El Gobierno de la República fo-menta el desarrollo de puertos es-tratégicos de clase mundial, que potencien la ubicación geográfica privilegiada de México e impulsen el comercio internacional y el mer-cado interno.

El Sistema Portuario Mexicano está a cargo de la Secretaría de Comunica-ciones y Transportes (SCT), a través de la Coordinación General de Puer-tos y Marina Mercante (CGPyMM), autoridad responsable de la política portuaria nacional y promotora de la participación global de los puertos mexicanos.

Los puertos más importantes de México los ha concesionado el go-bierno mexicano a sociedades mer-cantiles, mediante la figura legal de Administración Portuaria Integral (API), encargada de la planeación, programación, desarrollo, uso, apro-vechamiento y explotación del puer-to en concesión.

Con la incorporación de la API de Coatzacoalcos y Salina Cruz al Co-

rredor Interoceánico del Istmo de Tehuantepec, ahora la CGPyMM de la SCT coordina 14 APIs, constitui-das como empresas públicas prio-ritarias, que tienen concesionados 14 puertos estratégicos federales de México. En estos puertos las ter-minales, instalaciones y servicios son operados por empresas de ca-pital privado, mediante contratos de cesión parcial de derechos, sus-tentados por la Ley de Puertos y la legislación mercantil, y asignados mediante concursos públicos.

Hoy en día la CGPyMM tiene la visión de fortalecer a los puertos mexicanos mediante la creación de Sistemas Intermodales Portuarios y Costeros (SIPCO´s), estos sistemas ayudarán a hacer un cambio de organización te-rritorial en el que los puertos estén integrados en desarrollos regiona-les costeros, asignando funciones prioritarias de acuerdo con su ubi-cación estratégica respecto de los flujos de comercio internacional y de sus características f ísicas; todo sobre principios de desarrollo sus-tentable.

The Mexican Port System is run by the Secretariat of Com-munications and Transpor-tation, through the General Coordination Office for Ports and Merchant Marine, the au-thority in charge of the domes-tic port policy and promoter of the global participation of Mexican Ports.

Management of the top Mexican ports has been granted to part-nerships on a concession basis by the Mexican Government through the Administracion Portuaria In-tegral (API), which is the legal entity running the planning, pro-gramming, development, use and exploitation of the port conces-sions.

With the addition of the API at Coatzacoalcos and Salina Cruz to the Interoceanic Corridor at the Is-

strategic federal ports in Mexico. At these ports, the terminals, facili-ties and services are run by private companies, through agreements Partial Assignment of Rights Agre-ements, as per the Law on Ports, business law, all of this is designa-ted through public bids.

Today the vision of General Coor-dination Office for Ports and Mer-chant Marine is to strengthen the Mexican Ports by creating the In-termodal Port and Coastal Systems (SIPCO); these systems will help to change the land distribution in which ports are integrated as re-gional coastal developments, as-signing priority tasks according to their strategic location in terms of international trade flows and phy-sical characteristics; all of which will be based on sustainable develop-ment principles. .

A través de los años, los Puertos de México han pasado por 3 transfor-maciones importantes, la prime-ra sucedió cuando pasaron de la Secretaría de Marina (SEMAR) a la Secretaría de Comunicaciones y Transportes (SCT), la segunda fue la creación de Puertos Mexicanos y por último cuando se crearon las Administraciones Portuarias Inte-grales (APIS) para convertir la infra-estructura de los puertos en plata-formas de negocios logísticos que agreguen valor a las cadenas logís-ticas de la carga y a sus empresas instaladas.

Throughout the years Mexican Ports have experienced 3 major transformations, the first one took place when their contro-lled was transferred from the Secretariat of the Marine to the Secretariat of Communications and Transportation, the second

one was the creation of Mexican Ports and lastly when the Ad-ministraciones Portuarias Inte-grales were created to turn the Port infrastructure into business platforms that add value to the logistics chain and their installed companies..

Hoy en día, las APIS, buscan evo-lucionar a empresas desarrollado-ras de nuevos negocios marítimo-portuarios, en las regiones costeras donde se ubican promoviendo el de-sarrollo de la industria, servicios lo-gísticos, parques industriales, ener-géticos, entre otros.

Se definirán a los puertos como una organización territorial cuya función sea la de promover el desarrollo cos-tero con un concepto integral, que vaya más allá de impulsar empresas incubadoras de negocios marítimo-portuarios.

Today the Administraciones Por-tuarias Integrales attempt to evolve into companies that crea-te new marine port businesses in coastal areas where they pro-mote the growth of the industry, logistics centers, industrial parks, oil-related fields, among others.

