4) EIT URBAN MOBILITY: INNOVATION CALL FOR PROPOSALS 2022...............................................15

Para la Convocatoria de propuestas 2022, cuatro áreas de desafío serán apoyadas directamente por Innovación:

Movilidad activa, Logística urbana sostenible, Movilidad futura y Movilidad y energía.

5) EIT URBAN MOBILITY: CITIZEN ENGAGEMENT CALL FOR PROPOSALS 2022 ................................18

El objetivo de esta convocatoria de propuestas es trabajar en la puesta a prueba e implementación de

nuevas metodologías, herramientas y procesos de comunicación donde los ciudadanos y usuarios finales

no solo estén informados sobre ciencia e innovación, sino que también se empoderen y se sientan

identificados con los proyectos de movilidad urbana. El objetivo de EIT Urban Mobility es comprender y

cambiar el pensamiento y el comportamiento y abrir la investigación y la innovación a la sociedad.








6) EIT URBAN MOBILITY: PUBLIC REALM CALL FOR PROPOSALS 2022.............................................21 El objetivo de la convocatoria es generar innovación social mejorando y transformando las calles y los

espacios públicos con urbanismo táctico y experimentos en las calles como parte de un enfoque de toda la

ciudad para ciudades habitables, y basándose en las estrategias y planes de movilidad adoptados en las

ciudades. Los proyectos implementarán pilotos para el diseño de espacios públicos inclusivos, seguros y

accesibles y generarán impulso para un cambio de políticas a largo plazo en las comunidades.

8) EUROPEAN CITY FACILTY – CALL 2021 .........................................................................................25

La Comisión Europa concede fondos para “conceptos de inversión” basados en los planes energéticos que ya

disponga la entidad local previamente: planes de inversión en futuros proyectos de sostenibilidad,

principalmente de eficiencia energética, energías renovables, movilidad, etc.

9) NUEVA-AQUITANIA EUSKADI NAVARRA 2021 “CIUDADANÍA EURORREGIONAL” (CULTURA,

EDUCACIÓN, JUVENTUD, DEPORTE, PLURILINGÜISMO) – AECT EURORREGIÓN AQUITANIA-EUSKADI-

NAVARRA. ...........................................................................................................................................28 La Eurorregión Nueva-Aquitania Euskadi Navarra abre su convocatoria de proyectos en los ámbitos de la

ciudadanía eurorregional: cultura, educación, juventud, deporte y plurilingüismo.


Impulsor: Las Agrupaciones Europeas de Cooperación Territorial (AECT)

Cuantía: 500.000 € a repartir entre todos los proyectos. El importe máximo concedido a cada proyecto podrá

alcanzar el 50% del coste total del mismo, hasta un límite de 30.000€, y se entregará en forma de subvención.

10) ERASMUS+ 2021: COOPERATION PARTNERSHIPS IN THE FIELDS OF EDUCATION, TRAINING,

16) URBACT 2014-2020: TRANSFER NETWORKS SECOND WAVE .........................................................44 URBACT ha decidido lanzar una segunda oleada de Redes de Transferencia que permitirá a más ciudades de

Europa adaptar y reutilizar las Buenas Prácticas URBACT permitiendo a las partes interesadas de la ciudad,

cambiar su forma de trabajar y tener un impacto real a nivel local.

REHABILITACIÓN PARA LA RECUPERACIÓN ECONÓMICA Y SOCIAL DE

ENTORNOS RESIDENCIALES: Programa de actuaciones de

rehabilitación a nivel de barrio

2. BENEFICIARIOS

Comunidad Autónoma o Ciudad Autónoma y entidades locales (Diputación Provincial, Cabildo /

Consell Insular, Municipio)

Las actuaciones estarán impulsadas por la Administración Pública, promoviendo fórmulas que favorezcan la máxima

eficiencia de los recursos, a través de esquemas que pueden estar apoyados en la participación público-privada, en la

rentabilización de los ahorros energéticos, en la utilización de aprovechamientos urbanísticos adicionales, así como en

otros elementos que pueden contribuir a garantizar la viabilidad económico-financiera de las actuaciones y/o reducir

los tiempos de ejecución.

Es previsible que tengan preferencia las actuaciones que tengan un nivel alto de consenso entre las administraciones

territoriales afectadas por el proyecto, así como con el resto de actores involucrados (sociedad civil, sectores

económicos etc.), valorándose la aplicación de procedimientos o regulaciones específicas para agilización de trámites

(planeamiento, licencias, …).

3. RESUMEN El objeto de esta MDI es ampliar la información disponible (entornos territoriales, magnitudes y características de la

inversión, etc.) acerca de los posibles ámbitos en los que puedan llevarse a cabo actuaciones subvencionables con

cargo a la Inversión 1: “Programa de rehabilitación para la recuperación económica y social en entornos residenciales”.

Su objetivo es impulsar operaciones de rehabilitación edificatoria, y regeneración y renovación urbana de gran escala,

en barrios o zonas delimitadas en función de su nivel de renta y de sus necesidades y potencialidades.

Está dirigido a aquellas Entidades Locales que puedan desarrollar actuaciones de rehabilitación edificatoria a gran

escala en alguno/s de sus barrios, y actuando dichos entornos residenciales como motor o catalizador de regeneración

y mejora urbana. Las actuaciones estarán impulsadas por la Administración Pública, promoviendo fórmulas que

favorezcan la máxima eficiencia de los recursos, a través de esquemas que pueden estar apoyados en la participación

público-privada, en la rentabilización de los ahorros energéticos, en la utilización de aprovechamientos urbanísticos

adicionales, así como en otros elementos que pueden contribuir a garantizar la viabilidad económico-financiera de las

actuaciones y/o reducir los tiempos de ejecución.

Asimismo, se prevé que en este Programa pueda desempeñar un papel clave el despliegue de oficinas locales de

rehabilitación, que faciliten la implementación y la gestión integral de los proyectos a través de esquemas de “ventanilla

única” al servicio de los hogares, las comunidades de vecinos, profesionales y empresas.

