El Plan de Acción Territorial de Protección de
la Huerta de Valencia (en adelante PATPHV)
ha sido el resultado de un trabajo colectivo
de un equipo profesional compuesto por
más de un centenar de personas que han
aportado sus visiones durante 5 años sobre
cómo reactivar y defender este espacio con
destacables valores ambientales, culturales
y visuales. Del mismo modo, es fruto de un
importante proceso de participación públi-
ca en el que han intervenido numerosos
actores implicados, personas interesadas y
agentes clave en el futuro de la Huerta.
La Huerta de Valencia, como sistema agra-
rio con una escala territorial, comienza a
formarse en época andalusí (Siglos XI y
XII) cuando los sistemas tribales dispersos
en el territorio se organizan social y eco-
nómicamente para explotar los recursos
hídricos del ríoTuria a través de una com-
pleja red de acequias.
Este paisaje cultural con siglos de historia
ha perdurado hasta nuestros días, ahora
bien, en las últimas décadas ha sufrido un
proceso de degradación en el que han des-
aparecido grandes extensiones del regadío
histórico de la Vega de Valencia.
Esta degradación de la Huerta de Valencia
ha hecho saltar las alarmas sobre su posi-
ble desaparición y en los últimos años han
surgido diversas iniciativas y movimientos
sociales para preservar este paisaje iden-
titario para los valencianos (Plan Verde
1993-1995, el Informe Consell Valencià
de Cultura 2000, la Iniciativa Legislativa
Popular 2001, la Ley de Ordenación del
Territorio y Protección del Paisaje en 2004
y el PATPHV 2010).
El Plan de la Huerta plantea tres líneas
de acción principales, enmarcadas en la
necesidad de crear un órgano gestor que
coordine todas las actuaciones que se
desarrollen en la Huerta de Valencia. Éstas
son: un modelo de protección, un programa
agrícola y un modelo de uso público.
El modelo de protección se basa en la pre-
servación de los paisajes de mayor valor
estableciendo una zonificación en función
de los recursos y dinámicas del territorio.
Se establecen pautas para la integración
paisajística de nuevas infraestructuras y
bordes urbanos en el paisaje, se crea un
catálogo de patrimonio en el que se iden-
tifican los elementos de mayor valor y las
modificaciones que pueden asumir éstos
para mantener un paisaje activo, así como
una normativa que regula los usos y acti-
vidades que pueden tener cabida y ser
compatibles con la actividad económica de
este espacio agrario.
Piezas fundamentales en la conectividad
del mosaico agrario de la Huerta son los
corredores naturales de los cauces que
articulan las grandes bolsas de Huerta del
Área Metropolitana, así como los espacios
intersticiales agrícolas existentes entre los
núcleos urbanos.
Los bordes urbanos en contacto con La
Huerta juegan un papel fundamental en
la puesta en valor del paisaje. Desde el
PATPHV se plantea la necesidad de que
estos lugares fomenten las relaciones
transversales que pongan en contacto
la ciudad y la huerta y al mismo tiempo
generen un límite al crecimiento urbano

The Territorial Action Plan for the
Protection of the Huerta of Valencia
(PATPHV) comes as the result of the
collective efforts of a professional team
of over a hundred people who have
shared their ideas for 5 years to rege-
nerate and protect this environmentally,
culturally and visually valuable area.
At the same time, it is the result of an
important process of public participation
involving numerous contributors, stake-
holders and key players in the future of
the Huerta.
The development of the Huerta of Valencia, as a large-scale agricultural
system, began in the Al-Andalus era
(in the 11th and 12th centuries) when
the scattered tribal systems in the area
began to organise themselves socially
and economically and to exploit the water
resources of the River Turia through a
complex network of irrigation ditches.
This cultural landscape with centuries of
history has survived to this day, yet in the
last decades has undergone a process of
deterioration in which large tracts of the
historic fertile plains of Valencia have
disappeared.
The degradation of the Huerta of Valencia
has sounded alarm bells at its possible
disappearance. In recent years various
initiatives and social movements to
preserve the identity of this area for
the Valencian people have emerged:
the Green Plan 1993-1995, the Consell
Valencia de Cultura, (Valencian Cultural
Council) Report 2000, the Popular
Legislative Initiative 2001, the Law of
the Territory Management Landscape
Protection in 2004 and the PATPHV 2010.
The Plan for the Huerta proposes three
main courses of action, framed by the
need to create a managing body that

