No podría empezar este informe, sin agradecer a todos ustedes la confianza depositada en mi y en la Junta Directiva para dirigir el funcionamiento de la E.U.C. Sitio de Calahonda, al mismo tiempo que agradecer la entrega que día a día tienen cada uno de los trabajadores en llevar a cabo las tareas encomen-dadas que hacen que nuestra urbanización sea posiblemente la mejor de todo el término municipal de Mijas.

Como todos ustedes saben, este año ha estado marcado por el anuncio del consistorio de su intención de recepcionar las urbanizaciones de Mijas, si bien no dijeron cuando ni cómo ni el procedimiento y los efectos de la re-cepción. A tal fin, el Ayuntamiento encargó la realización de una auditoria técnica para conocer el estado de cada una de las urbanizaciones existentes en el termino municipal. Esto les orientaría de las cuantías que tendrían que invertir en la finalización de la obra civil según el estado de las infraestruc-turas y también, en su caso, las cantidades necesarias para el mantenimiento y conservación de cada una de las urbanizaciones. Dicho informe se publicó a principios del año. Los resultados arrojados en nuestro caso fueron muy positivos y ponían de manifiesto que nuestra urbanización está prácticamente terminada y que las cuantías que se destinarían a la terminación de las in-fraestructuras y al mantenimiento no serían desorbitadas.

En multitud de reuniones mantenidas posteriormente con el Ayuntamiento, quedó claro que éste no tenía totalmente decidido el alcance y efecto de la recepción, inclinándose por la recepción de la obra civil y la prestación de servicios de mantenimiento según las posibilidades municipales.

Por ello, la Junta Directiva propuso al Ayuntamiento la firma de un convenio de colaboración que implique la absorción progresiva tanto de la obra civil como del mantenimiento de los servicios, lo que nos permitiría evaluar que los servicios que nos de el Ayuntamiento sean adecuados, y como en las zo-nas urbanas donde actualmente vuelcan todos sus esfuerzos, como La Cala, Las Lagunas y Mijas pueblo. Al mismo tiempo esto nos permitiría ir dismi-nuyendo nuestra contribución presupuestaria en estos servicios. Este tema será explicado en más detalle y debatido en la Asamblea General.

No obstante y al margen de ese tema, hemos estado todo el año 2018, pi-diendo que nos ayuden en multitud de tareas si bien su colaboración ha sido prácticamente nula, como lo fue en años anteriores. Sus aportaciones pasan básicamente por la limpieza de unos 80-100 metros del arroyo que pasa por detrás de la oficina, alguna cartelería navideña, y algunas plantas del vivero.

A primeros de año y tras la publicación de que se pondrían en marcha los presupuestos participativos, que consistían en que los vecinos podían pedir la realización de algunos proyectos, nos pusimos a trabajar para solicitar de

nuevo y como venimos haciendo desde hace años, el acceso a la playa de Calahonda Beach, y una zona deportiva en la parcela donde está el parque ca-nino. En Ambos casos se nos dijo que no se podían hacer ya que carecían de competencias. El arroyo pertenece a Confederación Hidrográfica y el parque canino es una cesión del MOPU, inexplicablemente el resto de los arroyos de Mijas están accesibles (se ha construido por el Ayuntamiento), y tampoco hubo problemas para construir y adecuar el parque canino.

Por otra parte, y secundando algunos de los proyectos de algunos de nuestros vecinos, pedimos la construcción de una acera de acceso al centro comercial Los Olivos, y mejorar el acceso a Calahonda norte por calle Huelva, en am-bos casos pensamos que son peligrosos y su estado es lamentable, y aunque no es Sitio de Calahonda, pensamos que muchos de nosotros lo utilizaríamos. También nos contestaron negativamente, diciendo que no son competentes para hacerlo.

En cuanto a infraestructuras, comentar que ha sido un año, muy productivo, ya que se han realizado tramos de aceras pertenecientes al presupuesto del año 2017 (Avenida de Jardines- Acacias, Avenida del Cortijo- Sevilla, Avda del Cortijo - Avda España y calle Van Dulken) y al año 2018 (calle Menga, esquina Cipreses, calle Encinas, calle Monteparaiso, etc). A la hora de eva-luar las cuentas , podrán comprobar que han sido unas cuantías bastante altas, si bien esto nos permite ver como nuestra urbanización va mejorando día a día. Se han instalado unos biosaludables en el mirador de Calle Cristobal Colón, se siguen instalando vallados en las zonas verdes, se estan mejorando los puntos autorizados de recogida de poda, etc...

