Castaño desapareció elpasado 16 de abril, en medio deversiones contradictorias queindican que está muerto o sehalla escondido con el propósitode escapar a los Estados Unidos.

Una comisión de la Fiscalíay militares adelanta la búsquedade una fosa común en la que sehallarían siete cadáveres paradeterminar si entre ellos seencuentra el de Castaño, segúnfuentes de la Brigada 17 delEjército.

La búsqueda se adelanta enla zona rural del municipio deSan Pedro de Urabá, alnoroccidente del país, en dondedesapareció Castaño despuésde un enfrentamiento entre suescolta y un grupo paramilitarque aparentemente intentabaasesinarlo.

Sin embargo, un importantejefe paramilitar, Adolfo Paz,aseguró que no es cierto que lasAutodefensas Unidas de Co-lombia (AUC) hubieranordenado asesinar al jefe político

de la organización por temor aque escapara y suministrarainformación a las autoridadesestadounidenses sobre losnegocios del narcotráfico en queestán involucrados jefesparamilitares.

NEW YORK (AP): Re-publican National Conven-tion officials announced aSpanish-language web siteat a meeting of Latino busi-ness leaders Thursday.

“The web site exemplifiesthe Republican Party’s con-tinued commitment to diver-sity,” said Bill Harris, chiefexecutive officer of the GOPconvention, taking place atMadison Square Garden start-ing Aug. 30. “Diversity is oneof our country’s strengths, it isone of New York City’sstrengths, and this August andSeptember, diversity will serveas one of the defining charac-teristics of this convention.”

ASHEVILLE, N.C. (AP):Republican groups are reach-ing out to the western part ofthe state’s burgeoning Latinopopulation, claiming theyshare similar goals and reli-gious viewpoints.

Macon County Republi-cans, who outnumber regis-tered Democrats in the countyby about 600, seek to shore uptheir numbers by pledging todevelop a Latino outreachprogram. The Republicansthere have formed a focus groupand say they will soon discusscommon issues with Latinoleaders in the community.

Buncombe County Re-publicans may follow suit. PittCounty GOP voters are alreadyahead of the game—theircounty party chairman, JavierCastillo, personifies what hecalls the natural merger of thetwo groups.

“We share family values,and we don’t like taxation,”he said. “Democrats have takenLatinos for granted in the past.”

On the national level, theRepublican National Commit-tee developed an outreachgroup in 2000, called the NewMajority Council.

“We’re reaching out topeople because they’re good,decent, God-fearing peopleand that’s the definition ofbeing a Republican,” saidFerrell Blount, chairman of thestate’s Republican Party.

The state board of electionsdoesn’t keep tabs on how many

Latinos have registered asDemocrats, Republicans, orindependent voters. ButCastillo, scouring voter regis-tration lists for common His-panic surnames, estimates that35 percent of Latino voters areDemocrats, 32 percent areunaffiliated, and 33 percentare Republicans.

“In fact, the majority of reg-istered Latino voters in thestate are not Democrats,”Castillo said.

Ricardo Velásquez, chair-man of the Hispanic Demo-crats of North Carolina,counters the claim, sayingthere are twice as many LatinoDemocrats in the state as Re-publicans.

“Hispanics vote Demo-cratic because the Democraticparty shares their issues,”Velásquez said.

He said Mexican-Ameri-cans, who make up the over-whelming majority of Latinosin North Carolina, tend to leanDemocrat, seeing the party asthe champion for worker andcivil rights. Cubans—morepopulous in states such asFlorida and New York—tendto vote Republican becauseof the traditional GOP stanceagainst Fidel Castro’s Cubangovernment, he said.

Those stereotypes areslowly eroding, said AndrewTaylor, a political science pro-fessor at North Carolina StateUniversity.

“You’ll have Republicans

reach out to them stylistically,”he said, such as in references toreligion and by sprinklingSpanish into stump speeches.

Kerry’s inner circle—thedozen or so advisers who par-ticipate in the campaign’s mostimportant decisions—ismostly white.

