El Puerto de Altamira es un puerto global, dotado de infraestruc-tura y servicios para atender cargas que demandan economías de escala y altos rendimientos.

Ha impulsado el desarrollo del principal clúster petroquímico pri-vado de México y alberga, en su recinto portuario y en su parque industrial, a empresas de clase mundial.

El Puerto de Altamira tiene un enorme potencial de crecimien-to, gracias al dinamismo de sus mercados, a su disponibilidad de áreas para nuevos negocios portuarios o industriales y a su pri-vilegiada ubicación geográfica cercana a las zonas de extracción profunda de hidrocarburos, tanto de México como de Estados Unidos.

La tendencia creciente de formación y desarrollo de empresas altamente productivas en el parque industrial de Altamira está generando importantes volúmenes de carga y la consecuente demanda de servicios logísticos y portuarios.

Altamira se ha distinguido como uno de los puertos de mayor crecimiento en los últimos años presentando crecimientos sos-tenidos en todos sus tipos de carga.

Los grandes espacios operativos y territoriales del Puerto de Altamira también favorecen el desarrollo de líneas de negocio portuarias especializadas, como la de construcción de platafor-mas marinas, el movimiento de piezas sobredimensionadas y de automóviles, entre otros.

Hoy el Puerto de Altamira ocupa el 1er lugar en el movimiento total de fluidos petroquímicos, 2° en el manejo de automóviles por el Golfo de México y el 4° lugar en el movimiento total de carga a nivel nacional y de contenedores, lo que lo convierte en uno de los 4 puertos más importantes del país.

The Port of Altamira has a tremendous growth potential thanks to its dynamic markets, to the availability of space for new port or industrial companies and to its privileged geographical loca-tion near deep oil extraction areas in the US and Mexico.

El Gobierno de la República fomenta el desarrollo de puertos es-tratégicos de clase mundial, que potencien la ubicación geográ-fica privilegiada de México, que impulsen las exportaciones, el comercio internacional y el mercado interno.

El Sistema Portuario Mexicano está a cargo de la Secretaría de Comunicaciones y Transportes (SCT), a través de la Coordina-ción General de Puertos y Marina Mercante (CGPyMM), autori-dad responsable de la política portuaria nacional y promotora de la participación global de los puertos mexicanos.

Los puertos más importantes de México los ha concesionado el gobierno mexicano a sociedades mercantiles, mediante la figura legal de Administración Portuaria Integral (API), encargada de la planeación, programación, desarrollo, uso, aprovechamiento y explotación del puerto en concesión.

Los puertos mexicanos concesionados a APIs son autosuficien-tes, productivos y competitivos.

The Government of the Republic is promoting the development of world-class strategic ports that leverage the privileged geo-graphical location of Mexico, that foster exportations, foreign trade and the internal market.

The Mexican Port System is run by the Secretariat of Commu-nications and Transportation, through the General Coordination Office for Ports and Merchant Marine, the authority in charge of the domestic port policy and promoter of the global participa-tion of Mexican Ports.

Management of the top Mexican ports has been granted to partnerships on a concession basis by the Mexican Government through the Administracion Portuaria Integral (API), which is the legal entity running the planning, programming, development, use and exploitation of the port concessions.

Mexican Ports run by API on a concession basis are self-suffi-cient, productive and competitive.

The Coordination Office of Ports and Merchant Marine at the Secretariat of Communications and Transportation runs 16 API companies, which were incorporated as top public compa-nies that manage 16 strategic federal ports in Mexico. At the-se ports, the terminals, facilities and services are run by private companies, through agreements Partial Assignment of Rights Agreements, as per the Law on Ports, business law, all of this is designated through public bids. Today there is a movement to make the Mexican Port System grow stronger through the creation of the Sistemas Intermodales Por-tuarios y Costeros (Intermodal Port and Coastal Systems), these systems will help change the way the land distribution is managed at ports that belong to regional coastal developments by assigning priority tasks in accordance to their strategic location relative to international trade flows and physical characteristics; all of this is based upon sustainable development principles.

La CGPyMM de la SCT coordina 16 APIs, constituidas como empresas públicas prioritarias, que tienen concesionados 16 puertos estratégicos federales de México. En estos puertos las terminales, instalaciones y servicios son operados por empresas de capital privado, mediante contratos de cesión parcial de dere-chos, sustentados por la Ley de Puertos y la legislación mercan-til, y asignados mediante concursos públicos.

Hoy en día se quiere fortalecer el sistema portuario mexica-no mediante la creación de Sistemas Intermodales Portuarios y Costeros (SIPCO´s), estos sistemas ayudaran a hacer un cambio de organización territorial en el que los puertos es-tén integrados en desarrollos regionales costeros, asignando funciones prioritarias de acuerdo con su ubicación estratégica respecto de los flujos de comercio internacional y de sus ca-racterísticas físicas; todo sobre principios de desarrollo sus-tentable.

El Puerto de Altamira cumple este año 34 años de operación, se caracteriza como un puerto joven con grandes oportunidades de crecimiento donde su proyec-ción final permitirá la operación simultanea de 90 embarcaciones y un calado en sus canales de na-vegación de 50 pies. Es un puerto industrial que permite hacer más rentables las operaciones en las cadenas logísticas gracias a la cercanía de su zona industrial con los frentes de agua, logrando hacer más viables las operaciones de importación y exportación de la industria.

El Complejo Industrial Portuario de Altamira, es hoy, el proyecto más joven de su tipo en el Sistema Portuario Nacional, con más de 9,500 hectáreas, que lo convierte en el de mayores posibili-dades de desarrollo y perspectivas de crecimiento en el país y en América Latina.

This year the Port of Altamira will celebrate 34 years in ope-ration, it is characterized as relatively new with great opportu-nities for growth, and in its final projections the simultaneous operation of 90 vessels and a 50-ft. draft navigation channels will become a reality. It is an industrial port that makes operating the logistic chains more profitable due to the proximity of the industrial area to the waterfront, thus making the industry im-port/export operations run smoothly.

Recinto Portuario. - Conformado por 3,075 hectáreas, de las cuales actualmente se encuentran disponibles 1,775 hectáreas, destinadas al desarrollo de terminales, canales de navegación, proyectos portuarios y futuras expansiones.

Actualmente el Puerto está equipado para manejar una amplia gama de carga general y especializada, cuenta con un calado de 40 pies (12.19 metros) lo que permite recibir todo tipo de em-barcación marítima y en su proyecto final alcanzará un calado de 50 pies (15.24 m.).

Created under the Industrial Port model, it lets you find at a sin-gle location an Industrial Park with its own Port, thus becoming the best option for investors looking to start or expand their bu-sinesses and to lower their logistics costs.

There are 3 elements that comprise this complex which are as fo-llows:

Port facilities - It measures 3075 hectares, out of which 1775 destined for developing terminals, navigation channels, port pro-jects and future expansions.

Currently the Port is properly equipped to handle a wide array of general and specialized cargo; its draft is 40 ft. (12.19 meters) that allows to receive all type of maritime vessels and in its final projection its draft will be 50 feet (15.24 m).

Parque Industrial. - Cuenta con un área de 5,098 hectáreas, que rodean el recinto portuario para desarrollar cualquier tipo de pro-yecto industrial, ofreciendo un gran potencial para nuevos negocios portuarios con alta rentabilidad a corto y mediano plazo. Actual-mente se encuentran más de 1,886 hectáreas disponibles.

En esta área se encuentran más de 40 industrias de origen na-cional y extranjero que conforman lo que ahora es el cluster pe-troquímico mas importante del país.

