HISTORY OF THE COLLEGE

Pioneer Kumaraswamy College, Nagercoil was founded as an

aided college in the year 1967 by Dr. K. Padmanabhan and his wife

Tmt. N. Bagavathy Ammal, son - in - law and daughter of Late

Thiru.S.Kumaraswamy. It was developed solely with the financial

assistance provided by Tmt. N. Bagavathy Ammal, to commemorate

the name of Late Thiru.S.Kumaraswamy, the Pioneer of Kanyakumari

District in many fields especially in transport, agriculture and industry.

The College started functioning on 1st July 1967 with

Pre-University Course which was conducted in the building belonging

to Tmt. N. Bagavathy Ammal. In 1971-72, the College was upgraded

and Under Graduate courses were started in Mathematics, Zoology

and Commerce. Degre Courses in Physics and Chemistry were started

in 1972-73 and 1975 - 76 respectively. True to its name, the college rose

from a humble beginning to a leading position among the colleges under

the jurisdiction of Madurai Kamaraj University in matters of discipline

and academic excellence within a brief span of 10 years and won the

Rolling cup instituted by the Government of Tamil Nadu in 1975 and

1976 for the best results in P.U.C. in Madurai Kamaraj University area.

During the year 1976, the degree classes and subsequently, the Pre-

University classes were moved to the present campus.

The College was elevated to the status of a Post-Graduate

institution in the academic year 1988 - 89 with the introduction of

M.Com. Degree course. B.Com. (Computer application) was

introduced in the Self-financing stream in the academic year 2008 - 09.

B.Sc. Computer Science and M.Phil. Commerce were introduced in the

Self-financing stream in the academic year 2009 - 2010.

B.A.English Literature was introduced in the Self-financingstream in the academic year 2012-2013. M.A. English and M.Sc.,Mathematics degree courses were started in the self financing streemin the academic year 2015-2016. B.Sc., Mathematics was introduced

in the self-finanacing stream in the academic year 2016-2017. Anothermilestone in the history of the college was the introduction of researchcentre in Mathematics in the year 2017. M.Sc., Chemistry in theself-financing stream and the research centre in chemistry wereintroduced in the acadamic year 2018-2019.

The Career Oriented Course – “Maintenance of HomeAppliances” was started in 2009-2010 by the Dept. of Physics and theCareer Oriented Courses in “Rubber Technology” and“Entrepreneurship” are offered by the Department of Chemistry andCommerce respectively in addition to “Communicative English” by theDept. of English.

The Library was moved to the second floor of the newly constructedNagammal block and a well furnished ICT lab was housed in the groundfloor in the academic year 2013-14. The first floor of Moovar Block hasbeen completed in the academic year 2016-2017. The second floor of theblock has been completed in the academic year 2018 - 2019.

Many more developmental activities, both infrastructural andacademic are in the pipeline.

The College is now getting a fast development under theleadership, support and encouragement of Thiru. P. Kumaraswamy,the President, Educational Agency and Tmt. Latha Kumaraswamy,Member, College Management Committee.

OUR COLLEGE CREST

The symbolism of our College Crest is verymeaningful. The motto “EûZlúT EVoÜ” isquintessence of the epic life of Late Thiru. PioneerKumaraswamy in whose sacred memory, this Collegehas been established. The joy of growth has two aspects(1) Ceaseless effort for improvement and (2) Divine

Grace. The core of wisdom consists in doing our best to deserve DivineGrace. Thus wisdom is the basis for life in this College as expressed inthis motto which is embedded in our College Crest.

Goddess Saraswathi inspires scholars here with the light of

wisdom. She presides over all activities related to art and culture. Her

Divine presence is felt in all activities of the college.

The Lighted Lamp is the symbol of the perception ofknowledge through the senses. The sublimation of the senses leadingto knowledge is symbolised by the flame. The flame burns steadily,indicating that a controlled application of the senses intensifies theirkeenness and power.

