    THE FEI CODE OF CONDUCT

    FOR THE WELFARE OF THE HORSE

    The Fdration Equestre Internationale (FEI) expectsall those involved in internationalequestrian sport to adhere to the FEIs Code of Conduct and to acknowledge and accept

    that at all times the welfare of the horse must be paramount and must never besubordinated to competitive or commercial influences.

    1. At all stages during the preparation and training of competition horses, welfaremust take precedence over all other demands. This includes good horsemanagement, training methods, farriery and tack, and transportation.

    2. Horses and Athletes must be fit, competent and in good health before they areallowed to compete. This encompasses medication use, surgical procedures thatthreaten welfare or safety, pregnancy in mares and the misuse of aids.

    3. Events must not prejudice horse welfare. This involves paying careful attention tothe competition areas, ground surfaces, weather conditions, stabling, site safetyand fitness of the horse for onward travel after the event.

    4. Every effort must be made to ensure that horses receive proper attention afterthey have competed and that they are treated humanely when their competitioncareers are over. This covers proper veterinary care, competition injuries,euthanasia and retirement.

    5. The FEI urges all involved with the sport to attain the highest levels ofeducation in their areas of expertise.

    National riders may invite a foreign rider from the NFs invited in this Schedule toshare or loan one of its horses. The rider must inform the OC of this decision nolater than September 15, 2013 so that it can send the corresponding invitation to

    the foreign rider through its NF. If the national rider does not invite a foreignrider, or if the foreign NF does not confirm the foreign riders participation bySeptember 30, 2013, the national rider must share their horse with aninternational rider.     The OC may be able to invite riders with proven experience, as well as reputedprofessional riders in order to suggest them the horse to be shared.

    Foreign riders will be invited to compete only one horse and/or only in one heightclass.

    The OC and the Veterinary Delegate shall have absolute liberty and right to refuseany horse which in its judgment does not meet the qualifications required to

    participate in this event.

    Foreign riders may NOT change the bit of the horse that has been assigned tohim/her.

    Withdrawals after the date of definite entries or no-shows will be held liable to

    reimburse the OC for the actual financial loss incurred by the OC as a result of thelate withdrawal or no-show. Reimbursements for entry fees will only be madewith a valid veterinary or medical certificate presented to the Shows Secretary.

    VIII.FACILITIES OFFERED1. ATHLETES

    Pre-Children, Children and Junior foreign riders may be billeted at thehomes of national riders upon the foreign riders request and nationalriders availability. For accompanying guests and Adult foreign riders,arrangements have been made at the following hotel:

    2. HORSESTransport expenses to be paid by the Athlete.

    *Stabling arrangements from 11/20/13 to 11/24/13 to be paid by OC for bothnational and foreign athletes as part of entry fee. For national riders who do notstable their horses permanently at Bosque Ecuestre La Sebastiana, the entry feedoes not include feed. Additional stabling days for all riders at $25.00 per night.

    3. LOCAL TRANSPORTATION - ARRANGEMENTS FROM HOTEL TOSHOWGROUNDS

    Transportation of Pre-Children, Children and Junior foreign riders will be provided by theirhosts. The OC. will provide transportation of parents and Adult foreign riders/trainers fromhotel to show grounds, and from hotel to activities.

    4. WELCOMEThe time and date of arrival of athletes and horses and their means of transport must begiven to the OC in order to assist them on arrival. Please let us know as soon as possiblethe name of the airline, flight number and time of arrival [email protected].

    IX. ADDITIONAL INFORMATION1. ADVERTISING AND PUBLICITY ON ATHLETES AND HORSES:

    The Athletes are authorised to carry the logo of their personal sponsor in accordance with

    Art. 256.3 and 257.3 of the FEI Rules for Jumping. The Chief Steward will check that theadvertising and publicity on Athletes and horses complies with these Articles.

    2.GENERAL CLASSIFICATION AT THE END OF THE COMPETITIONSA. Leading athlete award Champion and Reserve Champion

    Best foreign athlete - Sportsmanship Award (to be selected by national riders)Team awards Champion and Reserve Champion

    Teams will be formed by four (4) riders of the same NF, one in each of the thefollowing categories:

    An NF may participate with only three (3) riders in the event they dont have a

    NFs that do not have four (4) riders registered may create an international

    team with other national or foreign riders. Maximum of 2 teams per NF, and 2international teams.