Cordón ecológico. – Con el objetivo de proteger y crear una di-visión natural entre la ciudad y la industria se cuentan con 1,422 hectáreas de Cordón ecológico, mismas que rodean el desarro-llo del Complejo. Este cordón Ecológico cumple con 2 funciones primordiales para la preservación y el desarrollo del puerto, la primera es la de preservar la flora y fauna de la región evitando que el desarrollo del puerto afecte sus ecosistemas y la segunda es la de crear un ambiente idóneo para el establecimiento de la industria evitando que la mancha urbana invada las áreas de desarrollo y de operación del puerto.

Este cordón ecológico es el que permite que se puedan desem-peñar importantes maniobras con cargas sobredimensionadas, ya que al mantener las áreas de desarrollo y recinto exclusivo para las operaciones industriales y portuarias garantiza un co-rrecto funcionamiento y coordinación entre los usuarios, un ejemplo de esto fue la recepción de los Megatanques (Calderas) para la planta coquizadora de Pemex en la Refinería de Tula en el estado de Hidalgo, la cual ha sido la operación Logística más grande realizada en México.

Industrial Park- Its area covers 5098 hectares around the port facilities that may be used to develop any type of industrial pro-ject, it offers a great potential to new high profitability busines-ses on a short and medium term basis. At present there are over 1886 hectares available.

There are over 40 domestic and international companies in this area that make up what is now the top petrochemical cluster in the nation.

Green Belt – In order to protect and create a natural barrier bet-ween the city and the industry there is a 1422-hectare Green belt surrounding the complex. This Green Belt’s job is twofold, it helps in preserving and developing the port, the first one is to preserve the wildlife and flora of the region preventing the port’s development to affect the ecosystem and the second one is to create an ideal environment to set up a company preventing the urban sprawl to invade the port’s operating and development areas.

This Green Belt allows to perform major operations with over-sized loads, given that the development and facilities areas are exclusive for industrial and port operations thus securing the proper operation and coordination among users. An instance of this was the receipt of megatanks (boilers) that were sent to Pemex’s coker at the Tula Refinery in the state of Hidalgo, which has been the biggest logistics operation ever performed in Mexico.


Cordón Ecológico:Área que cuenta con 1,422 hectáreas cuyo objetivo es la preservación de flora y fauna de la región y mantener las operaciones imdustriales y portuarias fuera de la actividad regular de la ciudad.

Parque Industrial:Es un área de 5,098 hectáreas reservada para el desarrollo de cualquier proyecto industrial y de servicios.

Recinto Portuario:Con 3,075 hectáreas las cuáes el 52% están destinadas al desarrollo de terminales, proyectos portuarios y futuras expansiones y el 48% son reservadas para áreas de navegación y superficie de litoral.

La industria en el Puerto de Altamira inició en 1965 con la insta-lación de la primera planta Dupont (Hoy Chemours), que hoy en día es líder global en la producción de Dióxido de Titanio, siendo la única planta de su tipo en América Latina.

Asimismo, continuaron importantes inversiones como Ne-gromex (Grupo Kuo) dedicada a la producción de hule sintético, gracias al butadieno que se recibe en su terminal, siendo la ma-teria prima para la elaboración de este producto.

Posteriormente, se sumó la industria Petrocel a lo que hoy co-nocemos como Corredor Petroquímico, para la producción del PTA y PET, productos provenientes del paraxileno, propileno y ácido acético.

Continuamente se fueron sumando más industrias al Puerto de Altamira, que hoy en día suman más de 40 empresas nacionales y extranjeras instaladas en esta zona, sumando una inversión en este sector de más de 6,000 millones de dólares americanos. En este importante clúster petroquímico se genera el 30% de la producción nacional de petroquímicos que de nuestro país, colo-cándolo como líder en producción y exportación de: hules sinté-ticos, negro de humo, resinas termoplásticas, pigmento blanco, D.M.T., polipropileno, A.B.S. y P.V.C

The industry at the Port of Altamira started out in 1965 with the installation of the first DuPont (Chemours today) plant, a world leader in the production of titanium dioxide and the only site of its kind in Latin America.

Likewise, major investments continued on with Negromex (Kuo Group), which is involved in the production of synthetic rubber thanks to the butadiene, a raw material used in this product, re-ceived at its terminal.

Later on, Petrocel joined them in what today is called the Petro-chemical Corridor for the production of PTA and PET, which are products derived from paraxylene, propylene and acetic acid. More industries were continuously added on to the Port of Alta-mira, today there is a total of over 40 domestic and international companies installed in this area, and collectively they account for an investment of 6 billion USD. This major petrochemical cluster generates 30% of the domestic petrochemical production na-tionwide, leading the production and exportation of: synthetic rubber, carbon black, thermoplastic resins, white pigment, DMT, polypropylene, ABS and PVC.

Lo anterior, convierte al Puerto de Altamira en el principal clúster petroquímico privado más grande de México, con una produc-ción de 2.3 millones de toneladas anuales, con el 70% de la ca-pacidad de producción instalada en el país.

La mayoría de los insumos que requieren estas industrias en el Corredor Petroquímico y en el Parque Industrial para la fabrica-ción de sus productos provienen de las Terminales instaladas en nuestro Puerto, como lo son el butadieno, estireno, cloruro de vinilo, acrilonitrilo, mono etil glicol, ácido acético, ciclo hexano, propileno, paraxileno, coke de petróleo y gas natural licuado.

Los principales productos que se producen en la Industria de Al-tamira incluyen dióxido de titanio (pigmento blanco), policloruro de vinilo (PVC), ácido tereftalático (TPA), polietileno tereftalato (PET), polipropileno, hule sintético, aditivos plásticos, fibras acrí-licas, resinas, láminas de acero galvanizadas entre otros. Estas industrias cuentan con una vocación altamente orientada a las exportaciones comercializando sus productos en más de 55 paí-ses de los 5 continentes.

Hoy en día, el Parque Industrial del Puerto representa el área de industria pesada con mayor potencial de crecimiento en el esta-do de Tamaulipas.

Es importante destacar que las empresas del corredor petroquí-mico y parque industrial han organizado asociaciones, grupos de trabajo y alianzas estratégicas para representar sus intereses, por lo que las nuevas empresas que aterrizan en el Puerto en-cuentran un ambiente empresarial propicio y favorable, trayendo grandes beneficios a la comunidad y sociedad, generando miles de empleos en la zona, desarrollo en la ciudad y un bienestar en sus familias.

The above makes the Port of Alta-mira the largest private petrochemi-cal cluster in Mexico, with an overall production of 2.3 million tons a year, accounting for 70% of the installed production capacity in the nation.

Most inputs required by these indus-tries at the Petrochemical Corridor and at the Industrial Park to manufac-ture their goods come from the ter-minals installed at the Port, such as butadiene, styrene, polyvinyl chloride, acrylonitrile, monoethylene glycol, acetic acid, hexane cycle, propylene, paraxylene, petroleum coke and li-quefied natural gas.

The main products produced in the Altamira Industry include ti-tanium dioxide (White pigment), polyvinyl chloride (PVC), tere-phthalic acid (TPA), Polyethylene terephthalate (PET), polypro-pylene, synthetic rubber, plastic additives, acrylic fibers, resins, galvanized steel sheets, etc. These industries are mainly orien-ted towards exports marketing their goods in over 55 countries in the 5 continents.

Today, the Port’s Industrial Park accounts for the heavy industry area with the biggest potential for growth in the state of Ta-maulipas.

It must be noted that companies at the petrochemical corridor and industrial park have created associations, work groups and strategic alliances to represent their interests, therefore new companies arriving at the Port find an auspicious and favorable setting that provides huge benefits to the community by gene-rating thousands of jobs in the area, helping to develop the city and wellbeing in their families.


Actualmente el Puerto de Altamira es uno de los de mayor rele-vancia a nivel nacional, esta equipado para manejar una amplia gama de carga general y especializada gracias a sus 12 termina-les especializadas con las que hasta el momento cuenta.

