Hay comienzos que hacen presagiar buenos finales. Este es el caso de este verano en Sotogrande, donde cada dase conocen nuevas iniciativas que sin duda vendrn a mejorar un entorno ya de por s privilegiado, en el queahora las actividades veraniegas se multiplican.Adems de los ya tradicionales torneos de golf, polo, pdel, y actividades nuticas, las actividades sociales se suce-

dern cada da para animar y hacer disfrutar a los residentes y visitantes de los largos das veraniegos.Buen ejemplo de ello es el mercadillo de artesana que desde este 16 de julio animar los paseos veraniegos a orillas

de la Ribera del Marlin. Una oportunidad nica para encontrar artculos muy interesantes sin necesidad de salir de So-togrande.

Otra iniciativa que se ha puesto en marcha recientemente, y que pretende ampliar su zona de actuacin es el tren tu-rstico que actualmente sirve como transporte de cortesa dentro de las instalaciones portuarias, una original manera depasear por el fantstico puerto de Sotogrande a bordo de un tren turstico que sin duda har las delicias de nios y ma-yores, adems de ofrecer un servicio pblico.

A todo ello se le unen fiestas veraniegas, actividades para los pequeos en los clubes de playa, desfiles de moda, in-auguraciones de nuevos locales o la apertura de otros como el after polo. Todas ella vienen a cubrir las necesidades dequienes optan ao tras ao por elegir Sotogrande para disfrutar de unos das de descanso, en los cuales, como se puedever, se cuenta con numerosas alternativas a los das de sol y playa, que por supuesto, tambin son una fantstica opcinpara estos das.

De situacin ridcula podramos calificar la actuacin de nuestros gober-nantes con la proyeccin, puesta en marcha y paralizacin de las obrasdel centro mdico en San Enrique de Guadiaro. Que todava en la erade las nuevas tecnologas y comunicaciones, tengamos que llevar a nuestros fa-miliares a una consulta mdica de los aos setenta es como si estuvisemos vien-

do una pelcula de Paco Martnez Soria.Cuanto y cuantas veces denunciamos desdeeste medio esta situacin, hasta que por finen un arrebato poltico de unas vsperas deelecciones se propusieron proyectar y ejecu-tar un centro mdico en una zona bien ubi-cada y con posibilidades de atender a todoel Valle del Guadiaro. Todos aplaudimosesta iniciativa, que ms bien era satisfaceruna reivindicacin permanente de los veci-nos. Eso s, aun recuerdo que ni le consulta-ron al propio sector involucrado, siendo co-mentado por los propios mdicos que la pla-nificacin del centro adoleca de una seriede complejidades como el acceso a las con-sultas y la zona de urgencia. Ya veremos c-

mo ante su inminente puesta en marcha de nuevo de las obras paralizadas,cuestin que hemos denunciado por activa y por pasiva, se terminan las citadasobras y no reparan en esas incidencias, aunque todo hay que decirlo, que termi-nen sea como sea, aunque a las urgencias se tenga que acceder por las huertasde naranjos colindantes.

De todas formas, hay que valorar la actitud del nuevo equipo de gobiernoen el Ayuntamiento de San Roque, con su alcalde a la cabeza, Juan CarlosRuiz Boix, que ha considerado esta accin como prioritaria. Al fin y al cabo, lapoblacin afectada lo que desea es disponer de servicios acordes con la poca,no entraremos si conllevan o no lo mnimo y necesario para la sobresaturacinde sta en verano, confiamos que se tenga en mente. Quedaremos a la expecta-tiva de esta buena intencin y esperamos verla en marcha en la fecha indicada.

Por nuestra parte, nos comprometemos en entregarle al alcalde un resu-men de todo lo publicado en nuestros medios desde la proyeccin del citadocentro el da de la inauguracin. Nos agradara que pudiese entrar en una car-peta normal, y no tener que hacerlo en un libro tipo los de protocolos de las no-tarias, ustedes ya me entienden, aunque creo que debemos estar cercanos a esevolumen de folios. Por suerte para la zona, este mismo verano Centro MdicoHumanline, que tan solo lleva poco ms de un ao en funcionamiento, est ul-timando lo esencial para ofrecer un servicio de 24 horas en su propio centro,gran noticia para todos los residentes y visitantes.