    B. PRIZE - CLASSIFICATIONINDIVIDUAL CLASSIFICATION

    Ribbons will be awarded on a daily basis from first through eight place and trophies fromfirst through third place.

    At the end of the event, the Champion Rider and Reserve Champion Rider will be givenaccording to the accumulative points based on the following formulas:

    First Day Second Day Third DayN + 1, N 1 (N + 1, N 1) + 3 (N + 1, N 1) + 5

    In case of a tie, the rider with the best score on the last day of competition will be theChampion. The same rule applies if there is a tie for Reserve Champion.

    TEAM CLASSIFICATION

    For Team awards, the best three (3) scores of each team for each day of competition willcount for the final score. The scoring will be as follows:

    The team which which accumulates the most points will be the Champion. In case of a tie,the Team with the best score on the last day of competition will be the Champion. Thesame rule applies if there is a tie for Reserve Champion.

    The NF teams must be nominated and declared at the Technical Meeting by the ChefsdEquipe.

    The National (PUR) team(s) will be nominated by the Federacin Puertorriquea deDeportes Ecuestres and must be declared by the Chef dEquipe at the Technical Meeting.

    3. PRIZE GIVING CEREMONYAfter each competition, in an award ceremony in the ring, the riders of each class placed inthe first eight places will receive ribbons, and the first three places will receive trophies.

    The Champion and Reserve Champion Awards (Riders and Teams) will be given at the endof the final day of competition at the Awards Ceremony, as well as the SportsmanshipAward.

    4. INSURANCESAll owners and athletes are personally responsible for damages to third partiescaused by themselves, their employees, their agents or their horses. They aretherefore strongly advised to take out third-party insurance providing fullcoverage for participation in equestrian events at home and abroad, and to keep

    the policy up to date.

    The FEI insures all FEI Officials, whose names are published in the FEI Officialslists, against third party liability including Judges, Course Designers, Technical

    Delegates, FEI Stewards, FEI Veterinary Delegates, Para Classifiers, Members ofthe Judges Supervisory Panel and FEI Coaches (FEI MCP Veterinarians arecovered under a different policy):

    - Who are acting for or on behalf of the FEI as stated in the approvedschedule of the Event or who are acting in the scope and course of the FEIsBusiness as described in the final approved schedule; and

    The FEI will NOT insure:

    - National officials officiating at FEI Events; and/or- FEI Officials, who have no official function at the Event.

    The insurance extended is for any liability that the FEI Official incurs to a thirdparty, and for the costs of defending any such claim arising as a result of actionsundertaken by the FEI Official in good faith (including errors and omissions) onbehalf of the FEI. However, the insurance for obvious reasons does not extend

    to any liabilities incurred as a result of an FEI Officials dishonest, fraudulent,malicious, and/or illegal act.

    Should an FEI Official become aware of an incident that he or she believes might

    result in a claim, that FEI Official should notify the FEI immediately and provideall of the facts known to the FEI Official. The FEI cannot guarantee the insurancecoverage described above in circumstances where the FEI Official has good

    cause to believe that there might be a claim and does not provide such timelynotice directly to the FEI.

    EXAMINATION ON ARRIVAL2013 Veterinary Regulations Article 1032

    On arrival at an Event venue all Horses must undergo an examination by a veterinarian toconfirm their identification from their passport, their vaccination status and general health.To protect all horses attending events, any Horse with a questionable health status, withregards to vaccination, disease or other concerns, must be stabled within the isolation facilitiesprovided by the Organising Committee pending a decision on entering the venue.

    HORSE INSPECTIONS2013 Veterinary Regulations Article 1033

    All Horses will be assessed for their orthopaedic fitness to compete during the HorseInspection. Any Horse demonstrating questionable fitness may be referred to the Holding Boxfor further veterinary examination. Horses not deemed fit not to compete will be eliminated

    by the Ground Jury and not be permitted to continue in the competition.