Estas 12 terminales marítimas cuentan con 17 posiciones de atraque, todas con infraestructura de primer nivel y una produc-tividad elevada, sin olvidar, que se tienen 3 nuevas terminales en proceso de construcción.

El Puerto de Altamira, ha tenido una proyección considerable, gracias al trabajo en conjunto de todos los que conforman la Co-munidad Portuaria, iniciativa privada y pública haciendo sinergia para continuar posicionando al Puerto de Altamira como el Puer-to de Mayor Crecimiento en México. Una terminal portuaria es la ins-talación o conjunto de estas, que constituyen la interface entre el modo de transporte marítimo y los demás modos de transporte como el terrestre y ferroviario.

Hoy en día en el Puerto de Alta-mira se manejan 5 tipos de carga diferente que son los fluidos pe-troquímicos, carga contenerizada, carga general suelta, carga gra-nel mineral y granel agrícola, sin embargo con la instalación de las nuevas terminales se manejará un sexto tipo de carga, los fluidos pe-trolíferos, con la incorporación de este último el Puerto de Alta-mira contará con la capacidad y condiciones de manejar y operar cualquier tipo de carga existente.

Para el manejo de los fluidos petroquímicos se cuenta con 6 ter-minales especializadas, una de ellas es la terminal vOPAK Ter-minals México, S.A. de C.v., la cual se especializa en el almace-namiento y manipulación de productos químicos líquidos, gases y productos de petróleo, otra de ellas es Operadora de Termi-nales Marítimas S.A. de C.v. (OTM), esta terminal maneja y almacena productos químicos, y derivados, también contamos con la Terminal Petroquímica de Altamira S.A. de C.v. (TE-PEAL), esta terminal fue establecida con la intención de gestio-nar la recepción de materia prima de sus empresas asociadas las cuales también se encuentran en el Puerto de Altamira, por otro lado tenemos a la Terminal de LNG Altamira, S. de R.L. de C.v. (TLA), la cual se encarga de operar las instalaciones para reci-bir, almacenar y re gasificar gas natural en su forma líquida, para transportar y entregar gas natural en su forma gaseosa, de igual manera contamos con la terminal INDUSTRIAS NEGROMEx S.A. de C.v., terminal de fluidos que cuenta con gran capacidad para atender principalmente al mercado de neumáticos, calza-do, artículos industriales, adhesivos, selladores, goma de mascar, materiales no tejidos, saturación y recubrimiento de papel textil, por último tenemos a la terminal de STYROLUTION MExICA-NA S.A. de C.v., importan insumos para la producción de esti-renos para diversos productos de uso diario en una amplia gama de industrias, incluyendo la automotriz eléctrica y construcción.

The projection of the Port of Altamira has been significant, thanks to the joint work of those that belong to the Port Com-munity, private and public sectors that create the synergy to continue on positioning the Port of Altamira as the Port with the highest growth in Mexico. The above may be found in the below comparison table:

A port terminal is a facility or a series of facilities that constitute an interface between the mode of maritime transportation and the rest of the modes of transportation such as road and rail transportation.

Today the Port of Altamira handles 5 types of different cargo, including petrochemical fluids, unitized cargo, loose cargo, bulk mineral cargo and agricultural bulk, however with the installation of new terminals a sixth type of cargo, oil fluids, will be added. With the incorporation of the latter, the Port of Altamira will have the capacity and conditions to handle and operate any type of existing cargo.

To handle petrochemical fluids there are 6 specialized terminals, one of them is vOPAK TERMINALES MÉxICO, S.A. DE C.v., which is specialized in storing and handling liquid chemicals, oil gas and products, another one is OPERADORA DE TERMINA-LES MARÍTIMAS S.A. DE C.v. (OTM), this terminal handles and stores chemical products and derivatives; there is also TERMI-NAL PETROQUÍMICA DE ALTAMIRA, S.A. DE C.v. (TEPEAL), this terminal was opened with the intent to manage the receipt of raw materials for member companies at the Port of Altamira; there is also TERMINAL DE LNG ALTAMIRA, S. DE R. L. DE C.v. (TLA), it is in charge of running the facilities to receive, store and regassify liquefied natural gas, in order to transport and deliver natural gas in its gaseous state; there is also INDUSTRIAS NE-GROMEx, S.A. DE C.v., a fluids terminal with the capacity to serve mainly the pneumatics, footwear, industrial goods, adhesives, sea-lants, chewing gums, non-woven materials and textile paper satu-ration and coating markets; and lastly the STYROLUTION MExI-CANA, S.A. DE C.v. terminal, import inputs for the production of styrenes for diverse daily use goods in a wide array of industries, including the electrical automotive and construction industries.

The Port of Altamira also has 2 multiple-use terminals specia-lized in handling unitized and loose cargo, one of them is AL-TAMIRA TERMINAL PORTUARIA S.A. DE C.v. (ATP), which specializes in operating unitized and general cargo, such as

(ATP), la cual se especializa en operar carga contenerizada y carga general, acero y automóviles, la segun-da terminal es Infraestructura Por-tuaria Mexicana S.A. de C.v. (IPM), la cual también se especializa en la car-ga y descarga de contenedores y car-ga general, una de las cargas que más mueven por el Puerto son las placas y rollos de acero.

En la carga granel tenemos 2 terminales especializadas, la terminal COOPER T. SMITh DE MÉxICO S.A. de C.v., se especializa en el movimiento de carga granel mineral y los productos que más se mueven por esta terminal son: el coque, carbón mineral y manganeso, la segunda terminal es la Terminal Marítima de Altamira S.A. de C.v. (TMA), la cual se especiali-za tanto en el manejo de carga granel mineral como en el granel agrícola donde sus principales productos son el maíz, grano seco destilado, trigo, azúcar refinada entre otros.

Y por último el Puerto cuenta con 2 terminales especializadas en el manejo de carga general suelta, una de ellas es Inmobilia-ria Portuaria de Altamira S. de R.L de C.v. (IPA), los principales productos que maneja son placas, rollos y tubos de acero los cuales carga, descarga y almacena., y la otra terminal que es J. RAY McDERMOTT DE MÉxICO S.A. de C.v., la cual se encarga de realizar reparación, actualización y conversión de equipos de per-foración además de la construcción de plataformas petroleras.

Lastly, the Port has 2 specialized terminals to handle loose cargo, one of them is INMOBILIARIA PORTUARIA DE ALTA-MIRA, S DE RL DE Cv (IPA), the main products it handles are: steel plates, rolls and tubes which are loaded, unloaded and sto-red. The other terminal is J. RAY MCDERMOTT DE MExICO, SA DE Cv, which repairs, revamps and converts drilling equipment in addition to building offshore platforms.


El crecimiento en el movimiento de carga que el Puerto de Alta-mira ha presentado en estos años no tiene precedentes y lo ha llevado a distinguirse como el “Puerto de Mayor Crecimiento en México”. El ritmo del movimiento de carga en el puerto siempre ha sido ascendente y esto es gracias a la confianza y trabajo en equipo que se ha llevado a cabo entre la iniciativa privada y las autoridades del puerto, realizando sinergia en cada una de sus labores con el único objetivo de mejorar cada uno de los proce-sos de sus cadenas logísticas y seguir siendo un puerto de clase Mundial.

Este crecimiento es la suma de todos los incrementos que se han presentado en cada uno de los diferentes tipos de carga, esto le da al puerto un crecimiento sustentable en la distribución de sus cargas que se ha logrado gracias a las importantes inversiones que se han realizado por parte del sector público y privado.

