New EOC Action Plan 2017-2020 - Emphasis on

Networking and Collaborations between members

Upon completion of 10 successful years of operation, the European Office of Cyprus (EOC) is develop-ing a new, ambitious Strategic Action Plan for the period 2017-2020. The new Action Plan capital-ises on the valuable experience gained in recent years and is based on the evaluation of numerous sta-ble and effective partnerships and ser-vices. It sets solid foundation and an ambi-tious path for new services that can be offered in the coming years based on the priorities and needs of the members, as well as the internal analysis of its up-to-date data.

The mission of the EOC is to provide compre-hensive information, effective support and valid information to members in order maxim-ize their chance to capitalize on the opportuni-ties offered by EU membership, both in fund-ing and in influencing and implementing EU policies. The EOC has the following targets:

Provide reliable and timely information and dissemination to members.

Make key connections both in the Europe-an Commission and the other institutions.

Follow developments and involving mem-

bers in shaping new policies.

Establish contacts and cooperation with stakeholders from Cyprus, Greece and oth-er countries, exchange of information and good practices.

Networking and development of partner-

ships for European project proposals.

Consultation on selecting the appropriate funding instrument and preparing new pro-posals.

The new Action Plan of the office for the next three years aims to further develop the EOC by strengthening the representation, show-

casing and promotion of EOC members, the full exploitation of funding opportunities and strate-gic participation in international links and innovative European

networks.

The EOC's vision is to be the contact point for those seeking

support for European programs and for those who wish to cooperate with Cypriot

organisations.

For each of the above objectives, a set of ac-tivities is specifically designed. Particular em-phasis will be placed on:

Funded Ph.D position in Machine Learning at Frederick University

The Department of Computer Science and Engineering of Frederick University (www.frederick.ac.cy) invites applications for one (1) funded Ph.D Position within the research topic of machine learning. This position is part of a close research collaboration between the University’s Computational Intelligence (COIN) Laborato-ry and Albourne Partners Limited and its Group (www.albourne.com). Albourne is one of the world’s leading providers of independent high-quality research and advice on complicated assets. The successful applicant will perform research on intelligent data analysis and the development of machine learning techniques for applied problems within the Albourne Group under the supervision of Dr Harris Papadopoulos. An important focus of the work will be the provision of well-calibrated confidential information in machine learning predic-tions.

The funding comprises tuition fees for a Ph.D program and a contract of employment with Albourne Partners (Cyprus) Limited, remunerated at the rate of Euro 900.00 per month. Both tuition fees and employment will be for an initial period of six months which, subject to satisfactory performance, may be renewable for successive periods of six months not exceeding the normal three-year duration of the Ph.D programme.

The ideal applicant should have a master’s degree in engineering, computer science or applied mathematics. S/he should have a good background in mathematics, statistics, and programming (Java, MatLab), coupled with scientific curiosity and good communication skills. Good knowledge of the English language is required. The applicant must be eligible under Cyprus legislation to be employed by a company in Cyprus. Applications should include: a short (up to one

page) motivation letter, current extended Curriculum Vitae, name and contact details for two referees, at least one of which should be an academic and any other supporting material (e.g. publications). “Empowering you: empowerment of young EU citizens through a gamified vir-tual collaboration platform for political and civic participation” aims to promote political and social participation of young EU citizens at local, regional, national and European level, by developing civic en-gagement though the design and develop-ment of an interactive gamified platform, based on learning and exchange of views and ideas, combin-ing inclusive non-formal education as well as net-working and active community engagement.

The target group of the project is young adults aged 13-30 who are at risk of social exclusion including NEET yo-

ung people (not in education, employment or training), those not engaged in electoral process-es, those who have been involved in crime etc.

The project is funded with support by the European Union and will run for 24 months (March 2017 – February 2019) by a consor-tium of partners from the UK, Greece, Greece, Spain, Romania and Cyprus.

“Empowering you” project: empowerment of young EU citizens for

political and civic participation

“TrainVol project” aims to facilitate young people, and particularly youth with fewer opportunities, into social and labour market inclusion, utilizing volunteerism as a vehicle to skills de-velopment and employability promo-tion.

