Washington, D.C. - A delegation from Civil Air Patrol was on Cap- itol Hill on March 3 briefing con- gressional members on how the U.S. Air Force auxiliary's primary missions – emergency services, aerospace education and cadet  programs – make a difference in their communities. The organization's 52 wing and eight region commanders, as well as youth involved in the cadet  program, took part in Legislative Day – an annual CAP networking event on the Hill.  "Our legislators, and the citizens they represent, are Civil Air Patrol's stakeholders," said Maj. Gen. Amy S. Courter, CAP na- tional commander. "We want them to know what an incredible  job CAP volunteers are doing in their communities, both in the air and on the ground. Our volunteers are a true force multiplier for the U.S. Air Force." The trip to the Hill also provides the delegation with an opportunity to garner support for bipartisan- ship legislation introduced in Con- gress to honor CAP's World War II-era members. Identical bills introduced in the House of Repre- sentatives and Senate call for the awarding of a single Congression- al Gold Medal to CAP in recogni- tion of the highly unusual service  performed by the volunteer men and women of the organization who, using their own aircraft, conducted combat operations and other emergency missions during the war. The wing met with W.Va. Senators Joe Manchin, Jay Rockefeller, and Rep. Nick Rahall. Legislative Day is part of a full slate of activities for CAP mem-  bers gathering in the nation's capi- tal for the organization’s Winter  National Board meeting, that was held March 4-5 at the Marriott Crystal City in Arlington, Va.  The National Board, which meets twice a year – in the winter and the summer – consists of 67 mem-  bers representing each state, along with Puerto Rico and the District of Columbia, within the organiza- tion’s eight regions. The board is CAP's policy-making arm and, in conjunction with the CAP Board of Governors, proposes amend- ments to the governing constitu- tion and bylaws.