Las inversiones por parte del sector público las realiza API Alta-mira, quien se ha encargado de dotar de infraestructura en los canales de navegación, vías de comunicación y servicios básicos realizando obras de gran importancia como lo son la construc-ción y mantenimiento de vialidades y distribuidores viales, cons-trucción de drenes pluviales, líneas de agua, alumbrado público, ampliación y mantenimiento a los canales de navegación; hoy en día la obra de infraestructura más importante que se está realizando es la construcción de las obras de protección del cor-dón litoral costero donde se instalarán unos rompeolas con la finalidad de recuperar la costa sur del puerto para brindar mayor seguridad.

The increasing movement of cargo that the Port of Altami-ra has experienced in the past years is unprecedented, and has made it become known as the “the Port with the highest growth in Mexico”. The pace in the cargo movement at the Port has always been upwards and this is thanks to the trust and joint work of the private sector and the Port authorities by creating a synergy with the sole objective to enhance each of the processes of the logistics chain and to continue being a world-class port.

This growth is the sum of all the different types of cargo han-dling added on, this has enabled the Port to experience sustai-nable growth while distributing the cargo thanks to major inves-tments by the private and public sectors.

Las inversiones por parte del sector privado son las que llevan a cabo las terminales y empresas instaladas en el puerto, las cua-les con la finalidad brindar un mejor servicio y atender la deman-da crecimiento del movimiento de carga se han actualizado con la adquisición de nuevos equipos y grúas para las maniobras de la carga y la construcción de nuevas áreas e infraestructura para llevar a cabo sus operaciones.

Las inversiones se reflejan directamente en el crecimiento del puerto, tal es el hecho que el Puerto de Altamira ha pasado de 15 a 41 millones de toneladas en capacidad portuaria.

El Puerto se mantiene en un desarrollo constante y continuo, por lo que hoy en día se vive la construcción de 6 nuevos frentes de agua, esto es un crecimiento histórico en el Puerto ya que se incrementará de 17 a 23 posiciones de atraque lo que dará un crecimiento del 35% en lo que se espera concluyan las construc-ciones en el presente año 2019.

The investments by the public sector has been arranged by Al-tamira API, who is in charge of providing the infrastructure to the navigation channels, means of communication and utilities, including major works such as the construction and maintenance of streets and highway interchanges, construction of stormwater sys-tems, water lines, public lighting, expansion and maintenance of na-vigation channels; today the most important infrastructure job is the construction of a coastline protec-tion that entails the installation of breakwaters to recover the port’s south coastline in order to provide more safety.

Investments by the private sector are made through the termi-nals and companies established at the Port, which in order to provide a better service and handle the growing demand of cargo movements, have acquired new pieces of equipment and cranes for cargo handling and have built new areas and infrastructure to perform their jobs.

Investments directly reflect upon the port’s growth, such as the fact that the Port of Altamira’s port capacity has grown from 15 to 41 million tons.

The Port is constantly and continuously growing, for this reason today there are 6 new waterfronts being built. This is a historical growth at the Port since the docking positions will go from 17 to 23 allowing a 35% increase once the construction thereof is completed this year.


La construcción de estos nuevos frentes de agua se presenciará en 2 nuevas terminales especializadas para el movimiento y almacenaje de hidrocarburos con capacidad para recibir 3.2 millones de barriles, lo que abrirá una nueva línea de negocio en el puerto, la construcción de una terminal, 1 nueva terminal para el manejo y construcción de platafor-mas petroleras, así mismo, se ampliaron 2 de nuestras terminales de usos múltiples que suman una importante inversión de más de $2,000 millones de pesos, las cuales contarán con 1 nuevo frente de agua de 300 m. cada una y la posibilidad de aumentar el manejo de su carga con mayor área de almacena y atención a embarcaciones.

Estos nuevos proyectos nos dan un panorama amplio de la evo-lución que esta presenciando el puerto y de las altas expectati-vas que se tienen de él.

The construction of these new waterfronts will take place in two new specialized terminals for moving and storing hydro-carbons with a capacity to receive 3.2 million barrels; this will open a whole new business line at the port, the construction of one new terminal to handle and build oil platforms, and the expansion of our 2 multipurpose terminals that sum up a ma-jor investment of over 2, 000 million Mexican Pesos, which will have 1 new waterfront 300 m. each, and the potential to increase their cargo handling with bigger storage area and vessel service.

This new projects give us a wide outlook on the evolution that is taking place at the port and the high expectations along with it.

El estado de Tamaulipas posee un gran potencial en el sector energético, derivado de sus amplias riquezas naturales y su privi-legiada posición geográfica, es por esto y muchos factores más es que el Puerto de Altamira se ha convertido en el bastión para el desarrollo de los proyectos energéticos del estado.

el desarrollo industrial , una terminal especializada para la cons-trucción de estas plataformas y una herramienta con facilidades fiscales que permitan el desarrollo de estos proyectos, llamada Recinto Fiscal Estratégico (RFE), la cual permite la introducción temporal al País de mercancías extranjeras, nacionales o nacio-nalizadas sin el pago de impuestos al comercio.


El año pasado se llevó a cabo un importante evento en la ter-minal J. Ray McDermott, ubicada en el Puerto de Altamira, don-de se presentó la plataforma petrolera más grande en México de los últimos 10 años, “PB-Abkatun-A2”, plataforma petrolera cuyo costo ronda en los 454 millones de dólares, esta fue una magna obra cuyo proceso de fabricación tardo 2 años 4 meses y requirió más de 14 mil toneladas de metal para su fabricación, en todo este tiempo se tuvo la colaboración de más de 2,600 trabajadores, ingenieros y personal operativo que dedicaron su esfuerzo, talento y gran capacidad para lograr el objetivo, esta plataforma operará en los campos petroleros de PEMEX en la Sonda de Campeche del Golfo de México.

Otra de las líneas de negocio que se han desarrollado en el Puer-to ha sido la de generación de energía, donde gracias a las condi-ciones que brinda el ser un Puerto Industrial se ha logrado formar cadenas logísticas ideales entre la importación del insumo pri-mario, las empresas y mano de obra encargada de la generación de energía, esto ha permitido la producción de energía de estas empresas localizadas en el Puerto se encuentre interconectadas al sistema eléctrico nacional, con el cual se realiza la distribución de energía a nivel nacional, tan solo en el Puerto de Altamira se produce aproximadamente la mitad de la energía que se produce en el Estado de Tamaulipas.

The State of Tamaulipas possesses great potential in the energy sector, derived from its ample natural resources and its privile-ged geographical location, for this reason and many other fac-tors the Port of Altamira has become the bastion for developing energy projects in the state.

One of the business lines that has grown the most is the cons-truction of oil platforms, where the Port of Altamira is a natu-ral candidate for the development of this major line of business leveraging its vast areas for industrial development, a speciali-zed terminal for the construction of these platforms and a tool with fiscal facilities that allows working on these projects is the Strategic Bonded Warehouse (RFE), allowing the temporary in-troduction into the country of foreign, domestic or nationalized goods without paying any trade taxes.

Last year a major event took place at the J. Ray McDermott Terminal, located at the Port of Altamira, where the largest oil platform in Mexico in the last 10 years was showcased, the “PB-Abkatun-A2” an oil platform worth 454 million USD. This magnificent work whose fabrication process lasted 2 years and 4 months and required over 14 thousand tons of metal for its construction. Over 2600 employees, engineers and operational staff were involved and dedicated their hard work, talent and great capacity to meet the goal. The platform will operate in the Pemex oil fields in the Campeche Sound in the Gulf of Mexico.

Other business lines that have developed at the Port include power generation, and due to the conditions available at the Industrial Port the ideal logistics chains have been created for the importation of major inputs, for the companies and labor charged with power generation; this has allowed the production of energy by these companies at the Port to be connected to the national grid, whereby the power is distributed nationwide approximately half of the energy produced in the State of Ta-maulipas is produced at the Port of Altamira.