y un balcón desde el que asomarse a la
Huerta.
Uno de los principales problemas a los que
se enfrenta la Huerta de Valencia hoy en
día es la fragmentación del tejido agrario
provocada en gran medida por las infra-
estructuras de transporte. Éstas deben
encajarse en el territorio de la Huerta adap-
tándose a su estructura y funcionamiento
en la medida de lo posible, evitando proce-
sos de degradación del sistema agrícola. Se
ha de preservar la Infraestructura Verde
que propone el PATPHV.
El patrimonio histórico de la Huerta es uno de
los pilares clave sobre los que se asientan los
valores de este territorio. La enorme rique-
za de patrimonio hidráulico y arquitectónico
de carácter rural ha de gestionarse aten-
diendo a nuevos usos que puedan suponer
un freno al proceso de abandono que sufren
en la actualidad numerosas casas y alque-
rías de huerta. Se establecen pautas para
acoger determinadas modificaciones de los
elementos patrimoniales arquitectónicos
respetando las lógicas de crecimiento de
este tipo de hábitat.
El paisaje se entiende desde el primer
momento como un escenario dinámico,
capaz de asumir ciertos cambios que pue-
dan ayudar a la gestión de la Huerta. De este
modo, se establece una normativa referen-
te a los usos compatibles que puedan tener
cabida en este territorio de acuerdo con el
carácter del paisaje.
El programa agrícola se centra en fomentar
medidas directas e indirectas de apoyo a la
actividad agrícola.
Medidas indirectas. Se mejoran aspectos
que repercuten indirectamente en el incre-
mento de la rentabilidad de la agricultura,
como pueden ser el establecimiento de cir-
cuitos de proximidad, la generación de una
marca de calidad, etc. Se trataría, por tanto,
del fomento y apoyo a iniciativas comple-
mentarias a la propia actividad agraria en la
Huerta.
Medidas directas. Se incrementa la renta de
agricultores mediante insumos monetarios
que repercuten directamente en los ingre-
sos que recibe el agricultor y, por tanto, en
la rentabilidad de la agricultura.
Dentro del Programa agrícola se prevé
la mejora y optimización del regadío de la
Huerta proponiendo entre otras medidas
evitar las interferencias entre las redes de
saneamiento urbanas y las redes de ace-
quias.
El modelo de uso público. El Plan de la
Huerta plantea el programa de uso públi-
co como una regulación de las actividades
turísticas y de ocio que se dan en la Huerta,
introduciendo criterios de movilidad sos-
tenible respetuosos con la agricultura y
favoreciendo una sensibilización hacia el
medio rural.
El modelo de uso público fomenta la comu-
nicación peatonal-ciclista dentro del Área
Metropolitana de Valencia entre los dife-
rentes núcleos urbanos a través de una red
primaria de corredores verdes. Junto a ellos
se despliega una red etnográfica para dar a
conocer los lugares de alto interés. Sobre
esta malla se podrán ir desplegando todo
el conjunto de actividades que favorecen
la sensibilización de la población hacia este
espacio y que pueden conformar puntos de
afluencia pública como son los puntos de
encuentro, puntos de degustación, mer-
cados, etc. Actividades, todas ellas, que
podrían ayudar a complementar la actividad
económica en la Huerta.

the Huerta of Valencia. These are: a model
of protection, an agricultural program
and model for public use.
The model of protection is focused on
the preservation of the areas of greatest
value, establishing different zones based
on the resources and dynamics of the
territory. Guidelines will be established
for the integration of new infrastructures
and urban borderlines, there will be the
creation of a catalogue of the heritage
of the area which identifies elements of
greater value and modifications that can
be made to these to maintain an active
landscape, as well as regulation of the uses
and activities that can be accommodated
and are compatible with the economic
activity of the agricultural space.

The fundamental elements in the connec-
tivity of this agricultural mosaic are the
natural channels that divide and define
the large areas of metropolitan market
gardens, as well as interstitial agricultural
spaces between the existing urban cores.
The urban land bordering the Huertas
plays a fundamental role in adding value
to the rural environment. The PATPHV
raises the need for these places to
promote the transversal relations that
connect the city and the countryside
and at the same time become the limit to
urban spread and a balcony from which
to view the gardens.
One of the main problems facing
the Huerta of Valencia today is the
fragmentation of the agricultural fabric
largely caused by transport infra-
structure. This needs to fit into and adapt
to the structure and operation of the
Huerta as much as possible, adapting to
its structure and operation to the greatest
extent possible, avoiding a breakdown of
the agricultural system. The Green Infra-
structure proposed by the PATPHV has
to be preserved.
The history of the Huertas is one of the
key pillars upon which the values of
this area have been built. The enormous
wealth of hydraulic and architec-
tural heritage needs to be managed in
response to new uses that can act as a
brake to the process of abandonment
that numerous houses and farmhouses
of the area are currently suffering. Guide-
lines are needed to accommodate specific
modifications to elements of the archi-
tectural heritage while respecting the
logical growth of this type of habitat.
This unique landscape should be
seen from the outset as a dynamic
environment, capable of coping with
changes that can help in the management
of the Huerta. Consequently, a regulatory
framework can be established in order to
define the possible uses compatible with
the character of the area.
The agricultural programme focuses on
promoting direct and indirect means of
support for agricultural activity.

aspects indirectly affected by the
increased profitability of agriculture,
such as the establishment of local distri-
bution channels, the generation of a
quality mark, etc. In short, the promotion
and support of complementary initiatives
to the established agricultural activities.
Direct measures: Directly increasing
farmers incomes and through cash inputs
and, therefore, increasing the profitability
of agriculture.
The agricultural program also plans
the improvement and optimisation of
the irrigation of the Huertas, proposing,
amongst other measures, the prevention
of any interference between urban
sanitation networks and the networks of
irrigation ditches.
The model of public use. The Plan for
the Huerta proposes a regulation of
tourist and leisure activities, introducing
agriculturally respectful mobility criteria
and promoting an awareness of the rural
environment.
The model of public use promotes
communication between the different
urban centres within the Metropolitan
Area of Valencia for pedestrians and
cyclists through a network of green
routes. Alongside this will be an ethno-
graphic network highlighting the local
points of interest. This network will be
used to publicise activities that promote
public knowledge and a greater under-
standing of the local area as well as
specific public areas such as meeting
points, points of gastronomic interest,
markets, etc. All activities that can help
complement the economic activity of the
Huerta.