Based on the alarmingly high rates in youth unemploy-ment, the project is largely focused on providing addition-al opportunities for young people with fewer opportunities to: 1) feel part of their communities by engaging in civic life and driving positive impact in the society, and 2) De-velop their skills, knowledge and competences through

training in volunteering and participation in voluntary activities, contributing that way to their personal and professional development and employability.

The project is funded by the Erasmus+ programme of the European Union and for will run for 18 months (February 2017

– August 2018). It is being implemented by a consortium of 4 partners from Bosnia & Herzegovina, FYROM, Greece and Cyprus.

Sustainable and Solidarity Economy in Cyprus

CARDET's, assistant director Sotiris Themistokleous in collaboration with the Cyprus Ministry of Foreign Affairs, addressed the United Nations High Level Political Forum on Sustainable Develop to present the important role of Cyprus NGOs as a vital piece for achieving the Sustainable Development Goals 2030. Within that High Level meet-ing, the project SUSY - SUstainable and Solidarity economY was presented as a best practice of what Public and CSO collaboration can achieve when working towards a common goal! SUSY project provided the research and awareness base that enabled

the relevant Government Department (Directorate General for European Programs, Coordination and Devel-opment) to swiftly put in place a public consultation for the Social Economy law and move with its imple-mentation in unprecedented speed.

The project Social and Sustainable Economy has produced an online Map with all the Social and Solidary Companies in Europe. The map can be found in the website www.solidarityeconomy.eu and at the Facebook page (Social Economy Cyprus) along with the National Research and other im-portant resources. CARDET is organising three days’ workshop within three weeks in October for the aspiring social entrepreneurs, civil society organisations, activist’s initiatives and mul-tipliers in anticipation to the formulation of the new regulatory framework on social and solidarity

companies in Cyprus and a film tour with the NGO Friends of the Earth.

European Conference "Combat Bullying:

Challenges and Good Practices"

The CARDET research and education center invites you to participate in the Europe-an Conference "Fighting In-timidation: Challenges and Good Practices", which is being implemented within the framework of the Euro-pean project "Combat Bully-ing: A Holistic School Pro-gram". The conference will take place on Friday, Sep-tember 22, 2017, at the Uni-

versity of Nicosia, UNESCO Amphitheatre, from 8:30 to 13:30 and will be addressed to teachers, school staff, psychologists, managers, students and parents.

The subject of the conference is to inform the public on issues related to school bullying, focusing on ways to combat this phenomenon, inviting teachers, managers, school staff, parents and other stakeholders to take active action by proposing the means, tools and methods. In addition, the results of the European Project "Combat Bullying: A Com-plimentary School Program (ComBuS)" www.combatbullying.eu/gr, including the project manual consisting of lesson plans, workshops, anti-bullying and online lessons For parents, teachers and managers.

The main speaker of the conference will be Dr. Panayiotis Stavrinides (Assistant Professor, Department of Psychol-ogy, University of Cyprus), while Officers from the Violence Observatory and the Direct Intervention Team (Ministry of Education and Culture), as well as experts from EU countries, will present examples and good practices. Finally, participants will have the opportunity to attend interactive workshops that raise the issue of school bullying. Train-ers from Hope for Children, Ministry of Education and Culture and project partners will propose specific methods and good practices for preventing and combating intimidation in schools.

It is noted that attendance at the conference is free and participants will receive a follow-up certificate at the end of the conference.

“LAB - FAB - APP: Investing in the European future we want”

Commissioner for Research, Science and Innovation Carlos Moedas received on July 3rd the report on a new vision for EU research and innovation prepared by an independent group of high-level experts chaired by Pascal Lamy, Presi-dent Emeritus of the Jacques Delors Institute. The report was presented at the conference “Research & Innovation – Shaping our Future” that took place on July 3rd in Brussels, attended by more than 700 sci-entists, innovators, business people and policy mak-ers.