Es necesario incluir aspectos como grado de vulnerabilidad social y/o económica, índice medio de pobreza energética,

existencia de Agenda urbana previa

4. LÍNEAS DE ACTUACIÓN Prestará apoyo al desarrollo de actuaciones de rehabilitación del parque de edificios residenciales desde una

perspectiva integral, de forma que a la mejora de la eficiencia energética y la sostenibilidad se sumen actuaciones en

materia de conservación, seguridad y digitalización del edificio, pudiendo incorporar entre otras posibles medidas:

→ Rehabilitación externa del edificio.

→ Uso de energías renovables en las instalaciones térmicas de calefacción, climatización, refrigeración, ventilación y

agua caliente sanitaria.

→ Implantación de tecnologías de generación de energía eléctrica mediante fuente renovables en el edificio.

→ Mejora de la eficiencia energética de zonas comunes en los edificios rehabilitados.

→ Despliegue de Infraestructuras asociadas a la movilidad eléctrica.

→ Actuaciones de digitalización.

→ Mejora de la accesibilidad del edificio.

→ Conservación, incluyendo retirada del amianto.

La titularidad de los edificios de viviendas que integran el barrio/ámbito de actuación puede ser mayoritariamente

pública (vivienda social), mayoritariamente privada (Vivienda libre) o una combinación.

Además, se promoverá que este tipo de actuaciones a nivel de edificio vayan acompañadas de otras actuaciones de

transformación integral para la adaptación y mitigación del cambio climático del entorno urbano como, por ejemplo,

y sin que se trate de una lista excluyente:

→ Renovación del alumbrado exterior.

→ Peatonalización y ensanchamiento de calles para el uso de viandantes.

→ Reconversión de infraestructuras ferroviarias y lineales para el uso peatonal.

→ Diseño de microespacios de biodiversidad.

→ Infraestructuras de movilidad alternativas como carriles para bicicletas.

→ Construcción y rehabilitación de parques.

→ Implementación de sistemas de drenaje sostenible.

→ Instalaciones energéticas de ámbito superior al edificio (district heating, …).

5. PERÍODO ELEGIBLE DE GASTOS Es deseable que se trate de actuaciones “maduras” en fases avanzadas de definición cuya ejecución se estime completar

durante los próximos tres años, si bien puede indicarse ejecución del presupuesto hasta 2026.

Se pueden presentar proyectos que hayan iniciado su ejecución desde marzo de 2020 siempre que no hayan finalizado

y tengan todavía inversión pendiente de ejecutar

6. CUANTÍA AYUDAS Y TIPO Se valorará especialmente el desarrollo de modelos de gestión que aseguren la máxima eficiencia en los recursos

públicos, a través de fórmulas de colaboración interadministrativa, instrumentos urbanísticos que consideren la

incorporación de aprovechamientos, u otros modelos.

No existe ayuda de ningún tipo al ser una MANIFESTACIÓN DE INTERÉS. La participación en esta expresión de interés

no es, por tanto, un criterio previo ni condición exigible de cara al acceso a la potencial financiación, ayudas o cualquier

otro medio de apoyo de proyectos que pueda convocarse por parte de la Administración. No obstante, permite

contribuir a aportar una visión más amplia y plural para que el diseño de las líneas pueda tener en cuenta la diversidad

y características de los posibles proyectos y líneas de actuación.

7. CONCEPTOS SUBVENCIONABLES Se debe incluir todos los gastos de las propuestas, ya sean de I+D o inversiones.

No podrán ser objeto de financiación costes operativos de servicios de transporte, pérdidas de ingresos durante el

periodo de la pandemia, actuaciones de conservación y mantenimiento ni, en principio, estudios y/o proyectos aislados.

8. OTROS ASPECTOS DE INTERÉS Las actuaciones a desarrollar deberán cumplir con el principio de “Do not significant harm” (DNSH).

LAS CAPACIDADES DE CIBERSEGURIDAD DE LAS PYMES Y EL IMPULSO DE LA

INDUSTRIA DE CIBERSEGURIDAD EN EL MARCO DEL PLAN DE RECUPERACIÓN,

TRANSFORMACIÓN Y RESILIENCIA.

2. BENEFICIARIOS → Todo tipo de agentes privados y públicos.

→ Empresas españolas, con especial atención a las pymes.

→ Empresas del sector de ciberseguridad.

3. RESUMEN Identificar proyectos con el objetivo de fortalecer capacidades, incrementar el tejido empresarial y la creación de

empleo a través de:

→ La extensión de una Cultura de Ciberseguridad sostenible para ciudadanos y empresas.

→ El desarrollo y fortalecimiento de la industria de ciberseguridad.

→ La identificación, transformación y desarrollo del talento de ciberseguridad necesario.

Desde la perspectiva de la ciberseguridad, el principal reto es contribuir a que el proceso de digitalización y la

hiperconectividad produzcan una transformación socioeconómica en términos de productividad y empleo. Por lo tanto,

esta transformación ha de realizarse en un entorno confiable y seguro por parte de ciudadanos y empresas, a lo que

se orientan todas las inversiones y reformas desarrolladas en el ámbito de la ciberseguridad de este componente.

Se tiene como objetivo el Fortalecimiento de la ciberseguridad de Pequeñas y Medianas Empresas y profesionales, con

una orientación específica: Incrementar y reforzar las capacidades de ciberseguridad de empresas a través de acciones

específicas de concienciación, comunicación, cooperación, servicios y soluciones tecnológicas. Así como fortalecer las

capacidades de ciberseguridad de ciudadanos y empresas a través de la mejora de los servicios de soporte y respuesta

de los diferentes servicios de la línea de ayuda en ciberseguridad.

4. LÍNEAS DE ACTUACIÓN El Instituto Nacional de Ciberseguridad (INCIBE), a través de su Plan Estratégico 2021-2025, incorpora varias líneas de

actuación orientadas a:

→ El fortalecimiento de las capacidades de ciberseguridad de las empresas españolas, con especial atención a las

pymes.

→ El impulso, crecimiento e internacionalización de la industria de ciberseguridad española.

→ El incremento y mejora de las capacidades de I+D+i vinculadas a la ciberseguridad.

→ La identificación, generación y desarrollo del talento en ciberseguridad.