The Arrow in the bow indicates the mental concentrationimplicit in all kinds of successful efforts particularly, in the acquisition ofknowledge.

The Temple tower is the symbol of our rich heritage andancient culture which aims at reaching the heights of human dignity andpower. Our College strives to impart that culture to the students.

The Swan symbolises the repose of the infinite as distinguishedfrom the restlessness of the individual. The ocean is reposeful whilethe wave is restless. To the extent possible, the individual student’sshare is induced to the fuller energy of the infinite. He / She will sharethe repose of the Divine Infinite.

In the evolution of every individual student of this collegetowards the above goals symbolised by our College Crest lies in thefulfillment of the message of this unique institution.

LIFE SKETCH OF

LATE THIRU PIONEER KUMARASWAMY

On 12th October 1897, Thiru. S. Kumaraswamy was born toThiru. Sastha and Tmt. Sivakamy at Vadasery. He hailed from a simple,traditional and conservative family. With minimum formal education,he started his career as a weaver, shop assistant and an automobiledriver.

His traits like readiness for new experience, imperativeresponsibility, concrete knowledge about the results of his action, risktaking attitude, strategic planning and organizational abilities made hima person of entrepreneurial skills and carved him as a“Self Made Man”.

Although, his social background was not much conducive, his

continual innovative activity fetched him the title “PIONEER”. With

the support of his two brothers Thiru. Nellaippan and Thiru. Nagamoni,

he indulged almost in all activities in a new and better way and emerged

as a ‘Modern Man’.

Industrialization - a new phenomenon to the region, was

introduced by him. He initiated many services like bus service,

Out-agency for Railways, cultivation of Commercial crops, Commercial

Electricity supply, Charcoal Gas production, Technical Training for

Students and a Spinning Mill. These services provided an alternative to

agricultural labourers and weavers and helped to standardize their

livelihood. Although he had no precedent for all ventures in his family,

“The Achievement motive” had always been the driving force for

all his modern enterprises.

Earlier Bus service to Trivandrum was named as “Champion

Motor Service’, and later it was named as ‘Pioneer’. This service

was extended to Tirunelveli and Cape Comorin. This profitable service

made the Travancore Government to nationalize the transportation.

He was a man with a high urge for achievement. He always

looked for a challenge, responded to it and became successful. And

thus nationalization of the transport made him to look out for a new

venture.

He got Tirunelveli – Nagercoil Express bus route and the out-

agency for Southern Railways. As there was no railway service in this

region, this out-agency was much helpful for quick and safe transporting

of goods.

Cultivation of commercial crops was also introduced by

Thiru. S. Kumaraswamy and his brothers. This successful experiment

was undertaken in their estate located at Thadikkarankonam, 12 miles

away from Nagercoil. At first, tapioca and plantains were planted. It

was said that rubber trees would not be profitable in this region. Yet

Thiru. S. Kumaraswamy again preferred to take risk and planted rubber

trees. As he expected, a great demand for rubber occurred after the

Second World War. As the latex from this estate proved to be of high

quality, it earned them a good reputation and profit. Palkulam Estates

Ltd. was established to supervise all these estates.

He started Nagercoil Electric Supply Corporation in 1934. The

Travancore state Government issued him license for Power Supply for

55 years. Although, he found it difficult to get permission from the

Municipal Chairman to install Nagercoil street lights, he succeeded in

his attempt later. In 1956, it was also nationalized but compensation

was given.

Thiru. S. Kumaraswamy was a man of planning for years ahead.

The establishment of the Pioneer Charcoal Gas Producer Works in

1942 in Madras was an example. Earlier, small gas generators were

produced in the Pioneer workshop at Nagercoil. When shortage of

petrol occurred during the Second World War, these gas generators,

fitted at the back of a vehicle, helped the people all over the state. This

innovative service was duly recognized and the Director of Industries

of Madras State issued a Certificate of Honour to him. During the

occasion of laying the foundation stone for Pioneer Kumaraswamy

College in 1970, this innovation was quoted by the Chief Guest of the

function, the then President of India, Thiru. V. V. Giri.