I still recall, however,that they didn't even consult those involved, with the doctors themselves com-menting that the planning of the centre suffered a series of issues such as access tothe surgeries and the emergency area. Now that the restart of the work is immi-nent, an issue we have denounced both actively and passively, it remains to beseen whether or not the work and these issues will be finished. Even thoughthings have to be said, it must be completed, even it means that the emergency

entrance is accessed through the adjacent orange groves. All the same, the attitude taken by the new governing body of the San Roque

Council, led by the mayor, Juan Carlos Ruiz Boix, should be valued, as they con-sidered this to be a priority issue. In the end, the affected population wishes for mo-dern services to be available, we aren't going into whether or not the minimum andnecessary services are available during the excessive demand of summer, we trustthat it has been taken into account. We wait expectantly for this good initiative tobe fulfilled and hope to see it up and running on the specified date.

As for us, we commit to send the mayor a summary of all that has been pu-blished in the media from the planning to the opening of the centre. We wouldprefer that it could fit into a normal folder, and not to have to make some kind ofnotary-style book, I am sure you understand what I mean, although we must beclose to that when it comes to the amount of sheets. Luckily for the region thissummer, the Humanline Medical Centre, which has only be operative for a littleover a year, is finalising the basics to offer a 24 hour service in their own centre,which is great news for all residents and visitors.

Comienza la temporada de playas con el servicio de vigilancia de Proteccin Civil

Un total de 50 profesionales de Proteccin Civil estn ya trabajando en las playas del municipio

Voluntarios de Proteccin Ci-vil de San Roque vuelven a sereste ao los encargados de lavigilancia y socorrismo en lasplayas del litoral sanroqueo.

Desde el pasado 1 de ju-lio, unas 50 personas prestaneste servicio de socorrismo ysalvamento en el litoral sanro-queo todos ellos coordinadosdesde Proteccin Civil, queadems contar con todo elmaterial necesario para desem-pear esta labor.

En lo que se refiere al per-sonal que se encargar de la vi-gilancia y socorrismo, se tratade 32 socorristas, 7 jefes deequipo, 9 Diplomados de En-

fermera, ms el personal deambulancia y Proteccin Civil.

Este cuerpo de voluntariosser el que se haga cargo delservicio de vigilancia y soco-rrismo en las seis playas quecomponen el litoral sanroque-

o, en concreto: Guadarran-que, Puente Mayorga, Alcai-desa, Torreguadiaro, Soto-grande y Cala Sardina.

Como equipamiento tcni-co, el equipo dispone de cuatroambulancias, cuatro embarca-ciones, dos motos quads, y los

vehculos de Proteccin Civil.Con este dispositivo, el al-

calde, Juan Carlos Ruiz Boix,y el tte de alcalde de Protec-

cin Civil, Juan Manuel Or-doez, adems del tte de alcal-de Manuel Melero, inaugura-ron oficialmente la temporadade playas el pasado 1 de julio,

confiando plenamente en lacapacidad de los voluntarios yconfiamos que los baistas queacudan a las playas de SanRoque se encuentren segu-ros.

Volviendo a confiar enProteccin Civil, el Ayunta-miento vuelve a tratar de te-ner el mejor dispositivo de sal-vamento que dentro del esfuer-zo econmico que podemoshacer, porque estamos inmer-sos en tiempo de crisis econ-mica.

Calidad del aguaLas aguas de bao de todas la playas sanroqueas mantienen unas adecuadas condi-ciones sanitarias, segn el informe que ha elaborado la Consejera de Salud sobre elestado del litoral. Este estudio se basa en los anlisis realizados en las playas censadaspor la Secretara General de Salud Pblica y Participacin. La Consejera de Salud ha vigilado un total de 341 puntos de muestreo en 253 playas de61 municipios de toda la costa andaluza. Las muestras de agua han sido analizadas paradeterminar el nivel de los diferentes parmetros exigidos por la normativa vigente, comolos microbiolgicos, transparencia, color, aceites minerales, presencia de espumas per-sistentes y slidos flotantes.Las seis playas de San Roque, segn estos informes, estn dentro de los niveles de cali-dad establecidos, por lo que sus aguas son aptas para el bao.

