I. INFORMACIÓN GENERAL DEL CURSO
A. Descripción del curso
Este curso trata sobre las teorías e ideologías de la era moderna que guían y definen la
formulación, administración y evaluación de la política pública. Se refiere y se dirige a
desarrollar entendimiento de los conceptos de individualismo, colectivismo y comunidad,
desarrollados por los filósofos. Analiza los requisitos conceptuales de la planificación, así como
los métodos y aplicaciones. Se centra en el análisis crítico de modelos alternativos, en los cuales
la política pública y social es desarrollada en acciones prácticas.
B. Objetivos de contenido
Al finalizar el curso, el estudiante será capaz de:
1. Reconocer la doble naturaleza de la administración pública como política y administración,
enfocando el estudio de los poderes ejecutivo y el poder legislativo.
2. Explicar la formulación, implantación y evaluación de la política pública como una actividad
organizadora del estado que debe ser dinámica y adaptable a cada contexto social, cultural,
económico y político.
3. Analizar los resultados conceptuales y de reglamentación que intervienen en la formulación y
el establecimiento de la política pública americana en las áreas de justicia criminal,
administración de servicios humanos y asuntos económicos.
4. Aplicar los enfoques teóricos y prácticos que guían y delimitan la política pública.
5. Analizar los procesos de cambio, adaptación y reformulación de modelos en la política
pública.
6. Demostrar experiencias en la estructuración y definición de problemas, establecimiento de
criterios y estrategias como alternativas para la formulación e implantación de política
pública.

7. Evaluar y reformular la política pública para el logro de objetivos y metas para satisfacer
necesidades sociales.
8. Analizar la relación que existe entre la administración de los asuntos públicos y la solución de
problemas surgidos en los Estados Unidos en cuanto a la justicia criminal, la prestación de
servicios humanos, la educación y la política pública de asuntos económicos.
C. Objetivos de lenguaje
Al finalizar el curso, el estudiante será capaz de:
1. Concluir ideas acerca de la formulación, implantación y evaluación de la política pública
como una actividad organizadora del estado que debe ser dinámica y adaptable a cada
contexto social, cultural, económico y político, a partir de los estímulos auditivos que se
presentan durante el curso como discursos orales y presentaciones orales.
2. Desglosar los modelos de procesos en la operación de la política pública y los pasos de
aplicación de dichos procesos, utilizando el vocabulario académico apropiado mientras
expresa sus ideas con propiedad y corrección, de manera que desarrolle al máximo sus
destrezas de comunicación oral.
3. Examinar los resultados conceptuales y de reglamentación que intervienen en la formulación
y el establecimiento de la política pública americana en las áreas de justicia criminal,
administración de servicios humanos y asuntos económicos, mientras aplica sus destrezas de
comprensión de lectura utilizando el material asignado durante los talleres.
4. Evaluar, por medio de un ensayo analítico, los datos pertinentes a la política pública para el
logro de objetivos y metas para satisfacer necesidades sociales, mientras aplica los principios
de la gramática y ortografía en su trabajo escrito.

Como requisitos específicos del curso, el estudiante
1. Preparará un proyecto final que incluirá el análisis de estudios de caso de aplicación acerca de
los temas a estudiar durante el curso y que serán asignados en el Taller Uno.
2. Deberá estudiar y prepararse para el primer examen parcial que será administrada durante el
Taller Tres en español. Dicho examen cubrirá los siguientes temas de la política pública:
a. teorías, modelos, conceptos, marco conceptual y procesos
b. valores y principios éticos
c. planificación, formulación, implementación y evaluación
d. modelos de procesos de operación y contexto institucional.
3. Completará un segundo examen parcial durante el Taller Cinco en inglés. Dicho examen
cubrirá los siguientes temas de la política pública:
a. dimensiones internacionales
b. sistema de administración, formulación e implementación, y principios y prácticas
modernas
c. procesos de operación y contexto institucional
d. análisis de estudios de caso

II. COURSE GENERAL INFORMATION
A. Course Description
This course deals with modern theories and ideologies that define and delineate the formulation,
administration, and evaluation of public policy. It refers and aims to develop an understanding
of concepts such as individualism, collectivism, and community, as developed by philosophers.
The course analyzes the conceptual requisites for planning, as well as methods and applications.
It focuses on the critical analysis of alternate methods in which public and social policy develop
into practical actions.
B. Content Objectives
Upon completing this course, the student will be able to
1. Recognize the dual nature of public administration, both as politics and government, by
focusing its study on the executive and legislative powers.
2. Explain the formulation, implementation, and evaluation of public policy as a systematic
process by the State, which should be dynamic and adaptable to the social, cultural,