Thiru. S. Kumaraswamy collaborated with the government in

giving technical training to the students during the Second World War.

It was named as “War Technical Scheme”. Several buildings were

constructed and students got stipend from the government. After the

war, the buildings were used as the Technical Training Centre under

the government, and the government paid the salary and stipend to the

staff and students. Thiru. S. Kumaraswamy was the Principal of the

centre during the period 1942 – 1950. The Pioneer Kumaraswamy

College, founded in 1967 was initially housed at in these buildings.

After obtaining heavy industry license from the government.Thiru. S. Kumaraswamy imported machineries from Toyota, Japanand in 1958 he established a Cotton spinning mill, the first of its kind inthe Kanyakumari District, in the name of his beloved wife Tmt.Nagammal. The Mill gave employment opportunities to the natives ofthe town.

His death on the 18th of October 1960 came as a great shock notonly to his family but to the people of the entire southern region.

By dint of hardwork, he had become the first and the foremostindustrialist of this region. The greatness of his peerless life is the resultof his supreme sense of duty, integrity and hardwork which mouldedhim as one of the Business Magnates of South India.

Dr. K. PADMANABHAN’S LIFE

Dr. K. Padmanabhan was born to Tmt. Kuzhalamony andThiru. Kesavaperumal on 22nd March 1927. After completing hisSecondary School education at S.M.R.V.High School, he joined ScottChristian College to pursue the intermediate course. His graduation inthe subject of Zoology at H. H. Maharaja’s College,Thiruvananthapuram was the stepping-stone towards his aspiration of“Becoming a Medical Graduate” and he achieved his goal at StanleyMedical College, Madras in 1953 and got appointed as Assistant MedicalOfficer at Catherine Booth Hospital, Nagercoil.

His marriage to Tmt. N. Bagavathy Ammal, daughter of ThiruPioneer S. Kumaraswamy, the great industrialist of the District, in 1948became a driving force and carved him as a multi-faceted personality.

In 1960 he undertook the Management of Nagammal MillsLtd., with his wife Tmt. N. Bagavathy Ammal as its Managing Director.Establishing Kumar Medical Centre at Nagercoil in 1962 and obtainingthe dealership of IOC in 1964 elevated his elegance. He widened hisoutlook in uplifting the downtrodden people through his social andacademic endeavors.

As the Founder President of the Lions Club of Nagercoil he

proved himself to be a modest humanitarian towards the needy people.

His quest for imparting knowledge through Higher Education ignited

him to focus on academic activities also. He served the society as the

Founder Member of Lekshmipuram College of Arts and Science at

Neyyoor in 1964, Founder President of Vivekananda College at

Agastheeswaram and Correspondent of Sri Devi Kumari Women’s

College at Kuzhithurai (1966-1969).

As the alumnus of S.M.R.V High School, Vadasery, Nagercoil,

he served as its Manager for the period of 1964-1978.

His accomplishments in academics were duly recognized by Madurai

Kamaraj University and he was elected to the prestigious Membership

of the Senate, Syndicate and Academic Council of the University.

He adorned these offices during 1960s and 1970s and played a pivotal

role in the effective functioning of the University. He represented the

University at the Medical Council of India also.

His concerted academic efforts and dedication, culminated in

establishing a secular and non-commercial Higher Educational Institution

in the name of the prodigious personality Thiru. Pioneer Kumaraswamy.

As the Founders of this reputed institution Dr. K. Padmanabhan

and Tmt. N. Bagavathy Ammal, had striven much in achieving the

vision of Enriching and Empowering the students with Values.

Procurement of high rate of results in 1975 and 1976 earned the Rolling

cup and reputation from the Government of Tamilnadu.

