Los Planes de Ordenamiento Territorial, se formulanen plazos segn las realidades particulares de cadazona y con un horizonte acorde con la legislacinvigente

y son fundamentalmente participativos y se construyensobre la base de la ZEE y de los otros instrumentos deOT vigentes.