Senior political adviserPaul Rivera said a core groupof seven high-ranking staffersparticipate in a daily, morningconference call to talk strat-egy and make key decisions.The group includes campaignmanager Mary Beth Cahill;deputy campaign managersSteve Elmendorf and MarcusJardotte; communications di-rector Stephanie Cutter; gen-eral election strategist JillAlper; and senior advisers Art

Collins and Rivera. Jardotteand Collins are black; Riverais Latino.

Campaign officials say me-dia consultants, pollsters andother top aides are often on thecall, including chief speechwriterBob Shrum, and Tad Devine, anarchitect of Kerry’s general elec-tion planning.

Shrum and Devine arewhite, as is John Marttila, alongtime Kerry ally from Mas-sachusetts who spent a lot oftime at campaign headquar-ters during the Iowa and NewHampshire races and is con-sidered part of the brain trust.

Campaign officials disputethe criticism, saying too muchof the focus has been on theinfluence of Shrum, Devine,and other consultants.

“Throughout the primaryprocess, we’ve had a very di-verse campaign. Now we arebuilding a general electionsystem that is diverse,” he said.

The campaign noted thatKerry has enjoyed strong sup-port from minorities duringthe primaries. Exit pollingconducted for The AssociatedPress in 18 states that haveheld Democratic primaries thisyear found Kerry easily win-ning support among whites,blacks, Latinos, and Asians.

Cahill invited anyone con-cerned with diversity to visitcampaign headquarters inWashington. “In every officein the campaign, we are look-ing to have people with differ-ent backgrounds and experi-ences and different approaches

to the campaign,” she said.Blacks and Latinos typi-

cally vote overwhelminglyDemocratic, though Republi-cans are making efforts to cap-ture a larger share of supportfrom Latinos.

Among Latinos, 61 percentvoted for Clinton in 1992,followed by 72 percent in1996. Gore captured about 62percent of the Latino vote in2000.

A campaign staff’s makeupsuggests what the WhiteHouse staff could look like ifthe candidate wins, said LisaNavarette, a vice president ofthe National Council of LaRaza, a nonpartisan Latinoadvocacy group.

The average voter may notfocus on this, she said, “but forpeople concerned about thestrength of the commitment todiversity, you would have tobe concerned.”

Census Bureau estimatesshow that in 2002, 81 percentof Massachusetts residentswere white, 7 percent wereLatino and 5 percent wereblack. Nationally, the popula-tion is about 68 percent white,14 percent Latino and 12 per-cent black.

“The Kerry campaign cer-tainly at the top definitelyneeds…Hispanics, it needs tobe more diverse,” said DavidBositis, a political scientist atthe Joint Center for Politicaland Economic Studies, a thinktank focused on black issues.“But he’s got plenty of time toaddress this.”

SANTA ANA, Calif. (AP):More than 100 brands ofcandy sold in California, mostof them from México, havetested positive for dangerouslevels of lead in the past de-cade and little has been doneabout it, a newspaper reported.

In nearly every case, thecandy—mostly marketed toLatino kids—stayed on storeshelves and no action wastaken against the Mexicanmanufacturers, the OrangeCounty Register reported inSunday’s editions, citing stateand federal records.

The public was rarely in-formed of test results, thenewspaper found.

“Children are eating poi-son,” said Leticia Ayala, of SanDiego-based EnvironmentalHealth Coalition, a nonprofitgroup that urged the state tobetter regulate Mexican can-dies.

State officials said theylack the resources to tacklethe problem and have littlejurisdiction over Mexicancandy manufacturers.

“We have a lot more re-sponsibilities than looking forlead in candy,” said JimWaddell, chief of the stateHealth Department’s Foodand Drug Branch.

Lead poisoning can cause

Dozens of Mexican candies sold inCalifornia have high lead level

brain and nerve damage andresult in intelligence and be-havioral problems, particularlyin children. Concerns aboutlead poisoning led to a ban onlead-based house paint in the1970s and on lead compoundsin gasoline in the 1980s.

The state Department ofHealth Services has conductedmore than 1,500 tests on Mexi-can candy since 1993 andfound high levels of lead inone of every four samples, thenewspaper reported.