He widened his missionary zeal when the Government in 1966

appointed him as the President of Kanyakumari Devasom Board.

As the Area Commander of Home Guards in Kanyakumari District

(1966-1969) he set himself as a Role Model for the Younger generation.

His perspicacious vision kept the Nagammal Mills to sustain

and flourish even during the period of economic recession and stagnation.

His sudden death in May 2006 did not fade away his virtues

like disciplined work culture, humanity, secular outlook and determination.

His modest, simple, and courteous attitude are the imprints that are

successfully followed by his noble successor Thiru P. Kumaraswamy.

Thiru P. Kumaraswamy, the Chairman and Managing Director,

Nagammal Mills (P) Ltd., and Educational Agency which established

the college now is on the reign of leadership. Thiru P. Kumaraswamy,

the President of Pioneer Kumaraswamy College Committee and Tmt.

Latha Kumaraswamy, Member of the Committee are striving to fulfill

the aspirations of Dr. K. Padmanabhan and Tmt. N. Bagavathy Ammal.

Perseverance and sustained efforts always help to reach

pinnacles. Fostering and rearing his farsighted thoughts into reality is

the best tribute to our Founder.

ADMISSION PROCEDURE

1. Prospectus and application forms for admission can be obtained

from the college office on payment of Rs.48/-. Registration fee

of Rs.2 will be collected at the time of registration. If any applicant

desires to have the application form sent to him / her by post.

He / She should send Rs.75 to the Principal by M.O. For P.G.

Course, he / she has to send Rs.100/- by post.

2. The application form should be duly filled in by the candidate in

his / her own handwriting, giving full and correct particulars,

and handed over to the office personally or sent to the Principal

by post.

3. Copies of the following documents should accompany the

application for the admission.

a) Higher Secondary / Degree statement of Marks.

b) Transfer Certificate from the Institution where the applicant

studied last.

c) Conduct Certificate from the Institution where the applicant

studied last.

d) Community certificate.

The original certificate produced at the time of admission will

be retained in the college and will be returned only on the completion of

the course or when the candidate leaves the Institution. Hence the

candidate should take sufficient number of attested copies for future

use before handing over his/her certificates.

4. Eligibility for Admission :

Candidates seeking admission to the degree classes should havepassed the Higher Secondary School Examination of Tamil Nadu or anexamination accepted by the Syndicate of the ManonmaniamSundaranar University as equivalent thereto.

Post Graduate Courses

Candidates seeking admission to Post – Graduate Coursesshould have passed Degree examination of the concerned subjects ofManonmaniam Sundaranar University or any other university recognizedby the syndicate of Manonmaniam Sundaranar University as equivalentthereto.

5. The Principal reserves the right to issue Transfer Certificate toany student at any time during the course and thereby ask him toleave the College for reasons of indiscipline, lack of progress instudies or illness considered to be contagious.

CERTIFICATES

1. Application for Transfer Certificate and other certificates mustbe made in the prescribed form.

2. In the case of Transfer Certificate, a fee of Rs. 10/- is charged.A fee of Rs.5/- is charged for every other kind of certificate.

3. Certificate should be collected from the office without delay, failingwhich application will have to be collected fresh.

4. Certificates will be issued after library books and other collegeproperties are returned and clearance is obtained from the Library,Laboratories, Physical Director and the Head of the Department.

A fine of Re.1.00 per working day is collected in the case ofbelated payment and after which the name of the defaulter will beremoved from the rolls.1. Fees once paid will not be refunded. Fees, fines etc. must be

DRESS CODE

Students should be neat and decent in their dress and person.Modesty in dressing is highly emphasized in our college. Students shouldwear uniform four days a week. On wednesdays (Aided) and Thursdays(SF) the students may wear civil dress but in decent way. T. Shirtsand Jeans are not allowed. Boys should wear half hand shirts only asuniform.