Ports will be defined as land areas whose main job will be to pro-mote coastal development in an integrated manner, beyond the

promotion of companies creating new marine/port businesses.

To that end, the SIPCOS will help us change the land areas whe-re port will be built as regional coastal developments, assigning priority tasks in accordance with their strategic location relative to the international trade flows and physical characteristics, all of this based on sustainable develop-ment principles.

Para ello, los SIPCOS, nos ayudarán a hacer un cambio de organización territorial donde los puertos estén integrados en desarrollos regionales costeros, asignando funciones prio-ritarias de acuerdo con su ubicación estratégica respecto de los flujos de comercio internacional y de sus ca-racterísticas físicas; todo sobre prin-cipios de desarrollo sustentable.

Con esto, el Sistema Portuario Na-cional se estaría reorganizando para dar paso a la conformación de cinco SIPCOS: el del noroeste, cen-tral, sureste, noreste y peninsular; con lo que se logrará impulsar las rutas regulares de cabotaje y nave-gación de corta distancia.

El SIPCO Noreste estará com-puesto por los Puertos de Alta-mira y Tampico donde se buscará impulsar y reforzar las fortalezas de cada uno procurando su voca-ción, convirtiéndolos en Puertos complementarios.

In this manner, the Domestic Port System will be reorganized in order to create five SIPCOS: Northwestern, Central, Southeas-tern, Northeastern and Peninsu-lar Systems; resulting in fostering regular cabotage routes and short-distance navigation.

The Northeastern SIPCO inclu-des the Ports of Altamira and Tampico where efforts will be made to leverage and reinforce their strengths to better fulfill their jobs and become additio-nal Ports.

El Puerto de Altamira cumple este año 35 años de operación, se carac-teriza como un puerto joven con grandes oportunidades de creci-miento donde su proyección final permitirá la operación simultánea de 90 embarcaciones y un calado en sus canales de navegación de 50 pies (15.24m.). Es un puerto industrial que permite hacer más rentables las operaciones en las cadenas logísti-cas gracias a la cercanía de su zona industrial con los frentes de agua, lo-grando hacer más viables las opera-ciones de importación y exportación de la industria.

El Complejo Industrial Portuario de Altamira, es hoy, el proyecto más jo-ven de su tipo en el Sistema Portua-rio Nacional, con más de 9,500 hec-táreas, esto lo convierte en el Puerto con mayores posibilidades de desa-rrollo y perspectivas de crecimiento en el país y en América Latina.

Zona de Desarrollo.- Cuenta con un área de 5,098 hectáreas, que rodean el recinto portuario para desarrollar cualquier tipo de proyecto industrial, ofreciendo un gran potencial para nuevos negocios portuarios con alta rentabilidad a corto y mediano pla-zo. Actualmente se encuentran más de 1,780 hectáreas disponibles.

En esta área se encuentran más de 40 industrias de origen nacional y extranjero que conforman lo que

ahora es el clúster petroquímico más importante del país.

Cordón ecológico.– Con el obje-tivo de proteger y crear una di-visión natural entre la ciudad y la industria se cuentan con 1,422 hectáreas de Cordón ecológico, mismas que rodean el desarrollo del Complejo Industrial Portua-rio. Este Cordón Ecológico cumple con 2 funciones primordiales para la preservación y el desarrollo del

Green Belt – In order to protect and create a natural barrier bet-ween the city and the industry there is a 1422-hectare Green belt

This Green Belt’s job is twofold, it helps in preserving and developing the port, the first one is to preserve the wildlife and flora of the region preventing the port’s development to affect the ecosys-tem and the second one is to crea-te an ideal environment to set up a company preventing the urban sprawl to invade the port’s opera-ting and development areas.

This Green Belt allows to perform major operations with oversized loads, given that the development and facilities areas are exclusive for industrial and port operations thus securing the proper opera-tion and coordination among users. An instance of this was the receipt of megatanks (boilers) that were sent to Pemex’s coker at the Tula Refinery in the state of Hidal-go, which has been the biggest logistics operation ever performed in Mexico.

Este cordón ecológico es el que permite que se puedan desempe-ñar importantes maniobras con cargas sobredimensionadas, ya que al mantener las áreas de de-sarrollo y recinto exclusivo para las operaciones industriales y portua-rias se garantiza un correcto fun-cionamiento y coordinación entre los usuarios, un ejemplo de esto fue la recepción de los Megatanques (Calderas) para la planta coquiza-dora de Pemex en la Refinería de Tula, Hidalgo, la cual ha sido la ope-ración logística más grande realiza-da en México.