This study isbased on the analyses con-ducted on the beaches by theGeneral Secretariat for PublicHealth and Participation. The Regional Health Ministryhas inspected a total of 341sampling points on 253 bea-ches in 61 municipalities onthe Andalusian coast. Thewater samples were analysedto determine the level of thevarious parameters requiredby the regulations in force,including microbiological cri-teria, transparency, colour,mineral oils, the presence ofpersistent foaming and floa-ting solids. The six San Roque beaches,according to these reports,are within the establishedquality levels, so their watersare suitable for bathing.

San Roques Civil Defence volunteers will once again be responsible for safety and lifesaving on the beaches

San Roques Civil Defence vo-lunteers will once again be res-ponsible for safety and lifesavingon the beaches of the local coastli-ne this year.

Since July 1, a team ofaround 50 people have been pro-viding this lifeguard and rescueservice on the San Roque coast,all of them coordinated by CivilDefence Organisation, which willalso have all the resources neededto carry out this work.

As far as the staff who willprovide the service are concerned,there will be 32 lifeguards, 7 teamleaders and 9 qualified nurses,plus ambulance and Civil Defen-ce personnel.

This body of volunteers willbe responsible for the lifeguardand rescue service on the six bea-ches that make up the San Roquecoast: Guadarranque, PuenteMayorga, Alcaidesa, Torregua-diaro, Sotogrande and Cala Sar-dina.

As for technical equipment,the team has four ambulances,four boats, two quad bikes andthe Civil Defence vehicles.

With this deployment, themayor, Juan Carlos Ruiz Boix,and the deputy mayor for CivilDefence, Juan Manual Ordoez,as well as the deputy mayor Ma-nuel Melero, officially inaugura-ted the beach season on July 1,trusting fully in the volunteers

ability and confident that batherswho go to the beaches of San Ro-que are safe.

Placing their trust in the Ci-vil Defence Organisation onceagain, the municipal councilsaim, as ever, is to ensure the bestpossible lifeguard deployment wi-

thin our financial means, becausewe are immersed in a recession.

In addition to this safety de-ployment, for several years thebeaches of San Roque have hadfacilities in which to house equip-ment and act as a base for these li-feguard and rescue services.

En el artculo inicial de esta serie realizbamos un examen crtico de laconstitucin y de la organizacin de la democracia espaola fijndo-nos fundamentalmente en tres aspectos: a) la grandilocuente declara-cin del artculo uno de la constitucin de que todos los poderes del Estadoemanan del pueblo; b) no haber tenido en cuenta la evolucin de la estructurasocial y c) el establecimiento de una divisin de poderes que realmente no es-

tn diferencia-dos entre s porlo que la funcinde control de es-ta divisin care-ce de sentido al-guno.

La primeraafirmacin de

que la soberana nacional reside en el pueblo espaol, del que emanan los po-deres del Estado no deja de ser una magnfica declaracin de principios teri-ca que despus no tiene plasmacin en la regulacin de las diferentes relacio-nes entre todos los poderes existentes en la sociedad actual. Sin embargo haservido, sirve y servir de pretexto para justificar cuntas tropelas quierancometer los polticos elegidos y designados por la voluntad popular. Ejemplosde estos hemos tenido abundantemente en toda nuestra historia democrticamoderna. Por aquel entonces yo esta-ba de Abogado del Estado Jefe en Cdiz y Jerez de la Frontera y viv en pri-mera persona todos aquellos acontecimientos. An recuerdo las palabras delentonces Vicepresidente del Gobierno justificando la aberracin jurdica dela expropiacin en la legitimad que daba el haber sido elegido por el pueblo:un Gobierno elegido por el pueblo puede saltarse a la torera cualquier leyexistente porque, como representante de dicho pueblo, es soberano para ha-cer lo que entienda que es necesario hacer.

