DIFICULTADES

Conceptual and geographical demarcation of “small areas.”

The costs associated to the maintenance of the nomenclature NUTS below NUTS3 and the maintenance of the statistical information at this level.

It doesn't exist homogenized information that it allows the comparison at different territorial levels following European standards, at least in reference to the primary information.

Elaboration of a flowchart that allows to maintain the information up-to-date.

Difficulties to begin with the elaboration of a system of territorial indicators

Coordination of the entities that they possess information at level of LAU. Secondary Information

Each State Member should be autonomous but arriving to the minimum territorial unit that allows regroupings of territories (20 of 25 have LAU)

To use secondary sources and to work the comparisons (18 OF 25 States offer local information)

The necessity to have information at inferior territorial levels to NUTS3 it requires (I):

• An innovative system that transcends the national frontiers, must base in the experiences that, in this sense, they have been carried out in different territories.

•Vertical bidirectional system (below-up, up-below) and to make use of the resources available in the territory. • It must facilitate the comparative analysis. International harmonized methodology

• The States Members will be those responsible for the summary, elaboration, maintenance and diffusion of the statistics at inferior levels of NUTS3.

The necessity to have information at inferior territorial levels to NUTS3 it requires (II): •To establish some mechanism of collaboration among the institutes of statistical national, the regional ones and the organisms with credibility and enough experience in the territory. •To diminish costs of summary of the information, by means of the coordination of the entities that it has more than enough the territory they provide data below the level NUTS3. •A conceptual and methodological framework (transparent and established) that guides the elaboration of the indicators respecting the principles of reliability, transparency, accessibility, readiness and homogeneity.