Una terminal portuaria es la instala-ción o conjunto de estas, que cons-tituyen la interface entre el modo de transporte marítimo y los demás modos de transporte como el terres-tre y ferroviario.

Actualmente, el Puerto de Altamira es uno de los de mayor relevancia a nivel nacional. Está equipado para manejar una amplia gama de carga gracias a sus 13 terminales especia-lizadas. El Puerto de Altamira ha tenido una proyección considerable, gracias al trabajo en conjunto de todos los que conforman la Comunidad Portuaria, iniciativa privada y pública haciendo sinergia para continuar con el desa-rrollo y crecimiento del Puerto.

Hoy en día en el Puerto de Altamira se manejan 5 tipos de carga diferen-te que son los fluidos petroquímicos, carga contenerizada, carga general suelta, carga granel mineral y agrí-cola, sin embargo, con la instalación de las nuevas terminales se maneja-rá un sexto tipo de carga, los fluidos petrolíferos. Con la incorporación de este último el Puerto de Altamira contará con la capacidad y condicio-nes de manejar y operar cualquier tipo de carga existente.

A port terminal is a facility or a series of facilities that constitute an inter-face between the mode of maritime transportation and the rest of the modes of transportation such as road and rail transportation.

Today the relevance of the Port of Altamira is one of the highest na-tionwide; it is equipped to handle a large array of general and spe-cialized cargo thanks to its 13 spe-cialized terminals. These marine terminals have 19 docking posi-tions, all of which are state-of-the-art infrastructures that yield high productivity levels.

The projection of the Port of Al-tamira has been significant,

thanks to the joint work of those that belong to the Port Commu-nity, private and public sectors creating the synergy to continue the development and growth of the Port.

Today the Port of Altamira han-dles 5 types of different cargo, including petrochemical fluids, unitized cargo, loose cargo, bulk mineral cargo and agricultural bulk, however with the installa-tion of new terminals a sixth type of cargo, oil fluids, will be added. With the incorporation of the lat-ter, the Port of Altamira will have the capacity and conditions to handle and operate any type of existing cargo.

La industria en el Puerto de Altamira inició en 1959 con la instalación de la primera planta Dupont (Chemours), que hoy en día es líder global en la producción de Dióxido de Titanio, siendo la única planta de su tipo en América Latina.

Así mismo, continuaron importantes inversiones como Negromex (Grupo Kuo) dedicada a la producción de hule sintético, gracias al butadieno que se recibe en su terminal, siendo la materia prima para la elaboración de este producto.

Posteriormente, se sumó la indus-tria Petrocel a lo que hoy conoce-mos como Corredor Petroquímico, para la producción del PTA y PET, productos provenientes del paraxile-no, propileno y ácido acético. Conti-nuamente se fueron sumando más

industrias al Puerto de Altamira, que hoy en día llegan a más de 40 empresas nacionales y extranjeras instaladas en esta zona, sumando una inversión en este sector de más de 6,000 millones de dólares ame-ricanos. En este importante clúster petroquímico se genera el 30% de la producción nacional de productos petroquímicos de nuestro país, colo-cándolo como líder en producción y exportación de: hules sintéticos, ne-gro de humo, resinas termoplásticas, pigmento blanco, D.M.T., polipropile-no, A.B.S. y P.V.C.

Lo anterior, convierte al Puerto de Altamira en el principal clúster pe-troquímico privado de México, con una producción de 2.3 millones de toneladas anuales, con el 70% de la capacidad de producción instalada en el país.

Complejo Industrial

Industrial ComplexThe industry at the Port of Al-tamira started out in 1959 with the installation of the first Du-Pont (Chemours) plant, a world leader in the production of tita-nium dioxide and the only site of its kind in Latin America.

Likewise, major investments continued with Negromex (Kuo Group), which is involved in the production of synthetic rubber thanks to the butadiene, a raw material used in this product, received at its terminal.

Later, Petrocel joined them in what today is called the Petro-chemical Corridor for the pro-duction of PTA and PET, which are products derived from pa-raxylene, propylene and acetic acid.

More industries were conti-nuously added on to the Port of Altamira, today there is a total of over 40 domestic and inter-national companies installed in this area, and collectively they account for an investment of 6 billion USD. This major petro-chemical cluster generates 30% of the domestic petrochemical production nationwide, leading the production and exporta-tion of: synthetic rubber, car-bon black, thermoplastic resins, white pigment, DMT, polypro-pylene, ABS and PVC.

