism and attacks on public health.This is a big difference compared to the personal liability of individuals who cancommit any crime envisaged in the Penal Code.

The sentences that are proposed include fines, dissolution of the legal entity,suspension of activity for a period not exceeding five years, closure of premises or es-tablishments for a period not exceeding five years, a ban on undertaking the activi-ties in the exercise of which the crime was committed, disqualification from publicsubsidies and support, and legal in-tervention to safeguard the rights of workers orcreditors.

There are also extenuating circumstances for criminal liability, like having con-fessed to the offence before knowing that the legal proceedings have begun, havingcollaborated in the investigation into events, having proceeded to repair or reducethe damage caused by the crime or having established, before going to trial, effectivemeasures to prevent or expose crimes that may be committed in the future.

All of these regulations, however, have an exception, which is that the state, theregional and institutional public authorities, the regulatory bodies, the public busi-ness agencies and enti-ties, political parties and trade unions and international or-ganisations of a public nature will not be liable.

This exception to general criminal liability is plainly open to criticism becauseit is not clear, for instance, why an environmental crime committed by a public en-terprise is any different from one committed by a private company. Or why one ofthe crimes envisaged in the Penal Code committed by a political party will not havethe same liability as the same crime com-mitted by a private company. Once again,a policy of making other people do something one doesn’t want to do oneself is im-posed. Rather than leading by example, the public authori-ties, which have moreobligations from a moral point of view than any other entity to com-ply with the lawfaithfully and scrupulously, are exempt from liability.

A esta cita, celebrada en elReal Club de Golf de Sotogran-de, participaron por la parte espa-ñola, el presidente de la sección de

San Roque celebrará del 15 al30 de septiembre el tercer Ma-ratón Gastronómico, esta vezen el Valle del Guadiaro, don-de se quieren dar a conocer losnumerosos establecimientos dela zona, así como los deliciososplatos y tapas que ofrecen ensus cartas.

Esta tercera edición batirátodos los records, ya que nosólo se ha ampliado el númerode días de celebración a quin-ce, sino que se ha conseguidola participación de 72 bares yrestaurantes de la ruta culina-ria comprendida entre Gua-diaro, Pueblo Nuevo, San En-rique, Sotogrande, Torregua-diaro, San Roque Club y Al-caidesa.

Los organi-zadores munici-pales, con el res-paldo del tenien-te de alcalde res-ponsable del Va-lle del Guadia-ro, Juan Roca, yel apoyo del pro-pio alcalde, Fer-nando Palma,consideran ya unauténtico éxito elMaratón Gas-tronómico, ya que se ha conse-guido la máxima implicaciónde los restauradores de la zona,así como la de numerosas em-presas que colaboran en estainteresante iniciativa.

El Colegio Internacional de Sotogrande comenzó sus clases el pasado 1 de septiembre

Los alumnos del Gloria Fuertes ya ocupan las nuevas aulas instaladas en el centro

Tras el parón veraniego, casi1.300 alumnos del Valle delGuadiaro han vuelto a clasedurante la primera quincenade septiembre.

Los primeros fueron losalumnos de los colegios inter-nacionales, tanto el de Soto-grande como el de San Roque,que iniciaron las clases el pa-sado 1 de septiembre.

En el Colegio Internacio-nal de Sotogrande, aunqueaún está abierto el plazo dematrículas, más de 600 alum-nos volvieron a las clases el 1de septiembre. Por su parte, elcolegio Internacional de SanRoque, con alumnos de 0 a 5años, cuenta este curso con 55niños en sus aulas.

Después, el 10 de sep-tiembre, los colegios públicosabrieron sus puertas. En la zo-na norte, en el C.E.I.P. GloriaFuertes de Guadiaro los alum-nos matriculados son 161 eninfantil y 299 en Primaria; yen el C.E.I.P. Barbésula deSan Enrique de Guadiaro son54 en infantil y 96 en prima-ria.

Todos los escolares hanencontrado sus centros en per-fectas condiciones, ya que tal y

como se explicó desde la Dele-gación de Educación, que pre-side el teniente de alcalde Ra-món Ramírez, se ha trabajadodurante los meses estivales pa-ra que todo estuviera listo en elinicio del curso escolar.

El edil además ha desvela-do que el Ayuntamiento cuen-ta “desde hace meses con unequipo dedicado exclusiva-mente al mantenimiento de loscentros educativos del munici-pio”.

Durante estos meses “he-mos corregido los destrozos

que ha provocado el invierno,y hemos trabajado en jardine-ría, pintura, y albañilería pa-ra que todo estuviera listo el10 de septiembre”.

Ayudas

Por otro lado, el Ayuntamien-to ha dispuesto ayudas para laadquisición de libros de textoen Segundo Ciclo de Educa-ción Infantil (de 3 a 5 años)cuyo plazo de presentación desolicitudes finaliza el próximodía 30 de septiembre.

Estas ayudas se otorgaránen base a unos baremos de in-gresos y sus destinatarios seránlas familias más necesitadasdel municipio, tal y como loacordó la Corporación Muni-cipal en base al Plan de Sane-amiento.

En función de las solicitu-des presentadas y de los pun-tos obtenidos se determinarála cuantía de las ayudas econó-micas de la siguiente forma: el50% para los solicitantes quelogren cinco puntos; el 75%para los que hayan obtenidoentre seis y diez puntos; y el100% para los que superen losdiez puntos

GuarderíasAdemás, el pasado miércoles1 de septiembre se inició en to-do el municipio, al igual queen todo el territorio andaluz,las clases en las guarderías,para niños de 0 a 3 años. EnSan Roque, son unos 300 ni-ños los que comenzaron el cur-so en guarderías públicas oconcertadas, a los que hay queañadirle las guarderías priva-das.

El Colegio Internacional de Sotogrande es uno de los centros privados de la zona

Por otro lado, hay que re-cordar que el pasado mes dejulio se iniciaron las obras dela futura guardería de Gua-diaro, que tendrá 41 plazas yse situará junto al ColegioPúblico Gloria Fuertes.

El presupuesto ronda los250 mil euros y el plazo deejecución de las obras se sitúaen doce meses.

La obra se ha adjudicado

a la empresa linense Marvi,que obtuvo la mejor oferta, yse espera que pueda estar enfuncionamiento en el curso2011-2012.

De las 41 plazas previs-tas, 8 serán para niños hastaun año; 13 para niños de en-tre 1 y 2 años, y las 20 plazasrestantes para niños entere 2y 3 años.

