ekimenaren baitan. Herritarrak ardatz dituzten partaidetza-jarduera horiek, erronkak identifikatu eta

DEIALDIA (MITMA): Isurketa Gutxiko Guneak ezartzeko eta hiriko

garraioaren eraldaketa digital eta jasangarrirako udalerrientzako

1. AURKEZPEN DATAK (GUTXI-GORABEHERAKOA)

2. ONURADUNAK Udalerriak eta udalerrien elkartzeak:

• 50.000 biztanletik gorako udalerriak.

• Eskubidea aitortzen zaien 20.000 biztanletik gorako udalerriak, garraio publikoaren zerbitzuak aurkeztu eta

SUMP onartu dutenak

• Udalen elkartzeak.

• Hainbat udalerri biltzen dituzten udalaz gaindiko toki-erakundeak, lege-mailaren arabera sortuak eta hiriko

garraio publiko kolektiboaren arloan eskumenak esleituak dituztenak.

3. LABURPENA Deialdiaren helburuak mugikortasun arloko jarduketen bidez, airearen kalitatea hobetzea eta zarata murriztea:

A. Isurketa Gutxiko Guneen ezarpena bizkortzea.

B. Hiri eta metropoli-inguruneetan garraio publiko kolektiboa eta mugikortasun aktiboa lehenestea, ibilgailu

pribatuaren alternatiba gisa.

C. Garraioaren eraldaketa sustatzea, zero isuriko jarduerarantz.

D. Garraio-zerbitzu publikoen jardueraren digitalizazioa bultzatzea.

4. PROIEKTUEN EZAUGARRIAK Dirulaguntzen esparruan Europako Batzordearekin funtsak gauzatzeko hitzartutako mugarriak direla eta, proiektu

helduak lehenetsiko dira: 2022ko azaroa baino lehen kontratatu ahal izatea eta 2024a amaitu baino lehen amaitzea

bermatuko dutenak. Ekintzen lizitazio prozesuen hasiera 2022ko apirilaren 30a baino lehen egiaztatu beharko da.

A. Isurketa Gutxiko Guneen (IGG) ezarpena bizkortzea:

→ IGG bat ezarri eta martxan jartzeko inbertsioak jasotzen dituzten jarduketak:

▐ Seinaleak, sarbideak eta aparkalekuak kontrolatzeko sistemak, komunikazio-sistemak eta kudeaketa-

sistemak, kontrol-zentroa, zerbitzariak eta datu-baseen softwarea, erregistro publikoetara sartzeko konexioa,

eta abar barne hartzen dituzte.

→ Lehendik dagoen edo ezarri berria den IGG bateko jarduera osagarriak:

▐ Airearen kalitatea, CO2, ibilgailuen emisioak, zarata… neurtzeko sentsoreak eta neurgailuak.

▐ “Enforcement” sistemak: arau-hausteen kontrola eta zehapenen kudeaketa.

Arau-hausteak kontrolatzera bideratutako sistemak.

▐ Beste informazio eta kudeaketa sistema batzuk: aparkalekuei, airearen kalitateari, murrizketen egoerari eta

abarri buruzko informazioa denbora errealean.

▐ Mugikortasun pertsonaleko sistema berritzaileak, emisio baxuko eremuan

▐ Jarduketak diseinatzeko aholkularitza, betiere diruz lagundutako jarduketaren funtsezko zati bada.

B. Hiri eta metropoli-inguruneetan garraio publiko kolektiboa eta mugikortasun aktiboa lehenestea, ibilgailu

pribatuaren alternatiba gisa.

→ Garraio kolektiborako lehentasunezko edo esklusibotasuneko plataforma eta erraiak.

→ Bizikletentzako edota mugikortasun pertsonaleko ibilgailuentzako plataformak eta erreiak.

→ Bizikletentzako edota mugikortasun pertsonaleko ibilgailuentzako bideak eta hiriguneak egokitzea.

→ Oinezkoentzako guneak eta ibilbideak ezartzeko eta irisgarritasuna hobetzeko hiri-espazioak egokitzea.