La mayoría de los insumos que re-quieren estas industrias en el Co-rredor Petroquímico y en el Parque Industrial para la fabricación de sus productos provienen de las Termi-nales instaladas en nuestro Puerto, como lo son el butadieno, estireno, cloruro de vinilo, acrilonitrilo, mo-noetilglicol, ácido acético, ciclo hexa-no, propileno, paraxileno, coque de petróleo y gas natural licuado.

Los principales productos que se producen en las Industrias de Al-tamira incluyen dióxido de titanio (pigmento blanco), policloruro de vinilo (PVC), ácido tereftalico (TPA), polietileno tereftalato (PET), polipro-pileno, hule sintético, aditivos plásti-cos, fibras acrílicas, resinas, láminas de acero galvanizadas entre otros. Estas industrias cuentan con una vocación altamente orientada a las exportaciones comercializando sus productos en más de 55 países de los 5 continentes.

The above makes the Port of Al-tamira the largest private petro-chemical cluster in Mexico, with an overall production of 2.3 mi-llion tons a year, accounting for 70% of the installed production capacity in the nation. Most inputs required by these in-dustries at the Petrochemical Co-

Hoy en día, el Parque Industrial del Puerto representa el área de indus-tria pesada con mayor potencial de crecimiento en el estado de Tamau-lipas.

Es importante destacar que las em-presas del corredor petroquímico y parque industrial han organizado asociaciones, grupos de trabajo y alianzas estratégicas para repre-sentar sus intereses, por lo que las nuevas empresas que aterrizan en el Puerto encuentran un ambiente empresarial propicio y favorable, tra-yendo consigo grandes beneficios a la comunidad y sociedad, generan-do miles de empleos en la zona, de-sarrollo en la ciudad y un bienestar en sus familias.

Today, the Port’s Industrial Park accounts for the heavy industry area with the biggest potential

En este complejo portuario/industrial participan cientos de empresas, las cuales forman parte de las diferentes actividades que se llevan a cabo día a día en el puerto. Estas actividades conllevan la sinergia de muchos de ellos ya que se relacionan en un mis-mo proceso para la generación de un producto final; y es aquí donde real-mente se calcula el impacto que tiene este polo de desarrollo en la economía de las familias.

El Puerto de Altamira registra una de-rrama económica de más de 57 mil millones de pesos anuales, equivalen-te al 39% del Producto Interno Bruto (PIB) de la zona conurbada y el 11% del PIB estatal, esto quiere decir que 1 de cada 10 pesos que produce el estado es generado por empresas que labo-ran en o con el Puerto de Altamira.

En cuestión de empleos, el Puer-to genera más de 43 mil empleos directos e indirectos, esto es equi-valente a que en la zona conur-bada alrededor de 15 de cada 100 personas económicamente activas tienen una relación laboral con el Puerto de Altamira.

Estos datos marcan una pauta impor-tante para gobernantes, inversionis-tas, instituciones educativas, macro/microempresarios y ciudadanos en general para la toma de decisiones, es por ello el interés que se tiene de infor-mar y crear una cultura portuaria en la ciudadanía, que sea de conocimiento general las grandes oportunidades y beneficios que tenemos al contar con un puerto activo y en constante cre-cimiento.

Contribución Económica

Economic ContributionHundreds of companies par-ticipate at this Port/Industrial Complex, which take part in di-fferent activities performed at the Port on a daily basis. These activities involve the synergy of multiple companies that work together in the same process to produce a final product, and it is here where we can assess the impact that this develop-ment hub has for the economy of families.

The Port of Altamira records a spillover of more than $57 Billion Mexican Pesos a year, which accounts for 39% of the GDP in the tri-city area and 11% of the State GDP, this means that 1 out of every 10 Pesos sta-tewide is generated by com-panies working at or with the Port of Altamira.

In terms of jobs, it was deter-mined that the Port genera-tes 43, 000 direct and indirect jobs, this means that in the tri-city area 15 out of every 100 economically active people are employed at the Port of Altamira.

This data reveals a major pat-tern for governors, investors, educational institutions, large and small-scale entrepreneu-rs and citizens for decision-making, for this reason there is an interest in informing and creating a port culture among citizens, for them to be aware of the great opportunities and benefits they enjoy by having an actively operating and con-tinuously growing Port.

The Port of Altamira has a com-petitive edge, a very significant point is its excellent connectivity due to its location and proximity to the industry allowing to set up a hub of production and services chains, where the customer finds the required resources to compe-te globally.

El Puerto de Altamira cuenta con una gran ventaja competitiva, un punto muy significativo es su exce-lente conectividad ya que gracias a su ubicación y a la cercanía con la industria permite establecer un nú-cleo de cadenas productivas y de servicios, donde el cliente encuentra los recursos necesarios para compe-tir a nivel global.