Estas líneas de actuación se verán reforzadas en los próximos 3 años por las iniciativas que INCIBE desarrollará para el

fortalecimiento de las capacidades de ciberseguridad y el impulso del ecosistema de ciberseguridad a través del PRTR,

con una dotación económica que, en 2021, está cercana a los 260 millones de euros. Para garantizar la consecución y

eficiencia de estas líneas de actuación, alineadas con las actividades que INCIBE desarrollará a través del PRTR, el

Ministerio Asuntos Económicos y Transformación Digital lanza la presente petición con el objetivo de identificar los

instrumentos, iniciativas o actuaciones concretas y específicas que permitan:

→ Fortalecimiento de las capacidades de ciberseguridad de las PYMES:

→ Fortalecer la ciberseguridad de las PYMEs españolas.

→ Elevar el nivel de concienciación y capacidad en ciberseguridad de las PYMEs y el tejido económico y empresarial.

→ Impulsar la demanda de servicios de ciberseguridad por parte de las PYMEs, promoviendo la adopción de

servicios de ciberseguridad por parte de las mismas.

→ Mejorar la capacidad de resiliencia de las PYMEs frente a las amenazas y riesgos digitales y de las redes de

comunicación.

→ Fomentar la divulgación y el conocimiento de la tecnología de ciberseguridad en el tejido empresarial español.

→ Impulso a la industria de ciberseguridad:

→ Dinamizar e impulsar el crecimiento de las empresas españolas del sector de la ciberseguridad.

→ Impulsar el emprendimiento en ciberseguridad.

→ Contribuir al crecimiento e internacionalización de las empresas, productos y servicios de ciberseguridad

españoles.

→ Incrementar y mejorar de las capacidades de I+D+i vinculadas a la ciberseguridad.

→ Identificar, generar y desarrollar el talento en ciberseguridad.

→ Desarrollar servicios y soluciones competitivos de ciberseguridad que respondan a las crecientes necesidades de

prevención, protección y respuesta a incidentes/eventos de ciberseguridad.

5. CUANTÍA AYUDAS Y TIPO No existe ayuda de ningún tipo al tratarse de una MANIFESTACIÓN DE INTERÉS.

6. PERÍODO ELEGIBLE DE GASTOS Se establecerá en la respuesta el marco temporal de ejecución en la información específica de la solicitud de expresión

de interés, sin que este pueda exceder los 3 años.

7. CONCEPTOS SUBVENCIONABLES Importe máximo o mínimo del proyecto a presentar: la evaluación y concreción de este importe forma parte de la

respuesta a la solicitud de la expresión de interés.

8. OTROS ASPECTOS DE INTERÉS Las manifestaciones de interés podrán ser enviadas hasta el miércoles 21 de abril de 2021 a las 19:00. Las expresiones

de interés serán remitidas utilizando el formulario publicado en el siguiente enlace:


Las contribuciones deberán presentarse siguiendo el formulario proporcionado en el enlace anterior, de acuerdo con

las instrucciones aportadas en el mismo.

La no presentación de una expresión de interés o respuesta a la consulta no limitará la posibilidad de presentar

propuestas en una eventual futura convocatoria. Por tanto, la participación no genera ningún derecho al acceso a

la potencial financiación que pueda convocarse por la Administración para la consecución de los objetivos propuestos,

ni ninguna obligación a la Administración.

Las convocatorias posteriores a esta Manifestación de Interés estarán sujetas en todo momento a los criterios de

publicidad, concurrencia, transparencia y no discriminación.

La información que se recopile mediante estas manifestaciones de interés tiene como único objetivo ayudar a la

definición de las líneas estratégicas y guiar la ejecución de los planes con cargo a los fondos europeos antes

mencionados. Con ella se procederá al estudio de los proyectos presentados, para posteriormente articular los

instrumentos de colaboración público-privada más adecuados. Esta manifestación de interés no se realiza en el

marco de ningún procedimiento de contratación ni de subvención convocado ni por convocar, y en ningún caso

genera derecho preferente a la financiación, ni compromiso alguno por parte del Ministerio de Asuntos

Económicos y Transformación Digital.

RESUMEN El objetivo general del programa PRIMA es desarrollar capacidades de investigación e innovación y

desarrollar conocimientos y soluciones innovadoras comunes para los sistemas agroalimentarios, para

hacerlos sostenibles y para el suministro y la gestión integrados del agua en el área mediterránea, para

hacer que dichos sistemas y esa provisión y gestión sean más resistentes al clima, eficientes, rentables y

sostenibles desde el punto de vista medioambiental y social, y contribuir a resolver la escasez de agua ,

problemas de seguridad alimentaria, nutrición, salud, bienestar y migración aguas arriba.

Las actividades del programa PRIMA se llevarán a cabo de la siguiente manera:

1) Sección 1: Acciones y actividades organizadas, gestionadas y financiadas por PRIMA-IS5. (Sistema H2020.)

2) Sección 2: Actividades seleccionadas a raíz de convocatorias transnacionales abiertas y competitivas de

propuestas organizadas por PRIMA-IS y financiadas por los organismos nacionales de financiación del PS

(prestando apoyo financiero principalmente en forma de subvenciones). (Sistema ERA-NET.)

2. BENEFICIARIES Legal entities established in the following countries and territories will be eligible to receive funding through PRIMA

grants:

a) The PRIMA Participating State:

→ The following Member States (MS) of the European Union (EU): Croatia, Cyprus, France, Germany, Greece, Italy,

Luxembourg, Malta, Portugal, Spain, Slovenia.

→ The following Third Countries associated to Horizon 2020 (AC): Israel, Tunisia, and Turkey.

→ The following Third Countries not associated to Horizon 2020 (TC), upon condition that they have concluded

international agreements for scientific and technological cooperation setting out the terms and conditions of

their participation in PRIMA: Algeria, Egypt, Jordan, Lebanon and Morocco.

Participants from countries not listed above, can be part of a consortium but they have to fund their own participation.

They cannot coordinate the project and they are not taken into account in the minimum number of participants

required to have an eligible consortium. They also have to attach to their proposal a letter from their organization

(signed by a legal representative of the structure) attesting that the funds to cover their participation to the projects

(task(s), participation to meetings, etc.) in the project will be available.