The report, entitled “LAB – FAB – APP: Investing in the European future we want” highlights that in the last twenty years, two thirds of economic growth in industrial-ised countries is attributed to research and innovation. Its recommendations focus on maximising the impact of EU investments in research and innovation in order to increase prosperity and solve our biggest societal chal-lenges. The Group proposes eleven recommendations:

Prioritise research and innovation in EU and na-

tional budgets.

Action: double the budget of the post 2020 EU re-

search and innovation programme.

Build a true EU innovation policy that creates fu-

ture markets

Action: Foster ecosystems for researchers, innova-tors, industries and governments; promote and in-vest in innovative ideas with rapid scale-up potential through a European Innovation Council.

Educate for the future and invest in people who

will make the change

Action: modernise, reward and resource the educa-tion and training of people for a creative and innova-tive Europe .

Design the EU R&I programme for greater impact

Action: make the future programme's pillars driven by purpose and impact, fine-tune the proposal evalu-ation system and increase flexibility.

Adopt a mission-oriented, impact-focused approach to address global

challenges

Action: set research and innovation missions that address global challenges and mobilise researchers, innovators and other stakeholders to realise them.

Rationalise the EU funding land-scape and achieve synergy with struc-

tural funds

Action: cut the number of R&I funding schemes and instruments, make those remaining reinforce each other and make synergy with other programmes work.

Simplify further

Action: become the most attractive R&I funder in the world, privileging impact over process.

Mobilise and involve citizens

Action: stimulate co-design and co-creation through

citizen involvement.

Better align EU and national R&I investment

Action: ensure EU and national alignment where it

adds value to the EU's R&I ambitions and missions.

Make international R&I cooperation a trademark of

EU research and innovation

Action: open up the R&I programme to association by the best and participation by all, based on recip-rocal co-funding or access to co-funding in the partner country.

Capture and better communicate impact

Action: brand EU research and innovation and ensure

wide communication of its results and impacts.

The Commission will respond to recommendations of the High Level Group in a Communication to be published later this year. The recommendations and results of the conference will feed into the preparation of the successor research and innovation programme to Horizon 2020, due to be proposed by the Commission in 2018.

ERC Annual Work Programme 2018 The European Research Council (ERC) has published its Annual Work Programme 2018 which sets out how the ERC will allocate its funding for the corresponding year. The three main ERC frontier research grants will be available under Work Programme 2018: Starting; Consolidator; and Advanced Grants.

In addition, building on the experience of the 2012 and 2013 pilot Synergy Grant calls, , a Synergy Grant call for groups of two to four Principal Investigators to jointly address ambitious re-

search problems is reintroduced under Work Programme 2018 . ERC Principal Investigators will also continue to be able to apply for Proof of Concept Grants.

Involving young people in European Medicines Agency activities

The European Medicines Agency (EMA) has agreed on principles for involving pa-tients and consumers under the age of 18 in the activities of its scientific committees and working parties.

Young patients and consumers can make an important contribution to EMA’s committee discussions on medicines by sharing their experience and perspectives of living with a disease or condition. These working principles set out best practice for the in-teraction between scientific committees or working par-ties and young people under 18 years old. fFor example, discussion in small groups, provision of specific support, use of appropriate language, etc. They also address is-sues such as obtaining parental consent, protection of personal data and the privacy of the young patients.

According to the new principles, involving young people in the Agency’s activities will be considered on a case-by-

case basis when it is expected that their views could enhance scientific discussions related to the development and assessment of medicines for children and adolescents. That way the document also establishes a process for identifying, supporting and con-sulting with young people.

The key forum in which young people could participate in the Agency’s activities would be its Paediatric Commit-tee (PDCO), but experience has demonstrated that the Committee for Medicinal Products for Human Use (CHMP), the Pharmacovigilance Risk Assessment Committee (PRAC) and the Scientific Advice Working Party (SAWP) can also benefit from this input when these groups review medicines for children.

Combatting work related cancer The European Parliament and the Council reached an agreement on the Com-mission's proposal to set new or stricter exposure limits for several cancer-causing chemicals in the workplace.