Altamira se conecta por carretera y ferrocarril con las principales regio-nes económicas donde se genera el 70% del producto interno bruto del país, principalmente en la zona No-reste y Centro – Bajío de la República Mexicana.

Respecto a la conectividad carrete-ra, al interior del Recinto Portuario se cuenta con más de 79 kilómetros de una excelente infraestructura vial que conecta a las diferentes terminales marítimas con la industria y patios de almacenamiento que les rodean.

Altamira is connected by road and rail to major econo-mic regions where 70% of the country’s GDP is generated, mainly the Northeast and Cen-tral Mexico, as well as the Bajio Area.

En lo que respecta a la red carrete-ra, la vía Tampico-Victoria-Monterrey conecta con los mercados del nores-te y la franja fronteriza; del mismo modo se puede llegar rápidamente a la zona metropolitana de la Ciudad de México, Guanajuato, Querétaro y Occidente a través de la carretera Tampico-San Luis Potosí.

En el Puerto de Altamira existen más de 70 compañías dedicadas al servi-cio del autotransporte que sirven a los usuarios del puerto, para atender los distintos orígenes y detinos de la carga.

En cuanto a la conectividad ferrovia-ria, las dos principales líneas férreas que tiene el país brindan servicio en el Puerto de Altamira. Una de ellas es Ferromex, la cual es una empresa que tiene la concesión para brindar este servicio en el Puerto y abaste-cer la zona noreste y occidente de México, la línea férrea Kansas City Southern cuenta con la facultad de brindar servicios con destino al cen-tro del país, cabe destacar que Alta-mira es de los pocos puertos donde se puede trabajar con ambas líneas, esto debido a un esquema de dere-chos de paso entre ambas conce-sionarias ferroviarias, lo cual amplía considerablemente las posibilidades del Puerto como nodo logístico.

With respect to the road network, the Tampico-Victoria-Monterrey Highway connects to the Nor-theast Markets and the Border Area; likewise, Mexico City, Gua-najuato, Queretaro and the West can be easily reached by taking the Tampico-San Luis Potosi Highway.

At the Port of Altamira there are over 70 companies at the Port engaged in providing freight ser-vices that serve the Port users by reaching domestic destinations and points of origin. In terms of railway connectivity,

the two mail railway companies in the country serve the Port of Al-tamira. One of them is Ferromex, a company that owns the con-cession to serve the Port and su-pply the Northeast and West of Mexico; the Kansas City Southern can provide services with desti-nations in Central Mexico, it must be noted that Altamira is one of the few ports where you can work with both lines. This is thanks to a right of way scheme between both railway concession-holders which considerably increases the possibility for the Port to become a logistics hub.

En la conectividad marítima, el Puerto de Altamira tiene conexión directa con más de 115 puertos en el mundo. Actualmente se cuenta con 17 líneas navieras de servicio re-gular que ofrecen 13 servicios para el manejo de contenedores con co-

nexión a los principales puertos al-rededor del mundo, así como otras importantes líneas navieras que brindan servicios a las cargas au-tomotrices, carga general, gráneles agrícolas, minerales, fluidos y gas natural.

Gracias a la labor y trabajo en con-junto que han llevado a cabo la Ad-ministración Portuaria Integral de Altamira (API Altamira) y el Servicio de Administración Tributaria (SAT) se cuenta con 2 herramientas que han permitido la atracción de im-portantes proyectos de carga para el puerto.

Recinto Fiscalizado Autorizado (RFA)Con el objetivo de fomentar la ex-pansión del Puerto de Altamira, la

API gestionó una autorización para prestar los servicios de manejo, al-macenaje y custodia de mercan-cías, con lo que se formalizó el Re-cinto Fiscalizado Autorizado. Hoy en día cuenta con 9.3 hectáreas para brindar sus servicios de al-macenaje y custodia a clientes con carga contenerizada y carga gene-ral suelta. Dentro del esquema RFA se cuenta con facilidades fiscales que nos han permitido la atracción de importantes proyectos para el puerto en el sector automotriz.

Authorized Bonded Warehouse (RFA)In order to promote the expan-sion of the Port of Altamira, API secured an authorization to provide goods handling, stora-ge and custody services, whe-reby it created the Authorized Bonded Warehouse. Today it is a 9.3-hectare area that provides storage and custody services to customers with containerized cargo and general loose cargo. The Authorized Bonded Ware-house offers fiscal facilities that have attracted major projects to the Port in the automotive sector.