→ Ibilgailuen trafikoa baretzeko jarduketak.

→ Garraio publikoaren sisteman irisgarritasuna hobetzeko jarduketak.

C. Garraioaren eraldaketa sustatzea, zero isuriko jarduerarantz:

→ Udal-eremuko garraio publikorako energia alternatiboa darabilten autobusak erostea: elektrikoak, hibrido

entxufagarriak zein hidrogeno bidezkoak.

→ Udal-eremuko garraio publikoko flota eraldatzeko energia alternatiboa darabilten autobusen erosketa

osatuko duten jarduketak, udal-titulartasuneko zein udal-jabetzeko enpresa publiko bateko instalazio eta

kotxe-tokietan:

▐ Autobus-flotentzako elektrizitatea kargatzeko puntuak instalatzea.

▐ Kotxe-tokiak egokitzea.

▐ Elektrifikazio-jarduerak diseinatzeko eta ustiapen-plana egokitzeko aholkularitza, betiere diruz lagundutako

jarduketaren funtsezko zati badira.

D. Garraio-zerbitzu publikoen jardueraren digitalizazioa bultzatzea:

→ Garraio-zerbitzu publikoen jarduera digitalizatzeko jarduerak, zerbitzua eta erabiltzaileen esperientzia

hobetzeko. Bidaiak planifikatzeko eta garraioari buruzko informazioa denbora errealean ematea hobetzeko

tresnak, hiriko garraioko bidaia-txartel eta ordainketa prozedurak hobetzea, mugikortasun murriztua edo

behar berezia duten pertsonei garraiorako sarbidea errazteko teknologia aplikatuak.

→ Administrazioen kudeaketa hobetzeko jarduerak: trafikoaren eta mugikortasunaren kudeaketa adimendun

eta jasangarriko jarduerak, Informazio Multimodalaren Sarbiderako Gune Nazionalera garraio-eskaintzaren

informazioa emateko jarduerak, eskariaren araberako garraio-sistemak, mugikortasunari, airearen kalitateari

eta ibilbideen zein ibilbide-denboren murrizketen mailari buruzko informazioa denbora errealean emateko

sistemen jarduketak, txostenak eta alarmak sortzea, trafikoaren eta airearen kalitatearen modelizazio

prediktiboa…

5. GASTUETARAKO ALDI HAUTAGARRIA 2020ko otsailaren 1etik aurrera hasi eta 2024ko abenduaren 31 baino lehen amaituko diren ekintzak.

Gutxienez hurrengo 5 urteetan mantendu beharko da egindako inbertsioa.

6. PROIEKTU MOTAK → Banakakoak.

→ Udalerrien elkartzeak (sinergia justifikatuta), udalerri batek lider gisa jokatuz.

7. LAGUNTZEN ZENBATEKOA ETA MOTA → Diruzko entrega, kontraprestaziorik gabe, diruz lagun daitezkeen kostuen % 80raino (udalerriko biztanleriaren

araberako mugak).

Udal berak banakako 2 eskabide aurkeztuz gero:

→ 1 eskabidea: diru-laguntzaren gehieneko zenbatekoa, honako hauen minimoa izango da:

▐ Diruz lagun daitezkeen kostuen %80.

▐ Udalerriko biztanle kopuruari 30 € biderkatuta ateratzen den zenbatekoa.

→ 2 eskabidea: diru-laguntzaren gehieneko zenbatekoa, honako hauen minimoa izango da:

▐ Diruz lagun daitezkeen kostuen %80.

▐ Udalerriko biztanle kopuruari 15 € biderkatuta ateratzen den zenbatekoa.

→ Hainbat udalerrien elkartzeen eskaeretara 150 millioi euro bideratuko dira.

→ Laguntzaren muga: bildutako udalerrietako biztanleen kopuruari 20 € biderkatuta ateratzen den

zenbatekoa.

8. PARTE HARTZEKO BETEKIZUNAK

→ 50.000 biztanletik gorako udalerriak eta probintziako hiriburuak:

→ A, B, C eta D jarduketak.