The revision process of the Carcinogens and Mutagens Directive started in 2008, and the Juncker Commission took concrete action to speed up progress in this area. Since May 2016, two proposals have been put forward to amend this Directive and

reduce workers' exposure to 20 cancer-causing chemicals. Both proposals would help save the lives of more than 100,000 workers over the next 50 years.

The new agreement between the co-legislators confirms the strong political commitment by all EU institutions to the fight against work-related cancer. The Commission now calls on the Parliament and the Council to seize this mo-mentum and come to a swift agreement on its second proposal, presented in January 2017. The Commission has already started preparatory work for the next set of chemicals, for which they intend to present a proposal early next year. The Commission also launched a broader initiative to promote health and safety in the workplace in January 2017.

The European Commission has launched a public consultation on transformation of health and care in the Digital Single Market on 20 July 2017. This consultation investigates the need for policy measures that will promote digital innovation for better health and care in Europe and feed into a new Policy Communication to be adopted by the end of 2017. The consultation is open until 12 Octo-ber 2017.

Citizens, patient organisations, health and care profes-sionals, public authorities, researchers, industries, inves-tors and users of digital health tools are invited to re-spond to the consultation. The consultation collects views

on:

Cross-border access to and manage-ment of personal health data.

A joint European exploitation of re-sources (digital infrastructure, data capac-ity), to accelerate research and to ad-

Knowledge Centre to provide

scientific evidence on bioeconomy

On July 20, the European Commission launched a new Bioeconomy Knowledge Cen-tre to better support EU and national policy makers and stakeholders with science-based evidence in this field. This online platform will not primarily generate knowledge, but will collect, structure and make accessible knowledge from a wide range of scientific disci-plines and sources on the bioeconomy, the sustainable production of renewable biologi-cal resources and their conversion into valuable products.

The Knowledge Centre is being created by the Commission's in-house science service, the Joint Research Centre, in cooperation with Directorate-General for Research and Innovation. Bioeconomy represents a significant part of the EU economy, with potential for growth through innovation in agriculture, forestry, bioenergy and biomass but also in chemicals, materials,

waste management and others. The Bioeconomy Knowledge Centre will support the European Commission in the review of the 2012 Bioeconomy Strategy, taking into account new political and policy developments, such as the COP21 Paris agreement, the United Nations' Sustainable Development Goals and the Circular Economy Pack-age.

On July 4, Member States represent-atives voted in favour of the Europe-an Commission's proposal on scien-tific criteria to identify endocrine disruptors in the field of plant pro-tection products. This is an im-portant step towards greater protec-tion of citizens from harmful substances.

The adopted criteria will provide a stepping stone for fur-ther actions to protect health and the environment by en-abling the Commission to start working on a new strategy

to minimise exposure of EU citizens to endocrine disruptors, beyond pesti-cides and biocides. The strategy will aim to cover for example toys, cos-metics and food packaging.

In parallel, a substantive new re-search on endocrine disruptors

with an important budget of approximately 50 million euro will be allocated in 2018 to around 10 projects in

the next Horizon 2020 work programme.

Challenges for future Common Agricultural Policy

European citizens believe that agricultural policy should continue to be managed at the EU level, and that helping farmers and protecting the environment should be its two main goals. These are among the key findings of the public consulta-tion published on modernising and simplifying the Common Agricultural Policy (CAP), which received more than 322,000 submissions from a wide range of stake-holders, including farmers, citizens, organisations and other interested parties.

The findings of the consultation are also clear about what the Common Agricultural Policy should achieve. Ensuring a fair standard of living for farmers is a key demand, with a ma-jority of respondents (88%) recognising that farm incomes are lower than the EU average

and that farmers receive only a small amount of the final consumer price for food (97%). Direct income support for farmers is considered the best way to achieve this (66% of respondents). The other main aim of the CAP should be to ensure that farmers are encouraged to play their part in tackling climate change and protecting the environment, protecting biodiversity, reducing soil degradation and ensuring a more sustainable use of pesticides and fertilisers. It is also clear from the findings that citizens and farmers alike want the future CAP to be simpler and less bureaucratic in order to more effectively rise to these challenges.

