Objetivos de estas sesiones
1. Familiarizarnos con el método de la “construcción de guiones”.
2. Aprender a aplicar este método, en un contexto relevante.
3. Explorar el uso de este método, por las organizaciones empresariales, como una opción para mejorar el clima de negocios en nuestros respectivos países.
Premisas
• La creación de un clima de negocios conducente a la prosperidad nacional, debe ser prioritaria para las organizaciones empresariales.
• La construcción de guiones cívicos puede contribuir a crear este clima de negocios deseado.

La construcción de guiones difiere de otros métodos.
• Planes de contingencias examinan una sola incertidumbre: “¿Qué pasa si…”?
• Análisis de sensibilidad examina el efecto de los cambios en una sola variable, manteniendo constante las otras variables
• Escenarios muchas veces son simplemente proyecciones optimistas, probables y pesimistas.

¿Por qué usar guiones?
ESCENARIOS
Primero, porque está enfocado a la resolución de problemas y la toma de decisiones.
• El proceso comienza con la identificación de la decisión clave que enfrenta la organización o país.
• Esto hace necesario formular la pregunta correcta.– ¿debemos buscar ingreso en la Unión
Europea?
Segundo, porque los problemas actuales son “malditos”. 1. Involucran muchos stakeholders con
distintos valores y prioridades.
2. Sus raíces son complejas y enredadas.
3. Cada solución que se intenta, tiene consecuencias irreversibles.
4. No tiene precedentes.
5. No hay ninguna prueba que indique si una solución es la correcta.

Primero, un poco de historia…
• Los´70: Shell inventa el método de guiones para anticipar futuros para la industria petrolera y así ganar ventaja competitiva sobre rivales.
• Los ´80. El método es usado por Anglo-American en Sudáfrica, para planear su futuro en un entorno muy incierto.
• Los ‘90. La sociedad civil sudafricana adapta el método para construir guiones cívicas.

I live in a world saturated with information. I live in a world with plenty ofchoices. My job is to help people to embrace the good choice.
I often work in Dubrovnik - the place of my dreams. I have unlimitedworking time because my work is defined as voluntary. People todaydesperately need a manager who will help them to find the best solutionfor their problems.
I 'm a member of WSN (World Scientists Network) in which transportationof knowledge is very successfull and effective. In this network we haveknowledge as an input. Processing that knowledge we create simulationsof different solutions. My customers then decide which solution is the bestfor them.
Me and my assistents, and some of them are students too, have justfinished project called ETEP (Egzotic Technological Entertainment Park).World Scientists Network conducted the research about human needs andwe discovered a human need for entertainment anywhere, anyhow,anyplace. ETEP is a form of hologram or visual reality entertainment. Thatfulfills that need.
I have plenty of free time and my job is interesting and exciting.

I live on Tenerifes but my plantations are all over Croatia. Mysuccessfullness stems from the fact that ecology is my way of living. Thehealthy food that I produce is sought all over the world. Using all thenatural resources that Croatia has to offer I have managed to breed plantsfrom all over the world, becoming one of the major exporters in the world.
Environmental awareness has come to a point where people are ready topay for taking a shot in a traditional way of farming, so I must admit that apart of my success lies in a village tourism. Of course it has its dangers. Itoffers real life. Since there are no endangered species, tourists mustbeware of the wild life that inhabits the areas.
Today I am visiting my fields in Dalmatia and Slavonia. The other twoworking days of the week I shall consult certain businessman about somenew ventures that I have in mind.
Other than that, today is a monthly meeting of United Ecologists. I will tryto suggest a new way of irrigation system that I have been using for coupleof months now, very successfully,
Still, most of my time I will spend fulfilling my leisure activities.I feel like dancing.Or perhaps I’ll paint a picture of my son and send it to his e-village.Although we hear each other every day, and see each other twice a week,and althoug he is of age already, I still miss him. All social activities in theworld cannot replace that. But I know he is happy.

at last living here in the mountains surrounded by my wife and son.But forget about me for a moment, the future lies in the hands of our childrenand they are being dumb good prepared for this role.
My son is enrolled in an “International schooling programme” which has itsroots in Croatia and is operated from Croatia with branches all over Europe.Each class has a tutor and consists of maximum ten students, each from adifferent country. It’s magnificent to see the clash of different languages andcultures at one place when the kids meet.
At first we had doubts that we shall never see our son. Fortunately,International schooling programme enables my son to work from home.Practically the whole school is virtually organized. He spends three days athome and two days in school at different places. By e-mail he receives eachday tasks which he has to solve and send back to his tutor. The advantage ofthis programme is that my son can learn whenever he wants to. There are nogrades because the programme includes only those who want to learn and bethe best.
The best thing are the two days at the end of the week. The class meets in adifferent country which has the best facilities to discuss the practical parts ofthe subject. It’s sort of a workshop.
Another good thing about the programme is e-Pub schooling. Every monthparents have a reunion in a pleasant atmosphere, in a pub or a restaurant, todiscuss different issues and learn new things. That way we are also able tobroaden our prospects, but also meet new business partners as I did.
Through International schooling programme we are always in connectionwith the world exchanging information and cultural values.
The programme makes my kid happy, and if he is happy,

Objectivo del proceso
¿Expectativas?
• To be able to understand the different implications of the future scenarios.
• Have to recognize a brave vision.• To try not to think about the present
obstacles.• How to find the steps to go there.• To learn about change and development. To
share experiences about provocing change. If the future won’t be nice we will not stop smoking.
• To learn something from people here. Learn something about the methodology. An optimistic vision about Croatia.
• Is it possible to find one space to create images from the future? Are we able to change perspectives? Create images/universes that help us to see the future?
• Are we pessimists or optimists? There are lot of misunderstandings when it comes to our environment. We must think of the reactions that this scenario process creates. The politicians have a priviliged space. Which role will the media take in this process? This process can improve the expectations of Croatian citizens.
• Individual perspectives: learn the methodology;
• General perspectives: This process will hopefully lead to a shared vision among all stakeholders of society. The
communicated vision can accelerate positive change in society.
• We must learn to be simple and understandable.

Resumen de los pasos clave:
1. Identificar la organización focal, seleccionar las perspectivas iniciales y compartir conceptos sobre cada una de ellas.
2. Generar tarjetas de fuerzas motrices en cada perspectiva.
3. Desarrollar la matriz impacto / incertidumbre.
4. Identificar las dimensiones subyacentes
5. Definir los guiones, describir sus estados terminale y desarrollar las líneas cronológicas.
ESCENARIOS
La línea cronológica es impor-tante durante y después de la construcción de los guiones.
• Durante el proceso, es una prueba de la plausibilidad del guión.
• Una vez definidos los guiones, puede dar un “señal temprano” sobre cuál guión se volverá realidad.