Strategic Bonded Warehouse (RFE) In October 2015, Altamira API and SAT formally created the first Stra-tegic Bonded Warehouse (RFE) for maritime operations in the nation in order to promote competitive-ness among foreign trade compa-nies.

The RFE allows the temporary in-troduction of foreign, national and nationalized goods without paying foreign trade taxes that later will

be subjected to handling, storage, custody, exhibition, sale, distribu-tion, preparation, transformation or repair, in addition to this there are fiscal benefits obtained, swift handling of non-tariff restrictions and Official Mexican Standards in customs processing, lower storage periods, cost reduction, etc., so that when the goods have completed their transformation process the final regime they will fall under can then be determined to conti-nue on with the business process.

This tool was necessary to ca-rry out the oil platform cons-truction projects, since each platform takes around 1 to 3 or 4 years to be built, depending on the nature of the project. By using the Strategic Bonded Warehouse, it may help increa-se the company’s productivity in terms of logistics and foreign trade, since the goods may be prepared, stored and changed without having to remove them from customs.

Recinto Fiscalizado Estratégico (RFE)En Octubre de 2015 la API Altamira y el SAT logran formalizar el primer Recin-to Fiscal Estratégico (RFE) para ope-raciones marítimas del país, creado para promover la competitividad de las empresas en el ámbito de comer-cio exterior.

El RFE permite la introducción tem-poral de mercancías extranjeras, na-cionales o nacionalizadas sin el pago de impuestos al comercio exterior, para posteriormente poder ser objeto de manejo, almacenaje, custodia, ex-hibición, venta, distribución, elabora-ción, transformación o reparación, ob-teniendo además diversos beneficios fiscales, agilidad en el trámite de res-tricciones no arancelaria y NOM´s, en trámites aduanales, disminución en los tiempos de almacenaje, reducción de costos, entre otros, para cuando

la mercancía termine su proceso de transformación se pueda destinar a un régimen definitivo para continuar con su proceso comercial.

Esta herramienta era necesaria para llevar a cabo los proyectos de cons-trucción de plataformas petroleras, ya que cada plataforma tarda de 1 hasta

3 o 4 años en su fabricación, depen-diendo el proyecto. El utilizar un Re-cinto Fiscalizado Estratégico puede ayudar a incrementar la productivi-dad de las empresas en materia de logística y comercio internacional, ya que permite acondicionar, conservar o modificar las mercancías sin necesi-dad de retirarlas de la aduana.

• Cadena Logística de la Industria PetroquímicaLas empresas internacionales líderes en el sector petroquímico han en-contrado en el Puerto de Altamira la ubicación estratégica para la insta-lación de sus plantas, ya que tienen

la facilidad de importar sus materias primas a través de las diferentes ter-minales especializadas en el manejo de fluidos, por lo que se recibe, alma-cena y distribuye a sus plantas, para después transformarlas en materias primas básicas para la industria del plástico, eléctrica, alimentos, farma-céutica entre otras. Una vez termina-do el producto, puede ser enviado al Puerto para su exportación marítima para el mercado extranjero, así como puede atender el mercado nacional. Lo que se traduce en la reducción al máximo sus costos logísticos y les permite llegar a nuevos mercados.

• Logistics chain in the petrochemical industryLeading international compa-nies in the petrochemical sector have found a strategic location for their sites at the Port of Alta-mira given that they find it ea-sier to import their raw materials through the different speciali-zed terminals that handle fluids which are received, stored and distributed to their plants, and transform them into basic raw materials for the plastics, elec-trical, food and pharmaceuti-cal industries, among others. Once the product is completed, it may be sent to the Port to be exported to foreign markets by sea, as well as to serve the do-mestic market. • Gasoducto Sur de Texas-TuxpanDerivado de la versatilidad del Puerto y las terminales especia-lizadas en los diferentes tipos de carga que operan en él, Altamira se convirtió en el centro de produc-ción, logística y distribución de la tubería para este ducto, este pro-yecto consistió en la construcción de un gasoducto de poco más de 500 kilómetros en el lecho del mar, conectando al Sur de Texas con Al-tamira y Tuxpan, el cual permite la importación de gas natural a un costo competitivo.

• Manejo de Carga SobredimensionadaEste Puerto ha sido planeado y dise-ñado para operar proyectos especia-les. Un ejemplo de ello son los Mega-tanques para la planta coquizadora de Pemex en la Refinería de Tula, Hidalgo, y la recepción de las piezas para la construcción de los parques eólicos en el País. Derivado del gran éxito en la operación de estos últi-mos, la empresa Windarmex decidió invertir en el Puerto para la cons-trucción de su planta de producción de componentes eólicos que den abasto a la creciente demanda de energías limpias..