Lamentablemente Endesa comenzó una obra, a finales de año, para conectar las casetas los transformadores de electricidad de nuestra urbanización y lle-vamos varios meses con las calles levantadas, especialmente es dolorosa, la obra de Avda de España, que estaba recién terminada y han levantado parte del asfalto y están en fase de repararlo. Para la realización de dicha obra, en ningún momento se ha contado con nosotros, ni siquiera a título informativo; un día sin más comenzaron la obras sin previo aviso, nosotros tras pedir las explicaciones pertinentes, confirmamos que tenían el permiso del Ayunta-miento para realizar la obras y tras multitud de reclamaciones, tanto a las empresas como al ayuntamiento para que terminen y dejen las calles en el mismo estado en el que estaban, no obtenemos más respuesta que “ ya esta-mos en ello”. No obstante nosotros seguiremos insistiendo en que terminen cuanto antes y el resultado final sea el adecuado.

Por otra parte ya apreciaron que se pintaron algunas de las aceras de las en-tradas a Sitio de Calahonda, y tras comprobar que la pintura es duradera y que mejora mucho la imagen de la calle, seguiremos pintando y mejorando poco a poco todas las aceras que lo necesiten.

También hemos comenzado a suprimir el cunetín de alguna de nuestras ca-lles, ya que hacen la banda de rodadura más ancha y no es necesario en donde la acera es alta, ya que el agua de la lluvia discurre entre el asfalto y la acera. Esto hace la conducción más segura por el ancho de la calzada, también es más fácil de limpiar, y en algunos casos hace más fácil el acceso a los espa-cios de aparcamiento. Bajo la autopista, en el túnel se ha asfaltado un tramo que estaba muy peligroso debido a su degradación.

En el año 2017 pedimos subvención de asfalto para varias zonas, especial-mente de calles cercanas a calle Malaga que están en muy malas condiciones, se aprobaron en presupuesto del Ayuntamiento, 19.000 euros que supuesta-mente se deberían de haber utilizado en el año 2018, tras preguntar al con-sistorio por este tema, nos dicen que está en licitación y que posiblemente se asfalta tras semana santa. En octubre se solicitó también nuevas zonas para asfaltar en subvención para este año, esperemos que contesten afirmativa-mente y se puedan llevar a cabo.

En la seguridad, comentar que según informes de la Guardia Civil y de la Policia Local de Mijas, nuestra urbanización es una de las menos castigadas por la delincuencia, no queriendo decir que no tengamos incidencias, pero si nos comparamos con el resto de la Costa del Sol, estamos muy por debajo de los delitos que en otros sitios se producen. Realmente estamos contentos del trabajo realizado por nuestra empresa de seguridad Franjus, así también lo avalan la multitud de menciones y reconocimientos que están teniendo por parte de las fuerzas del estado, Guardia Civil, Policia Local y Policia Nacio-nal. No solamente participan muy activamente en el buen funcionamiento de nuestra comunidad, sino que también se implican en la colaboración con el resto de policías en detenciones de gran importancia.

En cuanto a la tesorería, solo comentar que el informe de los auditores es favorable y que afortunadamente somos una comunidad saneada y con re-lativamente buena salud monetaria. No obstante en la asamblea se hablara ampliamente de este tema.

En el ámbito de medio ambiente lamentablemente seguimos con los mis-mos problemas consolidados en años anteriores. Los Jabalíes campan a sus anchas por nuestras calles y jardines y parece que el Ayuntamiento no está dispuesto a hacer nada. Este es un problema que no solo tenemos nosotros, sino que es habitual en todo el termino municipal. En varias ocasiones hemos pedido que limpien los arroyos en donde se cobijan y se mueven libremente, también hemos pedido que hagan alguna batida con perros y ni en un caso ni en otro, hemos tenido respuesta. Por nuestra parte estamos llevando a cabo, los esfuerzos necesarios para controlar la presencia dentro de la urbaniza-ción y, para ello, hemos solicitado diversas autorizaciones a al Consejeria de Medio ambiente para poder implementarlas ya que son animales peligrosos

que cada vez están mas asentados en nuestra zona, no tienen miedo y podrían atacar a algún perro o provocar un accidente. No hay que dar nunca de comer a dichos animales, ya que los atrae y pierden el miedo hacia nosotros. Son muchos los daños provocados tanto en parques públicos como en jardines privados, rompen el césped, los vallados etc., el parque vivero es el que es-pecialmente está sufriendo las consecuencias de estos animales, han roto las vallas y levantan la zona del césped rompiendo el riego e imposibilita la zona para su disfrute.