La obra de la nueva guar-

dería de Guadiaro se incluyeen el Proyecto Integral deDesarrollo Local y Urbanodel Campo de Gibraltar “Cá-diz 2012 Compite”, y se fi-nancia en un 70% con fondosFeder de la Unión Europea.

Las obras salieron a con-curso por procedimientoabierto por un presupuestomáximo de 400.000 euros,IVA incluido.

Actividades extraescolares

Como siempre, con el inicio delas clases se ponen en marchalas numerosas actividadesextraescolares que ofrecen loscentros a los alumnos.Todas ellas se presentan comouna alternativa perfecta para quelos niños pasen las tardes detodo el curso escolar, a la vezque interrelacionan con otrosalumnos y aprenden alguna dis-ciplina deportiva, musical o edu-cativa.

Este año, la empresa Gestoflor esla encargada de promover estasactividades en el CEIP GloriaFuertes, donde los niños podránpracticar baile y coreografía, jue-gos alternativos, inglés, lecturaanimada, informática, balonces-to, patinaje y multitaller.A estas actividades se les unenlas ofertadas por el propio cen-tro, como son la escuela demúsica, el coro y la novedad deeste año, el taekwondo.

After the summer break, almost1,300 students in Valle del Gua-diaro have returned to classes inthe first fortnight of September.

The first to start were stu-dents at the international scho-ols, both in Sotogrande and SanRoque, who started classes onSeptember 1st.

Although registrations arestill open at the Sotogrande In-ternational School, over 600pupils returned to classes onSeptember 1st. In turn, the In-ternational San Roque School,with pupils aged 0 to 5, this yearhas 55 children in classes.

State schools opened theirdoors later on September 10th.In the north, the C.E.I.P. GloriaFuertes in Guadiaro has 161 en-rolled pupils in preschool and299 in primary; the C.E.I.P.

Nuevo de Guadiaro is one of theschools having undergone mostimprovements for this school ye-ar, opening its doors on Septem-ber 10th with 2 modules housing4 pre-fabricated classrooms.These four rooms, including airconditioning, are for first-yearprimary pupils and were insta-lled due to the lack of space atthe school.

Council staff worked withthe school on the installation ofthe modules and the transfer of

school material. The pre-fabrica-ted rooms have been paid for bythe Education Department at theAndalusia Regional Govern-ment and are a new pioneeringsystem in the region, where thereis a total of seven modules of thiskind, two at Gloria Fuertes.

GrantsIn turn, the Town Council hasmade grants available for pur-chasing text books in the SecondCycle of Preschooling (3 to 5 ye-ars) whose application periodends on September 30th.

These grants will be awar-ded based on income bands andrecipients will be the neediest fa-milies in the area, as agreed bythe Town Council based on theRestructuring Plan.

The amount of the grantswill be set based on the applica-tions received and points obtai-ned: 50% will go to applicantswith five points, 75% for thosewith between six and ten points,and 100% for those with overten points.

In addition, Wednesday 1stSeptember saw the start of clas-ses in nurseries across the muni-cipality and Andalusia for chil-dren aged 0 to 3. In San Roque,around 300 children started theyear at public or state assistednurseries in addition to those atprivate nurseries.

In turn, work started in Julyon the future nursery in Guadia-ro which will have 41 places

and be located next to the GloriaFuertes School. The budget forthis runs to 250,000 euro andthe building work will last for ayear. The company responsiblefor the work is Marvia, based inLa Línea, which offered the bestbid. It is expected to open for the2011-2012 school year.

The planned 41 places willbe spread as such: 8 for childrenup to 12 months old, 13 for chil-dren between 1 and 2, and the

remaining 20 places for thosebetween 2 and 3 years old.

Overall, customers believe that themarket has improved a good deal, becauseit is now easier for them to visit the Sun-day market and see all the stands.

The traders also think the change inlocation has been positive, although some

are concerned about the arrival of winterand believe some improvements must bemade.

Los vecinos denuncian que se vierte suciedad a La Laguna a través de estas tuberías

Se solicita una solución urgente al conflicto de la parcela TG-22

Para el TG 22 y La Laguna

La Plataforma Vecinal de Torreguadiaro sigue reclamando mejorasLos vecinos de Torreguadiaro, re-presentados por la Plataforma Ve-cinal que preside Jesús Gil, ha que-rido explicar la situación caótica dela ya conocida parcela TG 22.

Además de asegurar no en-tender cómo se puede construir enesta parcela, ya que afectaría a unentorno natural como es la Lagunade Torreguadiaro, los vecinos handenunciado en innumerables oca-siones la situación de abandono enla que se encuentra esta zona, don-de los colectores están rotos desdehace ya tres años, y aunque se hayapodado recientemente, se ha aban-donado toda la maleza y restos deestos trabajos en la misma parcela,suponiendo un grave riesgo de in-fección para los vecinos.

Los hechos descritos han sidoincluso denunciados en diferentesocasiones a la fiscalía de MedioAmbiente en Algeciras, despuésde haber remitido informes a dife-rentes organismos públicos. Aun-que hasta la fecha no se ha obteni-do ningún tipo de respuesta.

Los vecinos consideran que larecalificación de la parcela TG 22en urbanizable se realizó “sin res-petar las normas medioambienta-les de la Junta de Andalucía y sinpermiso”. Además, denuncianque no se haya respetado la distan-

cia reglamentaria de la DirecciónGeneral de Costas, ya que “entrenuestra encantadora Laguna pro-tegida medioambientalmente y laparcela TG 22 sólo distan 25 me-tros”.

Según esta plataforma, los“delitos urbanísticos cometidos enla zona”, están afectando a la La-guna de una forma irreparable, yaque además, “la empresaWERTH han llevado suciedades,aguas tóxicas fecales, aguas conta-minadas y aceite-gasoil por mediode tuberías de grandes dimensio-nes a la Laguna”.

Junto al peligro medioambien-tal de La Laguna, los vecinos con-sideran que el riesgo de incendio enla zona es muy alto, debido a la“cantidad de maleza acumuladaen la zona”.

Además, esta plataforma veci-nal denuncia que la parcela AN19situada a la entrada de Sotogran-de, pasara a ser urbanizable tras elpleno del 18 de julio de 2009, apesar de la oposición del PIVG yel PSOE.

Los vecinos consideran que lasituación de esta parcela es aún pe-or que la del TG 22, ya que “es unescombrero”, por lo que se pide alalcalde que se desbroce la zona y seproceda a su vallado, aunque seapropiedad de un particular.