→ 2 Eskabide gehienez (A-D tipologiako jarduketa bat edo gehiago).

→ >20.000 biztanle dituzten udalerriak garraio publikoko zerbitzuak ematen dituztenak:

→ C eta D jarduketak.

→ Eskabide bat gehienez.

→ Udalerrien elkartzeak:

→ Onuradun izan daitezkeen jarduketak.

→ Eskabide gehigarri bat, elkarteko kide diren udalerriei.

→ Hiriko edo metropoliko garraio publikora bideratutako jarduketetan, udalerriak eskaera egiteko unean onartuta

dagoen Mugikortasun Jasangarriko Plan bat duela egiaztatu behar da.

9. DIRUZ LAGUNDU DAITEZKEEN PROIEKTUAK → Ingeniaritzako, jarraipeneko eta obra zibileko kanpo-kontratazioak, bai eta jarduketa baten barruan egiten

den aholkularitza ere.

→ Kontratuen ikerketa, ezagutza eta patente kostuak, eta kanpoko iturrien lizentzia bidez eskuratu edo

lortutakoak, lehiako erabateko baldintzetan.

→ Eskabideak prestatzean sortutako gastua.

→ Beharrezkoak diren gastu orokorrak edo zeharkakoak (egotzitako langileen zuzenekoen kostuen %15eko tasa

finkoa).

→ Zuzenean lotutako langileen joan-etorri gastuak eta dietak.

→ Lege-aholkularitzako, notaritzako, aholkularitza tekniko edo finantzarioko, kontabilitateko edo

auditoretzako gastuak, jarduketei zuzenean lotuta daudenak eta beharrezkoak direnak, betiere aurrekontuan

jasota badaude.

10. BALORAZIO-IRIZPIDEAK → ERAGINA (15%):

→ Airearen kalitatean, kliman eta ingurumenean duen eragina.

→ Integrazio estrategikoaren, erreplikagarritasun eta eskalagarritasunaren eragina.

→ Jarduketak deialdiko helburuak betetzean duen eraginkortasuna.

→ Garraio publikoan, segurtasunean, arkitekturan eta hiriko bizi-kalitatean duen eragina.

→ Diru-laguntzaren eragina.

→ Berrikuntza.

→ Irisgarritasun unibertsala eta berdintasuna.

laguntzak egongo dira 150 milioi euroraino

2. "1 Eskabideari" balorazio-ordenaren

araberako diru-laguntza emango zaio

→ Jarduketak prestatu eta hasteko zein arrakastaz amaitzeko prestasuna.

→ Erakunde publiko edo publiko-pribatua.

→ Onarpen soziala eta hedapen publikoa.

→ KALITATEA (20%):

→ Programaren sendotasuna eta Lanerako Programa.

→ Egitura, kalitatea ziurtatzea eta baliabideak.

→ Bidearen ezinbestekotasuna, arriskuak eta ezarpena.

→ GARRANTZIA:

→ Proposatutako ekintzak Espainiako Berreskuratze, Eraldatze eta Erresilientzia Plana garatzen laguntzea.

→ Proposatutako ekintzaren eta Planak finantzatutako beste proiektu batzuen arteko osagarritasuna, nazio

mailako inbertsioen eragina optimizatzea helburu.

Aurkeztutako ekintzak proposatutako beste ekintza batzuen aurrean duen konparaziozko balio erantsia.

11. AURKEZTU BEHARREKO DOKUMENTAZIOA → Eskabide-inprimaki elektronikoa (jarduketaren informazio orokorra eta eskatzailearen datuak).

→ Memoria teknikoa eta finantzarioa (eredu editagarria).

→ Erakunde eskatzailearen gobernu-organoaren edo ordezkaritza eskudunaren ebazpena edo erabakia

egiaztatzen duen ziurtagiria, non Ministerio Aginduak araututako prozeduraren parte-hartzea eta berariazko

onarpena, diruz lagun daitezkeen jarduerak eta horien aurrekontu-zuzkidura onartzen diren.