Como saben, son varios años los que estamos intentando minimizar los pun-tos de recogida de basura de jardín, son muchas las comunidades que han integrado en su propiedad el punto de recogida, esto, no solo quita de la calle los restos de poda, si no, que también evita que vengan a arrojarnos basura de otros sitios colindantes. Estamos trabajando continuamente en mejorar en este aspecto, y vamos a intentar que toda la basura de jardín de grandes dimensiones se pueda recoger solamente en sitios privados o bien en la ofi-cina, hable con su jardinero y que se ponga de acuerdo con nosotros en este aspecto, ganaremos en eficacia y evitaremos la fea imagen de basura de jar-dín desbordando los puntos de recogida y en ocasiones ocupando la calle y/o la acera. La buena noticia en este aspecto, es que cada vez tenemos menos vertidos ilegales en las zonas verdes, que como saben son especialmente pe-ligrosas en el verano debido a la posibilidad de incendios. Si en este aspecto ve algo sospechoso, no dude en avisar a seguridad, recuerde que tirar la ba-sura en sitios no autorizados, no solo está prohibido, si no que puede poner en peligro su propiedad cara a un incendio.

Dear owners:

I cannot not begin this report, without thanking you all for the trust placed in me and the Board of Directors to manage the functioning of the E.U.C. Sitio de Calahonda. At the same time, I would like to thank the workers for their daily dedication in carrying out the tasks entrusted that make our urbanisa-tion be possibly the best of all the municipality of Mijas.

As you all know, this year has been marked by the announcement of the Town Hall of their intention to take over Mijas urbanisations, although they did not say when or how or the procedure and the effects of this reception. To this end, the Town Hall ordered a technical audit to be carried out to know the status of each of the existing urbanisations in the municipality. This would guide them towards the amounts that they would have to invest in the completion of the civil works according to the state of the infrastructures and also, where appropriate, the amounts necessary for the maintenance and conservation of each of the urbanisations. The report was published at the beginning of the year. The results obtained in our case were very positive and showed that our urbanisation is practically finished and that the amounts that would be used for the completion of infrastructure and maintenance would not be exorbitant.

In many meetings held subsequently with the Town Hall, it was clear that they had not fully decided the scope and effect of the reception, inclining to the reception of civil works and the provision of maintenance services according to municipal possibilities.

Therefore, the Board of Directors proposed to the Town Hall the signing of a collaboration agreement that involves the progressive absorption of both civil works and maintenance of services, which would allow us to evaluate if the services provided by the Town Hall are adequate and equal to those supplied in the urban areas where all their efforts are currently put, such as La Cala, Las Lagunas and Mijas Pueblo. At the same time this would allow us to decrease our budgetary contribution in these services. This matter will be explained in more detail and discussed at the AGM.

However, and leaving this matter aside, we have spent the year 2018 ask-ing them for help in many tasks, but their collaboration has been virtually non-existent, as it was in previous years. Their contribution has basically been that of cleaning about 80-100 meters of the riverbank that passes behind the office, a couple of Christmas lights and some plants.

At the beginning of the year and after the publishing that the participatory budgets would be launched, which consisted in neighbours being able to ask for certain projects to be carried out, we got to work to request once again and as we have been doing for years, the access to the beach of Calahonda Beach, and a sports area on the plot where the dog park is. In both cases we were told that they could not be done as they had no competence in those areas. The river belongs to the Hydrographic Confederation and the dog park is a cession of the MOPU (Ministry of Public Works and Urban planning), inexplicably the rest of the streams of Mijas are accessible (and they have been built by the Town Hall), and there were no problems to build and adapt the dog park.

On the other hand, and supporting various projects of some of our neigh-bours, we asked for the construction of a pavement to access the Los Olivos shopping centre, and improve the access to the North area of Calahonda by Calle Huelva, in both cases we think they are dangerous and in very bad condition, and although it is not Sitio de Calahonda, we think that many of us would use it. They also answered us negatively, saying that they are not competent to do so.

As for infrastructures, I would like to comment that it has been a very pro-ductive year, as we have done sections of pavements belonging to the budget of the year 2017 (Avenida de Jardines- Acacias, Avenida del Cortijo- Sevilla, Avda del Cortijo - Avda España and calle Van Dulken) and the year 2018 (calle Menga, corner of Cipreses, calle Encinas, calle Monteparaiso, etc). When evaluating the accounts, you can see that the amounts have been quite high, although this allows us to see how our urbanisation is improving day by day. Exercise machines have been installed at the viewpoint on Calle Cris-tobal Colón, fences are still being installed on the green areas, the authorised pruning collection points are being improved, etc ...