• Crecimiento de la Carga AutomotrizLa Carga Automotriz es una de las que mayor auge y crecimien-to han presenciado durante estos años, en 2012, se movían por el Puerto apenas 37 mil autos, mien-tras que al cierre de 2019 se con-tó con el movimiento de 305 mil vehículos automotores, lo que nos da un crecimiento del 824% en este rubro.

• Southern Texas-Tuxpan Gas PipelineDue to the versatility of the Port and the specialized ter-minals for different cargo handled therein, Altamira became the pipe production, logistics and distribution cen-ter for this pipeline, this pro-ject consisted in laying a gas pipeline a little over 500 kilo-meters long on the seabed connecting Southern Texas and Tuxpan, thus allowing importing natural gas at a competitive cost..

• Oversized Cargo HandlingThis Port has been planned and designed to operate spe-cial projects.

An example is the megatanks shipped to the Pemex Coking Plant in the Tula, Hidalgo Refinery, and the handling of parts for the construction of wind farms in the nation. En el Puerto de Altamira cada año se trabaja para ayudar a mejorar la condición de la sociedad y fortalecer el vínculo que existe entre el puerto y la sociedad, es por ello por lo que se han implementado actividades con las cuales se busca tener un impacto positivo y crear una cultura portuaria en la sociedad.

Estas actividades se llevan a cabo haciendo sinergia con todas las in-dustrias, terminales y empresas de servicio instaladas en el Puerto de Altamira, entre los programas más significativos encontramos:

• Visitas Guiadas; las cuales se dan a estudiantes de escolaridad media superior en donde se les brinda un amplio recorrido por el Puerto, con la finalidad de que conozcan sus ins-talaciones, funciones, y darles a co-nocer las ventajas competitivas que este Puerto ofrece.

• Programas de apoyo en caso de desastre natural; consiste en la recolección de víveres y artículos de primera necesidad para todas aquellas comunidades que lleguen a resultar afectadas por algún fe-nómeno meteorológico, algunos ejemplos de estos programas son los que se llevaron a cabo en 2016 cuando se entregaron poco más de 5 toneladas en víveres debido a las inundaciones sufridas ese año y derivado a los sismos del 2017 se mandó un camión con cerca de 20 toneladas para el estado de Oaxaca.

At the Port of Altamira we work each year to improve the condi-tions of the community and we strengthen the link that exists bet-ween the Port and the communi-ty, for this reason, several activities have been organized to have a positive impact and to instill port awareness in the community.

These activities are carried out by creating a synergy with the industries, terminals and service companies installed at the Port of Altamira, below are some of the most relevant programs:

• Guided visits, which are avai-lable to high school students who are taken on a long tour of the Port, so they can get to see the facilities, operations and gain an understanding of the competitive edge that the Port provides.

• Natural Disaster Aid; this con-sists in collecting food and ba-

sic needs items for communities affected by weather conditions; an example of this dates back to 2016 when over 5 tons of food were distributed due to floods expe-rienced on that year and in 2017, on account of the earthquake, a truck was sent with 20 tons of food to the state of Oaxaca.

•Donations Program to Charity Institutions; throughout this year we held activities to help out the Community Children´s Support Center located near the Port; the activities included donating tools to maintain the facilities, in addi-tion to toys, sweets, and piñatas to celebrate special days for the children.

• Education Support Programs: this program consists in helping schools close to the Port by collec-ting school supplies to help out the household economy and edu-cation.

• Programas de donación a institu-ciones de beneficencia; en el trans-curso del año realizamos actividades en favor de los Centros de Asistencia Infantil Comunitario (CAIC) que se en-cuentran cerca del Puerto, donde se realizan actividades de donación de herramientas que ayuden a sus insta-laciones además de juguetes, dulces y piñatas para festejarles días especia-les a los niños.

• Programas en apoyo a la edu-cación; este programa consiste en apoyar a las escuelitas más cerca-nas al Puerto con actividades para la recolección de útiles escolares, los cuales se forman en paquetes com-pletos de instrumentos para brindar un apoyo a la economía familiar y a su educación.

Como parte del Sistema de Gestión Ambiental y el cumplimiento de la MIA Regional (Manifiesto de Impac-to Ambiental modalidad regional) hemos implementado diversos pro-gramas que nos han permitido tener un crecimiento ordenado y en armo-nía con nuestro medio ambiente, convirtiéndose en una de las prin-cipales actividades del Puerto para vivir en un mundo mejor.