1. Prepare a final project that will include the analysis of case studies of application on the
topics to be studied during the course and that will be assigned in Workshop One.
2. Study and prepare for the first partial exam to be administered during Workshop Three in
Spanish. This partial exam will include the following topics related to public policy:
a. theories, models, concepts, conceptual frameworks and processes;
b. values and ethical principles;
c. planning, formulation, implementation and evaluation; and
d. operation process models and institutional context of process models.
3. Complete a second partial exam during Workshop Five in English. This exam will include
the following topics related to public policy:

write information related to the definition, distinctions, and characteristics of
their topic as related to public policy.
d. After a determined amount of time, students will explain the information they
contributed to their corner’s topic.
e. Students will also take notes that will be effective and useful for future study.
f. Question/answer and feedback sessions will follow the explanations.
2. The facilitator will conduct a whole class discussion on the values that intervene with
public policy. Students will refer to the notes taken before the class and on the topics of
the oral discussion forum on the identification of values in the analysis of public policy
to contribute information to the discussion. In addition, the facilitator will also address
the following topics:
a. government programs are the result of certain values pushed in the political
agenda,
b. how values connect with the social political structure,

a. Students will share and discuss their analyses of the socio-political structure and

of visuals of their choice, such as illustrations, drawings, graphic organizers, or
others, that address the essential information of their analyses.
c. Each set of partners will explain their work to the rest of the class, respond to
questions from colleagues, and receive feedback from both the facilitator and

4. Students will work in small groups to share and discuss their graphic organizers on

E. Actividades durante el taller
1. El facilitador le asignará a parejas de estudiantes o a grupos pequeños uno o más de
los modelos de procesos de operación de la política pública.
a. Los estudiantes compartirán los párrafos escritos antes de la clase sobre
el/los modelo(s) asignado(s).
b. Llegarán a un consenso sobre la información más relevante y crearán
visuales, como dibujos, ilustraciones, organizadores gráficos u otros,
explicando su(s) tema(s).

2. Los estudiantes participarán en un círculo de discusión ubicado en el centro del

cuadro de tiempos, preparados antes de la clase, sobre los pasos de
aplicación de los procesos en la operación de la política pública.
b. En el organizador gráfico en blanco provisto por el facilitador, cada
estudiante contribuirá información al mismo, explicando su aportación.
c. Al completar el organizador gráfico grupal, analizarán y explicarán dichos
temas.

3. Los alumnos trabajarán en grupos pequeños para compartir los artículos sobre una
política pública que investigaron antes de la clase.
a. Prepararán una presentación oral basada en una sinopsis de dichos artículos.
b. Tendrán un tiempo determinado para explicar sus presentaciones al resto de
la clase y responder a preguntas y a la retroalimentación de sus colegas.
4. Retomando el tema discutido en VoiceThread como actividad completada antes del

A. Content Objectives
During this workshop, the student will be able to
1. Describe the relevance of international dimensions of U.S. public policy as part of a
written summary and an oral activity.
2. Demonstrate an understanding of an administration system of public policy issues as
part of a written summary and a collaborative activity.
3. Explain the role of corporate strategies in the formulation and implementation of
public policy processes as part of a written discussion forum and self-reflection.
4. Evaluate, in an analytical essay, modern principles and best practices to reinvent the
government.
B. Language Objectives
During this workshop, the student will be able to
1. Interpret the class discussion on the analysis of current and efficient modern
principles and best practices for reinventing the government, while paying close
attention to the information being presented, demonstrating appropriate auditory
skills.
2. Summarize the international dimensions of public policy and the administration
system of public issues using comprehensive and cohesive oral language, while
correctly applying the jargon of the course.
3. Collect information from the assigned course material on the international
dimensions of public policy and the administration system of public issues, while
applying effective reading comprehension skills to prepare an outline.

2. Prepare a spider map graphic organizer that explains the provisions of the United
States Foreign Corrupt Practices Act (FCPA) of 1977. Take your work to class and
be prepared to discuss the legislation’s main provisions and purposes, who enforces
it, and violation consequences, among other relevant details. This activity will form
part of the evaluation; include a graded copy of this activity in the digital portfolio

E. Activities during the Workshop
1. Students will work with a partner to share and discuss their summaries and outlines
on the international dimensions of public policy and the administration system of
public issues.
a. They will reach a consensus on the most important concepts from their work
and design a series of graphic organizers that compiles said concepts.
b. Partners will explain their collaborative work to the rest of the class and
respond to questions and feedback.
2. The facilitator will display a blank spider map graphic organizer on the board.
a. Referring to the organizers prepared before the class on the Foreign Corrupt
Practices Act (FCPA), each student will write specific information regarding
this topic on the displayed class organizer.
b. As they add their information, students will provide an explanation of their
contribution.
c. A whole class discussion will follow to review any essential aspects of this
legislation that were not covered including, among other topics, its main
provisions and purpose, who enforces it, and violation consequences.

3. The facilitator will conduct a whole class discussion on current U.S. public policy
that addresses the immigration issues in this country. Students will apply new
knowledge acquired from their studies, as well as personal experiences, to
participate in said discussion. This activity will form part of the evaluation; the
facilitator will remind students to include a graded copy of this activity within the
corresponding folder of his or her digital portfolio.
4. Students will participate in a roundtable discussion on the analysis of current and
efficient modern principles and best practices for reinventing the government.
a. Each student will share and explain three concepts included in his/her essay
on this topic, which he/she considers essential.
b. After all students have contributed their ideas, the facilitator will conduct a
whole class summary of these topics, including an in-depth description and
analysis of current and efficient modern principles and best practices for
reinventing the government.

include a graded copy of this activity within the corresponding folder of his or her

5. Students will work in small groups to share and discuss their T-Charts on the
similarities and differences of the role of the U.S. administration and the role of U.S.
corporations in current health reform.
a. Taking the most important information from the individual organizers, each
group will design a comprehensive organizer on these topics.
b. Each group member will collaborate in its explanation to the rest of the
class.