→ Kostu-onura analisia (ACB gaztelaniazko siglen arabera) 50 milioi eurotik gorako jarduketetarako.

→ Administrazio dokumentazioa (zerga-betebeharrak eta Gizarte Segurantzarekikoak betetzen direla

egiaztatzea, diru-laguntzak itzuli direla egiaztatzea, 38/2003 Legearen 13. Artikuluan, edo Toki Ogasunei buruzko

Legearen 53. Artikuluan zein Aurrekontu Egonkortasunari buruzko Legearen 13.5 artikuluan ezarritako debekurik

ez izatea, edozein aldaketa berehala jakinarazteko konpromisoa hartzea, eta flota erosten denean soilik, garraio

publikoko zerbitzuen kontratuek 1370/2007 (EB) Araudian ezarritako baldintzak beteko dituztela egiaztatzen

duen agiria)

→ Legezko Erakundearen fitxa.

→ Finantza-Identifikazio fitxa.

12. BESTELAKO INFORMAZIOA → Ministerio Agindua 2021ean argitaratuko da oinarri arautzaileekin batera, eta baita 1. deialdia ere.

→ 2 deialdi espero dira: bata 2021ean eta bestea 2022an: 1.500 milioi guztira. 2021eko deialdiak 1.000 milioi euro

izango ditu, 900 milioi banakako eskaeretarako eta 100 eskaera bateratuetarako (udal bat baino gehiago).

→ Ibilgailu mota hautagarriak:

→ Ibilgailu astunak bakarrik.

→ Zero isuriko ibilgailuak bakarrik.

→ Deialdi honen ondoren, ICOk mailegu lerro bat argitaratzea espero da, diruz lagundu daitekeen kostu osoaren

%100 estaltzeko.

Laguntzak, printzipioz, bateragarriak izango dira nazio barruko beste laguntza batzuekin, baina bateraezinak

Europako Batzordearen programekin (EGEF, EFEm H2020…).

→ Hiru hilean behingo jarraipena egingo da: Ogasun Ministerioaren bi Ministerio Agindu daude aurreikusita NGEU

funtsei atxikitako jardueren jarraipena eta kontrola arautzeko. Aplikazio informatiko zentralizatu baten bidez

emango da horren berri.

→ 2021eko urriaren amaiera/azaroaren hasierarako behin-behineko ebazpena ematea aurreikusten da. Behin

betiko ebazpena azaroaren amaieran jakinaraziko da eta 2021eko urteko kuotaren aurrerakina 2021 amaitu

baino lehen ordainduko da (2021eko deialdiaren aurrekontuaren %50). Gainerakoa 2022an (%25) eta 2023an

(%25) ordainduko da.

INTERES-ADIERAZPENA (IA): GAIA-X HUB ESPAINIARRA

ERATZEA ETA TURISMO-SEKTOREAN DATU-HUB ESPEZIFIKO BAT

EZARTZEA

Bultzatzailea: Ekonomia Gaietarako eta Eraldaketa Digitalerako Ministerioa Zenbatekoa: Ez dago inolako laguntzarik, INTERES-ADIERAZPENA delako.

2. ONURADUNAK IA denez, oraindik ez da zehazten zer motatako onuradunei zuzenduta dagoen. Erantzun inprimakia jasotzen duen

Ministerioaren aplikazioan bertan, honako aukera hauek agertzen dira:

- Enpresa pribatuak

- Teknologia-zentroak

- Akademiak

- Enpresa-elkarteak

- Hirugarren sektoreko erakundeak

- Administrazio Publikoak

3. LABURPENA IA honen helburua datuak eta hodeia (cloud) partekatzeko interesa duten alderdiak identifikatzea da, GAIA-X

HUB nazionalaren arduradun izenda daitekeen erakunde batean elkartu daitezen. GAIA-X enpresen Europako

elkarte bat da, eta hodeiaren erabileran zein datuen partekatzean subiranotasun digitala sustatzeko helburuz

sortu da. Ildo horretan, Europa mailako datuen azpiegitura komuna izan nahi du, merkatuan alternatiba segurua

izango den eta datuak sortzen dituztenei sarbidea kontrolatzeko eta berrerabiltzeko gaitasuna emango dien cloud

osagaiarekin, honako ekintza hauen bideratuko ditu:

• Arkitekturen eta zerbitzuen federaziorako zehaztapenak sortu.