Con la reciente apertura del país en el sector energético se han desarrollado 2 nuevas líneas que han atraído importan-tes inversiones, una de ellas ha sido en el rubro de hidrocar-buros con la construcción de las 2 terminales mencionadas, que servirán para el abasto de combustible de la zona no-reste y bajío del país. Además de estas terminales se tie-nen proyectadas 3 terminales más, por lo que llegaríamos a tener 5 terminales preparadas para el manejo de fluidos energéticos.

Otra de las líneas de negocio desarrolladas es la de energía eóli-ca, donde gracias a las capacidades de infraestructura para reci-bir carga sobredimensionada, el Puerto brinda amplias ventajas que permiten fomentar y apoyar el crecimiento de dicha energía en el país, es por esto que desde hace poco más de dos años se han estado recibiendo y operando maquinaria y estructuras so-bredimensionadas como lo son torres, generadores y aspas para la construcción de proyectos de energía eólica, que recientemen-te han tenido un incremento notable.

Debido al éxito que se ha representado en la transportación de esta mercancía, se ha logrado atraer la inversión de la empresa WINDARMEX, con una inversión de 200 millones de dólares, la cual inició a principios del año 2017 a desarrollar una instalación dentro del Puerto para la fabricación de aspas para las torres de energía, y de esta manera abastecer el mercado nacional y el de Norteamérica el cual es una de las zonas de mayor desarrollo en este tipo de energías.

tures such as towers, generators and blades for the wind power construction projects that have gone up recently.

Due to the success experienced in the transportation of these goods, the WINDARMEX company has shown interest in inves-ting around 200 million USD; this started in 2017 by developing a facility at the Port to manufacture blades for wind towers, and thus supply the markets nationwide and in North America, which is one of the areas with the fastest growth for this type of ener-gy.


En este complejo portuario/industrial participan cientos de empresas, las cuales forman parte de las diferentes activida-des que se llevan a cabo día a día en el puerto. Estas actividades conllevan la sinergia de muchos de ellos se se relacionan en un mismo proceso para la genera-ción de un producto final; y es aquí donde realmente se calcula el impacto que tiene este polo de desarrollo en la economía de las familias.

El estudio mide la contribución económica según la produc-ción interna bruta que genera el Puerto de Altamira mediante la derrama económica de sus empresas, esta derrama económica de más de 57 mil millones de pesos anuales, lo cual es equivalen-te al 39% del Producto Interno Bruto (PIB) de la zona conurbada y el 11% del PIB estatal, esto quiere decir que 1 de cada 10 pe-sos que genera el estado es generado por empresas que laboran en o con el Puerto de Altamira.

Hundreds of companies participate at this Port/Industrial Com-plex, which take part in different activities performed at the Port on a daily basis. These activities involve the synergy othe sy-nergy of many of them that work together in the same process to produce a final product, and it is here where we can assess the impact that this development hub has for the economy of families.

The study measures the economic contribution as per the GDP generated by the Port of Altamira through the spillover of its companies, this referred-to spillover is of more than 57 billion pesos a year, which accounts for 39% of the GDP in the tri-city area and 11% of the State GDP, this means that 1 out of every 10 Pesos statewide is generated by companies working at or with the Port of Altamira.

In terms of jobs, the Port generates more than 43 thousand di-rect and indirect jobs; this means that in the tri-city area 15 out of every 100 economically active people are employed at the Port of Altamira.

This data reveals a major pattern for governors, investors, edu-cational institutions, large and small-scale entrepreneurs and ci-

tizens for decision-making, for this reason there is an interest in informing and creating a port culture among citizens, for them to be aware of the great opportunities and benefits they enjoy by having an actively operating and continuously growing Port.

Altamira is located in a privileged geographical location, it is in the southeast of the state of Tamau-lipas and it is one of the three mu-nicipalities together with Ciudad Madero and Tampico that make up the leading metropolitan area in the state.

Due to its favorable location, the Port of Altamira has become the strategic Gulf of Mexico gateway for the entry and exit of large volu-mes of diverse goods with an ideal

position to serve the largest and most important markets in Nor-th America, Europe, South America and Asia interconnecting with their destinations, as well as different points within the country, such as the Northeast, Central and the Bajio area in the country.

The Port of Altamira has a competitive edge, a very significant point is its excellent connectivity due to its location and proxi-mity to the industry allowing to set up a hub of production and services chains, where the customer finds the required resources to compete globally.

Altamira is connected by road and rail to major economic regions where 70% of the country’s GDP is generated, mainly the Nor-theast and Central Mexico, as well as the Bajio Area.

With respect to road connectivity, inside the Port Facilities there are over 79 kilometers of an excellent road infrastructure con-necting different maritime terminals with the industry and stora-ge yards around them. One of the largest investments has to do

Altamira se conecta por carretera y ferrocarril con las principales regiones económicas donde se genera el 70% del producto in-terno bruto del país, principalmente en la zona Noreste y Centro – Bajío de la República Mexicana.

Respecto a la conectividad carretera, al interior del Recinto Por-tuario se cuenta con más de 79 Kilómetros de una excelente in-fraestructura vial que conecta a las diferentes terminales maríti-mas con la industria y patios de almacenamiento que les rodean. Una de las principales inversiones que se han realizado ha sido la construcción de distribuidores viales en los principales entron-ques del Puerto, los cuales brindan mayor flujo a la carga y por ende disminuye considerablemente los tiempos de movilización hacia las afueras del Recinto para que lleguen a su destino final, de la misma manera también se cuenta con el Libramiento Alta-mira, el mejoramiento del Boulevard Altamira y la construcción del Paso a Desnivel de la Pedrera.

En lo que respecta a la red carretera, la vía Tampico-Victoria-Monterrey conecta con los mercados del noreste y la franja fron-teriza; del mismo modo se puede llegar rápidamente a la Zona Metropolitana de la Ciudad de México, Guanajuato, Querétaro y Occidente a través de la carretera Tampico-San Luis Potosí.

En el Puerto de Altamira existen más de 70 compañías dedica-das al servicio del autotransporte que sirven a los usuarios del puerto, para atender los destinos y orígenes nacionales y extran-jeros.

En cuanto a la conectividad ferroviaria, las dos principales líneas férreas que tiene el país brindan servicio en el Puerto de Altami-ra. Una de ellas es Ferromex, la cual es una empresa que tiene la concesión para brindar este servicio en el Puerto y abastecer la zona noreste y occidente de México, la línea férrea Kansas City Southern cuenta con la facultad de brindar servicios con destino al centro del país, cabe destacar que Altamira es de los pocos puertos donde se puede trabajar con ambas líneas, esto debido a un esquema de derechos de paso entre ambas concesionarias ferroviarias, lo cual amplía considerablemente las posibilidades del Puerto como nodo logístico.

with road interchanges connecting to main intersections at the Port, allowing higher flow of cargo so they can reach their final destination, likewise there is the Altamira Beltway, the enhanced Altamira Boulevard and the construction of the overpass at the Pedrera district.

With respect to the road network, the Tampico-Victoria-Monte-rrey Highway connects to the Northeast Markets and the Border Area; likewise Mexico City, Guanajuato, Queretaro and the West can be easily reached by taking the Tampico-San Luis Potosi Highway.

There are over 70 companies at the Port dedicated to servicing trucks that in turn serve the Port by reaching domestic and inter-national destinations and origins.

In terms of railway connectivity, the two mail railway compa-nies in the country serve the Port of Altamira. One of them is Ferromex, a company that owns the concession to serve the Port and supply the Northeast and West of Mexico; the Kansas City Southern can provide services with destinations in Central Mexico, it must be noted that Altamira is one of the few ports where you can work with both lines. This is thanks to a right of way scheme between both railway concession-holders which considerably increases the possibility for the Port to become a logistics hub.