Otras peticiones

La Plataforma Vecinal de Torreguadiaro trabaja a diario para denunciar las defi-ciencias de la zona e intentar así que se consigan solucionar los problemas queafectan a los residentes y turistas. Entre la multitud de denuncias registradas seencuentran las siguientes:-Limpieza de las piedras caídas de la Torre de la calle Vigía, así como manteni-miento de la misma, donde incluso están naciendo higueras.-Que los servicios públicos del municipio actúen con celeridad en la barriada.-Pasos elevados en la calle Iglesia.-Paso sobreelevado en el acceso al puerto para los peatones.-Reparación del ascensor en la tenencia de alcaldía de Pueblo Nuevo.-Arreglo de la parte izquierda de la zona que existe desde el Colegio Gloria Fuertesa Guadiaro.-Contenedores en la calle Tránsito y Posada de Guadiaro.-Mejora de los aparcamientos de la playa de Torreguadiaro.-Arreglo de la carretera en la zona próxima a la tienda de Patricia Darch.

The Torreguadiaro Residents’ Platform has been working hard to report the defi-ciencies in the area and try to resolve the problems that affect residents and tou-rists. The many demands made include the following:- To clear the stones that have fallen off the tower on Calle Vigía and maintain thetower, from which there even fig trees growing.- For the municipality’s public services to act quickly in the district.- Overpasses on Calle Iglesia.- An footbridge at the entrance to the harbour for pedestrians.- To repair the lift at the Pueblo Nuevo district council office.- To tidy up the left-hand part of the area between the Gloria Fuertes School andGuadiaro.- Containers on Calle Tránsito and at Posada de Guadiaro.- Improvements to parking spaces on Torreguadiaro beach.- To tidy up the road in the area near the Patricia Darch shop.

Torreguadiaro Residents’ Platform continues to demand solution to TG 22 and improvement of lagoonTorreguadiaro residents, re-presented by the Residents’Platform chaired by JesúsGil, are keen to give an ac-count of the chaotic situationof the infamous plot TG 22.

They do not understandhow this plot can be built on,since it will affect a naturalspace: the Torreguadiaro La-goon. The residents have alsocomplained about the area’sstate of neglect on countlessoccasions, as its water pipeshave been damaged for threeyears now. Although pruninghas been carried out recently,the weeds and waste from thework have been left on theplot, leading to a serious riskof infection for local resi-dents.

The issues described ha-ve even been reported on se-veral occasions to the Envi-

ronmental Public Prosecutor’sOffice in Algeciras after havingsent reports to various publicbodies. However, no responsehas been received to date.

Residents believe that PlotTG 22 was reclassified as de-signated building land “withoutrespecting the Andalusian Re-gional Government’s environ-mental regulations and withoutpermission”. They also com-plain that the regulatory dis-tance set by the General Coas-tal Directorate has not been res-pected, since “there are just 25metres between our charmingprotected lagoon and Plot TG22”.

According to this platform,the “planning crimes commit-ted in the area” are affectingthe lagoon irreparably, becausein addition, the “WERTHcompany has brought to the la-

goon dirt, toxic sewage, pollu-ted water and diesel oil via lar-ge pipes”.

Alongside the environmen-tal hazard, residents believethat the risk of fire in the area isvery high, owing to “the largeamount of scrub that has accu-mulated in the area”.

In addition, the residents’platform complains that PlotAN19, located at the entranceto Sotogrande, became designa-ted building land in the plenarymeeting of July 18, 2009, des-pite being opposed by thePIVG and PSOE parties.

Residents believe that thesituation of this plot is evenworse than that of TG 22 be-cause “it’s a slag heap” andthey ask the mayor to clear thearea and fence it off, eventhough it is owned by a privateindividual.

El alcalde de SanRoque cesa a los dos ediles de USREl alcalde de San Roque, Fernan-do Palma, respaldado por el todoel equipo de gobierno, anunció elpasado 10 de septiembre el cesedel concejal de Cultura, José Anto-nio Ledesma Sánchez, y de la con-cejal de Fiestas y Juventud, MarinaGarcía Peinado, debido a la “des-lealtad pública y manifiesta deUnidad por San Roque (USR) ypor ir en contra de los intereses ge-nerales del Ayuntamiento”.

Según ha informado el alcal-de, “los representantes de Unidadpor San Roque son corresponsa-bles de la caótica y lamentable si-tuación económica y financiera porla que atraviesa el Ayuntamiento”.

En un comunicado, se explicaque en un primer momento cuandoFernando Palma accede a la alcal-día sanroqueña, por encima de re-proches y acusaciones, permite yacepta la ayuda que los miembrosde Unidad por San Roque quie-ren prestar para intentar salir de lagrave situación económica en laque se encuentra la localidad.

Con la aprobación de un Plande Saneamiento de las arcas muni-cipales en julio del año pasado,aprobado con el voto a favor de to-dos los concejales de Unidad porSan Roque, se inician una serie demedidas de contención del gastoque en su mayoría resultan impo-pulares, pero muy necesarias.

MotivosPara el alcalde, es precisamente lapuesta en marcha de estas medidaslo que origina que “los concejalespertenecientes a Unidad por SanRoque empiezan a desmarcarse dela línea de trabajo y de la gestión deun equipo de gobierno del que for-

man parte y que trabaja para con-seguir reconducir la grave situacióneconómica del Ayuntamiento san-roqueño”.

“Los miembros de Unidadpor San Roque adoptan una acti-tud incoherente y contradictoriaque va en contra de los intereses ge-nerales”, explica el comunicado.

En los últimos meses, según elalcalde, “la situación degeneró encontinuos enfrentamientos que lle-gan a su punto álgido en el PlenoOrdinario del pasado mes de ju-nio, en el que los miembros deUnidad por San Roque, tras pro-vocar una rocambolesca situación ycuando el alcalde se ausenta justifi-cadamente, votan junto a los socia-listas la readmisión de los trabaja-dores del Plan de Acerado, cuan-do en la Junta General de la em-presa, en privado, horas antes, ha-bían votado en contra de esta read-misión por ser necesario para losintereses generales de San Ro-que”.

Esta traición motiva el cese, elpasado mes de julio, de SalvadorRomero Monrocle y Juan CarlosGalindo.

Ahora, el alcalde ha dado unpaso más y finalmente ha decididoquitar sus competencias a los dosediles de USR que aún mantení-an delegaciones. Los motivos hansido, según el alcalde, “la indeci-sión de José Antonio Ledesma ysu actitud desafiante, pese a estarliberado y cobrar de las arcas mu-nicipales, no realiza labor algunani cumplir con sus responsabilida-des al frente de la concejalía deCultura”.

An official notice explainshow, at first, when FernandoPalma became mayor of SanRoque, above and beyond re-proaches and accusations, heaccepted the help that the mem-bers of Unidad por San Roquewanted to offer in order to tryand resolve the locality’s severeeconomic problems.