Eligibility conditions for participation: At least three legal entities established in three different countries considered

as Participating States, out of which:

→ at least one must be established in a EU Member State or a third country associated to Horizon 2020

participating in PRIMA, and

→ at least one must be established in a third country bordering the Mediterranean Sea (MPC) considered as a

Participating State

All three legal entities must be independent of each other.

3. SUMMARY The overall objective of the PRIMA programme is to build research and innovation capacities and to develop knowledge

and common innovative solutions for agro-food systems, to make them sustainable, and for integrated water provision

and management in the Mediterranean area, to make those systems and that provision and management more climate

resilient, efficient, cost-effective and environmentally and socially sustainable, and to contribute to solving water

scarcity, food security, nutrition, health, well-being and migration problems upstream.

PRIMA programme activities will be implemented as following:

1) Section 1: Actions and activities organised, managed and funded by PRIMA-IS5. (H2020 System.)

2) Section 2: Activities selected following transnational open and competitive calls for proposals organised by PRIMA-

IS and funded by the national funding bodies of PS (providing financial support mainly in the form of grants) . (ERA-

NET System.)

The PRIMA programme Structure is as follows:

Section 1 Actions are evaluated, selected and funded in line with the Rules for Participation of Horizon 2020 and are

centrally managed by the PRIMA IS. Grant agreements are to be signed with PRIMA-IS on the basis of the H2020 Model

Grant Agreement.

Section 2 Activities are evaluated and selected based on rules which are analogous to the Rules for Participation of

Horizon 2020, following open calls for proposals centrally organised by the PRIMA IS. Such activities are funded in line

with common principles (see 5.2.10). Grant agreements will be signed between participants and by relevant national

funding bodies in accordance with national rules.

mejorarlas y ponerlas en práctica. EIT Urban Mobility tiene como objetivo garantizar un transporte urbano

seguro, proporcionar una mejor explotación de datos, aumentar el cambio modal, impulsar la adopción

del transporte activo, promover la autoayuda de la comunidad y facilitar el cambio de comportamiento.

Given the complexity of the EIT processes and the introduction of new Horizon Europe regulations, some restrictions

Partnership composition is in line with the partnership specific requirements of the area: a minimum of three cities

active in the proposal, a minimum of two partners from EU Member States, at least two industry partners, one SME

should be involved and one commercialization partner.

3. SUMMARY The overall purpose of the Innovation Programme launched by the EIT Urban Mobility is to take innovative

ideas, improve them, and put them into practice. EIT Urban Mobility aims to ensure safe urban transport, provide

better data exploitation, increase modal shift, drive take-up of active transport, promote community self-help, and

facilitate behavioural change.

By emphasising market-oriented business solution, innovation, can provide valuable evidenced based data from

demonstrations and living labs to support regulatory, policy and behavioural changes to improve urban life quality.

From over more than 250 urban mobility challenges identified by European cities, a grouping of 9 “Challenge Areas”

were identified and refined over 6 months open discussion with core EIT Urban Mobility partners and a wider public

audience.

For the Call for Proposals 2022, four challenge areas will be supported directly by Innovation: Active Mobility,

Sustainable City Logistics, Future Mobility and Mobility & Energy. Additionally, there is one restricted area for the

continuation of existing projects. Other Challenge Areas may be included in proceeding annual Calls for Proposals or

addressed by other EIT Urban Mobility thematic areas.

4. TOPICS ▪ Active Mobility: Active mobility is regular physical activity undertaken as a means of transport. It includes travel by

foot, bicycle and other vehicles which require physical effort to get moving. The expected outcome would be higher

levels of use of active mobility in target demo cities.

▪ Future Mobility: The expected outcome would be new services and disruptive technologies which have the potential

to reshape the ways in which we live, work, and move within the city.

▪ Sustainable City Logistics: The expected outcome would include new vehicles, new procurement / purchasing

models, new consolidation solutions, new hub services, new production models (e.g. so that goods are produced

“close-to-home”), new software solutions for optimising freight, new solutions for managing loading/unloading etc

▪ Mobility and Energy: Increased use of cleaner fuelled vehicles. The measure implemented should have the potential

for replication and scaling in other European contexts.

▪ Continuation Proposal from BP2021: Existing proposals from EIT Urban Mobility Business Plan 2021 requesting a

full 12-month or short 3-month extension into BP2022 are NOT required to complete a CfP2022 proposal on the PLAZA

3. SUMMARY The aim of this call for proposals is to work on testing and implementing new communication methodologies,

tools, and processes where citizens and end-users are not only informed about science and innovation but

also empowered and feel a sense of ownership in urban mobility projects. It is about cocreating together with

the citizens, involving them in the ideation process and empowering them, to implement suitable solutions together

with industry, academia, cities, and all stakeholders of a city. EIT Urban Mobility’s aim is to understand and change

thinking and behaviour and open up research and innovation to society. It is important to understand our target

groups and having long-term impact in order to be truly effective in citizen engagement activities.

4. TOPICS Citizen engagement projects, focusing on:

y los espacios públicos con urbanismo táctico y experimentos en las calles como parte de un enfoque de toda

3. SUMMARY The goal of the Public Realm call is to generate social innovation by improving and transforming streets and public

spaces with tactical urbanism and street experiments as part of a city-wide approach for liveable cities and building

on adopted mobility strategies and plans in cities. Projects will implement pilots for inclusive, safe and accessible

public realm design in a city or town and build momentum for long-term policy change in communities – especially

in disconnected and less central neighbourhoods – to help improve liveability for all local residents.

Cities established in an EU Member State or in a country associated to Horizon Europe and having a population above

50,000 inhabitants. In countries where there are no such cities, the biggest city is eligible and can only apply to a

single category, provided that their population is of minimum 50 000 inhabitants.

Winners of former European Capital of Innovation Awards editions, as well as runners-up of the edition organised

one year prior to the current edition are not eligible. This does not apply to previous finalist cities.

All applicants must register in the Participant Register — before the call deadline — and will have to be validated by

the Central Validation Service (REA Validation). For the validation, you will be requested to upload documents showing

legal status and origin.