• Software libre bidez azpiegitura-zerbitzuen zehaztapenen inplementazioa sustatu.

• Adostasun-mekanismoak sortu eta sustatu (ziurtapena).

Ildo horretan, Interes Adierazpen honek bi helburu ditu:

1. GAIA-X hub espainiarraren sorrera bultzatzea, datuak partekatzeko Espainiako ekosistemaren erdigune

izango den koordinazio eta ordezkaritza mekanismo batekin, non datuaren eta hodeiaren ekonomiaren

alderdi interesdun guztiek sarbidea izango duten.

2. Baterako proiektuak sustatzea eta aliantzak eta partzuergoak sortzea, IPCEIetan eta Europako beste

finantzaketa-programa batzuetan parte hartzeko.

4. JARDUERA-LERROAK GAIA-Xk sektoreko industriek datuaren inguruko komunitatea sortzeko erreferentziazko ekosistema bihurtu

nahi du, irtenbide berriak garatuz eta adimen artifizialean oinarritutako berrikuntzak sektorean sustatuz. Bestalde,

GAIA-X sortzea funtsezko urratsa ere bada datuen gobernantza hedatzeko eta ETEak eta mikroETEak datu-guneetan

integratzeko.

LABURPENA Town-Twinning deialdiaren helburua elkartutako hiri asko biltzen dituzten proiektuei laguntzea da, Europako

3. OBJECTIVES • To promote exchanges between citizens of different countries;

• To give citizens the opportunity to discover the cultural diversity of the European Union and to make them aware

that European values and cultural heritage constitute the foundation for a common future;

• To guarantee peaceful relations between Europeans and to ensure their active participation at the local level;

• To reinforce mutual understanding and friendship between European citizens;

• To encourage cooperation between municipalities and the exchange of best practices;

• To support good local governance and reinforce the role of local and regional authorities in the European

integration process.

3.1 THEMES AND PRIORITIES

3.1.1 TOWN- TWINNING

• Raising awareness on the richness of the cultural and linguistic environment in Europe: raise awareness on

the richness of the cultural and linguistic environment in Europe and promote mutual understanding and

tolerance, thereby contributing to the development of a respectful, dynamic and

multifaceted European identity and the respect of common values, democracy and fundamental rights.

• Raising awareness of the importance of reinforcing the European integration process based on solidarity:

contribute to overcoming national perceptions by fostering mutual understanding and by creating fora where

common solutions can be discussed in a constructive way

• Fostering a sense of belonging to Europe by promoting the debate on the future of Europe: debates should

as well reflect on current trends and enable participants to challenge Euroscepticism by suggesting possible

actions that the European Union could undertake to foster a sense of belonging to Europe, to understand the

benefits of the European Union and to reinforce the EU's social and political cohesion.

• Reflecting on the impact of the COVID-19 pandemic on the local communities: reflect on the impact of the

COVID-19 pandemic on the life within and the functioning of local communities as well as on the forms that civic

participation takes under the COVID-19 crisis.

3.1.2 NETWORKS OF TOWNS

• EU citizenship rights: to promote awareness and build knowledge concerning EU citizenship rights

and associated European common values and common democratic standards

• Combatting discrimination and racism: to promote awareness, build knowledge and share best

practices at local level concerning the benefits of diversity as well as effective measures on how to

tackle discrimination and racism.

• Inclusion of minorities: to promote awareness and build knowledge concerning the role of minorities.

• EU Charter on Fundamental Rights: to promote awareness and exchange of best practice at local

level on the EU Charter on Fundamental Rights and its application.