6. The facilitator will have prepared beforehand index cards with one of the terms
taken from the core course terminology, as well as other essential concepts written
on each card.
a. The facilitator will distribute them at random to individual students.
b. If he/she does not know the definition, he/she will have the opportunity to
research it to ensure accuracy, and then write the information on the back of
the index card.
c. Students will then form two circles of equal numbers, inside (Circle A) and
outside (Circle B), facing one another.
d. Each student in Circle A will show only the word/concept on the index card.
e. The Circle B student states the word and provides a definition as it relates to
the course content, and Circle A will confirm the answer.
f. Each Circle A student them moves clockwise one place to face the next
Circle B student.
g. These steps continue until all Circle B students have provided a response or
until determined by the facilitator.
h. The process is then reversed, and Circle B students “test” Circle A students.
i. This activity serves as a review for the second partial test that will be
administered in Workshop Five.
j. The facilitator will circulate around the room during this activity to ensure
students are applying the course jargon correctly.
7. The facilitator will assign partners or small groups of three to four people (may
vary depending on the number of students in the class) and give each team five
index cards (facilitator may also vary the number of cards).

a. They will write a review thought-provoking question, with its correct
answer, on each card that would test the class’s knowledge of the topics
covered thus far.
b. Teams will have a determined amount of time to come up with the
questions and answers.
c. The facilitator may also include some questions on important topics.
d. The facilitator will collect the cards and toss a ball randomly to ask a
question.
e. The person who catches the ball may answer the question, confer with the
team, or toss the ball to someone else.
f. Once the question has been answered correctly, the person who has the ball
will toss it to someone else, and the process continues until all the questions
have been correctly answered or turn is up.

8. The facilitator will revisit the topic discussed in the course Wiki, the proposed
federal rules that address carbon emissions, to ensure students’ comprehension of

governments handle public issues.
React to the comments of at least three colleagues, providing specific
feedback and expressing agreement or disagreement with their
recommendations.
c. Prepare for the second partial exam that will be administered in English
during the last two hours of Workshop Five. The second partial exam will
include the following topics and concepts discussed in previous workshops.
i. international dimensions, administration system, formulation and
implementation, modern principles and best practices;
ii. analysis of case study, principles, models, and processes,
weaknesses and strengths, critical analysis, sensitivity, and social
responsibility.
d. Finalize the oral presentation of the final project on the assigned case
studies. Submit your presentation to the facilitator via Blackboard’s email
prior to Workshop Five to receive specific feedback related to its content and
grammatical features. Be prepared to deliver the oral presentation in English
during the workshop.

a. Los alumnos discutirán en grupos pequeños los árboles gráficos preparados
antes del taller sobre los puntos que debe cubrir un estudio de caso de
política pública.
i. Llegarán a un consenso y consolidarán la información más
importante en un solo organizador y lo explicarán al resto de la
clase.
b. Guiados por el facilitador y retomando los temas del foro de discusión oral,
que tratan de
i. los modelos que recomendarían para evaluar un programa o
política pública en los Estados Unidos y
ii. el proceso que consideran imprescindible para formar parte de
una toma de decisiones de política pública en el estado moderno,
los estudiantes analizarán estos temas en detalle. Esta actividad forma parte
de la evaluación; los alumnos deberán colocar una copia corregida de la
misma en el portafolio digital bajo la semana correspondiente al taller.

b. The facilitator will conduct a whole class discussion on the application of
principles, models, and processes to formulate, implement, and evaluate
public policy, as well as the following topics discussed in the written
discussion forum in Blackboard:
i. strategies implemented to analyze problems strategically, in order to
identify weaknesses and strengths and
ii. the analysis of specific problems and recommendations for valid
alternatives, based on said analysis, on how to reinvent the way state
governments handle public issues.
Students will refer to the notes taken before the class and to comments from
the written discussion forum to discuss the application of principles, models,
and processes to formulate, implement, and evaluate public policy and the
specific problems presented. They will evaluate the recommendations for
valid alternatives and demonstrate critical thinking and analytical skills, as
well as the application of the new knowledge acquired during the course, to
validate their perspectives and points of view. The facilitator will ensure
students’ comprehension of these topics.
c. Using their notes prepared before the workshop on the importance of critical
analysis, sensitivity, and social responsibility when researching a subject
related to public policy, students will discuss the topic with the rest of the class
and clarify doubts as needed. Afterward, students will individually design a
three-column chart to summarize the most essential and main ideas on this
topic. The following image will be used as an example to complete this
activity:

guidelines.
i. After each presentation, colleagues will provide feedback, using their
professional judgment, knowledge acquired during the course, and
personal experiences.