3. SUMMARY

Cities are faced with some of the most severe societal and sustainability challenges but do also have the means to

develop and apply effective innovative solutions. They are the place where ideas, people, public and private actors

meet and interact to improve the quality of citizens’ lives. They are the natural playground where breakthrough

innovation can flourish. They provide ground to experiment new technologies and products in a real environment, their

interaction with people and their added-value. With their capacity to connect people, places, public and private actors,

urban areas can substantially enhance innovation in Europe and improve the quality of citizens' lives. New approaches

to undertake and deploy innovative practices are gaining support, making the shift from traditional top-down schemes

to more open and bottom-up practices. Cities increasingly act as platforms for experimentation, engaging citizens at

all levels of governance and stages of innovation, from problem definition to solution testing and application.

Objectives: Every year, the European Union recognises cities with inclusive innovation ecosystems by awarding the

recognition prize European Capital of Innovation Awards. The awards identify urban ecosystems that connect citizens,

the public sector, academia, and business, and successfully translate their results into improved wellbeing of their

citizens, while boosting game-changing innovation. The award is part of the European Union's efforts to raise

awareness about the benefits of urban innovation 'with' and 'for' citizens, supporting cities in addressing relevant

societal challenges, and strengthening their urban resilience.

Expected Impact: The traditional city innovation ecosystem is opening up to new models of innovation engaging

citizens. An increasing number of cities are acting as test beds for innovation and run citizens-driven initiatives to find

solutions for their relevant societal challenges. The public domain is particularly challenged with finding effective ways

cities’ development and resilience to tackle urban challenges.

For this reason, the European Capital of Innovation Awards will recognize the cities’ role as catalysers of the local

innovation ecosystem and will stimulate new activities aimed at boosting game-changing innovation.

4. AWARD CRITERIA The jury will assess how the city implements innovative solutions that shape the local innovation ecosystem that

boosts game-changing innovation.

Cities will have to show how they created the conditions for innovation by:

1- Experimenting – innovative concepts, processes, tools, and governance models proving the city's commitment

to act as a test-bed for innovative practices, while ensuring the mainstreaming of these practices into the ordinary

urban development process.

2- Escalating and accelerating the growth of highly innovative start-ups and SMEs by establishing an innovation

friendly legal framework, creating an environment that stimulates growth, private and public investments, resources

and talents; and driving innovation demand through efficient innovation public procurement. The city is expected to

provide details on concrete results of the showcased initiatives.

3- Ecosystem building – unlocking the city’s potential as local innovation ecosystem facilitators by fostering

synergies among different innovation ecosystem players, from public, industry, civil society, citizens to academia, to

contribute to the development of an innovation ecosystem within the city.

4- Expanding – acting as a role model for other cities by supporting the dissemination and replication of tested

solutions that boost the local innovation ecosystem; by promoting mutual learning, knowledge transfer and capacity

building; and by enhancing cooperation and synergies between cities that are front-runners in driving the local

innovation ecosystem, and those that are still exploring and testing their role as innovation enablers.

5- City innovative vision – applicants should demonstrate their long-term strategic vision/plan, highlighting the

innovative initiatives that have positively contributed to the transformation of the city and which will further support

the development of a robust and sustainable innovation ecosystem.

RESUMEN La Comisión Europa concede fondos para “conceptos de inversión” basados en los planes energéticos que ya

disponga la entidad local previamente: planes de inversión en futuros proyectos de sostenibilidad,

principalmente de eficiencia energética, energías renovables, movilidad… Se trata de una iniciativa cuyo

objetivo final es facilitar la posterior movilización de inversiones locales en actuaciones de eficiencia energética

y energías renovables.

2. BENEFICIARIES The EUCF is open to all municipalities/local authorities and their groupings from the EU-27 and UK.

Applicants require a politically approved climate and sustainable energy plan. This includes SEAPs (Sustainable Energy

Action Plan)/SECAPs (Sustainable Energy and Climate Action Plan), developed within the Covenant of Mayors

framework, or plans of similar ambition with climate and energy targets at least for the year 2020.

Moreover, applicants have to demonstrate political commitment to the development of the Investment Concept

through a letter of support, signed by the mayor or other relevant political representative.

The applicant must commit to the EUCF monitoring period of two years by submitting two simple monitoring forms

on key figures.

In line with the EUCF objectives, local authorities/municipalities are strongly encouraged to join forces and resources

and submit joint applications, in order to increase the ambition of the proposal and increase the chances of success.

The EUCF finances activities, such as (technical) feasibility studies, market analysis, stakeholder analysis, legal,

economic and financial analysis, risk analysis, etc. that are required to develop the investment concept. These

activities can be delivered by in-house staff or subcontracted external experts.

The grant cannot directly finance the actual investments , but it covers costs to mobilise resources and access

services to develop an Investment Concept.

RESUMEN La Eurorregión Nueva-Aquitania Euskadi Navarra abre su convocatoria de proyectos en los ámbitos de la

ciudadanía eurorregional: cultura, educación, juventud, deporte y plurilingüismo.

2. BENEFICIARIOS El primer requisito que debe cumplir el consorcio de empresas que opte a recibir la ayuda objeto de esta convocatoria

será reunir, al menos, un representante de cada una de las regiones que componen la AECT . Serán beneficiarios

admisibles todas las personas jurídicas, autónomos y/o empresarios/as individuales, públicos/as o privados/as, que

lleven a cabo proyectos de cooperación interregional con otras personas jurídicas, autónomos y/o empresarios/as

individuales, públicos/as o privados/as situadas en los territorios de la Región de Nueva Aquitania, de la Comunidad

Autónoma de Euskadi y de la Comunidad Foral de Navarra.

El líder del proyecto debe ser también una persona jurídica pública o privada, y cada uno de los socios una persona o

entidad diferente a él, es decir, que no emanen de una misma persona jurídica presente en cada uno de los territorios

(sedes sociales, delegaciones, filiales, etc.).

Los beneficiarios deberán tener su sede social o su domicilio en territorio de la Región de Nueva Aquitania, de la

Comunidad Autónoma de Euskadi y de la Comunidad Foral de Navarra.