• Reflecting on the impact of the COVID-19 pandemic on the local communities

4. FUNDED ACTIVITIES Workshops, seminars, conferences, training activities, expert meetings, webinars, awareness-raising activities, data

gathering and consultation, development, exchanges and dissemination of good practices amongst public authorities

and civil society organisations, development of communication tools and the use of social media.

5. DURATION OF PROJECTS • Town twinning: up to 12 months

• Networks of Towns: between 12 and 24 months.

6. GEOGRAPHIC SCOPE • Town twinning: Activities must take place in one of the eligible countries participating to the Project

• Networks of Towns: Activities must take place in at least two different eligible programme countries.

2. BENEFICIARIES Any public or private organization legally established in a Programme Country or in any Partner Country. The

coordinating entity must have had a legal existence for at least 2 years on the date

of the deadline for submission of applications.

3. NUMBER AND PROFILE OF PARTICIPATING ORGANISATIONS • Category 1 Small scale projects: minimum 3 entities from 3 different eligible countries

• Category 2 Medium scale projects: minimum 5 entities from 5 different eligible countries

• Category 3 Large scale projects: minimum 10 entities from 10 different eligible countries

4. DURATION OF PROJECTS All categories have a maximum duration of 48 months

5. SUMMARY

This action will support projects involving a large diversity of players active in different cultural and creative sectors, to

carry out a broad spectrum of activities and initiatives. The action is anchored in the policy framework of the Culture

strand of the Creative Europe Programme and its cross-cutting issues (inclusiveness, reduction of environmental impact

and gender equality). European cooperation projects are also meant to contribute to the implementation of emerging

EU policy initiatives such as the New European Bauhaus.

European cooperation projects are open to all the cultural and creative sectors. However, considering that this action

aims at pursuing the objectives of the Culture strand of the Programme, projects involving exclusively organisations

from the audio-visual sector and projects of an exclusive audiovisual content are not targeted for funding under it.

OBJECTIVES OF THE ACTION

Support will be given to cooperation projects contributing to the following objectives:

• to strengthen the transnational creation and circulation of European works and artists;

• to enhance the capacity of European cultural and creative sectors to nurture

talents, to innovate, to prosper and to generate jobs and growth.

In addition, priority will be given to projects addressing at least one of the following priorities:

1. Audience: to increase cultural access to and participation in culture as well as audience engagement and

development both physically and digitally;

2. Social inclusion: to promote societal resilience and to enhance social inclusion in/through culture in particular

of/for people with disabilities, people belonging to minorities and people belonging to socially marginalised

groups, as well as intercultural dialogue;

3. Sustainability: to contribute to the European Green Deal and including the New European Bauhaus, by

encouraging the European cultural and creative sectors to co-create, adopt and disseminate more

environment-friendly practices, as well as to raise awareness on sustainable development through their cultural

activities;

4. New technology: to help the European cultural and creative sectors fully take advantage of new technologies

to enhance their competitiveness, as well as to accelerate their digital transition as a response to the COVID-

19 crisis;

5. International dimension: to build the capacity within the European cultural and creative sectors, including

grass-roots organisations and micro-organisations, to be active at the international level – in Europe and

beyond;

6. Sector specific priorities: To support capacity-building activities - such as training, networking or market

access activities and support to become more resilient.

SECTORS OR AREAS

Projects should meet the following specific sectorial objectives:

• For the book sector: Reinforce the capacity of book sector professionals in the sales of translation or adaptation

rights with a view to increase the circulation of European literary works, and in particular works written in lesser-

used languages, in Europe and beyond.

• For the music sector: Building on the 2018-2020 Preparatory action on music, and considering the specific

circumstances of the pandemic and its impact, reinforce the capacity of music professionals in

o music creation, promotion, distribution and monetisation, helping the sector to address in particular new

digital, legal and technical trends stemming from innovations in the market and new business models; or

o cross-border circulation of European music and music export beyond EU borders.

• For the architecture sector: Reinforce the capacity of European architects in:

o communication, co-creation and mediation with citizens and relevant stakeholders in design, planning and

building processes or

o the integration of European Green Deal and in particular New European Bauhaus principles in their practices

or

o the internationalization of careers in Europe and beyond.