MARITIME TRANSPORTATIONIn terms of maritime connectivity, the Port of Altamira has direct connection with over 115 ports worldwide. Currently there are 12 shipping lines with 21 types of regular services to handle containers connecting them with major ports in the world, and there are other major shipping lines that handle automotive cargo, bulk agri-cultural, mineral, fluids and natural gas cargo.

En la conectividad marítima, el Puerto de Alta-mira tiene conexión directa con más de 115 puertos en el mundo. Gracias a la labor y trabajo en conjunto que han llevado a cabo la Administración Portuaria Integral de Altamira (API Altamira) y el Servicios de Administración Tributaria (SAT) se han logrado crear 2 herramientas que han permitido la atracción de impor-tantes proyectos de carga para el puerto.

RECINTO fISCALIzADO AUTORIzADO (RfA)Con el objetivo de fomentar la expansión del Puerto de Alta-mira, la API gestionó una autorización para prestar los servicios de manejo, almacenaje y custodia de mercancías, con lo que se formalizó el Recinto Fiscalizado Autorizado, Hoy en día cuenta con dos áreas autorizadas para brindar este servicio. El RFA se encuentra habilitado para el almacenaje y custodia de carga con-tenerizada y carga general suelta, del cual este último ha sido protagonista debido al gran crecimiento de carga que ha pre-sentado el sector automotriz por el Puerto en los últimos años. Dentro del esquema RFA se dan facilidades fiscales par el alma-cenaje de carga donde los más importantes son sus tarifas, esto ha permitido atraer importantes proyectos para el puerto en el sector automotriz.

RECINTO fISCALIzADO ESTRATÉGICO (RfE)En Octubre de 2015 la API Altamira y el SAT logran formalizar el primer Recinto Fiscal Estratégico (RFE) para operaciones ma-rítimas del país que es un régimen aduanero creado para promo-ver la competitividad de las empresas en el ámbito de comercio exterior.

Thanks to the hard work in conjunction with the Administracion Portuaria Integral de Altamira (Altamira API) and the Tax Ad-ministration Service (SAT) there are 2 tools that have helped attract major cargo projects to the Port.

Authorized Bonded warehouse (RfA)In order to promote the expansion of the Port of Altamira, API secured an authorization to provide goods handling, storage and custody services, Today it has two authorized areas to provi-de this service. The Authorized Bonded Warehouse can store and keep containerized and loose cargo in custody, something that lately has been in demand due to the increasing cargo volumes in the automotive sector at the Port in the last few years. The Authorized Bonded Warehouse offers fiscal facili-ties to store cargo through competitive rates, which have at-tracted major projects to the Port in terms of the automotive sector.

Strategic Bonded warehouse (RfE) In October 2015, Altamira API and SAT formally created the first Strategic Bonded Warehouse (RFE) for maritime operations in the nation, this is a customs regime created to promote competitiveness among foreign trade compa-nies.

• OHSAS 18001:2007 (Sis-tema de Gestión de Seguridad y Salud en el Trabajo) que le permitirá controlar los riesgos y mejorar el desempeño en se-guridad y salud en el trabajo.

El RFE permite la introducción temporal al País de mercancías extranjeras, nacionales o nacionalizadas sin el pago de impues-tos al comercio exterior, para posteriormente poder ser objeto de manejo, almacenaje, custodia, exhibición, venta, distribución, elaboración, transformación o reparación, obteniendo además diversos beneficios fiscales, agilidad en el trámite de restriccio-nes no arancelaria y NOM´s, en trámites aduanales, disminución en los tiempos de almacenaje, reducción de costos, entre otros, para cuando la mercancía termine su proceso de transformación se pueda destinar a un régimen definitivo para continuar con su proceso comercial.

Esta herramienta era necesaria para llevar a cabo los proyectos de construcción de plataformas petroleras, ya que cada platafor-ma tarda de 1 hasta 3 o 4 años en su fabricación, dependiendo el proyecto.

El utilizar un Recinto Fiscalizado Estratégico puede ayudarte a incrementar la productividad de tu compañía en materia de lo-gística y comercio internacional, ya que puedes acondicionar, conservar o modificar las mercancías sin necesidad de retirarlas de la aduana.

The RFE allows the temporary introduction in to the country of foreign, national and nationalized goods without paying foreign trade taxes that later will be subjected to handling, storage, custody, exhibition, sale, distribution, preparation, transformation or repair, in addition to this there are fiscal benefits obtained, swift handling of non-tariff restrictions and Official Mexican Standards in customs processing, lower storage periods, cost reduction, etc., so that when the goods have completed their transformation process the final regime they will fall under can then be determined to continue on with the business process.

This tool was necessary to carry out the oil platform cons-truction projects, since each platform takes around 1 to 3 or 4 years to be built, depending on the nature of the project.

By using the Strategic Bonded Warehouse, it may help increa-se the company’s productivity in terms of logistics and foreign trade, since the goods may be prepared, stored and changed wi-thout having to remove them from customs.


Además, La API de Altamira cuenta con el Certificado de Indus-tria limpia, cuyo objetivo es mejorar el desempeño ambiental y coadyuvar a fomentar la competitividad de la empresa.

El Puerto de Altamira ha sido testigo de múltiples casos de éxito que han marcado su trayectoria, estos casos de éxito han abier-to el camino para diversas inversiones que han aprovechado las ventajas logísticas del puerto para desarrollarse, estos son algu-no de los más recientes:

• CADENA LOGÍSTICA DE LA INDUSTRIA PETROQUIMICAPor sus bondades geográficas y recursos naturales, la zona sur del estado de Tamaulipas es un lugar idóneo para la instalación de empresas relacionadas con la industria química y petroquími-ca, por lo que empresas internacionales líderes en este sector encontraron en el Puerto de Altamira la ubicación estratégica para la instalación de sus plantas, ya que tienen la facilidad de importar sus materias primas a través de las diferentes termina-les especializadas en el manejo de fluidos petroquímicos, por lo que se recibe, almacena y distribuye vía ducto para sus plantas, para después transformarlas en materias primas básicas para la industria del plástico, eléctrica, alimentos, farmacéutica entre otras. Una vez terminado el producto, puede ser enviado al Puer-to para su exportación marítima para el mercado extranjero, así como puede atender el mercado nacional. Lo que se traduce en la reducción al máximo sus costos logísticos y les permitirá llegar a nuevos mercados.

• Proyecto del Gasoducto “Sur de Texas- Tuxpan”, en donde el Puerto de Altamira, se convirtió en el centro de producción, Logistica y distribución de la tubería, lo que permitirá la importa-ción de gas natural a un costo competitivo.

Construcción de Torres Eólicas • Derivado del crecimiento de la energía eólica en México, el Puerto de Altamira logró la instalación de la empresa WINDAR-MEX, la cual se encargará de la producción de torres de energía para atender el mercado nacional y de exportación, beneficiando el desarrollo de energía renovable.

The Port of Altamira has witnessed multiple success cases that have occurred throughout its history, these success cases have paved the way to diverse investments that leveraged the Port’s logistics advantages for development. Following are some of the latest cases:

• LOGISTICS ChAIN IN ThE PETROChEMICAL INDUSTRYDue to its convenient geographical location and natural resour-ces, Southern Tamaulipas is the ideal place to install petroche-mical and chemical companies and for this reason leading inter-national companies in this sector have found a strategic location for their sites at the Port of Altamira given that they find it easier to import their raw materials through the different specialized terminals that handle fluids and petrochemicals that receive, store and distribute then through pipelines to their plants, and transform them into basic raw materials for the plastics, electri-cal, food and pharmaceutical industries, among others. Once the product is completed, it may be sent to the Port to be exported to foreign markets by sea, as well as to serve the domestic mar-ket.