El hecho de que la Constitucin se dictara sin tener en cuenta la evolu-cin de la estructura social y la desaparicin de los tres poderes del siglo XIXen los que se basaba la teora de la divisin de los mismos, ha dejado fuera dela misma los llamados "poderes fcticos". Y la experiencia democrtica vividaal amparo de nuestra Constitucin de 1978 ha demostrado que stos poderesfcticos tienen en ocasiones incluso ms poder que los llamados poderes pol-ticos. Las referencias que encontramos son muy vagas al respecto como cuan-do, por ejemplo en el artculo 7 se dice que los sindicatos de trabajadores y lasasociaciones empresariales contribuyen a la defensa y promocin de los inte-reses econmicos y sociales que les son propios. O cuando el apartado 1 delartculo 20, al referirse a los medios de comunicacin, se limita a afirmar quese reconoce y protege el derecho a expresar y difundir libremente los pensa-mientos, ideas y opiniones mediante la palabra, el escrito o cualquier otro me-dio de reproduccin. O, finalmente cuando el artculo 38 establece que se re-conoce la libertad de empresa en el marco de la economa de mercado.

In the first article of this series, we conducted a critical examination of theconstitution and organisation of Spanish democracy, focusing on three as-pects in particular: a) the grandiloquent statement of Article One of theconstitution which declares that all powers of the State derive from the peo-ple; b) the failure to take into account the evolution of the structure of society,and c) the establishment of a division of powers that are not properly differen-tiated, so that the controlling function of this division is completely nonsensi-

cal.The first asser-

tion that nationalsovereignty residesin the Spanish peo-ple, from whom thepowers of the Statederive is a magnifi-

cent theoretical statement of principle which is not subsequently reflected inthe regulation of the various relationships between the powers existing in to-days society. However, it has acted and it will always act as a pretext to jus-tify whatever outrages the politicians who are elected and designated by thepeople want to commit. We have had plenty of examples of this throughoutour modern democratic history. Being elected by the people appears to justifyany atrocity that one wishes to perpetrate, precisely for the good of the

country. I still remember the strong impact on my fledgling legal mentality ofthe Rumasa law of expropriation. At that time, I was Chief Public Prosecu-tor in Cadiz and Jerez de la Frontera and I experienced all those events first-hand. I remember the words of the Vice-President of Spain at the time justif-ying the legal aberration of the expropriation with the legitimacy that comesfrom being elected by the people: a government elected by the people canflout any existing law because, as a representative of the people, it is empowe-red to do whatever it deems necessary.

The fact that the constitution was pronounced without bearing in mindthe evolution of the social structure and the disappearance of the three po-wers of the 19th Century on which the theory of their division was based, hasleft the powers that be on the outside. And the democratic experience underthe protection of our constitution of 1978 has shown that these powers thatbe often have more power than the socalled political powers. The referencesto them that do exist in the constitution are very vague, with Article 7, for ins-tance, stating: that the workers unions and business associations contributeto the protection and promotion of the economic and social interests that per-tain to them. Or Section 1 of Article 20, which refers to the media, limits it-self to asserting that the right to freely express and disseminate thoughts, ide-as and opinions through the spoken word, writing or any other means of re-production is recognised and protected. Or Article 38, which establishes thatfree enterprise is recognised within the framework of the market economy.

Las obras de construccin delcentro de Salud de San Enri-que comenzarn antes de laprimera semana de agosto, se-gn el acuerdo alcanzado aprincipios de julio con la em-presa constructora, Guamar.

El alcalde, Juan CarlosRuiz Boix, mantuvo una reu-nin con los responsables dela empresa y tcnicos de la de-legacin de Urbanismo, en laque se lleg al acuerdo de quelas obras se reinicien en menosde un mes.

Cabe recordar que lasobras se paralizaron en 2008debido a los problemas econ-micos del Ayuntamiento, ydesde que se reanuden, sernnecesarios unos ocho mesespara que las obras se finali-cen.

