Dear Friends,

Welcome to the inaugural ICSS Inter-Regional Sports Policy Summit.

While we enjoy the beauty of Portugal’s capital city, our mission over the coming days is to create a framework to protect something else that is beautiful – the purity of sport.

The need for concrete action, enhanced cooperation and global leadership is truly greater than ever. For this reason, the ICSS, with the institutional support of the Community of Portuguese Language Countries (CPLP) and the Commonwealth, is hosting this summit.

Together, we can be pioneers in developing stronger international policies, strategic reforms and solutions that safeguard sport and pave the way towards a credible, concerted and coordinated approach on a national, regional and global level.

We all acknowledge the significant role linguistic blocks play in shaping policy. Our shared language and commitment to safeguarding sport allows highly constructive dialogue and cooperation. In order to protect sport we must take this further by joining forces and working together.

This Summit is about developing solutions through you, the leaders of some of the world’s main linguistic blocks. With the collective power in numbers and influence of a majority of the world’s nations, this group is well positioned to drive much-needed reform and to be the catalyst to the robust preservation of the integrity, positive social impact and development of sport.

BACKGROUND AND CONTEXT

Leaders in sports policy are calling out for solutions to the growth in challenges to the governance, integrity and sound development of sport, the impact of which is being felt globally.

Governments, sporting organisations and other stakeholder groups are keen to follow up on recommendations of the Declaration of Berlin adopted at UNESCO’s 5th World Conference of Sport Ministers (“Declaration”), Council of Europe Convention on the Manipulation of Sports Competitions (“Convention”) and the Sorbonne-ICSS Guiding Principles. However, practical follow-up on policy has been limited to date.

Two leading regional organisations, the Commonwealth and the Community of Portuguese Language Countries (CPLP), have suggested a framework to overcome these barriers, respectively through the 7th Commonwealth Sports Ministers Meeting Communiqué, of 21st July 2014 (“Communiqué”), and the Resolution of the VII Official Conference of Ministers of Sport and Youth of the Community of Portuguese Language-speaking Countries (“CPLP Resolution”).

The need for action, enhanced cooperation and global leadership is truly greater than ever. For this reason, the International Centre for Sport Security, with the support of the CPLP and the Government of Portugal, is hosting a high-level, invitation only Summit on sports public policy and inter-regional cooperation.

OBJECTIVES OF THE SUMMIT

By taking the initiative and responsibility of organising the Inter-Regional Sports Policy Summit, the ICSS intends to mobilise and bring together, for the first time ever, key decision-makers from the main linguistic blocks, as well as senior representatives of leading international institutions and Sports Ministers, to develop solutions to challenges to the good governance, integrity and sound development of sport.

Leaders of these international organisations are invited to explore a common agenda and a regional-focused approach towards solutions, using the recent recommendations of the world’s Sports Ministers to drive implementation goals, which are contained variously in the Declaration, Convention, Communiqué and Resolution.

The Summit is intended to be a kick-starter of a globally concerted effort to follow up the recommendations not only of the Declaration, but also of the Convention, Communiqué and CPLP Resolution. This approach is in line with the appeals of each of the Sports Policy Documents, all of which call for a globally concerted, organised and cooperated work program.

It is proposed to develop solutions in this Summit through the unique lens of the leaders of the world’s linguistic blocks, namely the Commonwealth, the CPLP, the Organisation of Ibero-American States (OEI) and the Organisation of French-Speaking Countries (Francophonie). With the collective power in numbers and influence of a majority of the world’s nations, this group is well positioned to drive much-needed reform and to be the catalyst to the robust preservation of the integrity, positive social impact and development of sport.

MAIN TOPICS

The Inter-Regional Sport Policy Summit will provide a constructive platform for enhanced dialogue and cooperation between all those involved and pave the way towards a credible, concerted and coordinated approach on a national, regional and global level.

To this end, the Summit will focus on the following major topics:

• The role of the linguistic communities in sport;

• International cooperation and global leadership in sports integrity;

• Leading the way for youth development and child protection in sport.

• National Sports Integrity Units: a blueprint model;

• Good governance and financial integrity in sport;

• Sport: a catalyst for socio-economic development; and

The development of pioneering sports policies and strategic reforms and solutions to the barriers which have previously prevented governments, international institutions and sporting bodies from establishing effective legal, regulatory and operational structures in sport will also be discussed.

The ICSS is an independent and non-profit organisation and at the forefront of efforts to safeguard sport. We play an increasingly integral role in addressing critical issues in sport such as corruption, betting fraud and transparency, as well as major event safety and venue security.