Estación de Compresión de Gas• Se construyó con la finalidad de incrementar la capacidad de transporte del sistema de gas natural de PEMEX, beneficiando al estado de Tamaulipas y usuarios de la zona, lo que equivale a aumentar la cantidad de gas natural en la región en 500 millo-nes de pies cúbicos diarios. Una cantidad suficiente para producir electricidad para más de 4 millones de hogares mexicanos.

• La recepción de los Megatanques para la planta coquizadora de Pemex en la Refinería de Tula en el estado de Hidalgo, la cual ha sido la operación logística más grande realizada en México.

• La Carga Automotriz es una de las que mayor auge y cre-

cimiento han presenciado durante estos años, en 2012 se movieron 37,838 autos, mientras que en año 2018 cerró con 292,750 vehículos automotores, lo que nos da un crecimien-to del 673%.

• En noviembre de 2018 se concluyó la construcción de la plataforma petrolera más grande construida en México, esta plataforma lleva por nombre PB Abkatún-A2, construida con ingeniería mexicana, tardó dos años cuatro meses para su conclusión y 14 mil toneladas de metal paras su fabricación. Este importante proyecto requirió de 2,600 trabajadores que laboraron en ella y 180 ingenieros de los cuales 120 fueron mexicanos.

• In the case of the South Texas-Tuxpan Gas Pipeline Project, the Port of Altamira became its pipeline production, logistics and distribution center; this will allow importing natural gas at a com-petitive cost.

Construction of wind Towers• Due to the growth of the wind power industry in Mexico, the Port of Altamira secured the installation of WINDARMEX, this company will be in charge of producing wind power towers to serve the domestic and international markets and helping the growth to renewable energies.

Gas Compression Station• It was built with the purpose of to increase the supply capaci-ty of Pemex’s natural gas system, thus benefiting the state of Tamaulipas and the area users, which increases the natural gas capacity in the region by 500 million cubic feet per day. This amount is sufficient to produce power for over 4 million Mexican households.

• The delivery of the Megatanks for the coker at the Pemex’s Tula Refinery in the state of Hidalgo has been the biggest logis-tics operation ever made in Mexico.

• Automotive Cargo has undergone the biggest boom and growth in the last few years, in 2012 37,838 cars were moved, this year’s projection while in 2018 it closed with 292,750 vehi-cles moved, this is a 673% increase.

• In November 2018, the construction of the largest offshore platform built in Mexico was completed, the name of this pla-tform is PB Abkatun-A2, built by Mexican engineering, and it took four years and four months to finish it and 14 thousand tons of metal to fabricate it. This major project required 2600 workers and 180 engineers, 120 of which were Mexicans.

bros del comercio exterior, la certeza de que en el Puerto de Al-tamira se cuenta con las medidas adecuadas y suficientes para garantizar la seguridad de sus instalaciones, embarcaciones, car-gas, medios de transporte y demás bienes que se integran a la operación portuaria.


Contamos con una CENTRAL DE EMERGENCIAS INDUSTRIA-LES Y PORTUARIAS la cual está enfocada para dar atención y respuesta a las emergencias, contingencias o siniestros que se registren en el Puerto de Altamira. Constituida por una estación de bomberos, unidades contra incendio, ambulancias, un centro de comunicaciones, un área prehospitalaria y para capacitación, con operación y personal permanente para brindar una atención inmediata a cualquier situación de emergencia que ocurra en la zona portuaria e industrial de del Puerto de Altamira, invirtiendo en el personal integrado y capacitado, mantenimiento de vehí-culos de emergencia y compra de equipo para emergencias y rescate.

Dentro de las recientes inversiones que la API ha realizado para mejorar la seguridad portuaria se encuentra la construcción de 2 muelles de embarcaciones menores para las patrullas costeras y embarcaciones de búsqueda y salvamento de la Secretaria de Marina, construcción de instalaciones para la pernocta de secre-taría de Marina en puntos estratégicos del puerto, construcción de casetas de vigilancia y garitones.

The Altamira API committed to having a safe Port and Port commu-nity was awarded the International Ship & Port Facility Security Code certification, thus ensuring the implementation of procedures and measures that support the protection of the Port of Altamira, the navigation and maritime and port operations to handle any event threatening its protection, creating synergies with different entities such as the Altamira Maritime Customs Office, Harbormaster´s Office, the Secretariat of the Navy, Federal Highway Police, Civil Protection and the newly created National Gendarmerie.

This is how the Altamira API provides to its port and maritime community and foreign trade members the certainty that at the Port of Altamira there are adequate and sufficient measures in place to guarantee the safety of the facilities, vessels, cargo, modes of transport, and other goods involved in port operations.

We have an Industrial and Port Emergencies Center dedicated to serving and responding to emergencies, contingencies or accidents occurring at the Port of Altamira. It includes a firefighting station,

firefighting units, ambulances, communications center, a prehospital area and training rooms, with permanent employees that provide im-mediate response to any emergency situation taking place at the Port and Industrial area of the Port of Altamira. Investments are made in training people, maintaining emergency vehicles and buying emergency and rescue equipment.

Among API’s latest investments made to improve safety at the Port include the cons-truction of 2 jetties for smaller vessels like shore patrols and search and rescue vessels of the Mexican Navy and the construction of rooming facilities for the Navy at strate-gic points at the Port, the construction of security gates and watchtowers.

Para reforzar la seguridad durante el proceso de revisión en la carga que ingresa y sale del Puerto de Altamira, para atender la demanda de crecimiento de manejo de carga en el Puerto de Al-tamira, se adquirió un nuevo equipo de Rayos Gamma Full Scan, un Portal de Monitoreo de Radiación (RPM) y un Sistema Óptico de Reconocimiento de Caracteres (OCR) que en conjunto se con-sidera un equipo de rayos gamma con sistema ICIS, lo anterior, en base a considerar el Puerto de Altamira dentro del sistema MEGAPUERTOS el cual requiere equipo de revisión con caracte-rísticas y complementos supervisados por la embajada America-na. Dentro de este último contrato se consideró el escalamiento de un equipo de rayos gamma ADVCOM de segunda generación al sistema Full Scan, mediante la actualización y escalamiento de ambos equipos se busca atender el crecimiento de carga que en este Puerto ha prosperado, disminuyendo tiempos de atención, filas de espera y mayor fluidez del tráfico vehicular.

To strengthen the security of the inspection process for cargo coming in and out of the Port of Altamira, and to tend to the growing demand of cargo handling, a new Full Scan Gamma Ray equipment, a Radiation Portal Monitor (RPM) and an Op-tical Character Recognition System were purchased; altoge-ther this is a Gamma Ray Equipment with ICIS System as the

Port of Altamira is now considered part of the Megaports Sys-tem, which requires inspection equipment with features and accessories supervised by the American Embassy. In the latest contract, the consideration was given to scale up the Second Generation ADVCOM Gamma Ray Equipment to the Full Scan System; by scaling up and updating both pieces of equipment we are attempting to serve the growing cargo needs of this prosperous Port, reducing service time and waiting lines and better traffic.


En el Puerto de Altamira cada año se trabaja para ayudar a mejo-rar la condiciones de la sociedad y fortalecer el vínculo que existe entre el puerto y la sociedad, es por ello por lo que se han imple-mentado actividades con las cuales se busca tener un impacto positivo y crear una cultura portuaria en la sociedad.

Estas actividades se llevan a cabo haciendo sinergia con todas las industrias, terminales y empresas de servicio instaladas en el Puerto de Altamira, entre los programas más significativos en-contramos:

• visitas Guiadas, las cuales se dan a estudiantes de escolari-dad media superior en donde se les brinda un amplio recorrido por el Puerto, con la finalidad de que conozcan sus instalaciones, funciones, y darles a conocer las ventajas competitivas que este Puerto ofrece.