3. RESUMEN La presente convocatoria se enmarca dentro del Plan Estratégico 2014-2020 de la Eurorregión Nouvelle-Aquitaine

Euskadi Navarra con el objetivo de promover proyectos dentro del territorio, desarrollar actividades económicas,

sociales, culturales y medioambientales en ámbitos tan diversos como la economía, el empleo, la educación, la

movilidad y el medio ambiente.

Bajo el lema “conocerse mejor para cooperar mejor”, se pretende involucrar a la ciudadanía como parte activa de

las acciones que se lleven a cabo en torno a cuatro ejes: la cultura, la educación, la juventud, el deporte y el

plurilingüismo.

Este procedimiento de apoyo a los actores de la cooperación entre los tres territorios tendrá una dotación de

500.000€. A título indicativo, en la misma convocatoria del año pasado se financiaron 19 proyectos.

4. LÍNEAS DE ACTUACIÓN La Eurorregión trabaja siguiendo 4 líneas de acción, dentro de las cuales deberán enmarcarse los proyectos que se

presenten a esta convocatoria:

→ Cultura: aumentar el número de creadores profesionales y generar proyectos innovadores (vinculados o no a la

tecnología), creando condiciones que favorezcan la creatividad y las relaciones artísticas transfronterizas.

→ Educación – Juventud: siendo los jóvenes presente y futuro de la Eurorregión, se trata de posibilitar la movilidad

y el intercambio para favorecer la interacción de la juventud y el conocimiento mutuo.

→ Deporte: fomentar la práctica de deporte al aire libre y deportes locales (tomando como referencia el rugby

vasco), desarrollar la dimensión socioeducativa del deporte y utilizarlo como punto de colaboración estratégica.

→ Plurilingüismo: utilizar la lengua como elemento de unión y construcción de la ciudadanía eurorregional y

promover el conocimiento de los idiomas euskera, castellano, francés y occitano.

5. PERÍODO ELEGIBLE DE GASTOS La presentación de proyectos podrá realizarse entre el 22 de marzo y el 30 de abril de 2021, únicamente de forma

digital a través del siguiente enlace https://www.euroregion-naen.eu/es/proyectos/convocatoria-de-proyectos-

ciudadania-eurorregional/presentar-un-proyecto/. No se admitirán proyectos presentados en formato físico.

La duración total de los proyectos no podrá superar los 12 meses desde la fecha de notificación de la selección.

6. TIPO Y CUANTÍA DE LA AYUDA El importe máximo concedido a cada proyecto podrá alcanzar el 50% del coste total del mismo, hasta un límite de

30.000€, y se entregará en forma de subvención.

En el caso de estructuras no sometidas a IVA, la participación de dichas ayudas se aplicará al coste total IVA incluido,

con un compromiso del beneficiario de no recuperar ese importe de IVA en un período de tres años a partir de la

asignación de la ayuda.

El proyecto deberá contar con una autofinanciación mínima de 20%.

7. CONCEPTOS SUBVENCIONABLES El coste total está formado por todos los gastos generados por la realización del proyecto común para los distintos

socios, los cuales deberán justificar obligatoriamente las aportaciones financieras (autofinanciación u otras

cofinanciaciones públicas o privadas) utilizadas para la realización del proyecto.

Se consideran gastos subvencionables:

→ Gastos de personal.

→ Gastos de comunicación del proyecto.

→ Gastos de desplazamiento.

→ Gastos de prestaciones externas.

8. OTRAS CONSIDERACIONES Los proyectos deberán mencionar las demás fuentes de financiación, tanto solicitadas como conseguidas, si las

hubiere. En caso de que un proyecto disponga al mismo tiempo de una ayuda recibida por el Consejo Regional de

Nueva Aquitania, el Gobierno Vasco o el Gobierno de Navarra, la suma de ambas no podrá superar el 80% del coste

total del proyecto.

a organizaciones, duración más corta y requisitos administrativos más simples en comparación con las

4. SUMMARY

This action supports the preparation, organisation and follow up of not-for-profit sport events, organised either in one

single country or in several countries by not-for-profit organisations or public bodies active in the field of sport. These

events will aim at increasing the visibility of the Erasmus+ sport actions as well as raise awareness on the role of sport

in promoting social inclusion, equal opportunities and health-enhancing physical activities. It provides financial support

for the organization of: i) One European-wide sport event in one PC or ii) European local events in several PC

RESUMEN Los proyectos de creación de capacidad son proyectos de cooperación internacional basados en asociaciones

multilaterales entre organizaciones activas en el campo de la juventud en los países socios y del programa. Su

objetivo es apoyar la cooperación internacional y el diálogo político en el campo de la juventud y el aprendizaje

no formal, como motor del desarrollo socioeconómico sostenible y el bienestar de las organizaciones juveniles

y los jóvenes.

2. BENEFICIARIES

Any organization, public or private, with its affiliated entities (if any), working with or for young people outside formal

settings established in an Erasmus+ Programme or Partner country.

Such organisations can, for example, be:

• a non-profit organisation, association, NGO (including European Youth NGOs)

• a national Youth Council

• a public authority at local, regional or national level

• an education or research institution

• a foundation

• public or private companies (small, medium or large enterprise (including social enterprises)

*Only one proposal per deadline may be submitted by the same applicant.


• Minimum 2 organisation from 2 different Programme Countries and 2 organisations from at least 1 eligible

Partner Country (i.e. at least 4 organisations from minimum 3 countries).

4. DURATION OF PROJECTS 1, 2 or 3 years.

5. SUMMARY

Capacity-building projects are international cooperation projects based on multilateral partnerships between

organizations active in the field of youth in Programme and Partner countries. They aim to support the international

cooperation and policy dialogue in the field of youth and non-formal learning, as a driver of sustainable socio-economic

development and well-being of youth organizations and young people.

