    CENTURY: THE VENEZUELAN CASE STUDY

    In Porto Alegre, Hugo Chvez declares that Socialism of the 21st century will be created in

    Venezuela. Chvez repeats that promise, adding that Socialism of the 21st century will be basedon solidarity, fraternity, love, justice, liberty and equality. Chvez also emphasizes that the

    Venezuelan state is an important actor in that construction and the Venezuelan people promote

    that reality. Chvez wins the national elections for the first time in 1998 and became President.Chvez consolidates his power gradually. Now, eight years later, Venezuela is closer to

    socialism, but the road ahead is still very long, obstacles are formidable, and the progress is

    UNIVERSIDAD BOLIVARIANA DE VENEZUELA

    Universidad Bolivariana de Venezuela or UBV (Bolivarian University of Venezuela) is a

    public university created in 2003 by decree of President Hugo Chvez. The university is part of

    Mission Sucre, one of the governments social programs, which aims to provide free higher

    education for those excluded. Consequently, enrollment at the UBV is free and open to all,

    regardless of academic qualifications, social background or nationality. The government expects

    the student population to grow to one million by 2009, with more than 190 satellite classroomsthroughout Venezuela.
