P R Ó L O G OPodemos decir sin temor a equivocarnos, que el transbordo es el primer y más peligroso pasodel Práctico a la hora de iniciar una navegación segura. La maniobra de colocar los mediospara el transbordo de prácticos queda fuera de nuestro alcance, por lo que debemos exigir einsistir en una correcta colocación de los mismos (5), (6). Así mismo, se requiere un cumpli-miento más exhaustivo de las normativas vigentes (3), para tener seguridad en el referidotransbordo tanto el Práctico como los tripulantes de la embarcación en la maniobra de abar-loarse o en la maniobra de aproximación.

Por otra parte, el 1 Enero de 2010, entró en vigor la referencia numerada (10), y detalladaen referencia (11), cuyo párrafo del artículo 3.9 es aplicable a todos los buques tanto existen-tes como nuevos. Se debe de tener en cuenta por parte de las tripulaciones de los buquesesta nueva legislación, cuyo incumplimiento puede dar lugar a sanciones. Dichas penalizacionespueden desencadenar en la detención del barco hasta su rectificación o subsanación.

Este trabajo tiene como principal propósito denunciar las deficiencias detectadas en las fotosdel reportaje según la normativa vigente. Se busca la concienciación de los oficiales responsa-bles de supervisar la colocación y mantenimiento de los medios de transbordo de Prácticos,para evitar así posibles incidentes. Este proyecto pretende servir de guía y manual tanto parael Capitán ,los oficiales, los alumnos, los tripulantes de embarcaciones de prácticos y los Prác-ticos e inspectores, permitiéndoles así cumplir con las normativas internacionales sobre elasunto, por el bien y seguridad de todos.

PROLOGUEIt can be established without being mistaken that the transfer is the first and most dangerousstep for the pilot when it comes to start a safe navigation. The rigging of the pilot transferarrangement cannot be controlled by the pilot himself, as a result a correct rigging should bedemanded. Moreover, an exhaustive performance of the new laws should be required, in orderto achieve the safety needed in the pilot and his crew´s transfer while the approaching mano-euvre and boarding manoeuvre.

Furthermore, 1st of January 2010, a new law was established. This new law can be found in re-ference 10, and later on detailed on reference 11, which paragraph of the article 3.9 can beapplied to all vessels whether if they are new or not. This new legislation should be taken into ac-count by the crew of the ship, in case of a breach of the law they can be penalized. These sanc-tions can reach the arrestment of the vessel until getting the deficiencies corrected or repaired.

The aim of this project is to report the poor conditions of the infrastructure detected on thepictures that according to the law can be considered deficiencies. As a main goal it expects araising-awareness of the officers responsible of the rigging and maintenance of the Pilot trans-fer arrangements in order to avoid possible accidents. This project aims to be a guide or a ma-nual for Captains, officers, cadets, Pilot´s boat crew members and Pilots and inspectors.

Desplazamiento por zona portuaria en vehículo, atendiendo a las señales en zona hasta

el lugar de atraque del buque que solicita servicio.

La escala real, el gangway, o la plancha, que se use para el embarque, estará en perfec-

tas condiciones de uso y colocada según normativa (3), (4), (5), (6), (7), (8), (9), (10),

(11), y en caso contrario, se debe rehusar al embarque por estos medios.

En el caso de embarcar por mar, en buque atracado, usando la escala de práctico o

combinada, lo abordaremos en el apartado de embarque en mar abierto para una ma-

niobra de entrada.

El desplazamiento hasta el puente de mando, será acompañado por un tripulante, siem-

pre por una vía segura (5), (14), iluminada, cubierta antideslizante, y libre de obstáculos.

El Rol del Práctico en este primer paso es fundamental, poner en conocimiento de las

Autoridades tanto Marítimas como Portuarias, el estado en que se encuentre los medios

de accesos a bordo, anteriormente señalados, para una posterior inspección de las au-

toridades encargadas, (2), (3), (7), (8), (9), (11), (12), (14) con lo que se consigue me-

joras en nuestra seguridad, y adaptarse a las nuevas Normativas en vigor a partir de

01/07/2012 así como cumplir con las existentes.

El incumplimiento de las elementales normas de seguridad, muchas veces por confianza de las pro-pias tripulaciones encargadas de colocarlas y un oficial responsable de comprobarlo (14), puedendar lugar a accidentes irreparables, así como a sanciones al buque.

¿Se han comprobado los dispositivos de embarque/desembarque del Práctico, y se en-

(5) 2.1- Todos los medios destinados a facilitar el transbordo de prácticos estarán con-

cebidos de modo que estos puedan embarcar y desembarcar con seguridad. Se conser-

varan limpios y correctamente estibados, siendo objeto del adecuado mantenimiento y

de inspecciones regulares (12) a fin de garantizar su seguridad.

(6) 3.7 If a trapdoor is fitted in the lower platform to allow access from and to the pilot ladder,the aperture should not be less than 750 mm x 750 mm. The trapdoor should open upwardsand be secured either flat on the embarkation platform or against the rails at the aft end or out-board side of the platform and should not form part of the handholds. In this case the after partof the lower platform should also be fenced as specified in paragraph 3.5 above, and the pilotladder should extend above the lower platform to the height of the handrail and remain in align-ment with and against the ship's side.

(6) 3.7- Si en la meseta inferior hay un escotillón de acceso a la escala de práctico y de salidadesde ésta, la abertura no será de menos de 750mm x 750mm. When a combination arrangement is used for pilot access, means shall be provided to securethe pilot ladder and manropes to the ship's side at a point of nominally 1.5 m above the bottomplatform of the accommodation ladder. In the case of a combination arrangement using an ac-commodation ladder with a trapdoor in the bottom platform (i.e. embarkation platform), the pilotladder and manropes shall be rigged through the trapdoor extending above the platform to theheight of the handrail.

(5) 2.3 A pilot ladder shall be certified by the manufacturer as complying with this regu-lation or with an international standard acceptable to the Organization.Ladders shall be inspected in accordance with regulations I/6, 7 and 8.

2.4 All pilot ladders used for pilot transfer shall be clearly identified with tags or otherpermanent marking so as to enable identification of each appliance for the purposes ofsurvey, inspection and record keeping. A record shall be kept on the ship as to the datethe identified ladder is placed into service and any repairs effected.

(6) 2.1.6 Se aplicará un marcado permanente a intervalos regulares (por ejemplo, 1 m) a lolargo de toda la escala, en sintonía con el diseño, la utilización y el mantenimiento de la escalapara facilitar el montaje de ésta a la altura requerida.