With the approval of the

Restructuring Plan for the mu-nicipal coffers in July last year,approved with votes in favourfrom all of Unidad de San Ro-que’s councillors, a number ofmeasures were initiated to con-tain expenditure that weremostly unpopular but were verynecessary.

ReasonsIn the mayor’s view, it is

precisely when these measureswere set in motion that “thecouncillors belonging to Unidadpor San Roque started to disas-sociate themselves from the lineof work and the administrationof a governing body that theyare part of and that is working toreverse San Roque MunicipalCouncil’s dire financial situa-tion”.

“The members of Unidadpor San Roque adopted an in-coherent and contradictory atti-tude that goes against general in-terests”, the notice explains.

In recent months, accordingto the mayor, “the situation de-generated into continual con-

frontations that reached their pe-ak in the plenary meeting lastJune, in which the Unidad porSan Roque members, after inci-ting a bizarre situation when themayor was justifiably absent,voted alongside the socialists toreadmit the workers of the Pave-ment Plan, when the enterprise-’s general assembly, in privateand just a few hours earlier, hadvoted against this readmissionin the general interests of SanRoque”.

This betrayal led to the dis-missals in July of Salvador Ro-mero Monrocle and Juan CarlosGalindo.

Now the mayor has takenanother step and ultimately de-cided to remove the two USRcouncillors that still run depart-ments from their posts. Accor-ding to the mayor, the reasonsare “José Antonio Ledesma’s in-decision and his defiant attitude,failing to do any work or meethis responsibilities as head of theCulture Department despitebeing a paid member of thecouncil”.

Architectural barrier in Pueblo NuevoGuadiaro Valley residents arecontinuing to complain aboutsome of the architectural ba-rriers that still exist on variousstreets in their municipalities.The latest was the iron bar onthe Pueblo Nuevo service ro-ad, on which, in the area near

Solbank, pedestrians are una-ble to get through easily, espe-cially if they have pushchairsfor babies or use a wheelchair. The situation gets worse if the-re are badly parked cars in theway because pedestrians haveto risk being run over when

they are forced to go on the ro-ad in order to get through.Residents believe that the solu-tion, which is as simple as re-moving the iron bars that blockthe way, should be applied im-mediately in order to avoid atragedy.

The convenience of free parking spaceduring the dayIn response to your recent articlehighlighting the serious parkingproblems in the Sotogrande area,I would suggest that in PuebloNuevo the problem is much ea-sier to solve.If the car park offers 2 hours onlyfree parking during workinghours this would prevent the very

high proportion of cars that areparked there all day.The cost of implementation of thescheme would surely be low.If we are seriously trying to en-courage tourism in our area, thenby allowing visitors the conve-nience of free parking space du-ring the day.

This will surely encourage manymore 10 visit the various shopsand cafes available to them in thecentre of Pueblo Nuevo, ratherthan the present frustration of noavailable space and no alternati-ve but to bypass the local smallbusinesses and head off to thelarge national supermarkets.

Global Macro: Tigres contra gatitos (I)La temperatura del mercadode fondos en Europa pasa porobser var la lista de fondos degestión alternativa en formatoUCITS que las gestoras detodo tipo están lanzando almercado. Esto no es más quedecir que hay gestoras adap-tando productos que ya teníanen el mundo hedge a los for-matos de regulación, transpa-rencia y liquidez que exige lanormativa europea de armoni-zación de fondos. También esverdad que a veces no seadaptan productos, sino quebajo la inspiración de estrate-gias de inversión presentes enel mundo alternativo, se lan-zan nuevos fondos que preten-den aprovechar la flexibilidadde la normativa en varios pun-tos clave, como por ejemplo eluso de derivados para la tomade posiciones cortas, no sólode cobertura sino de inversión

y la posibilidad de un ciertoapalancamiento. Y la verdades que todo este abanico defondos, que a veces sin querermetemos en el mismo saco,debe ser analizado de formadiferente, tratando de aislargrupos comparables que nospermitan decidir de forma ob-jetiva qué es bueno y qué no loes tanto. Como en todas par-tes, en esto de los fondos degestión alternativa hay de to-do, y no es oro todo lo que re-luce. En España solemos meter aestos fondos en categorías ca-jón desastre del tipo “retornoabsoluto”, “fondos globales”y hasta “mixtos”. Lo cierto esque hay que ir un poco másallá, ofreciendo propuestas devalor aunque sea a riesgo deequivocarnos en la clasifica-ción. Y digo esto de equivo-carnos porque precisamente

los fondos de gestión alterna-tiva son a veces difíciles de en-casillar, y eso lo saben bien losproductores de índices dehedge funds. Aún así, se estándando pasos adelante en esteproceso. Muchos de las plata-formas con capacidades de se-lección de fondos ya están de-finiendo sus propias categorí-as de fondos “Newcits”, comoha dado en llamarlos Citywi-re, revista clásica del gremio.En concreto nosotros trabaja-mos activamente con ochograndes categorías, y a pesarde esto pensamos que todavíano representan a la totalidadde la oferta disponible ahoramismo en Europa. Entre esas categorías, una delas que presenta mayor interéses la de los fondos “GlobalMacro”, donde incluimosproductos cuyo objetivo con-siste en anticiparse a los movi-

mientos de mercado, invirtien-do en tipos de interés, rentavariable, divisa y materias pri-mas. Emplean análisis funda-mental (micro y macro) así co-mo técnico para detectar mo-vimientos de oferta y demandaen algunos segmentos de losmercados. Se mueven de

Thisjust means that there are manage-ment companies adapting pro-ducts which they already had intheir hedge fund portfolio to theregulation, transparency and li-quidity format demanded by Eu-ropean regulations on fund har-monisation. It is also true that, attimes, products are not adaptedbut rather, under investment stra-

tegy inspiration present in the al-ternative world, new funds arelaunched that intend to take ad-vantage of the regulatory flexibi-lity in several key points such asthe use of derivatives to takeshorts not only for cover but alsofor investment and the chance ofshort-term leverage. The reality isthat this entire selection of funds,which at times we unintentio-nally put in the same basket,should be analysed differently, at-tempting to isolate comparablegroups so as to allow us to objecti-vely decide on what is good and

what is not so much so. As every-where, there is bit of everything inthese alternative managementfunds and not all that glitters isgold.In Spain, we usually place thesefunds in a mixed bag categorysuch as “guaranteed return”,“global funds” and even “mi-xed”. What we need is to go be-yond this, offering value propo-sals although this risks making amistake in classification. I say“make a mistake” as alternativemanagement funds are exactlythose that are at times difficult to

categorise – and those producinghedge fund indexes know thiswell. Nevertheless, steps forwardin this process are being taken.Many platforms with fund collec-tion capacities are defining theirown “Newcits” funds categories,as Citywire, the classic associa-tion magazine, has called them.Specifically, we are actively wor-king on eight large categories and,despite this, believe that not allthe available selection in Europeright now is represented.One of these categories with mostinterest is the “Global Macro” ca-

El Valle del Guadiaro se beneficia de casi un millón de euros para obras

Se habilitarán las antiguas casas de los maestros como edificio municipal

El Ayuntamiento de San Ro-que acomete, en parte gracias ala financiación de otras admi-nistraciones y empresas, unaserie de obras en la zona deGuadiaro para la construcciónde nuevos equipamientos o lamejora de otros ya existentes.