As many as 15 percent ofCalifornia children who sufferlead poisoning—about 3,000over the past three years—haveeaten Mexican candy, accord-ing to state statistics. About three-quarters of them are Latino.

The government did littleto release the information tothe public, the paper said.

For example, it knew ofhigh lead levels for years inChaca Chaca, a popular Mexi-can treat made from apple pulpand chili powder, but no pub-lic warnings were issued untillast month.

The Register conducted itsown tests on 180 samples pur-chased over the counter inSouthern California, an 32percent of the tests showed highlevels of lead.

The newspaper sent report-

ers to México, and reportedthat raw ingredients were care-lessly tainted with lead be-fore being shipped to facto-ries, where unsafe manufac-turing procedures were com-monplace.

Mexican manufacturerssaid they had no knowledgetheir candies contained dan-gerous levels of lead untilcontacted by the newspaper.

The manager of one candystore in San Luis Rio Colo-rado, México, told the YumaSun that he threw the sweetsaway after Mexican healthofficials told him a few weeksago that the confections poseda health hazard.

In Arizona, officials fromthe Yuma County Health De-partment sent out employeesseveral weeks ago to warnmore than 80 retailers aboutthe sweets.

The coated candies andlollipops are sold in the area,mostly in small markets in theborder cities of San Luis andSomerton.

Health officials also saythey are concerned about resi-dents who cross the borderand might buy the candies.

NEW YORK (AP): For-eign-born children are morelikely than native-bornyoungsters to suffer from avariety of ills including pesti-cide poisoning, obesity andpost-traumatic stress, accord-ing to a new report.

The report, prepared by theCenter for New York City Af-fairs at New SchoolUniversity’s Milano GraduateSchool, found that lead poi-soning disproportionately af-fects certain immigrant com-munities including Haitiansand South Asians.

Haitians make up fewerthan 3 percent of foreign-bornchildren in New York City,but they account for almost 27percent of all foreign-bornchildren with lead poisoning,according to the report.

Children born in India,Pakistan and Bangladeshmake up fewer than 9 percentof the city’s foreign-born chil-dren, but they account for 23percent of the foreign-bornchildren with lead poisoning.

“It was the most stark find-ing in that it showed that spe-cific immigrant populationsare more likely to be impactedby lead poisoning than otherimmigrant populations,” saidMia Lipsit, a program associ-ated at the center and one ofthe authors of the study.

Possible reasons why leadpoisoning rates are so high inthese communities includeexposure in the children’s

home countries and the use ofhousehold items or evenspices that contain lead, ac-cording to the report.

Among the report’s otherfindings:

_Twenty-eight percent ofnon-citizen children in NewYork City lack health insurance,while only 6 percent of native-born children in native citizenfamilies across New York Stateare without coverage.

_Latino children have byfar the highest rate of pediatricobesity in the city. Almost one-third of Latino children be-tween the ages of 6 and 11 areobese, compared with 16 per-cent of white children and 23

percent of black children._Rat and roach infestations

in the homes where many im-migrant children live contrib-ute to high rates of athsma andto exposure to toxic pesticides.

_Many immigrant chil-dren are at risk for psychologi-cal and behavioral problemsresulting from prior exposureto violence.

The report, which was pre-sented at a forum at the NewSchool on Wednesday, reliedon data from the 2000 Census,scholarly articles and othersources.

WASHINGTON (AP): Im-migrants starting Friday willpay $50 to $65 more to be-come Americans, to live as alegal resident in the country orto apply for a number of otherimmigration benefits.

The Bush administrationhas said it raised the fees, firstannounced in January, to coverthe costs of increased securitychecks on applicants and ris-ing administration expenses.But one Hispanic group saysthe increases will hit Latinoimmigrants hardest and makebecoming a citizen more diffi-cult for millions of Latino le-gal permanent residents whoare eligible to be Americans.

As of Friday, a legal resi-dent will pay $320, up from$260. For immigrants whowant to become legal perma-nent residents, the cost will be$315, up from $255. Also, mostapplicants will have to pay a$70 fingerprinting fee, an in-crease of $20.