The action will aim at:

• raising the capacity of organisations working with young people outside formal learning

• promote non-formal learning activities in Partner countries, especially young people with fewer opportunities

• support the development of youth work in Partner countries

• foster the development, testing and launching of schemes and programmes of non-formal learning mobility in

Partner countries

• contribute to the implementation of the EU Youth Strategy (2019-2027)

• foster cooperation across different regions of the world through joint initiatives

• enhance synergies and complementarities with formal education systems and/or labour market

THEMATIC AREAS / SPECIFIC OBJECTIVES

Proposals should focus on ONE OR MORE of the following thematic areas:

• political participation and dialogue with decision-makers

• inclusion of young people with fewer opportunities

• democracy, rule of law and values

• empowerment / engagement / employability of young people

• peace and post-conflict reconciliation

• environment and climate

• anti-discrimination and gender equality

• digital and entrepreneurial skills

6. FUNDING RULES

This action follows a lump sum funding model. The amount of the single lump sum contribution will be determined

for each grant based on the estimated budget of the action proposed by the applicant. The granting authority will fix

the lump sum of each grant based on the proposal, evaluation result, funding rates and the maximum grant amount set

in the call.

The EU grant per project will vary from a minimum of 100.000 € and a maximum of 300.000 €.

The budget should be detailed by beneficiary/-ies and organized in coherent Work Packages.

RESUMEN El objetivo general de esta acción es crear asociaciones europeas de formación del profesorado y proveedores

de formación para crear Academias de Profesores Erasmus + que desarrollarán una perspectiva europea e

internacional en la formación del profesorado. Estas academias adoptarán el multilingüismo y la diversidad

cultural, desarrollarán la formación del profesorado de acuerdo con las prioridades de la UE en la política

educativa y contribuirán a los objetivos del Espacio Europeo de Educación.

2. BENEFICIARIES

The following organisations, established in Programme countries:

• Teacher Education Institutions (colleges, institutes, universities providing initial teacher education and/or

continuing professional development) for teachers at ISCED level 1-3, including VET teachers

• Ministries or similar public bodies responsible for school education policies

• Public (local, regional or national) and private bodies responsible for developing policies and offer for teacher

education as well as defining standards for teachers’ qualifications

• Teacher associations or other nationally recognised providers of teacher education and continuous professional

development

• Authorities responsible for education and training of teachers and supervision of their continuous professional

development and qualifications

• Schools working with teacher education providers to allow for practical training as part of teacher education

• Other schools (from primary schools to initial VET) or other organisations (e.g. NGOs, teacher associations)

relevant for the project.


At least 3 full partners from a minimum of 3 Programme Countries (including at least 2 EU Member States) involving:

• At least 2 nationally recognised providers of initial teacher education from 2 different Programme Countries,

and

• At least 1 nationally recognised provider of continuing professional development (in-service training) for

teachers

Furthermore, the partnerships must also include, as full partner or associated partner, at least 1 practice/training

school

4. DURATION OF PROJECTS 3 years.

5. SUMMARY The overall objective of this action is to create European partnerships of teacher education and training providers to set

up Erasmus+ Teacher Academies that will develop a European and international outlook in teacher education. These

Academies will embrace multilingualism and cultural diversity, develop teacher education in line with the EU’s priorities

in education policy and contribute to the objectives of the European Education Area.

The Erasmus+ Teacher Academies will meet the following objectives:

• Contribute to the improvement of teacher education policies and practices in Europe

• Enhance the European dimension and internationalisation of teacher education

• Develop and test jointly different models of mobility (virtual, physical and blended)

• Develop sustainable collaboration between teacher education providers

6. FUNDING RULES

The EU grant will be a contribution to the actual costs incurred by the project (real costs funding model). Only eligible

costs and those costs that the beneficiary has actually incurred in the implementation of the project (not the

budgeted costs).

The maximum EU grant per project is 1.5 million euros.

The financial contribution from the EU cannot exceed 80% of the total eligible costs.

RESUMEN Las alianzas para la innovación tienen como objetivo fortalecer la capacidad de innovación de Europa

impulsando la innovación a través de la cooperación y el flujo de conocimientos entre la educación superior,

la educación y formación profesionales (tanto iniciales como continuas) y el entorno socioeconómico más

amplio, incluida la investigación. También tienen como objetivo impulsar la provisión de nuevas habilidades y

abordar los desajustes de habilidades mediante el diseño y la creación de nuevos planes de estudio para la

educación superior (ES) y la educación y formación profesionales (VET), apoyando el desarrollo de un sentido

de iniciativa y mentalidad empresarial en el UE.

2. BENEFICIARIES

Any public or private organization legally established in a Programme Country or in any Partner Country.


LOT 1: ALLIANCES FOR EDUCATION AND ENTERPRISES

At least 4 Programme Countries, involving a minimum of 8 full partners. The partnership must include:

• at least 3 labour market actors (enterprises or companies, or representative intermediary organisations, such

as chambers, trade unions or trade associations) and

• at least 3 education and training providers (VET and/or HEIs), as full partners.

There should be at least 1 HE institution and 1 VET provider involved as full partner in each proposal.

LOT 2: ALLIANCES FOR SECTORAL COOPERATION ON SKILLS

At least 8 Programme countries and involve at least 12 full partners. The partnership must include:

• at least 5 labour market actors (enterprises or companies, or representative intermediary organisations, such as

chambers, trade unions or trade associations) and

• at least 5 education and training providers (VET and/or HEIs) as full partners.

There should be at least 1 HE institution and 1 VET provider involved as full partner in each proposal.

5. SUMMARY

Alliances for Innovation aim to strengthen Europe’s innovation capacity by boosting innovation through cooperation

and flow of knowledge among higher education, vocational education and training (both initial and continuous), and

the broader socio-economic environment, including research. They also aim to boost the provision of new skills and

address skills mismatches by designing and creating new curricula for higher education (HE) and vocational

education and training (VET), supporting the development of a sense of initiative and entrepreneurial mind-sets in the

EU.