Entre todas, destaca lapróxima rehabilitación del edi-ficio donde se ubicarán lasnuevas dependencias munici-pales en Pueblo Nuevo deGuadiaro.

La obra del edificio muni-cipal consiste en la primera fa-se de la rehabilitación de lasantiguas Casas de los Maes-tros, y cuenta con un presu-puesto de más de 420.000 eu-ros procedentes del Plan E2010. Además, se habilitará lacalle de acceso que transcurreentre la nueva iglesia de Pue-

blo Nuevo y este edificio muni-cipal.

En estas nuevas dependen-cias municipales se ubicaránlas oficinas administrativas, ac-tualmente en el Edificio Mul-tiusos de Guadiaro.

Además, se adecuarán lo-cales para escuelas taller y unsalón multiusos, entre otrasinstalaciones. Mientras, en elEdificio Multiusos permanece-rán la Policia Local y la Biblio-teca Municipal, que contaránasí con mayor espacio.

Hay que recordar que re-cientemente se inauguró la pa-rada de taxis de Guadiaro, unaobra a cargo del Plan E 2009y que contó con un presupues-to cercano a los 119.000 eu-ros.

Asimismo, se espera quetras unos meses de retraso,próximamente se finalice la

instalación de seis contenedo-res soterrados en la travesía deTorreguadiaro. Obra que hasido cofinanciada y ha costado135.000 euros.

Las obras de construcciónde una escuela infantil en Gua-diaro acaban de comenzar ycuentan con un presupuestocercano a los 285.000 euros,procedentes de las obras finan-ciadas por Diputación Provin-cial de Cádiz.

Gracias al Plan Proteja2010 se impermeabilizará lacubierta del edificio del Centrode Día de Guadiaro por un im-porte de poco más de 12.000euros.

Otro de los proyectos demás envergadura y relevanciaque se desarrollará en la zonade Guadiaro es el relacionadocon las obras de mejora de lapista deportiva de Pueblo

This new municipal facilitywill house the administrative offi-ces, currently located in the Gua-diaro Multipurpose Building.

Premises will also be fittedout for workshop schools and a

multipurpose room, among otherfacilities. The MultipurposeBuilding will continue to be usedby the Local Police and the Mu-nicipal Library, which will the-refore have more space.

The Guadiaro taxi stop wasrecently inaugurated, a projectfunded by Plan E 2009 whichhad a budget of almost 119,000euros.

La nueva Oficina de Turismo se encuentra en el antiguo Ayuntamiento

La Oficina Municipal de infor-mación Turística de San Ro-que funciona desde este pasadomes de agosto en el edificio mu-nicipal de la plaza de Armas,en lo que era el antiguo Ayun-tamiento.

En ese edificio también seencuentran ya operativas lasoficinas de la delegación deDeportes, que se suman a las

de Participación Ciudadana,Educación y Universidad Po-pular, que ya lo venían hacien-do desde hace algunos meses.

El teniente de alcalde deDeportes y Turismo, AntonioCalero, señaló que “entende-mos que la oficina de Turismoestá en muy buen lugar, en elcasco histórico, lugar de visitaobligada de los turistas en SanRoque”.

Calero entiende tambiénque “han quedado unas ofici-nas de Deportes muy dignas yfuncionales, que nos van a per-mitir prestar un buen servicio”.

Por su parte, el teniente dealcalde de Educación, RamónRamírez, señaló que “no podí-amos permitir que este edificio,con tanta historia, permanecie-ra en desuso, porque podría de-teriorarse”.

La EUC vuelve a recordar la importanciadel buen uso de los contenedoresLa Entidad Urbanística deConservación quiere volver ahacer un llamamiento a todoslos propietarios para que rea-licen un buen uso de los con-tenedores destinados a losrestos de poda.

En los últimos meses, laEUC ha comprobado quemuchos contenedores ade-más de contener residuos ve-getales contienen otro tipo debasuras, lo cual entorpece lalabor de la empresa contrata-

da para la recogida de estosresiduos.

Cabe recordar que los restosvegetales son trasladadoshasta un vertedero destinadoa este tipo de residuos en

Castellar, y que allí no sepueden depositar restos deotro tipo, por lo que hay quevolver a recogerlos y esto su-pone un esfuerzo innecesariopara la EUC.

La EUC quiere que los pro-pietarios y jardineros seanresponsables a la hora de ha-cer uso de estos contenedo-res, para que los trabajos derecogida no se vean afecta-dos.

In recent months the UrbanConservation Entityhas seenhow many containers, in ad-dition to containing gardenwaste, have also been used

for other kinds of rubbish,which hinders the work ofthe company hired to co-llect this waste.

The garden waste is trans-ported to a dump specifi-cally for this kind of wastein Castellar, where otherkinds of waste cannot be de-posited. This means that

they have to be collectedagain, which is an unneces-sary inconvenience for theEUC.

The EUC would like ownersand gardeners to act respon-sibly when it comes to usingthese containers, so that thecollection work is not affec-ted.

La EUC sigue preocupado porla plaga de picudo rojo queafecta a algunas palmeras de laurbanización, de hecho, re-cientemente esta plaga haafectado a una palmera Was-hingtonia filifera, algo pocohabitual ya que siempre habíaatacado al género Phoenix.

A pesar de este caso, desde laEntidad no quieren alarmar ala población, pero sí poner so-bre aviso de esta situación, conel objetivo de informar y paraque los vecinos están aún másalerta en este asunto, aunqueactualmente ya se ha tratado lapalmera afectada, así como lasque se encuentran a su alrede-dor, por lo que no hay peligro

de que se extienda.