El alcalde se ha compro-metido a un plan de pagos,que la empresa ha aceptado,mxime conociendo que parael nuevo equipo de gobierno el

inicio de estas obras es la obraprioritaria, como ha traslada-do el alcalde al consejero deGobernacin de la Junta y alos distintos diputados auto-nmicos y delegados provin-

ciales con los que se ha reuni-do desde que tomara posesinde su cargo el 11 de junio.

Building work on San EnriqueHealth Centre to resume atbeginning of AugustThe building work on the SanEnrique Health Centre will be-gin within the first week of Au-gust, as per an agreement rea-ched in early July with theconstruction firm, Guamar.

The mayor, Juan CarlosRuiz Boix, held a meeting withthe company directors and mu-nicipal town planning officialsin which an agreement was re-ached to resume building workwithin a month.

The project was put onhold in 2008 due to the muni-cipal councils financial pro-blems, and will take anothereight months to complete oncethe work is resumed.

The mayor has agreed to apayment plan, which the com-pany has accepted, knowing

that the new governing bodyspriority is the resumption ofthis building work, as the ma-yor explained to the regionalgovernments minister of go-vernance and to the various re-gional MPs and provincial de-legates who he has liaised withsince he entered office on June11.

El KID y la Directiva UCITS IV El pasado da 1 de Julio , es elda en el que ha entrado en vi-gor la Directiva que viene a ar-monizar los mercados europe-os en materia de inversin co-lectiva. Ha llegado la tan nom-brada UCITS IV. Si bien este da quedar mar-cado en el calendario de lagestin europea, la realidad esque tan slo un pas ha adop-tado a su normativa legal la di-rectiva. Se trata de Luxembur-go. Espaa, por su parte, seencuentra en vas para lograr-lo. Tras muchas dudas porparte de los agentes del sector,la modificacin de la ley deIIC que permitir la transposi-cin de la norma europea hapasado sus primeros trmites yel pasado viernes da 24 de Ju-nio el Consejo de Ministrosaprobaba remitir a las Cortesel proyecto de ley que modifica

la Ley 35/2003 de IIC. Aho-ra queda por delante el proce-so parlamentario (Congreso ySenado) que dar lugar a lasmodificaciones que proponganlos distintos partidos polticospara llegar a un texto definiti-vo que, previsiblemente, s po-dra entrar en la actual legisla-tura si no hay elecciones ade-lantadas. En todo caso, a partir de hoy,las gestoras de fondos de inver-sin que operan en Espaa po-drn empezar a usar el KID, esdecir, el documento de infor-macin armonizada y clave pa-ra el inversor propuesto comoparte de la normativa europeaUCITS IV y que sustituye alfolleto simplificado. Las gesto-ras disponen de margen hastajulio de 2012 para adaptar losfolletos simplificados de susfondos a esta normativa.

El KID o nuevo folleto con in-formacin clave para el inver-sor debe incluir el nombre delfondo, cdigo ISIN, informa-cin sobre la entidad gestoradel fondo y la compaa o gru-po a la que pertenece. Con laelaboracin de este nuevo fo-lleto, el inversor dispondr deinformacin ms prctica ysencilla y, sobre todo, estanda-rizada, sobre los fondos, suobjetivo y poltica de inver-sin, riesgos, etc. La diferen-cia que introduce este docu-mento frente al folleto simplifi-cado, es que resume en dos p-ginas la informacin clave delfondo, agrupada en cincoapartados: objetivos y polticade inversin, retribucin y per-fil de riesgo, comisiones, ren-dimientos ofrecidos por el fon-do hasta la fecha e informa-cin prctica como el nombre

del depositario. Al igual quehasta ahora, los inversorestambin dispondrn de un fo-lleto detallado sobre el fondo. Adems del KID, las otras he-rramientas claves que incorpo-ra la norma son : .-el pasaporte de las gestoras(permite que las entidadesgestionen sus productos encualquier otro pas miembrode la Unin Europea sin tener

que registrar una gestora encada pas donde comercialiceel producto);.- los master-feeder transfron-terizos (posibilidad de gestio-nar un solo fondo principal omster y crear fondos subor-dinados feeder en cada ju-risdiccin); y.- la fusin de fondos trans-fronteriza (fusin de fondosiguales en distintos pases).