Unfortunately, Endesa began some works at the end of the year to connect the electricity transformers of our urbanisation and we have been several months with the streets dug up. It has been particularly painful to see the works on Avda. de España as we had just refinished this street and now they have dug up part of the asphalt and they are still in the process of repairing it. In order to carry out these works, they have never contacted us, not even for informative purposes; One day they just started the works without any

prior notice, and when we requested some explanation, we were informed that they had permission from the Town Hall to carry out the works. After many complaints, both to the companies and to the Town Hall for them to finish the works and leave the streets in the same condition they were before¸ we always get the same reply “they are working on it”. Nevertheless, we will continue insisting on them finishing as soon as possible and with an adequate final result.

On the other hand, after painting the pavements at the entrances of the Sitio de Calahonda and after testing that the paint is durable and improves the ap-pearance of the street, we will continue painting and improving bit by bit all the pavements that need it.

We have also started to eliminate the gullies from some of our streets, as this makes the road wider and they are not necessary where the pavement is high, since the rain water runs along the asphalt and the pavement. This makes driving safer by the width of the road, it is also easier to clean, and in some cases makes it easier to access parking spaces. Under the motorway, in the tunnel, a section that was very dangerous due to its degradation was asphalted.

In 2017 we requested subsidy for the asphalt in several areas, especially streets close to calle Malaga that are in very poor condition. The Town Hall approved a budget of 19.000 euros that supposedly should have been used in 2018. After asking the Town Hall about this matter, they said that it is cur-rently in a tender process and that it may be asphalted after Easter. In Octo-ber, we also requested subsidy for some other areas to be asphalted this year, hopefully we will get a positive answer and they can be carried out.

In security, I must mention that according to reports from the Civil Guards and the Local Police of Mijas, our urbanisation is one of the least punished by crime, not meaning that we have no incidents, but if we compare ourselves with the rest of the Costa del Sol, we are far below the crimes that occur elsewhere. We are really pleased with the work carried out by our security company Franjus, as well as the many mentions and recognitions received by the state forces, Civil Guards, Local Police and National Police. Not only do they participate very actively in the good functioning of our community, but they are also involved in collaborating with the rest of the police forces in major arrests.

As for treasury, I will only mention that the auditor’s report is favourable and that fortunately we are a healthy community with relatively good monetary health. However, this subject will be widely discussed at the AGM.

In matters of environment, regrettably we continue with the same problems of previous years. The wild boars run rampant through our streets and gar-dens and it seems that the Town Hall is not willing to do anything. We are not the only ones with this problem, as it is a common issue throughout the municipality. On several occasions we have asked them to clean the river-banks where these animals take shelter and move freely, we have also asked them to do some dog hunting raids, but in neither case have we got a reply. On our part we are carrying out the necessary efforts to control them within the urbanisation and, for this, we have requested several authorisations to the Regional Environment Department to be able to implement them. They are dangerous animals, which are increasingly settled in our area, they are not afraid and could attack a dog or cause an accident. Never give such animals food, as it attracts them and they lose their fear towards us. There are many damages caused both in public parks and private gardens, they destroy lawns, fences etc. The park by the garden centre is the one that is particularly suf-fering the consequences of these animals, they have broken the fences and dug up the lawn area breaking the irrigation system and all this impedes the area being enjoyed.

As you know, we have been several years trying to reduce the garden rubbish collection points, there are many communities that have installed the collec-tion point within their property, this, not only removes the garden rubbish from the street, but also prevents people coming from outside the urbanisa-tion to throw their rubbish here. We are continuously working on improv-ing this aspect, and we are going to try to enforce that large garden rubbish deposits can only be collected from private areas or from behind the office. Please speak with your gardeners for them to agree with us in this aspect, we will all gain in efficiency and we will avoid the ugly image of garden rubbish overflowing at the collection points that on occasions invade the street and the pavement. The good news in this regard is that we have fewer and fewer illegal dumping on green areas, which as you know are especially dangerous in the summer due to the possibility of fires. In this respect, if you see some-thing suspicious, do not hesitate to call security, remember that throwing rubbish on unauthorized areas is not only prohibited, but it can endanger your property in the event of a fire.