• For the cultural heritage sector: Reinforce the capacity of cultural heritage professionals in:

o Engagement and mediation with people in the interpretation, communication and presentation of cultural

heritage to develop relationships with audiences and stakeholders, taking into account evolving technological

and digital methods of content creation and presentation of archived output, and drawing lessons learnt

during the lockdown;

o Digitisation of cultural heritage material, sites and historical buildings including the use of 3D and AI

technologies;

o Risk management for cultural heritage – with a focus on prevention and risk preparedness in relation to

natural and non-natural hazards including climate change adaptation and mitigation in accordance with the

principles of the European Green Deal.

6. FUNDING RULES

The maximum EU grant with its co-financing rate will be awarded according to the

following requirements:

• Category 1 - small-scale: EUR 200,000, representing 80% of the total eligible costs to projects involving a

minimum of 3 entities from 3 different eligible countries with a maximum duration of 48 months;

• Category 2 - medium-scale: EUR 1,000,000 representing 70% of the total eligible costs to projects involving a

minimum of 5 entities from 5 different eligible countries with a maximum duration of 48 months;

• Category 3 - large-scale: EUR 2,000,000 representing 60% of the total eligible costs to projects involving a

minimum of 10 entities from 10 different eligible countries with a maximum duration of 48 months.

The budget of the call - including at least 10% which is allocated to projects implementing sectorspecific priorities- will

be indicatively distributed as follows:

• 35% for category 1

• 35% for category 2

• 30% for category 3

If all the budget cannot be allocated under one category or action, the Commission reserves the right to reallocate

unused funds to other categories or other actions within the Culture strand.

3. BACKGROUND Each year, the European Commission presents the European Award for Sustainable Urban Mobility Planning (SUMP) to

a planning authority that demonstrates excellence in the field. The award encourages the adoption of Sustainable

Urban Mobility Plans (SUMPs) by local authorities across Europe, and rewards outstanding planning achievements

under each year’s thematic priority area. This is a special year for the award, as it celebrates its 10th anniversary.

The SUMP Award is guided by the European Commission’s SUMP 2.0 Guidelines, and is directed exclusively at local

and regional public authorities. The guidelines define a Sustainable Urban Mobility Plan as a ‘strategic plan designed

to satisfy the mobility needs of people and businesses in cities and their surroundings for a better quality of life. It

builds on existing planning practices and takes due consideration of integration, participation, and evaluation

principles’. The topic of this year’s award is closely related to the SUMP Guide on Linking Transport and Health.

The SUMP Award is presented alongside the EUROPEANMOBILITYWEEK, and EU Urban Road Safety awards. Although

complimentary in nature, each award has separate objectives. The EUROPEANMOBILITYWEEK awards are given to

towns and cities for their outstanding promotion of sustainable urban mobility during EUROPEANMOBILITYWEEK (16-

22 September). The EU Urban Road Safety Award honours local authorities for implementing measures, in the spirit of

the internationally recognised 'Safe System' concept, to improve road safety. While the SUMP Award recognises local

and regional authorities for excellence in sustainable urban mobility planning.

4. THEME The theme of this year’s edition, which is also shared with the EUROPEANMOBILITYWEEK Awards, is “Safe and

Healthy with Sustainable Mobility”.

Over the past year, more awareness has been given to the need to ensure that cities and urban planners secure the

health and safety of their citizens when traveling in urban areas. Planning for safer and healthier cities, where measures

are interlinked to achieve the objectives of road safety, physical, and mental health are and will be crucial in the coming

years. Another important challenge is to improve public transport services, while restoring citizens’ confidence in the

service – offering a safe and sustainable alternative to move around.

At the same time, innovation in transport is continuous and new mobility solutions are

appearing on the market and in our cities. Linking these new mobility services (shared electric scooters, bike-sharing

schemes) with the overall planning mechanism of SUMPs is indispensable in creating an integrated, multimodal, and

sustainable local mobility plan which ensures the health and safety of citizens. More information about the theme of

EIT FOOD: Cross-KIC New European Bauhaus Call for

2. BENEFICIARIES To be eligible for participation and funding, applicants must be a private or public ‘legal entity’. All organisations within

EU members states or Horizon Europe Associated Countries are eligible to apply, including both KIC partners and non-

partners. Applications from RIS countries are positively encouraged. Consortia are not allowed.