On July 1, the Directive aimedat harmonising the Europeanmarkets in matters of collectiveinvestment entered into force.The renowned UCITS IV hasarrived.Although this day will be re-membered as a key date for Eu-ropean administration, in rea-lity only one country has adop-ted the directive in its legal re-gulations. That country is Lu-xemburg. Spain is on its way todoing so. In the wake of manydoubts among agents in the sec-tor, the modification of the CIIlaw which will enable thetransposition of the European

regulation has taken its firststeps and, on Friday June 24,the Cabinet Council approvedthe submission to the courts ofthe draft bill to modify Law35/2003 on CIIs. Now it is ti-me for the parliamentary pro-cess (the Congress and Senate)which will give rise to the modi-fications proposed by the va-rious political parties to produ-ce a final text which, foresee-ably, could enter into the cu-rrent legislation if the electionsare not brought forward.In any event, from now on, in-vestment fund managers opera-ting in Spain will be able to

start using the KID, the harmo-nised key information docu-ment for investors, proposed aspart of the UCITS IV Europe-an regulations, which replacesthe simplified document. Thefund managers have until July2012 to adapt the simplifieddocuments for their funds tothese regulations.The KID or new key informa-tion document for investorsmust include the name of thefund, the ISIN code and infor-mation on the fund manage-ment organisation and the com-pany or group to which it be-longs. This new document will

provide investors with simpler,more practical and, above all,more standardised informationon their funds, their investmentobjectives and policy, risks etc.The difference introduced bythis new format compared tothe simplified document is thatit summarises the key informa-tion on the fund in two pages,divided into five sections: in-vestment objectives and policy,payout and risk profile, fees, re-turns offered by the fund to dateand practical information likethe name of the escrow agent.As they have until now, inves-tors will also receive a detailed

Hace 8 aos que me fui de Sotogrande, donde vivi por doce aos. Aqui se cria-ron mis cuatro hijos, hoy ya adolescentes. Hace tres semanas que hemos vuelto a este maravilloso balneario en el cual to-dos tienen unos buenos recuerdos de su niez.El 13 de julio, a las 3:53 de la maana, ese recuerdo que yo siempre tenia deSotogrande, cambi. Recibi una llamada de mi hijo mayor, informandome delo sucedido: A su hermano A.G (17 aos), mi segundo hijo, le habian pegadouna paliza entre ocho hasta dejarlo en urgencias, hasta le llegaron a pegar conuna botella y vaso de cristal, dejando cicatrices de por vida en su rostro.Gracias a Dios aunque le dejaron multiples heridas y golpes en la cabeza dejan-dolo sin sentido, no lo mataron o dejaron paraplejico, como podria haber suce-dido.Esta gente, quienes ya hemos reconocido, son unos cobardes y esto por supues-

to no se va a quedar asi. Mucho se ha hablado en estos dos aos ymedio, tiempo que llevan paralizadas lasobras del centro de salud de San Enrique,sobre la situacin sanitaria del Valle delGuadiaro y poblaciones colindantes.Los vecinos de esta zona son los principalesafectados de esta situacin, y por eso, ahoraque se ha anunciado el prximo inicio de lasobras del centro, El Peridico de Sotogran-de ha querido preguntar a los vecinos suopinin sobre el anuncio. Como es normal,todos aplauden que se retomen las obras,sin embargo son muchos los que aseguranque hasta que no vean a la empresa de nue-vo trabajando en la zona, no se creern quevuelva a ponerse en marcha la obra, ya queaseguran que han sido varias las ocasiones

en las que se ha prometido el tan ansiadoinicio de esta actuacin.Lo que s critican los vecinos es que se hayademorado tanto, ya que haca aos que el

centro deba estar finalizado, y que no en-tienden cmo ahora que ha cambiado el go-bierno la Junta s facilita la continuacin deestas obras.