Los técnicos de la EUC quie-ren destacar que este caso estotalmente aislado y para nadaalarmante, tal y como se de-muestra con el hecho de quede las 10.000 palmeras de estetipo que existen en la urbani-zación, éste ha sido el primercaso registrado desde que hacetres años comenzase la plagaen la urbanización.

La situación está tan controla-da que de hecho, en otra pal-mera de este tipo que aparentadaños similares a los que pro-duce este insecto, se ha com-probado que la misma ya nocuenta con ningún picudo.

Los responsables de la EUC semantienen alerta y ya han reci-bido la visita del experto en lamateria, Antonio Moyano,asesor externo de la Entidad, ypróximamente recibirán la vi-sita de un técnico experto de laJunta de Andalucía para valo-rar la situación.

Por todo ello, los responsablesde la EUC quieren hacer llegara los vecinos un mensaje detranquilidad e indicar que en elcaso de que observen cual-quier indicio se pongan encontacto con la Entidad y actú-en con la misma rapidez con laque se ha hecho en este casoaislado.

EUC takes action with an isolated case of palm weevil on a Washintonia treeThe EUC remains con-cerned by the red palm wee-vil plague that affects somepalm trees in the resort; infact, recently the plague af-fected a Washingtonia filif-era palm tree, a rare occur-rence because they normal-ly attack the Phoenix genus.Despite this case, the entitydoes not wish to alarm resi-dents, but it would like tobring the situation to theirattention in order informthem and so that residentsare even more alert. The af-fected palm tree has beentreated, as have those

around it, so there is no dan-ger that it will spread.

EUC staff would like tostress that this case is com-pletely isolated and is nocause for alarm, given thatof the 10,000 palm trees ofthis species that exist in theresort, this is the first recod-ed case since the plaguestarted in the area threeyears ago.

The situation is well undercontrol and, in fact, anotherpalm tree that appears tohave damage similar to that

caused by the insect hasbeen given the all-clear.The EUC staff are remain-ing alert and have received avisit from an expert in thefield, Antonio Moyano, anexternal adviser, and soonthey will be visited by a spe-cialist from the AndalusianRegional Government whowill assess the situation.

The EUC would thereforelike to reassure residentsand ask them to contact theentity if they see any signs,acting as quickly as wasdone in this isolated case.

The SIS teamhelped to build swings and slides forthe whole community of childrenthere.Other projects included workingwith the Sunshine School in Old

Goa, looking at the sustainability ofa farm project in the rain forest, andproviding some much-needed ITfacilities for the orphanage: thesefunds were kindly donated by theEuropean Council of InternationalSchools.The three week long trip was ex-traordinary in so many ways: itwas heavy monsoon conditions thewhole time and a strong smell ofdamp became, for us, the evocativesmell of India. The country got un-der our skin: we were there longenough for it to begin to feel like

home and the children we encoun-tered were happy, smiley, lovelyand happy. Our SIS students, despite being soyoung ( 13-16) demonstrated atrue depth of maturity and threwthemselves into every task present-ed to them. Here are some of theirreflections: •Tremendous warmth from every-one I met. •Lots of big hearts and selfless giv-ing.•This experience has shown mewhat the important things in life

are.•It’s impossible to explain what Ifeel about India and myself in just afew sentences. One thing I doknow is that after this trip I willhave 30 more brothers and sistersand that’s a great feeling!•Hearts have been opened to us onthis voyage; I leave mine here inGoa.•Words lack emotion, hugs,smiles, smells, atmosphere, sharingand deep love, how can I ever ex-press my life here in Goa in justwords.

Los estudiantes del SIS, a pesar deser tan jóvenes (de 13 a 16) demos-traron una verdadera madurez y seimplicaron en todas las tareas conlas que se encontraron. Je-rónimo José Martín disertó so-bre la educación en el cine con-temporáneo en una amena e in-teresante conferencia.

Jerónimo José Martín es elPresidente del Círculo de Escri-tores Cinematográficos (CEC),crítico de cine de COPE, popu-lar TV y La Gaceta.

La Fundación Ábaco seconstituye en Sevilla, en febrerode 2005, es de carácter nacionaly entre sus objetivos se encuen-tra el contribuir a mejorar la cali-

dad de la educación y a facilitarque todas las personas puedanacceder a ella; trabajar por losderechos y la formación de lospadres, profesores y alumnos.Presta apoyo a iniciativas tantodel ámbito de la enseñanza pú-blica como privada. El presi-dente de la Fundación es Mi-guel Solís Martínez de Campos,quien hará la introducción de es-te acto.

This well-attended charityevent was possible thanks to thecooperation of La Caixa and thefunds raised will be used for theeducational projects undertakenby the foundation.

El fotógrafo Ramón Corrales par-ticipó con algunas de sus obras enla exposición colectiva denominada‘Encuentro de Artistas Jóvenes yMenos Jóvenes’, celebrada a fina-les de agosto en el Cortijo de Gua-dacorte.

Dicha exposición lleva reali-zándose doce años en el Cortijo deGuadacorte y cada dos, desde ha-ce seis, exhibe también fotografías.

Con la de este año, RamónCorrales ha participado en las tresocasiones en que se han expuesto

fotos. En esta edición presentóocho fotografías divididas en dosapartados; Tres fotografías en unaserie sobre Nueva York y otra seriede cinco bajo el título ‘Caminantes’.

Las obras presentadas esta-ban realizadas en gran formato yen dos técnicas de impresión: sobrepapel termosellado a cartón plumay en vinilo sobre metacrilato. En to-das, el artista trata de alejarse deltratamiento posterior mediantephotoshop realizando todos losefectos previamente en la cámarade manera que cada foto es una re-

producción casi exacta del archivo.

Ramón Corrales has nowtaken part on all three occasionson which photos have been exhi-bited. This year he presentedeight photographs divided intotwo sections: three photographs

in a series on New York and ano-ther series of five entitled Cami-nantes (‘Walkers’).

The photographs presentedwere printed in large formatusing two techniques: on paperthermosealed onto foam boardand vinyl on Perspex. In all ofthe pieces the artist avoids editing

the photos using Photoshop, pro-ducing all the effects with the ca-mera itself so that each snapshotis an almost exact reproductionof the original file.

CareerRamón Corrales works in LosBarrios and has lived in Soto-

grande for thirteen years. His extensive career has in-

cluded several individual exhibi-tions, national prizes, contribu-tions to various publications andmembership for around twelveyears of the UFCA (the Algeci-ras Photography and FilmUnion).

el momento de pensar cómo puede haber sufrido la piel y dar los pasos para rectificarlos daños provocadospor el sol, el mar y laarena. Durante losmeses de verano, lapiel se deshidrata engran medida y pierdecolágeno, lo que redu-

ce la elasticidad cutánea y propicia la acumulación de células muertas. Todos estosfactores provocan un envejecimiento prematuro de la piel.