3. SUMMARY On 18 January 2021, the European Commission launched the design phase of the New European Bauhaus initiative

(NEB). The NEB is an environmental, social and cultural initiative to combine the aesthetic experience, sustainability,

and inclusivity complimenting the European Green Deal. This initial design phase aims to shape the NEB concept,

exploring ideas, identifying urgent needs, and enabling communities.

The Cross-KIC NEB project will mobilise both public and private partners to develop talent and skills and showcase

high-value impactful innovations. In order to contribute in an agile manner, this Call aims to activate citizen-centred

engagement activities. These citizen-centred engagement activities will serve to not only identify and prioritise

challenges, but also to ideate an initial process to co-create solutions for the most pressing challenges.

4. CHALLENGES 1. Green transition through architectural, cultural, and historic sites:

1.1 Natural building materials and energy efficiency, including refurbishment of existing, historic buildings. (EIT

Climate-KIC)

1.2 Sustainable alternatives for hardscapes as urban spaces, naturalisation of degraded public areas, green areas,

biodiversity, green and blue infrastructures, and urban furniture as assets promoting active mobility, improving

citizen well-being, and mitigating heat island effects. (EIT Urban Mobility)

1.3 Urban farming and regenerative agriculture to reduce emissions and foster the relationship between city and

farmer. (EIT Food)

2. Towards circularity and urban resilience:

2.1 Enhancement of public realm, accessibility, and interconnection through active mobility modalities, to mitigate

air pollution and improve physical and mental health. (EIT Urban Mobility)

2.2 Circular economy through actions sticking to the principles of the food waste hierarchy and efficient

reutilisation of bio-products and bio-waste, achieving reductions in emissions and waste as well as fostering the

second life of products. (Includes tech solutions on safe ‘clean packaging’, smart waste management system). (EIT

3. Ensuring affordability and accessibility to all:

3.1 Energy communities to ensure comfort living at affordable prices through multi-disciplinary retrofitting teams.

• Shift from building-centric to community-centric approach in providing telecommunications, data, energy,

water, waste.

• Upgrade historic and old buildings to meet new energy efficiency requirements whilst preserving their

significance and sense of belonging within the community.

3.2 Universal mobility as a key enabler for social inclusion. Everyone should be able to move freely within cities

regardless gender, race, beliefs, or disability (barrier free access). (EIT Urban Mobility)

5. EXPECTED ACTIVITIES AND OUTPUTS Implementation of seven citizen engagement proposals in seven regions/cities in European Union Member States or

Horizon Europe Associated Countries by 25 November 2021. The winning applicants should develop for each city or

region where the activities take place a:

• Report on methodology of engagement with local stakeholders and planning of the activities.

• Report summarising identification and prioritisation of challenges.

• Report summarising ideation process to co-create solutions for the most pressing challenges.

• Conclusion report on recommendations for the replication and/or upscaling of the realised activity.

Deliverables should be sent on 25 November to the KIC leading the challenge area.

6. ELIGIBLE PERIOD FOR EXPENSES Costs incurred during the project period (exception: travel costs for kick-off meeting; costs of final report submitted

within 60 days of the end of the project).

7. FUNDING The funding rate that applies to the selected projects is 100%up to 15.000€. The grant will cover the costs actually

incurred by the project activities.

8. COST CATEGORIES All eligible costs must be broken down according to the following cost categories, which are specific for this call:

→ Personnel costs: The proposal must contain a calculation of the time that a person will likely spend on the project.

This estimated working time has to be stated in the project proposal as so-called “person months”.

→ Subcontracting: Cost of services to implement a specific task described in the proposal. Only a limited part of the

project may be subcontracted and included in the project budget.

→ Purchase costs
