Informe de la Secretaría
1. Este octavo informe anual proporciona información completa sobre las características de los recursos humanos de la OMS al 31 de diciembre de 2006, y actualiza los datos del informe presentado al Consejo Ejecutivo en su 120ª reunión.1 El presente documento detalla la situación general de la do-tación de personal por lugar de destino principal y categoría, la distribución del personal según el sexo, la representación geográfica, el perfil de edad, la antigüedad en el servicio, el tipo de nombramiento y las previsiones de jubilación, así como la distribución de la fuerza de trabajo por grupos ocupacionales principales.
CARACTERÍSTICAS DEL PERSONAL
Categorías de los nombramientos
2. Al 31 de diciembre de 2006, la OMS tenía un total de 4493 funcionarios con nombramientos de plazo fijo de uno a cinco años, o con nombramientos de carrera/servicio (en adelante designados todos ellos «nombramientos de largo plazo»).2 De éstos, 1754 (39%) pertenecían a la categoría profesio-nal, 2423 (53,9%) a la de servicios generales y 316 (6,4%) a la de funcionarios nacionales del cuadro orgánico (véase el cuadro 1). El número de funcionarios con nombramientos de largo plazo aumentó en 164 (3,8%), con respecto al número existente al 31 de diciembre de 2005.3
3. Además de los funcionarios con nombramientos de largo plazo, al 31 de diciembre de 2006 había 3527 temporeros (1287 con contratos de corto plazo y 2240 con contratos de duración limitada) (véase el cuadro 2).
Distribución por sexos
4. El porcentaje de mujeres en las categorías profesional y superiores aumentó desde el último in-forme anual del 36% al 36,4% (véase la figura). Sin embargo, en su conjunto, el porcentaje de muje-res nombradas descendió del 43,5% al 39,7% (véase el cuadro 10).
5. El cuadro 3 muestra la distribución del personal con nombramiento de largo plazo por lugar, categoría y sexo. Se observa que, de los 1754 funcionarios de la categoría profesional con nombra-

miento de largo plazo, 1115 (63,6%) son hombres y 639 (36,4%) son mujeres. El número de mujeres en la categoría P.2 sigue siendo mayor que el de hombres, mientras que en la categoría P.3 se ha al-canzado la paridad. La proporción de mujeres en la categoría P.4 ha registrado un crecimiento del 39,8% al 41,5%, pero en la categoría P.5 ha disminuido del 31,3% al 30,7%, y en la categoría P.6/D.1 del 21,2% al 21%. Desde el último informe, la proporción de mujeres en la categoría D.2 au-mentó del 27,3% al 28%, pero disminuyó del 26,3% al 23,8% en los puestos sin clasificar.
Representación geográfica

Hasta diciembre de 2006, el número de países que estaban dentro de sus márgenes convenientes de variación ascendía a 109, de los cuales cinco habían alcanzado el límite superior de su margen de represen-tación; 41 países (incluidos dos Miembros Asociados) no estaban representados; nueve estaban subrepre-sentados y 37 estaban sobrerrepresentados (véase el cuadro 4). El cuadro 5 presenta detalles del estado de representación de los países, por regiones (los datos excluyen a los miembros del personal adscritos por sus respectivos países). Desde el 31 de diciembre de 2005 se han registrado los siguientes cambios:
• cuatro países que no estaban representados se encuentran ahora dentro de sus márgenes de representación (Haití, Luxemburgo, Santo Tomé y Príncipe, y Swazilandia)
• dos países que estaban dentro de sus márgenes de representación están ahora subrepresenta-dos (Austria y los Estados Unidos de América)
• un país que estaba subrepresentado no está representado actualmente (Singapur)
• dos países que estaban subrepresentados se encuentran ahora dentro de sus márgenes de re-presentación (México y Portugal)
• dos países que estaban sobrerrepresentados se encuentran ahora dentro de sus márgenes de representación (Malí y Sudáfrica)
• cuatro países que estaban dentro de sus márgenes de representación están ahora sobrerrepre-sentados (Federación de Rusia, Nueva Zelandia, Sri Lanka y Tailandia).
7. El cuadro 6 muestra la distribución del personal profesional por lugar de destino y región de na-cionalidad.
Edad, antigüedad en el servicio y previsiones de jubilación
8. Más de la mitad del personal de la categoría profesional (52,7%) tiene 50 años de edad o más. En la categoría de servicios generales, el personal de 50 años o más constituye el grupo de edad mayo-ritario (38%). Entre los funcionarios profesionales nacionales del cuadro orgánico, el grupo de edad mayoritario es el de 40 a 49 años (43,7%) (véanse los cuadros 7 y 8).
9. El grupo más numeroso de personal (44,1% de la fuerza de trabajo) tiene menos de cinco años de servicio. La media de antigüedad en el servicio sigue siendo de unos siete años en el caso del per-sonal profesional y de 12 años para el personal de servicios generales (véase el cuadro 9).
10. El cuadro 10 presenta datos sobre los nombramientos de personal efectuados en 2006. En la categoría profesional se consignan 184 nombramientos nuevos, de los cuales 16 (8,7%) corresponden a nombramientos de personal trasladado de otros organismos, y 86 (46,7%) representan conversiones de contratos temporales existentes.

11. Según las proyecciones actuales, más del 16% del personal se jubilará en los próximos cinco años y casi un 38% en los próximos 10 años (véase el cuadro 11).
Grupos ocupacionales
12. El 49,8% de los cargos ocupados por personal profesional pertenecen a la categoría «especialis-tas en odontología, nutrición, medicina, enfermería y veterinaria». Dentro de este grupo, los médicos representan el 91,6% y el personal de enfermería el 1,3%. El siguiente grupo ocupacional más nume-roso es el de los «especialistas en administración», que representan el 27,5% (véase el cuadro 12). En este grupo, el 19,2% son funcionarios administrativos; el 13% son especialistas en sistemas de infor-mática, el 12,7% son especialistas en cooperación técnica y el 11,1% son especialistas en gestión fi-nanciera.