ATTENDANCE

1. Students shall attend the college regularly and punctually on allworking days.

2. The working day is divided into two sessions, each session beingdivided into periods of one hour each.

3. The first bell is rung five minutes before the beginning of morningand afternoon sessions and the remaining bells at the hour fixedfor the beginning of each class.

4. At the first bell before each session students are expected to go totheir respective classes and take their seats quietly.

5. Attendance will be marked at the beginning of each period. Astudent who is not in the class when attendance is taken shall bemarked absent. It, however, is permissible for the teacher to marklatecomers present if the Principal allows.

6. The academic year consists of two Semesters of 90 days each,excluding examination days. Attendance certificates will be issuedto such students who have obtained atleast 75 percent of the totalattendance fixed for each semester of the year.

7. The following instructions shall be followed while applying forleave.

All applications of leave of domestic nature must becountersigned by the parent or guardian.

In the case of leave for one or two hours of one session of aday, it is enough if the application is supported by the recommendationof the HOD concerned. Leave application for a whole day or sessionmust be countersigned by the parent or guardian.

Leave application should be addressed to the Principal andsubmitted through the head of the department concerned.

8. No student can absent himself from the College without submittinga leave application. In the case of long absence due to sickness,the Principal may insist on the production of a medical certificate.

9. Absence without sanction of leave will be considered a seriousviolation of Rules and will be severely dealt with.

10. Students with full attendance during the entire course period ishonoured.

DISCIPLINARY REGULATIONS

1. Students are forbidden to organize or attend any meeting withoutthe explicit permission of the Principal.

2. No student who has been convicted of any offence in a criminalcourt will be allowed to continue his / her studies in the college.

3. Students should abstain from active participation in party orcommunal politics.

4. Students who indulge in political propaganda or who organizepolitical functions in the premises of the college or hostel, or whootherwise engage themselves in party politics are liable to beexpelled from the college and hostel.

5. Under the educational rules of the Tamil Nadu Government (1978)the Principal has full power to inflict the following punishment;fine, suspension and expulsion from the college, if any student isguilty of rudeness of behavior and gross breach of conduct rules.

6. Students should not indulge in any activity leading to the disruptionof peace and discipline and dislocation of normal work in thecollege and hostel premises by resorting to strike. Those who areguilty of violation of this rule will be severely dealt with.

7. Ragging and eve teasing of any kind are strictly forbidden. Anyone who is guilty of ragging will be summarily and severelypunished.

8. Students who are guilty of (i) rude language towards the staff ofthe college (ii) assault or attempt to assault staff or fellow studentsof the college will be expelled from the institution.

9. If a college professor or a lecturer by speech or otherwise seeksto mislead his / her students into activities deemed objectionable,he / she is to be punished for dereliction of duty.

10. Possession use of Mobile phones are strictly prohibited inside the campus.11. All the students have to come with a proper haircut.

RULES OF THE COLLEGE LIBRARY

1. The library is open to all students and members of staff of thecollege.

2. The library is kept open from 8.30 a.m. to 4.30 p.m. on allworking days

3. Silence should be maintained in the Library reading room.

4. Books in the library are computerized and OPAC (Online PublicAccess Catalogue) facility is available to locate the books in the shelf.

5. Current Periodicals, Dictionaries and other works of Referencevalue shall not be lent out.

6. Only two books for UG and Four books for PG Students arepermitted to borrow at a time for a period of 14 days. Books canhowever be renewed by a personal call before the last stampeddate, provided they are not required by other members. The periodof extension will normally be a fortnight from the date on whichrequest for renewal is made. A student who borrows or returns abook shall conduct the transaction himself at the library and notthrough any other person. Each book with overdue will incur anoverdue charge of fifty paise per day if the book is kept beyondthe period allowed.

7. Reservation can be made on request in the library.

8. Members shall not write, underline or make any mark on any bookor map belonging to the library or cause any damage.

9. Members shall, on receiving the book examine them and report tothe librarian any damage found therein. If they fail to do so, theywill be held responsible for such damage as may be detectedafterwards.