“Congress requires us to doa fee study to determine if weare covering the cost of doingbusiness. When we did wefound we are losing $1 milliona day,” said Chris Bentley,Citizenship and ImmigrationServices spokesman.

Critics of the fee increasesay the agency should first fixproblems in the agency thathave led it to have more than 6million pending applications,because those problems could

be contributing to the higherexpenses for the agency. Theincreases, without improvedservice, will keep people frompursuing citizenship, saidLarry González, Washingtondirector for the National Asso-ciation of Latino Elected andAppointed Officials Educa-tional Fund.

An analysis conducted forNALEO estimates that about4.2 million Latinos are eligiblefor U.S. citizenship. The analy-sis was developed by JeffreyPassel, a researcher at the lib-eral-leaning Urban Institute,based on U.S. Census data.

“How ironic that we haveall these folks eligible for citi-zenship and yet we have a ser-vice agency that continues tocreate barriers to citizenship,”said González. His organiza-tion works to bring moreLatinos into elected office andthe political process, in part bypromoting U.S. citizenship.

Gonzalez said citizenshipis an issue that crosses partisanlines and promoting it shouldbe a legislative priority. Hesaid the Office of Citizenshipformed by the Bush adminis-tration is underfunded.

“Everyone wants to talkabout immigration reform andillegal immigrants,” Gonzálezsaid. “Not that those are notimportant, but at the same timewe have the issue here of peopleplaying by the rules and doingit right and we have a systemthat is broken.”

Latino stuckin jail asofficialsdecide whopays for aninterpreter

LOUISVILLE, Ky. (AP):A Latino, who can’t speakEnglish, has sat in a jail cellfor five months as court of-ficials try to decide whowill pay for an interpreter.

Luis Velásquez has beenin jail since November, fac-ing assault and DUI chargesafter being accused of caus-ing a car accident in whichtwo people were seriouslyhurt. Prosecutors offered the20-year-old Latino man aplea bargain seven weeksago, but he cannot take orreject it, because he can’tread it.

Velásquez also hasn’tbeen able get his bond low-ered or help his attorneyswith a defense.

He’s stuck because aJefferson circuit judge andthe public defender’s officedisagree over who is respon-sible for paying for a Span-ish-speaking interpreter.

“This is a ludicrous situ-ation,” said Leo G. Smith,an assistant to Chief PublicDefender Dan Goyette.“There’s a poor person sit-ting in jail without the helpof an attorney because thejudge won’t authorize aninterpreter. ... The case is ata standstill with him sittingin jail.”

The Administrative Of-fice of the Courts, whichmanages Kentucky’s judi-cial system, pays for inter-preters inside the court-room. At issue in theVelásquez case is who paysfor time spent outside thecourt discussing the case.

Jefferson Circuit JudgeF. Kenneth Conliffe arguesthat the public defendershould cover the cost, whileSmith and others fromaround the state say that aspecial fund controlled bythe Kentucky Finance andAdministration Cabinet inFrankfort can be used to payfor translators for indigentdefendants.

The state Court of Ap-peals apparently will haveto decide the issue.

In an unusual move, thepublic defender’s office andthe commonwealth’s attor-ney have joined forces toask the court to orderConliffe to authorize thetranslator’s payment fromthe fund.

Conliffe said he willabide by whatever the ap-peals court decides.

Velásquez arrested inNovember and indicted thenext month on charges thathe drove drunk into anothervehicle on Nov. 14. He isbeing held on a $50,000cash bond.

Growing up in the Detroitsuburbs in the era of themuscle cars, Latino artistCamilo Pardo never dreamedthat one day he’d be the de-signer that brought the1960s-era GT40 racing leg-end back to life.

An accomplished artist,sculptor, clothing and furni-ture designer, Pardo’s workhas been featured in galler-ies and shows from Monacoand Italy to the Paris MotorShow.

“I come from a family witha long tradition in art andarchitecture, said Pardo,whose family includes archi-tects in Colombia andMéxico. His mother,Roseanna Pardo emigratedfrom Bogota to New Yorkwhere Camilo was born in1963. “I am the first one ofmy family to be born in theUnited States,” he says.