The findings of the consultation will feed into the Commission's ongoing reflection on the future of food and farming. A Communication on modernising and simplifying the CAP will follow an impact assessment of possible future policy proposals.

Smart Specialization: empowering regions for resilient economies in

the era of globalisation

To take up the challenge of economic modernisation, Europe needs to empower its regions and help them create value. This means embracing innovation, digitisation, decarbonisation and developing people's skills. On July 18, the Commission proposed a new set of actions to further help Europe's regions invest in their niche areas of competitive strength ("smart specialisation") and generate the innovation, resilience and growth needed.

Introduced in 2014 in all regional policy programmes, the smart specialisation approach has proven to deliver. The Commission intends to build on this positive experience with two pilot pro-jects:

Tailored support for the specific challenges of regions facing industrial transition: on their request, cer-tain regions can work in partnership with teams of Commission experts to boost their innovation capacity, re-move investment barriers, equip citizens with the right skills and prepare for industrial and societal change, on the basis of their smart specialisation strategies.

Interregional innovation partnerships supported by EU funds: inspired by the success of the Vanguard initiative, the aim of this pilot project is to identify and scale up 'bankable' interregional projects that can create European value chains in priority sectors such as big data, bioeconomy, resource efficiency, connected mobili-ty or advanced manufacturing.

In parallel, the Commission will step up its efforts to help Member States address remaining bottlenecks to growth and establish business-friendly environments. Particular attention will be given to the quality and open-ness of public research, cooperation between businesses and universities and the alignment of local skills-bases with market demands, with the help of Commission support facilities. The Commission will also look at ways of facilitating further synergies and combinations between the different innovation, growth and competitiveness EU programmes and instruments that currently exist. The calls for interest for the industrial transition regions pilot action will be launched in the autumn this year . The interregional partnerships will be set up during 2017 and run throughout 2018.

Proposals to simplify access to EU funds

On 11 July 2017, the group of independent Cohesion Policy experts present-ed its final report for a simplified EU funds framework after 2020. Although the achievements of the EU Cohesion Policy are undeniably positive, the cur-rent volume of rules does not always make life easy for local authorities man-aging EU funds or businesses looking to apply for EU funding. Simplification is therefore key and the European Commission should look into how to fur-ther simplify access to EU funds in the budget framework post 2020.

This is the main message that the High Level Group of Simplification seeks to feed into the discussion on the future of the EU finances. Rules in different EU funds and instruments should be harmonised in terms of state aid, public procurement and methods to reimburse costs, to facilitate syner-gies and allow beneficiaries to apply for different sources of EU funding for the same project. For example, applying the same rules in Cohesion Policy and in the European Fund for Strategic Investments (EFSI) framework would allow easier access to support for small businesses. An even simpler framework should be available to all Member States and regions, provided they fulfil a number of criteria: reliable management and control systems; significant national co-financing to incentivise sound spending; identification of key structural reforms to imple-ment and focus on few priority areas to be able to deliver.

The Group suggests that EU rules should then be limited to strategic investment priorities and principles for spending. EU funds would be delivered via existing national administrative mechanisms and Commission audit work would be limited. The Member State and Commission would agree on structural reforms to be achieved and concrete outputs which trigger reimbursements.

the European Commission released the first ever edition of the ‘Cultural and Creative Cities Monitor' on July 6th 2017. This new tool provides comparable data on how European cities perform across nine dimen-sions – covering culture and crea-tivity – and underlines how their performance contributes to cities' social development and economic growth and job creation .

Developed by the European Commission's in-house science service, the Joint Research Centre (JRC), the Cultural and Creative Cities Monitor will help policy makers as well as the cultural and creative sectors identify local strengths and areas for improvement, and learn from comparable cities. It also sheds light on the strong relationship between cultural vibrancy and vari-ous dimensions of a city's life, starting with its social diversity and its economic activity.