10. Loss of book shall be immediately reported to the Librarian.Compensation for books lost or of found damaged in any way ordefaced must be paid according to the Librarian’s estimate of loss.

11. Members shall not sub-lend the books of the Library to any otherperson.

12. Members responsible for any damage done to any propertybelonging to the Library shall be required to replace the propertyso damaged.

13. A student against whom any ‘overdue’ or other charge isoutstanding, will not be allowed to borrow books or withdraw hisCaution Deposit until he has paid the amount due. At the end ofthe course each student will have to produce a ‘No Dues Chit’from the librarian before he gets his Transfer Certificate.

14. Sign the library gate register while entering and leaving the library.

15. Any infringement of the rules may lead to the forfeiture of theprivilege of using the Library.

16. Grievances if any, shall be addressed to the Librarian and thePrincipal.

17. Best Library User is honoured with an award.

18. Inflibnet and browsing facilities are available.

19. Library Advisory committee arranges display and competitions,periodically.

INTERNAL ASSESSMENT

Each semester consists of 90 working days excluding thesemester examination days. Three Internal tests are conducted for thestudents every semester. Papers are duly evaluated and marks broughtto the notice of the students.

EXTERNAL EXAMINATIONS

External examination will be of three hours duration for all the

theory and practical papers. Students are expected to maintain utmost

honesty and good behavior during the conduct of the examination. They

should maintain silence in the examination hall and co-operate in the

orderly conduct of the examination.

MANONMANIAM SUNDARANAR UNIVERSITY CODE

1. If any student is found to be violating any of the rules and regulations

prescribed by the university he / she will be moved to a different

seat in the exam hall or even be prevented from writing the exam.

2. The invigilator concerned will seize the incriminating material,

confiscate the Hall ticket, Identity Card and answer script of the

student, and provide a statement of his / her own along with the

student and that of the Chief Superintendent who will forward it

his / her to the Controller of Examinations.

The student may be permitted to appear for the subsequent papers

on condition. Later, the student will be asked to appear before the

Appeals and Grievance Committee appointed by Controller of

Examinations, to decide the sanctions against him / her for

malpractice. The sanction will vary according to the gravity of

the fault, ie., from being debarred from one paper or all the papers

of one semester, or being debarred from two or three subsequent

semesters if necessary.

3. Post-examination discovery of malpractice will be referred to the

Controller of Examination by the Examiner. The Controller will

refer the matter to the Appeals and Grievances Cell for a decision

(The rules prevailing in M.S. University regarding malpractice and

those framed by our Academic Council will serve as guidelines)

If a student is found indulging in malpractice in any internal

assessment test she will be awarded zero for the test. Disciplinary

action will be taken by the Principal if the student is caught again

for malpractice.

GOOD MANNERS AND BEHAVIOUR

1. The college is one family devoted to learning.

2. Students of the college have to confirm the best traditions of Indian

National life.

3. Student should avoid doing anything by word or deed that may disturb

the unity and harmony of life in the college. The college is above

politics and stands for all communities. Students are forbidden from

indulging in any kind of political and communal activities.

4. On meeting the Principal and member of the staff, students should

greet them.

5. Loitering and making noise in the verandahs, reading room andlibrary are strictly forbidden.

6. Students are expected to co-operate with authorities in keepingthe premises of the college clean and tidy. They are earnestlyrequested to avoid writing on the wall, throwing bits of paper inthe lecture halls, verandahs or anywhere in the premises. Anyinfringement of this rule will be severely dealt with.

7. Students are expected to dress modestly.

8. No student is allowed to leave the class room during working hourswithout the permission of the member of the staff concerned.

9. In any official tournament or match where the college takes part,no student shall play for an outside team without previous permissionof the Principal

10. While attending a public meeting should be decently dressed. Theyshould be respectful to seniors and superiors, polite and courteous to all.