    All Horses competing at the Event are subject throughout the Period of the Event toExamination under Article 1034 of the Veterinary Regulations, the Limb Sensitivity Protocol.The objectives of the Protocol are to: (i) safeguard the welfare of the horse, according to theprinciples outlined in the Code of Conduct for the Horse, and (ii) to ensure a level playingfield for all Athletes. Horses are not eligible to compete when a limb, or part of a limb, ishyposensitive or hypersensitive. Hypersensitive limbs have an excessive or abnormalreaction to palpation. Hyposensitive limbs include any alteration in sensitivity induced by aneurectomy or chemical desensitisation for as long as the alteration in sensitivity persists.

    Horses may be examined under the Protocol at any time during the Period of the Event,including, but not limited to, between rounds and before the Jump Off and they may beexamined once or on multiple occasions. All Horses selected to be tested must submitpromptly to the Examination or are subject to immediate Disqualification. There is noobligation to examine any specific number of Horses during the Event.

    6. EQUINE ANTI-DOPING AND CONTROLLED MEDICATION2013Veterinary Regulations, Chapter VIEQUINE ANTI-DOPING AND CONTROLLED MEDICATION PROGRAMME (EADCMP)

    Within FEI Groups I & II, the Organising Committee should charge competitors theequivalent of CHF 12.50 towards the cost of the EADCMP, which is affected by the FEIVeterinary Department.

    SAMPLING

    All horses competing at FEI Events may be subject to sampling for the presence of FEI EquineProhibited Substances in accordance with the FEI Equine Anti-Doping and Controlled MedicationRegulations (EADCMRs). Horses may be selected for sampling in accordance with obligatorytesting, targeted or random sampling procedures (2013 Veterinary Regulations Article1058).

    The current FEI Equine Prohibited Substances List of Banned Substances and Controlled

    FEI VETERINARIANSAll veterinarians treating Horses during FEI Events, including Team Veterinarians, AthletesPrivate Veterinarians and Treating Veterinarians must be registered with the FEI as FEIVeterinarians either Permitted Treating or Official Veterinarians. Veterinarians must carry theirFEI ID Card with them at all times when in attendance at Events and must present this on therequest of FEI Stewards or Officials. Athletes are advised to ensure that any veterinarian theywish to treat their Horse during an Event is registered in the correct way with the FEI.Registering as an FEI Veterinarian does not give any automatic right to having accreditationwhich is issued by the event Organising Committee.

    9. NOTES TO ORGANISING COMMITTEESFEI Veterinary Delegates must verify that adequate facilities and services are provided bythe Organising Committee prior to the start of the Event, and ensure that FEI Stewards areaware of the requirements for the authorisation of Veterinary Forms, other treatments and theFEI Veterinarian ID Card during Events.

    10. PONIESFor all Pony Events, Ponies must be available for Pony Measurement prior to the Horse

    Inspection (2013 Veterinary Regulations, Chapter IV).

    XI. HUMAN ANTI-DOPINGAt a minimum, and pursuant to the ADRHAs, Organisers must provide the following atEvents where human anti-doping testing is scheduled to take place at least 2 monthsprior to the Event:

    1. One (1) staff member able to act as point of contact and coordinator for theDoping Control Officers (DCOs) with the contact name and details of this staff member tobe communicated to the FEIat least two (2) weeks prior to the starting date of the Event.

    2. Human anti-doping facilities reasonably separated from public activity, consistingof:-one (1) private room exclusively dedicated for use by the DCOs with one (1) table, two(2) chairs, pens and paper and one (1) lockable fridge; and-a waiting room/area with a suitable number of chairs as well as an appropriate amountof individually sealed, non-caffeinated and non alcoholic beverages, which includes a mixof natural mineral water and soft drinks ; and-one (1) private and clean bathroom/toilet, adjacent or as near as possible to the DCOroom and waiting area.

    3. Staff members (or volunteers) of both genders, able to act as Chaperones. Thenumber ofChaperones available to the OCmust be communicated to the FEIas early aspossible following receipt by the OCof the Testing plan for the Event. Please see the

    For Competitions run in two rounds with more than 12 starters in 2nd round:

    OCs that indicate in the schedule that a specific number (that is more than 12) of athletes will

    return for the second round will be permitted to distribute the prize money for that competition

    among all the athletes taking part in the second round, even if the second round is followed by ajump-off in case of a tie on penalties for first place after the second round.