El Programa Integral de Manejo Am-biental (PMA) propone la implemen-tación de 6 subprogramas con el fin de reducir la significancia de los impactos ambientales asociados al proyecto MIA-R Puerto:• Supervisión ambiental.• Conservación y restauración de suelos.• Monitoreo de la calidad del agua.• Rescate, manejo y reubicación de flora silvestre y operación del vivero “El Edén”.• Reforestación y protección de la vegetación.• Rescate, manejo y reubicación de fauna silvestre.

As part of the Environmental Ma-nagement System and in com-pliance with the Regional Envi-ronmental Impact Statement, we have implemented several pro-grams that have allowed an or-derly and harmonious growth in our environment, becoming one of the main activities at the Port to live in a better world.

The Integrated Environmental Management Program (PMA) has proposed the implementa-tion of 6 subprograms to reduce the significance of the environ-mental impacts linked to the MIAR-R Port Project.

• Environmental Supervision• Soil Conservation and Restoration• Water Quality Monitoring • Rescue, Handling and Reloca-tion of Wild Flora and El Eden Nursery Operation

• Reforestation and protection of vegetation• Wildlife Rescue, Handling and Relocation

Likewise, the PMA’s general ob-jective is to ensure and document the execution of environmental control measures proposed by MIA-R and compliance with the terms and conditions of the reso-lution letter in terms of environ-mental impact.

In addition to these actions, the Administration Portuaria has raised awareness in the com-munity, by rolling out diverse campaigns, among the most relevant: “Release of Ridley Sea Turtles” and Beach Clean-Up, asking the Port Companies and the community at large for their involvement.

Asimismo, el PMA tiene como ob-jetivo general el asegurar y docu-mentar la ejecución de las medidas de control ambiental propuestas en la MIA-R y el cumplimiento de términos y condicionantes del ofi-cio resolutivo, en materia de im-pacto ambiental.Además de estas acciones la Admi-

nistración Portuaria ha procurado la concientización de la sociedad, por lo que se han realizado distin-tas campañas para ello, dentro de las que destacan “La liberación de la Tortuga Lora” y la Limpieza de las playas, integrando en ellas a las empresas de la Comunidad Por-tuaria y sociedad en general.

• Muelle de carga de LNG tipo “T”, consistente en 10 duques de alba y una plataforma de descarga con una distancia aproxi-mada de 390 m. entre el primer duque de alba lado oeste hasta el último duque de alba lado este y con una profundidad pro-medio la dársena de atraque de 14 metros y un calado máximo de 12.19 metros.• Cuatro brazos de descarga con un diámetro de 16” consistente en: 3 brazos para descarga de líquido y uno para vapor.• Tubería de 36” de diámetro por donde se desplaza el LNG ha-cia los tanques de carga.• Dos tanques de almacenamiento de LNG, criogénicos de do-ble contención con capacidad de 150,000 m3 cada uno.• Equipo contra-incendio consistente de una bomba de diesel, una bomba eléctrica, dos bombas “jockey”, una red de tubería equipada con válvulas, monitores e hidrántes y un tanque de almacenamiento de agua con capacidad para 2 horas de sumi-nistro y como respaldo cuenta con equipo de bombeo de agua de mar a la red contra-incendio.

600 m waterfront, permitting the doc-kage of ships of up to 260m length, 32.20 m beam and up to 80,000 tons of cargo; with two docks. Dock 1 is 120m long by 32 m wide, and an official draft of 40 feet (12.20 m.). Equipped with a conveyor system to operate bulk cargo, the system discharges directly on to the yards with a capacity of 1,600 tons/hr.

Dock 2 is 120 m. long by 40 m wide and an official draft of 40 ft (12.20 m). Two duty-cycle land Clyde 24 cranes with a structural beam for 36 tons and loading/unloading capacity of 600 tons / hr each. Two duty-cycle cranes: one 140 mobile harbor crane Liebherr LHM-550 to loading/unloading capa-city of 750 tons / hr. and one Clyde 20 crane with structural beam with 18 tons and loading/unloading capacity of 300 tons / hr.

We can receive ships of up to 80,000 tons of cargo,ship gears or gearless ships, also can be self-unloaded ships.

38 hectares of open storage yards, with a 50 cm soil-cement finish of high hardness and resistance, with a stora-ge capacity of 700,000 tons.

The yards have 900 m. of railroad tracks in a double spur within the yard for the daily loading/unloading of up to 300 railcars.

Bonded terminal for import or export loads. Operating 24 hours per day 365 days a year.

The equipment necessary for un-loading the ship, transport of the dock to the yards and storage and loading of trucks and railcars, is provided by terminal in an all inclusive rate.

The terminal is fully enclosed with clo-sed-circuit cameras and television in the yards of the terminal.
