    I. DESCRIPTION OF EMERGENCY SITUATION

    Communities in the high andean Cusco region, are being affected by an intense season

    of cold wave, which according to local forecasts from the national weather service would

    be extended until the end of August. The Central Government has declared the South

    East area of the country and in particular the Cusco region, in a state of emergency,caused by the cold wave, accompanied by heavy snowfall, temperature drop to - 20

    degrees, affecting the most vulnerable components in the families: children and the

    elderly people.

    On this occasion, joined efforts thanks to the leadership of the localCOER (Regional Emergency Committee) plus the Government, and theleaders of the communities, who are organized giving priority toemergency with the delivery of clothing: jackets and gloves.

    Thanks to the help that ADRA Canada provided this contributed intomany children and the elderly could satisfy an urgent need and avoidunfortunate deaths among them.

    "The projections elaborated for this year by the National Institute ofCivil Defense (INDECI) require that 766 districts located in thehighlands of the regions of Ancash, Apurimac, Arequipa, Ayacucho,Cajamarca, Cusco, Huancavelica, Huanuco, Ica, Junin, La Libertad,Lima, Moquegua, Pasco, Puno and Tacna, which will withstand frostduring the winter time. While other 74 towns of Madre de Dios, Ucayaliand Loreto, they will suffer the so-called cold wave

    (the provinces of Arequipa and Caylloma), Cajamarca, Cusco (the

    provinces of Acomayo, Canas, Canchis, Chumbivilcas and Espinar), also

    Junin (conception, Jauja, Tarma), Moquegua (General Snchez Cerro,

    Mariscal Nieto) and Puno (Azngaro, Huancane, Lampa, Melgar, SanAntonio de Putina).

    "According to the study carried out at the national level the INDECI, in2011 were 272 thousand 899 people who were affected by friaje andfrost, which represented the 4.78% of the population that has beenexposed to this phenomenon".

    The INDECI and regional governments are channeling the aid that thecentral Government has prepared. In this way, ADRA was present inthe District of Langui - Layo the 3900 m.a.s.l., where was located:

    II. DESCRIPTION OF EMERGENCY SITUATION

    Intervention in Langui district was carried out in coordination with the CODIE

    (Emergency District Council) which is part of the local government and representatives

    of each community, thus avoiding duplication of support. At the same time were

    coordination with other institutions that carried out activities related to the project inorder to exchange experiences and improve intervention

    Joint activities were carried out with our friends members of ADRA connections for the

    emergency care, who also contributed with some shelter kits consisting of coats and

    hats for children.

    The municipal and communal authorities assumed its commitments during the

    intervention. The community also took their commitment by endorsing the objectives,

    goals and periods of time under consideration for the project; the same way, the local

    Government of the district held the monitoring of distribution activities.

    5. Did other organizations provided information related to theadditional values? Yes, the Concejo de Emergencia Regional(COER). Regional Emergency council.

    6. Was there any other report provided by other organizations?No.

    7. Who coordinated the national and local response to thisemergency?At national level coordination was in charge of Presidenciadel Consejo de Ministros and the Instituto de Defensa Civil(INDECI), associated with the Ministerio de Salud.

    At a regional level, and specifically in the Cusco region, coordination was conductedthrough the COER of Cuzco, which is the entity that coordinates emergency

    situations and the organizing of humanitarian aid of all public and private institutions

    in the Region. Later, ADRA Cusco coordinated in the specific form with the Local

    Government and authorities of eachcommunityADRA is an active member of the COER.

    8. What has been asked to ADRA?There were many unmet needs the same were requested to ADRA,however, in meetings held by the coercion, it was determined that

    the help ADRA Peru would provide would be to alleviate urgentneeds such ass ist the theme of the coats (blankets).

    9. How ADRA collaborated in this response with other NGOS?

    ADRA Peru, for this emergency mobilized 5 volunteers, from the very start of the

    emergency in the month of May. These volunteers actively collaborated with the

    transfer of the other aid that provided both the private and public companies.

    10.How do I assure you that not be repeated unnecessarilyassistance?At national level has been closely coordinated with theinstitutions of the sector in order to avoid duplication and getofficial information from the emergency situation in thedepartment.At the regional level, information was obtained from public institutions and

    organizations such as the COER and the district municipality, in regards to the

    number of affected families and inventory of resources in the area.

    11.What criteria has been used to select the beneficiaries fromthe total amount of affected people?

    In order to generate major impact in the project, the municipalitydistrital of Langui and the representatives of the communities,

    there constituted an organized group, selecting in communityassembly, approximately, 900 affected families. Of this number ofharmed, it was selected 500 beneficiaries, considering thepresence of children and elders.

    13. What was the actual number of beneficiaries (people) andhomes (with the average number of people/homes) that receivedassistance?

    Aprox 125 elder (hombres y mujeres) recieved thehumanitarian aid.

    Aprox 280. Children of both genders recieved the humanitarianaid

    Aprox 95 adults in extreme poverty conditions recieved thehumanitarian aid

    Each of these individuals represents a family of about 5 people,whereas have delivered aid to approximately 2500 people

    14.What was exactly what each home received?One kit of two blankets.

    15.How does this contunes or modifies the budget executionplan?

    The original plan of the proposal was not changed.

    16. What standards of the Sphere project were taken intoconsideration for this answer?It was managed to fulfill with the minimal norms of humanitariananswer of the Project Sphere during the whole intervention of theproject: beneficiaries' selection, training and pursuit of the project,specially, in developing aptitudes to prepare, before other naturaldisasters, bearing in mind the participation of the properpopulation.

    17.Where the minimal standards met according to the plan?

    Yes

    18. Was there any other modification in the execution?Significant changes were not realized in the execution of the projectin accordance with the initial proposal.

    III. FINANCIAL NARRATIVE

    As for the execution of the expenses, these did not suffer importantchanges, considering them to be minims with regard to the initial

    proposal. The planned resources(resorts) have been sufficient (to Seepicture of execution of budget).

    In this regard mentioned that local projects that if the populationwere implemented not suffer much these elements have beenidentified. The improvement of dwellings is the first step to carry out,implement improved kitchens, gardens and education for spinningand weaving which are productive activities, it would much reducethe effects of all kinds of cold.

    It is important to demonstrate that mentioned in the precedingparagraph is not possible due to lack of resources, therefore all help isgreatly appreciated.
