How Does Age Affect Scientific Genius? Benjamin Jones, E.J. Reedy, and Bruce Weinberg document a substantial increase since the early 20th century in the average age at which breakthrough scientific contributions take place. They also find significant variation across fields in the age of the innovators who are responsible for these breakthroughs. 13 FEBRUARY 2014

Earnings of the Top Earners in Booms and Busts Fatih Guvenen, Greg Kaplan, and Jae Song find that earnings of individuals in the top 1 percent of the earnings distribution are more sensitive to business cycle conditions than average earnings. Cyclical sensitivity is much greater in sectors such as finance, real estate, and construction than in wholesale and retail trade. 12 FEBRUARY 2014

Startups are More Responsive to Economic Conditions than Older Firms Manuel Adelino, Song Ma, and David Robinson explore how start-ups and established firms respond to local economic shocks that are associated with the nation-wide fluctuation in manufacturing activity. They find that startups are more responsive, particularly in areas in which they have ample access to small business finance.

Long-term Consequences of Air Pollution Exposure Adam Isen, Maya Rossin-Slater, and W. Reed Walker study the sharp changes in ambient air pollution concentrations associated with enactment of the 1970 Clean Air Act to estimate how in-utero and early childhood pollution exposure affects adult labor market outcomes. They find that a 10 unit drop in total suspended particulate exposure in the year of birth is associated with a one percent increase in annual earnings at age 30, primarily as a result of higher likelihood of labor force participation.

High School Background and College Performance Sandra Black, Jane Arnold Lincove, Jenna Cullinane, andRachel Veron find persistent positive effects of high school quality on student performance at the University of Texas. These effects are most pronounced for women and low-

Malpractice Law and Health Care Outcomes Michael Frakes and Anupam Jena examine the relationship between state damage caps that limit that amount that a plaintiff can recover in a medical malpractice suit, the frequency of medical errors, and other measures of health care quality. They find at most a modest effect for the liability system in inducing higher levels of quality. 5 FEBRUARY 2014

East Asian Lessons for European Growth Anusha Chari and Peter Blair Henry compare fiscal policy responses to the Asian Crisis of 1997-98 and to the financial crisis in Europe in 2008-09. They conclude that these policy differences, in particular the abrupt switch to austerity in

Europe, help to explain the post-crisis paths of output and employment in the two regions.

Estimating the Effects of “Reputational” Advertising Lint Barrage, Eric Chyn, and Justine Hastings find that in markets where British Petroleum had disseminated its “Beyond

Petroleum” environmental stewardship advertising campaign before the Deepwater Horizon oil spill, the post-spill decline in both its gasoline sales and its retail margins was smaller than in markets that were not part of this campaign.

Receiving a Tax Refund Increases College Enrollment Dayanand Manoli and Nicholas Turner study households that include high school seniors and compare those that did, and did not, receive income tax refunds. They find that a $1000 tax refund raises the graduating senior’s college enrollment probability by between two and three percentage points.
