HACE UNOS DÍAS leí en la prensa española que, envísperas de su debate público con el candidato del PP,usted manifestó -ante un grupo de voluntarios reunidosen la sede el PSOE y a micrófono abierto- su "preocu-pación" por "ese sentimiento, que afecta sobre todo a lagente de izquierdas, de como si ya nada mereciera lapena, esa cosa de decir 'nos han ganado' y que llega aformulaciones del tipo: el voto no merece la pena, paraqué vamos a votar..." Es comprensible pues que, antelos pronósticos demoscópicos que incitan a pensar queese estado de ánimo -que induce a la abstención o a lainfidelidad- se ha instalado hasta entre "millones" deantiguos votantes socialistas, usted haya llegado a talnivel de preocupación y de abatimiento. Lo que no escomprensible es que su abatimiento le lleve a lamen-tarse; pero no a asumir responsabilidades: "Si nuestragente, nuestros votos, se quedan en casa porque creenque no valen para nada, entonces sí que la izquierdatiene un problema."Sí, señor Rubalcaba, no es comprensible ni honesto

que quiera echarle la responsabilidad de tal fiasco a laizquierda y no a su partido, el PSOE, y los dosgobiernos en los que usted ha participado. Pues ustedsabe muy bien que son su partido, el PSOE, y losgobiernos socialistas de estas dos últimas legislaturas losresponsables de que "millones" de antiguos votantessocialistas no quieran votarles hoy y de que todos susesfuerzos, por obtener el voto útil de los votantes deizquierda hacia su candidatura, sean inútiles.Sí, señor Rubalcaba, no es sólo la política antisocial

implementada por el gobierno socialista en esta últimalegislatura que les es reprochada, sino también sucobardía a proceder a la "completa rehabilitación de lasvíctimas de la dictadura franquista", que ustedes habíanprometido hacer al anunciar en 2004 la creación de la

I READ RECENTLY in the Spanish press that on theeve of your public debate with the PP candidate youvoiced – in the presence of volunteers gathered atPSOE headquarters and before an open microphone –your “concern” with “the feeling, primarily affectingpeople on the left, that nothing is worth the candle, theargument that ‘they have us on the run’ and whichleads to formulas such as: voting is not worth thebother; why should we vote?” In the light of predictivepolls, which lead one to think that that mind-set –which leads on to abstention or to the floating voter –had become embedded in ‘millions’ of former socialistvoters, such concern and loss of morale on your part isquite understandable. Not so understandable, however,is the fact that your loss of morale should prompt youto whinge rather than face up to your responsibilities:“If our people, our voters, are staying at home becausethey cannot be bothered, then the left really does havea problem.”Yes, Mr Rubalcaba, it both defies understanding and

is dishonest of you to try to blame such failure on theleft rather than on your own party, the PSOE and thetwo governments in which you have featured. For, asyou very well know, it is your party the PSOE and thesocialist governments of the last two parliaments thatare responsible for “millions” of erstwhile socialistvoters refusing to vote for you today, and for the factthat all your efforts to harness the votes of leftwingvoters to the purposes of your candidacy have come tonothing.Yes, Mr Rubalcaba, what is held against you — all of

you — is not just the anti-social policies implementedby the socialist government during the last parliament,but also your craven refusal to get on with the“complete rehabilitation of the victims of Francoist

dictatorship”, to quote the promise you made in 2004when you announced the setting-up of the Inter-Ministerial Commission for that very purpose. Apromise that still remains unhonoured after nearlytwelve years of socialist governments, and despite thepassing of the 2007 Law that you claimed wouldachieve that purpose.Yes, Mr Rubalcaba, not a single one of the verdicts

handed down by the Dictatorship’s repressive courts onthose who fought for the very freedoms enshrined inthe constitution today has yet been overturned.Thousands of victims of shootings, buried in commongraves, are still “missing” and not a single official fingeris being lifted to recover them. Franco’s remains willcontinue in the basilica in the Valle de los Caidos,Francoist insignia will remain on display in our streetsand squares, and I am to carry on waiting for theOffice for Victims of the Civil War and Dictatorship(OVGCD) – set up under the provisions of the“Historical Memory” Law – to get around to issuingme with my certificate as a victim of Francoism that Iwas told I would receive no later than 10 January 2010,as you are very well aware. This certificate, this ‘piece ofpaper’ which merely acknowledges that we, the victimsof Francoist reprisals, were, in the words of thedocument, ‘unfairly’ convicted by ‘unlawful courts’, isyour way of trying todraw a veil over your cowardlyfailure to overturn the verdicts handed down byFrancoist courts.Yes, Mr Rubalcaba, not one of these promises has yet

been honoured, and there is every indication that therewas never any real intention that they would be. It isobvious that Mr Rajoy’s government will not honourthem in your place.So, small wonder then, Mr Rubalcaba, that for the

many millions of Spaniards you have taken for a rideover twelve years of socialist government it is now ‘pay-back’ time.In my own case, Mr Rubacalba, let me make it clear

that I do not feel in any way deceived or let down. ThePSOE’s policy throughout the ‘transition’ and thepolicies of socialist governments from Felipe Gonzálezthrough to Zapatero, had persuaded me that theSpanish socialists were deferring to the Church, thearmy and the press. I had no expectation whatsoeverthat such deference might not carry over into my owncase; less still that you should attempt to conceal yourabject failure to honour your commitment withgrotesque and unworthy excuses for your unprincipledabandoning of the problem, leaving its resolution tothe government of the Partido Popular.

Comisión Interministerial para tal objetivo. Unapromesa que sigue incumplida tras casi doce años degobiernos socialistas y pese a esa Ley de 2007 con laque ustedes dijeron se alcanzaría tal objetivo.Sí, señor Rubalcaba, todas las sentencias pronunciadas

por los tribunales represivos de la Dictadura contra losque luchaban por las libertades que hoy se proclamanconstitucionales siguen si ser anuladas. Miles defusilados enterrados en fosas comunes siguen"desaparecidos" y nada se hace oficialmente porlocalizarles. Franco seguirá en la basílica del Valle de losCaído, la simbología franquista volverá a exponerse encalles y plazas, y yo seguiré esperando que la Oficinapara las víctimas de la Guerra Civil y de la Dictadura(OVGCD), creada en virtud de la Ley de "MemoriaHistórica", siga sin entregarme la notificación derepresaliado del franquismo que se me anunció recibiríaa más tardar el 10 de enero de 2010, como usted sabemuy bien. Esa "notificación", ese papelucho que selimita a reconocer a los represaliados del franquismo elhaber sido "injustamente" condenados por "tribunalesilegítimos" y con el que ustedes pretenden cubrir sucobardía a anular las sentencias pronunciadas por lostribunales franquistas.Sí, señor Rubalcaba, ninguna de estas promesas las

cumplirán ya, puesto que todo evidencia queintencionalmente no han querido cumplirlas, y puestoque es obvio que no será el gobierno del señor Rajoyque las cumplirá en lugar de ustedes. No se sorprendapues, señor Rubalcaba, de que sean muchos losmillones de españoles que se sientan engañados porustedes y que hoy les pasen factura.En lo que me concierne, señor Rubalcaba, le diré que

no me siento engañado. La trayectoria del PSOEdurante la "transición" y las políticas de los gobiernossocialistas, de Felipe González y de Zapatero, mehabían convencido de la sumisión de los socialistasespañoles a los poderes fácticos. No esperaba pues queen mi caso no siguiera tal sumisión; pero menos aúnque intentaran disimularla con las grotescas e indignasexcusas que ustedes me han dado para dejarlopendiente de resolución al gobierno del PartidoPopular.