Pardo’s mother eventu-ally moved to Detroit and hegraduated from RochesterHigh School in the northernsuburbs. He enrolled in theprestigious Center for Cre-ative Studies in 1981 andgraduated in 1985 as the re-cipient of that year’s Indus-trial Design Society of

America Merit Award.Ford spotted his talent

while he was at CCS andhired him immediately uponhis graduation. Pardo beginshis 19th year at Ford thismonth. He worked in Ford’sAdvance Design studio onvehicles ranging from theFord Thunderbird to the Lin-coln LS and the Ford electricvehicles. He also worked inFord’s design studios in Co-logne, Germany and Turin,Italy before returning toDearborn as design managerfor Special Vehicle Teamprojects.

Pardo is now chief de-signer in the Living Legendsstudio where every day whenhe arrives at work, he turnshis VCR on to the JohnFrankenheimer classic“Grand Prix” and watches theopening scenes and listensto the sounds of the race forinspiration. That’s no sur-prise for a man whose pas-sion for automobiles has metits match in his passion forart.

“Being an artist reallycomplements my car designs.I can’t imagine having onewithout the other. Both re-quire me to deal with propor-

tions, emotions and creativ-ity, which all lead to perfectexecution,” Pardo explains.

Pardo is keenly aware thathe is a unique role model toLatino youth. He recountshow at a recent visit to a SanAntonio high school “thekids brought in copies ofAuto Week (picturing theGT40) for me to sign, andthey even had me sign theirtee shirts.” A former teacherat CCS, he always tries tomake students more aware ofart and advises youngLatinos to go into design andart as a career path. But Pardoisn’t only reaching out tohigh school students; his re-cent and upcoming appear-ances at schools includeSouth Texas University andthe University of Architec-ture in Monterey, México.

Pardo’s personal collec-tion of classic cars includes aFerrari 308 GT and a topless1964 Thunderbird, a project

car with no convertible topand doors that are weldedshut to eliminate all gaps inthe sheet metal. To get in,Pardo just hops over the sideor climbs out by stepping onthe seat.

“If it starts raining, youjust hope you don’t catchany red lights on the wayback to the garage. If you’regoing fast enough, the air-flow blows the rain right overthe car and off the deck. Theyknew a little about aero backin the ‘60s too,” he says.

He says he is still excitedthat his work has allowedhim to meet many of the leg-endary automobile racers headmired as a youth includ-ing Parnelli Jones.

Pardo said he had drawnand re-drawn the GT40 con-cept design in his mind formore than a decade. Evenwhen he was given permis-sion to do an exploratory claymodel of a modern GT40 in1999, he never really ex-pected to create a fully devel-oped concept car. He says he’llnever forget the day in March2001 when he received thecall that began the dream as-signment of his lifetime.

Pardo is single and livesin downtown Detroit in anart studio and apartmentwhere he works on his otherartistic endeavors in his sparetime.

• Supportive Services for adolescents age 13-17 who are exhibiting behaviors that put them at risk ofdisrupting from their placement. Proposals should not be a duplication of services we currently provide to childrenwith similar needs (i.e., traditional mental health counseling, job training, independent living services).

Audited re-ports and expendituresto assure they are incompliance with estab-lished accounting prin-ciples and federal,state, and private grantguidelines and regula-tions. Directs staff inproper set-up of grantsand assists with ques-tions that may arise.Works directly with fac-ulty and other adminis-trators. Interacts withthe Director of Finan-cial Accounting andAssociate VP for Fi-nance/Treasurer in sup-port of the University’sgrant account activity.

Qualifications: ABachelor’s degree re-quired. 3 to 5 years ex-perience in grants ac-counting with at least 2years in grants admin-istration. 5 years expe-rience in grant account-ing, recordkeeping; 2years experience inEACH of the following:Grant Administration,Main-frame (server)computer skills, PCcomputer skills, Federalregulations and super-visory experience; 3years experience inSpreadsheets, word pro-cessing skills, and PCcomputer skills.