La exfoliación es un tratamiento excelente para hacer que la piel se recupere. Eli-

mina las células muertas de la piel que se adhieren a la superficie exterior, estimula elproceso de renovación de células, fomenta el flujo de sangre y prepara la piel para el si-guiente paso, que es la absorción de nutrientes. La exfoliación es una parte importantede los tratamientos faciales y corporales.

Existen dos métodos de exfoliación:La exfoliación mecánica, en la que las células muertas de la piel se frotan o elimi-

nan de forma física, y la exfoliación química, en la que las enzimas, los ácidos alfa-hi-dróxidos (AHA) o los ácidos beta-hidróxidos (BHA) liberan la sustancia similar alpegamento que une las células, permitiendo que desaparezcan lentamente.

Una piel sana genera constantemente nuevas células cutáneas en las capas infe-riores de la piel y las envía a la superficie. Conforme las células llegan a la superficie,mueren de forma gradual y se llenan de queratina. Estas células con queratina sonfundamentales porque aportan a la piel su cualidad protectora. Son sustituidas por cé-lulas más jóvenes constantemente.

Exfoliation is an excellent treatment to get your skin back on track. Exfoliation re-moves the dead skin cells that cling to the skin’s outermost surface, it stimulates the cellrenewal process, it stimulates the blood flow and prepares the skin for the next step,

which is absorption of healthy nutrients. Exfoliation is an important part of both facialand body treatments.

There are two forms of exfoliation:Mechanical Exfoliation, where the dead skin cells are physically rubbed or scrub-

bed off and Chemical Exfoliation, where enzymes, alphahydroxy acids (AHAs) orbetahydroxy acids (BHAS) loosen the glue-like substance that holds the cells toge-ther, allowing them to slowly dissappear.

A healthy skin is constantly generating new skin cells at the lower skin layer andsends them to the surface of your skin. As the cells rise to the surface they gradually dieand become filled with keratin. These keratinized skin cells are essential because theygive our skin its protective quality. They are constantly replaced by younger cells.

Sun damage and skin aging slows down the process of cell renewal. Cells start topile up unevenly on the skin's surface, giving it a dry, rough and dull appearance. Ex-foliation is beneficial because it removes those cells that are clinging on, revealing thefresher and younger skin cells below.

El Puerto DeportivoAlcaidesa ya es una realidadTras dos años de construcción, elpasado 2 de agosto, se puso enmarcha el Puerto Deportivo Al-caidesa, ubicado en La Línea dela Concepción, en aguas de laBahía de Algeciras, junto a Gi-braltar.

Con su puesta en marcha, elpuerto añade una oferta de 624atraques en la zona, distribuidosen amarres de 8 a 50 metros deeslora, a los que se les podría su-mar hasta unos 200 atraques adi-cionales, que se almacenarían enuna futura marina seca.

“Tras el esfuerzo realizadopara poder tener el Puerto opera-tivo, es muy gratificante ver lasembarcaciones llegar a diario yque confíen en Puerto Alcaide-sa”, comenta Antonio Valbuena,director del Puerto.

El varadero, el cual está pre-visto poner en marcha para la pri-

mavera del 2011, dispondrá demás 18.000 metros cuadradosde superficie, aportando todo ti-po de servicios de reparación ymantenimiento de embarcacio-nes, talleres especializados y untravel-lift para embarcaciones degrandes esloras, siendo único enla zona por sus dimensiones y porlos servicios que se ofrecerán.

Alcaidesa Marina now a realityFollowing two years of buildingwork, on August 2 the AlcaidesaMarina was opened. The harbouris located in La Línea de la Con-cepción, on Bay of Algeciras wa-ters beside Gibraltar.

The marina has added 624berths for vessels ranging from 8 to50 metres long and an additional200 berths may by added in theform of a future dry dock.

“Following the hard work putinto achieving an operational har-bour, it is very pleasing to see boats

arriving every day and placingtheir trust in Alcaidesa Marina”,says Antonio Valbuena, the mari-na’s manager.

The dry dock, which is expec-ted to be opened in spring 2011,will have a surface area of over18,000 square metres, providingall kinds vessel repair and mainte-nance services, specialist works-hops and a travel-lift for large craft;it will be the only one of its kind inthe area owing to its size and servi-ces.

Andalucía ValderramaMasters primes the pumpsThe inaugural Andalucía Valde-rrama Masters will once againbring the best golf to ValderramaGolf Club, which will host thetournament from October 28 to31 with a total of 96 players ta-king part: 87 European Tour regu-lars, five guests and four qualifiersvia the national ranking.

The Andalucía ValderramaMasters, organised and promotedjointly by Valderrama Golf Cluband the Andalusian Regional Go-vernment, will have a sizeable pri-ze purse of three million euros, ofwhich 500,000 will go to the win-ner. It will be a great opportunityto obtain points for the Race toDubai, the European Tour ran-king. The number of players hasbeen set at 96, taking into accountthe hours of sunlight on offer in theValderrama area at the time of ye-ar. Como premio, consiguie-ron una plaza en la final, don-de tendrán el privilegio de en-trenar junto a José Mari Ola-zábal, Miguel Ángel Jiménez yNacho Garrido.

Laura Gómez, la jugadorade Guadalmina, firmó una se-gunda tarjeta de 76 golpes ymantener la primera posicióncon cuatro de ventaja sobre Sa-ra Navarro, del Club de GolfLa Siesta, que terminó con elmismo parcial y 153 en el total.

Benalup acoge el TorneoBridgestoneEl pasado 14 de agosto, se ce-lebró por primera vez en lasinstalaciones de Benalup Golf& Country Club el torneoBridgestone, realizado ante-riormente en diferentes cam-pos de golf de la provincia deCádiz.

El torneo se desarrollo enla modalidad Individual Sta-bleford, con salida al tiro a las9 horas, una participación de72 personas y dos categorías.

La jornada se desarrollocon una gran participación delos aficionados de este deportea disfrutar un buen día, gra-cias a la climatología que paliólos efectos del calor del mes deagosto.

Al final de la jornada, sedegustó un almuerzo en la ca-sa Club acompañado por unaentrega de premios en el jar-dín.

La entrega de premio par-ticipo el distribuidor de Espa-ña de la firma Bridgestone,

Stefan Tjellander, así cómo eldirector del campo de golf,Ángel Durán.

scoring system with a shotgunstart at 9 am, with 72 people ta-king part in two groups.