A la plataforma vecinal no noshan comunicado nada, por lo quelo del prximo inicio de las obraslo sabemos nicamente por loque ha aparecido en prensa.Como responsable de esta plata-forma, y teniendo en cuenta deque hace tiempo que reivindica-mos un centro de salud dignopara la poblacin, me alegromucho de este anuncio, sinembargo creo que tenemos queestar a la espera de los aconteci-mientos, a ver lo que hacen final-mente, porque no sabemos culser el acuerdo ni cuanto tiempoestarn las obras, tenemos queesperar a principios de agostopara comprobarlo.

Los responsablespolticos gastan el dinero enotros proyectos mientras quela construccin del centro desalud de San Enrique llevaparada desde hace mesesSimplemente terrible. Novivo en San Enrique sino enSotogrande, pero el centrode salud vendra muy bien atodas las localidades de lazona. Esperemos que lanoticia sea cierta y contin-en con las obras.

Hasta que no vea que le metenmano all no me lo creo porqueya vimos que la otra vez loempezaron y lo dejaron amedias, creo que eso demuestraque San Enrique es lo msabandonado de San Roque yaqu se paga igual por lo quecreo que tenemos los mismosderechos y el que tenemos noest en las mejores condiciones,la verdad. Creo que no es lgi-co que tenga que cambiar elgobierno para que se empiecenlas obras, pero por lo que vemoses la nica forma de que haganalgo porque por lo visto cuandopasan 4 aos se van quemandoy al final no hacen nada.

Until I see them getting down towork there I wont believe it becausewe have already seen how they star-ted it and then left it half done. I thinkthis shows how San Enrique is themost neglected part of San Roque,and we pay the same taxes here so Ithink we should have the same rightsand the centre we have is not in thebest of states, to be honest. Its notright that we should have to changegovernment so that the work can be-gin, but it seems that this is the onlyway to get things done because, to allappearances, after four years they areburned out and in the end they dontdo anything.

I think its great if the work is resu-med; I dont believe it but I hope itstrue because for any little thing wehave to go to San Roque, becauseat the centre we have here they onlydo the bare minimum. Me parece estupendo pero yatena que estar empezada y termi-nada. Sin embargo veo difcil queahora sea verdad que van a empe-zar las obras porque ya se ha pro-metido muchas veces. Creo quepara hacer este tipo de cosas nodebe ser necesario que cambie elgobierno, creo que los vecinoshemos hecho muchos esfuerzospor reivindicar que se acaben lasobras porque en el que estamos dapena y creo que el nuevo sera muybueno para todos. Hay que teneren cuenta que esto no es slo paraSan Enrique, sino para todos losmunicipios de alrededor y el cen-tro que tenemos actualmente noest preparado para acoger lasnecesidades sanitarias de tantagente.

I think its fantastic but it shouldalready have been started and finis-hed by now. However, I cant seehow the building work will resumenow because it has already beenpromised many times. La baza electoral de todos lospartidos ha sido que el centro seva a terminar, me parece muybien, me da igual el partido quesea, yo lo que quiero es lo que seacabe porque cada ao quepasa se deteriora, y da pena veruna obra que ha costado, quecuesta y que costar tanto dine-ro, que est ah parada tresaos. Lo que no es concebiblees que segn el partido quegobierne en el municipio y en lainstitucin central se agilicen lascosas, lo peor es que en estascosas los que realmente pierdensomos nosotros, los ciudadanos,y que el que acabe la obra, sepondr sus flores. No entiendoque antes no se pudiera termi-nar y que ahora cambie el parti-do y s se pueda terminar.

Thats great, I couldnt careless which party does it, I just wantit to be completed, because withevery year that goes by it deteriora-tes and its sad to see a project thathas cost and will cost so much mo-ney put on hold for three years.One thing that is hard to unders-tand is that the speed at whichthings are done should depend onwhich party is in office in the mu-nicipality and in central govern-ment. The worst thing is that we,the public, are those who really lo-se out in these things.
