El Programa LIFE en EspañaEl Programa ha experimentado un éxito creciente desde su primera edición (LIFE I) hasta la última convocatoria del actual periodo 2014-2020.

Desde 1992, LIFE ha financiado en España 823 proyectos tradicionales, con una inversión total de la Unión Europea de 663 M €.

Es el primer Estado miembro en número de proyectos aprobados y el mayor receptor de contribución financiera de la UE.

Durante LIFE+ (2007-2013) España absorbió más cofinanciación UE que su asignación anual indicativa gracias al mecanismo de reciclado presupuestario, lo que indica alta calidad de los proyectos.

La tasa de éxito de solicitud se ha mantenido entre el 10 y el 21% en todos los periodos.

En el periodo 2014-2017 al menos el 55% del presupuesto del Subprograma de Medio Ambiente se destinó aproyectos de conservación de la naturaleza y la biodiversidad. En el periodo 2018-2020 se destinará al menos el60,5% a este tipo de proyectos (Acto Delegado que regula el incremento aprobado pero pendiente de publicacón)

1er Programa de Trabajo Plurianual 2014-2017: 1.796,3 M€Decisión de Ejecución de la Comisión Programa de trabajo plurianual LIFE para 2014-2017 (DOUE L 116 de 17 de abril de 2014).

2º Programa de Trabajo Plurianual 2018-2020: 1.657,06 M€ (adoptado por el Comité LIFE. Pendiente de publicación)

1. Tradicionales:• Pilotos: técnicas o métodos innovadores ya investigados.• Demostrativos: técnicas no utilizadas antes en ese contexto,

• Instrumento de Financiación Privada para la Eficiencia Energética (PF4EE) Gestionado indirectamente por el BEI basándose en su iniciativa para la concesión de

préstamos para EE (conocida como “DEEP Green”) La selección de las entidades financieras intermediarias se basa en la demanda de acuerdo

a los principios de buena gestión financiera, transparencia, etc. Los EEMM pueden influir en la potencial cartera de proyectos a través de las prioridades

que establezcan en su Planes Nacionales de Eficiencia Energética. Para identificar los proyectos el BEI hizo un estudio de mercado: en España se han

identificado como posibles proyectos financiables los del Plan PIMA SOL para el fomento de la rehabilitación energética de instalaciones hoteleras.

El Banco de Santander ha sido seleccionada como entidad intermediaria. Actuaciones de ahorro y eficiencia energética en el sector turístico hotelero.

Éxito constatado de este IF en el periodo 2014-2017. Se continúa la fase piloto para el periodo 18-20 y se incrementan los fondos disponibles.

4. Convocatorias 2014-2017 en España

El Programa LIFE en España

En las convocatorias 2014 - 2016 ha recibido cofinanciación para 127 proyectos:

• 125 proyectos tradicionales• 1 proyecto integrado del área Naturaleza y Biodiversidad: LIFE IP INTEMARES

El 64% de los proyectos aprobados en 2014-2016 corresponden al área prioritaria Medio Ambiente y Eficiencia en el Uso de los Recursos. Le siguen Naturaleza y Biodiversidad (14%), Mitigación al Cambio Climático (9%), Adaptación al Cambio Climático (9%) y Gobernanza e Información Medioambiental y Climática (2% cada uno).

El principal grupo de beneficiarios coordinadores corresponde a Centros Tecnológicos y de Investigación (31%), seguidos de grandes e

el programa life en el periodo de programación 2014 – 2020...la última convocatoria del actual...