The participants playedwell, enjoying a fabulous day ofgolf with the weather alleviatingthe effects of the August heat.

At the end of play a lunchwas held at the clubhouse alongsi-

de a prize ceremony in the garden. The prizes were awarded by

the Bridgestone distributor forSpain, Stefan Tjellander, andthe golf course manager, ÁngelDurán.

The top prize in group onewent to Francisco Domínguezand the group two prize fell to

Cristóbal Pavón. The longest dri-ve was hit by Jo de Becker andBo Zaine among the men andwomen respectively. The closestball to the pin was hit by JammeSommers Cardoem.

The previous day a Ball Fit-ting Challenge was held, usingthe same technology the profes-

sionals use to find the right ball.It was organised and run by Ste-fan Tjellander in a fifteen-minutesession and free of charge, deci-ding which ball is best suited tothe player’s game.

Sotogrande Golf Services y JackNicklaus colaboran construyendodos nuevos campos de golf

Jack Nicklaus, junto con los res-ponsables de su empresa de diseñode Campos de Golf, Nicklaus De-sign, realizó recientemente una vi-sita para comprobar el avance delproyecto ‘Mozanaque Golf ’, con-sistente en la construcción de dosnuevos Campos por parte de Soto-grande Golf Services.

Estos dos nuevos Campos deGolf están situados en el TérminoMunicipal de Algete. El primerode los campos será un SignatureJack Nicklaus par 72 con una dis-tancia de 6.800 metros diseñadoscon la intención de ser un referentepara albergar grandes torneos pro-fesionales.

El segundo, será un NicklausDesign, también par 72 y con unadistancia de 6.400 m, y resultaráuna experiencia completamente di-ferente para los jugadores.

En la construcción de amboscampos de golf se va a emplear lamás moderna tecnología para laconstrucción de los sistemas dedrenaje, sistema de riego y ejecu-ción de greenes, tees y fairways.

Sotogrande Golf Services, re-alizó el proyecto constructivo y enla actualidad realiza la dirección deobras. Para ello tiene desplazado aMadrid un equipo humano com-puesto por un jefe de obras, JoséNatera, que realiza una labor deseguimiento permanente de la evo-lución de la obra, un ingenieroAgrónomo, Jaime Linares para elseguimiento de la instalación delsistema de riego y labores agronó-micas y una Ingeniera Técnica deObra Públicas para realizar las la-bores de topografía. Asimismo, Ja-vier Gutiérrez, responsable deAgronomía de Sotogrande GolfServices y Francisco Arce, director

de Sotogrande Golf Services, rea-lizan visitas semanales a Madridpara realizar labores de coordina-ción entre el equipo de SGS allídesplazado, el equipo técnico de laempresa constructora y el equipode Nicklaus. Este equipo, se com-pleta con las incorporaciones porparte de Nicklaus Design de unDesigner coordinator, Chad Go-etz, cuya figura es fundamental pa-ra asegurarse de que el campocumple con las exigencias de unproyecto de Nicklaus. También re-aliza visitas periódicas Jon Scott,considerado como uno de los mejo-res Agrónomos del mundo enconstrucción y mantenimiento decampos de golf cuyo entendimientocon Javier Gutierrez es fundamen-tal para el proyecto. Por últimotambién se desplaza de forma pe-riódica Chris Conrad, senior de-signer.

Sotogrande Golf Services and Jack Nicklauscollaborate to build two new golf courses Jack Nicklaus, alongside pro-fessionals from his golf coursedesign firm, Nicklaus Design,recently went on a visit to checkthe progress of the MozanaqueGolf project, which consists oftwo new golf courses being builtby Sotogrande Golf Services.

These two new golf coursesare located in the municipalityof Algete. The first of the cour-ses will be a par-72 6,800-me-tre Jack Nicklaus Signaturecourse designed with the inten-tion of becoming a leading cour-se that will host major professio-

nal tournaments. The second will be a par-72

6,400-metre Nicklaus Designcourse, offering a completelydifferent experience for players.

In the construction of bothgolf courses, the latest techno-logy will be used for the draina-ge and irrigation systems, gre-ens, tees and fairways.

Sotogrande Golf Servicesdrafted the construction plansand are currently managing theproject. To do so they sent a te-am to Madrid made up of a sitemanager, José Natera, who will

monitor the development of theproject on a permanent basis,an agricultural engineer, JaimeLinares, to supervise the insta-llation of the ir rigation systemand agronomic work, and a pu-blic works engineer to carry outthe topographical work. Team Management Interna-tional y el Santa Maria PoloClub organizaron con éxitoen las canchas de Río delSanta María Polo Club elPro-Am de polo durante el39º Torneo InternacionalBMW de Polo de Sotogran-de. Además, el evento estuvopatrocinado por Fisher CarGroup.

Después de haber pasadopor un proceso de selecciónmeticuloso, los seis finalistasformaron junto a los profesio-nales Santiago Torreguitar yMario Gómez los equipos de

Los Centauros, con cami-seta roja, formaron con AndyStanford, Rory Byrne e IdaStigaard (la única mujer esco-gida entre más de 40 candida-tos). El profesional que los

Al último chukker se entrócon victoria de Woddchesterpor 5 a 3, pero en apenas tresminutos Silex consiguió voltearel resultado y colocarse con 6 a3. Con un minuto por jugarse,

la joven Katie McKinney aga-rró la bocha en la mitad de lacancha, y enfiló el arco contra-rio con velocidad y buen ta-queo para lograr el empate pa-ra su equipo. En el tiempo res-tante no hubo lugar para másataques, así que el Campeona-to de Andalucía se resolveríaen el suplementario. Rugby Rocks sigue promocio-nando este deporte en el Campode Gibraltar, motivo por el que elpasado 28 de agosto organizóuna jornada deportiva en la playade La Alcaidesa.

Allí se dieron cita ocho equi-pos senior y dos juveniles, paraparticipar en el I Torneo deRugby Playa Rocks. La jornadacomenzó con una exhibición delos más pequeños, pertenecientesa las Escuelas Deportivas deRugby Rocks, que hicieron las

delicias de todos los asistentes. Acontinuación, los juveniles de laEscuela de La Línea se enfrenta-ron hasta en tres ocasiones conlos juveniles de Gibraltar, ganan-do los primeros en el cómputo fi-nal por 17 ensayos a 11.

En cuanto al Torneo Senior,el equipo Gibraltareño Pillardsof Hercules, quedó campeón delTorneo, llevándose la Copa deOro, el Club de Rugby Costadel Sol, se llevó la Copa de Pla-ta, la Copa de Bronce se quedóen casa, el Club de Rugby del