• Programas de apoyo en caso de desastre natural; consiste en la recolección de víveres y artículos de primera necesidad para todas aquellas comunidades que lleguen a resultar afectadas por algún fenómeno meteorológico, algunos ejemplos de estos programadas son los que se llevaron a cabo en 2016 cuando se entregaron poco más de 5 toneladas en víveres debido a las inundaciones sufridas ese año y derivado a los sismos del 2017 se mando un camión con cerca de 20 toneladas para el estado de Oaxaca.

At the Port of Altamira work each year to improve the condi-tions of the community and we strengthen the link that exists between the Port and the community, for this reason, several activities have been organized to have a positive impact and to instill port awareness in the community.

These activities are carried out by creating a synergy with the industries, terminals and service companies installed at the Port of Altamira, below are some of the most relevant programs:

• Guided visits, which are available to high school students who are taken on a long tour of the Port, so they can get to see the facilities, operations and gain an understanding of the competi-tive edge that the Port provides.

• Natural Disaster Aid; this consists in collecting food and basic needs items for communities affected by weather conditions; an example of this dates back to 2016 when over 5 tons of food were distributed due to floods experienced on that year and in 2017, on account of the earthquake, a truck was sent with 20 tons of food to the state of Oaxaca.

• Donations Program to Charity Institutions; throughout this year we held activities to help out the Community Children´s Support Center located near the Port; the activities included do-nating tools to maintain the facilities, such as paint, A/C units, etc., in addition to toys, sweets, and piñatas to celebrate special days for the children.

• Programas de donación a instituciones de beneficencia; en el transcurso del año realizamos actividades en favor de los Cen-tros de Asistencia Infantil Comunitario (CAIC) que se encuen-tran cerca del Puerto, donde se realizan actividades de donación de herramientas que ayuden a sus instalaciones como pintura, minisplits entre otros, además de juguetes, dulces y piñatas para festejarles días especiales a los niños.

• Programas en apoyo a la educación; este programa consiste en apoyar a las escuelitas más cercanas al Puerto con activida-des para la recolección de útiles escolares, los cuales se forman en paquetes completos de instrumentos para brindar un apoyo a la economía familiar y a su educación.

Como parte del Sistema de Gestión Ambiental y el cumplimiento de la MIA Regional (Manifiesto de Impacto Ambiental modali-dad regional) hemos implementado diversos programas que nos han permitido tener un crecimiento ordenado y en armonía con nuestro medio ambiente, convirtiéndose en una de las principa-les actividades del Puerto para vivir en un mundo mejor.

El PMA es un instrumento que tiene objetivo garantizar y de-mostrar el cumplimiento de las medidas de control ambiental propuestas por la promovente en el Capítulo VI de la MIA-R in-gresada al Procedimiento de Evaluación del Impacto Ambiental (PEIA) e información adicional, y de ser el caso, proponer nuevas en el supuesto de que las previstas resulten insuficientes o inade-cuadas. Se orienta, también a detectar impactos no previstos para plantear y adoptar medidas correctivas.

El Programa Integral de Manejo Ambiental (PMA) propone la im-plementación de 6 subprogramas con el fin de reducir la signifi-cancia de los impactos ambientales asociados al proyecto MIA-R Puerto:I. Subprograma de supervisión ambiental.II. Subprograma de conservación y restauración de suelos.

• Education Support Programs; this program consists in hel-ping schools close to the Port by collecting school supplies in an effort to help out the household economy and education. As part of the Environmental Management System and in com-pliance with the Regional Environmental Impact Statement, we have implemented several programs that have allowed an or-derly and harmonious growth in our environment, becoming one of the main activities at the Port to live in a better world.

PMA is an instrument intended to guarantee and demonstrate compliance with the environmental control measures proposed by the petitioner in Chapter VI of the MIA-R incorporated into the Environmental Impact Assessment Procedure and supple-mental information and, where appropriate, to propose new ones if the previous ones are insufficient or inadequate. It is also geared towards detecting any unforeseen impacts so as to pro-pose and adopt corrective measures.

The Comprehensive Environmental Management Program (PMA) proposes the implementation of 6 subprograms in order to reduce the significance of the environmental impacts associa-ted to the MIA-R Port Project: I. Environmental Supervision Subprogram. II. Soil Restoration and Conservation Subprogram. III. Water Quality Monitoring SubprogramIv. Asimismo, el PMA tiene como objetivo general el asegurar y documentar la ejecución de las medidas de control ambiental propuestas en la MIA-R y el cumplimiento de términos y condi-cionantes del oficio resolutivo, en materia de impacto ambiental.

MIA REGIONAL. - En el año 2005, la API de Altamira presentó ante la SEMARNAT, para su correspondiente evaluación y dicta-men la MIA-R para el proyecto “Parque Industrial y Cambio de Uso de Suelo del proyecto: Desarrollo Industrial y Recinto Por-tuario del Puerto Industrial de Altamira “obteniendo el resolutivo

en materia de impacto ambiental, lo anterior convirtiéndose en ventaja competitiva para sus partes interesadas y el desarrollo sustentable.

(MIA-R) Manifestación de Impacto Ambiental Modalidad Re-gional del proyecto “Protección de Litoral Costero Sur”. - en 2015, la API de Altamira presenta ante la SEMARNAT, para su correspondiente evaluación y dictamen, obteniendo el resoluti-vo en materia de impacto ambiental, lo anterior coadyuvando de manera significativa al desarrollo sustentable del Puerto de Altamira.

Esta (MIA-R) considera programas ambientales que abordan temas como: la evolución de la línea de costa de la playa sur, protección y conservación de tortugas marinas, monitoreo de avifauna y humedales costeros.

Likewise, the overall purpose of the PMA is to ensure and docu-ment the execution of the environmental control measures pro-posed by MIA-R and the compliance with terms and conditions of the official resolution letter in terms of environmental impact.

REGIONAL ENvIRONMENTAL IMPACT ASSESSMENT (MIA). In 2005, Altamira API submitted before SEMARNAT the Environ-mental Impact Assessment (MIA) for purposes of assessing it for the “Industrial Park and Change of Use of Soil of the Project: Industrial Development and Port Facilities at the Altamira Indus-trial Port; the resolution was favorable in terms of environmental impact, which becomes the competitive edge for the Stakehol-ders and sustainable development.

Regional Environmental Impact Assessment (MIA-R) of the “South Coastline Protection Project”. In 2015, Altamira API submitted the report before SEMARNAT for its respective as-sessment; a favorable resolution was obtained in terms of en-vironmental impact and it helped significantly in the sustainable development of the Altamira Port.

This Regional Environmental Impact Assessment takes into con-sideration environmental programs that deal with topics such as: the evolution of the south beach coastline, the protection and preservation of sea turtles, monitoring of wild birds and coastal wetlands.

With the opening of its LNG terminal in August 2006, Altamira became the first port in Mexico to receive shipments of liquefied natural gas. LNG shipments are safely stored, regasified and used by CFE (Comisión Federal de Electricidad) to generate electricity at three of its main power plants, one of which is in Altamira.

Terminal de LNG de Altamira, the first of its kind in Mexico, has been created to handle this important task and remains as the only regasification Terminal at Mexican territory on the east coast. With the opening of TLA, Mexico joins other Developer countries in using environmen-tally friendly natural gas power genera-tion. Terminal de LNG de Altamira is a showcase Project for the port authority. Underlining the fact that Mexico- and Altamira in particular- can attract Worl-dclass companies and carry out this type of project on time, on budget and to the highest safety standards.