The Cultural and Creative Cities Monitor is the result of a research project covering 168 cities in 30 European countries. It is available as an interactive online tool to allow users to browse the selected cities as well as a wide array of quantitative and qualitative information about their performance. Key findings of the research include:

Leading cultural and creative cities: compared to other cities with a similar population, Paris, Copenha-gen, Edinburgh and Eindhoven per-form better than their counterparts ·

Cultural, creativity and prosperi-ty: culture and creativity contribute to higher economic growth rates, and are crucial for low-income cities ·

Size is not everything: the size of a city does not determine its performance in culture and creativity, as on average small and medium-sized cities score relatively well compared to larger ones ·

Capitals fly high but not highest: even if capitals are often in the lead, they are outperformed in Aus-tria, Belgium, Italy, Germany, Poland, Spain, the Netherlands and the UK.

New Cultural and Creative Cities Monitor

A new call for tenders has been published for a study on the Evalu-ation of higher education entrepre-neurship programmes. The aim of this study is to encourage the de-velopment and improve the rele-vance and quality of HE entrepre-neurship education programmes across European HEIs, thereby contributing to the development of entrepreneurial competences (knowledge, skills and attitudes) across Europe.

Key questions to be answered by the study:

What are the different types of HE entrepreneurship education programmes currently in use in Europe?

How do students evaluate such programmes?

To what extent, and how, do contents and method of teaching entrepreneurship differ according to the type of higher education institution and to the context of different study disciplines?

What are common features of the HE entrepreneurship education pro-grammes identified?

What are the existing tools and methods used to assess the impact of such HE entrepreneurship education programmes, in particular in view of

the impact they have on the students (entrepreneurial competences (knowledge, skills, attitude))? What are the strengths and weaknesses?

What are the main obstacles and challenges in eval-uating the impact of HE entrepreneurship education programmes?

How can these obstacles and challenges be over-come?

The estimated value of the tender is 500.000 EUR for 24 months and the deadline for submission is 26 Sep-tember 2017.

Enterprises (SMEs)

European Networks for Creativity-driven Innovation

A new call for proposals has been published by the Executive Agency for SMEs (EASME) of the European Commission under the COSME programme: “EUROPEAN INCUBATION NETWORKS FOR CREATIVITY-DRIVEN INNOVATION”, open until 19 October2017.

The cultural and creative industries (CCIs) contribute significantly to growth and jobs in the EU. They represent over 3 million companies employing 12 million people, with turnover of € 1.5 tril-lion. The challenge is however that people and companies from different disciplines do not natu-

rally cooperate with each other: although companies in creative industries are often very open to collaboration, they lack resources and interdisciplinary skills necessary to organise such collaborations. This is where incubators and other business support organisations can play a key role: they are equipped with adequate skills and infrastructure.

The main objective of the action is to support the creation, business development and scaling-up of compa-nies in the fashion and the tourism sectors through incubators integrating creative, art and design skills from CCIs (Cultural and Creative Industries) with technology, science and other relevant expertise. Applicants must be legal entities forming a Consortium (a network) of business incubators, accelerators and business support organisations which provide business support to SMEs and start-ups. Consortia must be composed of at least four legal entities from at least three different EU Member States and/or COSME participating countries. EASME expects to fund two proposals, one in the area of FashionTech and one in the area of Tourism. The total budget earmarked for this action is estimated at EUR 2.600.000.

A new call for proposals has been pub-lished under the COSME programme for the organisation of a training pro-gramme that seeks to enhance the pro-fessionalisation of CPB personnel and to provide detail on how to access and aggregate markets for public procure-ment. This professionalisation pro-gramme will also help personnel to manage markets, and in particular to assist with the inclusion of SMEs in public procurement competi-tions.

Funding will be given to one or two universities in order to cover tuition fees for the training pro-gramme, travelling cost, and accommodation. The

university(ies) beneficiary of the grant will take care of managing travelling and accommodation of participants.

The university(ies) will organise a confer-ence at the end of the course, where the cohort would meet with best practitioners in public procurement in the EU.

Central Purchasing bodies, International Organisations, Universities or Higher Education Institutes are eligible to apply . Applicants must for a consortium including at least one University and one Central Pur-chasing Body operating at national level. Deadline for