OBJECTIVES OF THE ACTION

• These partnerships shall implement a coherent and comprehensive set of sectoral or cross-sectoral activities,

• To boost innovation, the focus will be on digital skills

• Also, the transition to a circular and greener economy needs to be underpinned

2 types of Lots (an organisation can be involved in several proposals):

LOT 1: ALLIANCES FOR EDUCATION AND ENTERPRISES

Transnational structured and result-driven projects, in which partners share common goals and work together to

foster innovation, new skills, a sense of initiative and entrepreneurial mind-sets. They intend to achieve one or more

of the following aims:

• Fostering new, innovative and multidisciplinary approaches to teaching and learning

• Fostering corporate social responsibility

• Stimulating a sense of initiative and entrepreneurial attitudes, mind-sets and skills

• Improving the quality and relevance of skills

• Facilitating the flow and co-creation of knowledge

• Building and supporting effective and efficient higher education and vocational education and training systems

LOT 2: ALLIANCES FOR SECTORAL COOPERATION ON SKILLS (IMPLEMENTING THE ‘BLUEPRINT’)

These Alliances aim to create new strategic approaches and cooperation for concrete skills development solutions –

both in the short and the medium term – in given economic sectors, or in areas implementing

a major action of the European Skills Agenda for sustainable competitiveness, social fairness and resilience, the Pact

for Skills.

These Alliances seek to tackle skills gaps on the labour market that hamper growth, innovation and competitiveness in

specific sectors or areas, aiming both at short term interventions and long-term strategies. These Alliances will be

implemented in the 14 industrial ecosystems identified in the New Industrial Strategy for Europe.

• Developing a strategic approach to sectoral cooperation on skills

• Designing European sector-wide agreed ‘core’ curricula and training programmes

• Designing a long-term action plan for the progressive roll-out of project deliverables after the project has finished

6. FUNDING RULES

This action follows a lump sum funding model. The maximum EU grant per project is as follows:

• Lot 1- Alliances for Education and Enterprises:

o 1 million euros (2 years project)

o 1,5 million euros (3 years project)

• Lot 2 - Alliances for Sectoral Cooperation on Skills:

o 4 million euros (4 years project) - only one proposal per industrial ecosystem can be selected for funding.

Cuantía: El presupuesto global para cada segunda oleada de Transfer Network será de 550.000€. Se pueden

financiar hasta 7 redes de transferencia.

2. BENEFICIARIOS Las nuevas redes transferencia deben estar lideradas por ciudades que hayan liderado alguna de las 23 Transfer

Networks y no estén participando en ninguno de los nuevos proyectos piloto URBACT (UIA Transfer Mechanism,

SDG localization network o URBACT National Transfer Practice Initiative).

En cuanto las ciudades socias, pueden ser cualquier ciudad de la Unión Europea, independientemente de su tamaño.

Aunque se recomienda especialmente la participación a aquellas ciudades que no hayan participado antes en URBACT

en general y en URBACT III (2014-2020) en particular.

En lo que a los partenariados se refiere, se compondrán de un total de 5 ciudades, incluyendo la Ciudad Líder con

una Buena Práctica URBACT (1+4). Entre las ciudades socias 2 de ellas deberán pertenecer a una región menos

desarrollada. Todas las ciudades involucradas deberán provenir de Estados Miembros diferentes.

Finalmente es importante destacar que en estos partenariados tan solo podrán participar solamente ciudades y

agencias locales. En este caso entidades habitualmente consideradas como non-city partners como autoridades

provinciales, regionales y nacionales, así como las universidades y los centros de investigación no se consideran socios

elegibles.

Para formar parte de estas redes, es importante que las ciudades dispongan de conocimiento, capacidad y recursos

humanos para participar en proyectos europeos en general y en URBACT en particular.

Así mismo sería recomendable que las ciudades dispongan de experiencia o proyectos similares en las áreas temáticas

de cada una de las buenas prácticas.

Aquellas ciudades interesadas en alguna de formar parte de las candidaturas lideradas por esas ciudades, pueden

ponerse en contacto con los Puntos Nacionales URBACT de los países de cada una de las ciudades (contactos

disponibles aquí) o con el Punto Nacional URBACT de España a través de la dirección de correo electrónico disponible

en el lateral izquierdo de esta misma página.

3. RESUMEN En 2018 URBACT lanzó la primera convocatoria Redes de Transferencia de Buenas Prácticas (Transfer Networks). Esto

implicó un proceso en dos etapas: primero se lanzó una convocatoria abierta, que llevó a la aprobación de 97 Buenas

Prácticas URBACT en toda Europa; segundo, una convocatoria dirigida a esas ciudades de buenas prácticas liderase

una Red de Transferencia, (Transfer Network). Como resultado de este proceso, se aprobaron de 23 nuevas redes

URBACT.

El viaje de estas Transfer Networks está llegando a su fin con éxito notable. Por lo que URBACT ha decidido lanzar una

segunda oleada de este tipo de partenariados: algunas de las 23 ciudades con Buenas Prácticas URBACT que han

liderado este tipo de redes se embarcarán en una nueva etapa de transferencia con un nuevo conjunto de ciudades

socias.

Esta segunda etapa de Redes de Transferencia permitirá a más ciudades de Europa adaptar y reutilizar las Buenas

Prácticas. La rica experiencia de la ciudad de Buenas Prácticas junto con la persona experta, que había liderado la Red

de Transferencia original, será un valor añadido en esta aventura. Se trata de un apasionante periodo de

descubrimiento y puesta en común que capacitará a las partes interesadas de la ciudad, cambiará su forma de trabajar

y tendrá un impacto real a nivel local. Todo esto se consigue utilizando el método de eficacia comprobada URBACT de

intercambio y aprendizaje con herramientas adaptadas a sus necesidades y el apoyo de expertos y compañeros.

4. FINANCIACION El presupuesto global para cada segunda oleada de Transfer Network será de 550.000€. Se pueden financiar hasta 7

redes de transferencia.

5. CATEGORIAS DE PRESUPUESTO Los presupuestos se presentarán utilizando las 5 categorías presupuestarias siguientes:

→ Gastos de personal

→ Gastos de oficina y administración

→ Gastos de viaje y alojamiento

→ Experiencia y servicios externos

→ Equipos

Con el fin de apoyar la implementación de las actividades de la Segunda Ola de Redes de Transferencia, El programa

URBACT proporciona a cada red aprobada un presupuesto específico adicional para la

nombramiento de expertos.

Cada red dispondrá de una dotación máxima adicional de 90.000€ para cubrir los costes de experiencia durante la

vida útil del proyecto.
