Por estas razones es, prioritario el desarrollo de un proceso de ordenación forestal sostenible, participativo y concertado con las comunidades y gobiernos locales. Para lograr este propósito se propone este anteproyecto a la Organización Internacional de las Maderas Tropicales con el propósito de que se vincule a la ejecución del mismo en cumplimiento de los objetivos y metas que orienta este Organismo de Cooperación Internacional. La Corporación Autónoma Regional del Centro de Antioquia-CORANTIOQUIA, en cumplimiento de sus responsabilidades institucionales y de acuerdo con el Régimen de Aprovechamiento Forestal, decreto 1791 de 1996, delimitó un Área Forestal Productora de 240.000 hectáreas en las regiones del Norte y Nordeste del Departamento de Antioquia. La característica de los ecosistemas que alberga esta zona, su gran biodiversidad y la riqueza forestal que posee le imprimen un carácter estratégico y de un alto potencial de recursos boscosos; no obstante, sobre la misma se ejerce una gran presión antrópica que amenaza su sostenibilidad, dada la existencia de procesos de colonización no dirigida, aprovechamientos forestales no controlados y practicas de aprovechamiento no sostenibles. No obstante, existe el interés de las comunidades asentadas en las áreas de bosques del Norte y Nordeste, en vincularse a procesos legales e incorporar estrategias sostenibles para el aprovechamiento de los mismos.

Por estas razones es, prioritario el desarrollo de un proceso de ordenación forestal sostenible, participativo y concertado con las comunidades y gobiernos locales.

Para lograr este propósito se propone este anteproyecto a la Organización Internacional de las Maderas Tropicales con el propósito de que se vincule a la ejecución del mismo en cumplimiento de los objetivos y metas que orienta este Organismo de Cooperación Internacional.

1. ORlGaN

FORMULATION OF A SUSTAINABLE FOREST MANAGEMENT PROJECT FOR THE PROOUCTION FOREST AREA IN THE NORTHERN ANO NORTH-EASTERN REGIONS OF THE OEPARTMENT OF ANTIOQUIA, COLOMBIA, SOUTH AMERICA

This pre-project proposal has been derived from the legal obligation established by Oecree No. 1791 of 1996 - Forest Utilisation Regime - issued by the Ministry for the Environment, Housing and Land Oevelopment, which stipulates that the Regional Autonomous Corporations must demarcate and regulate production forest areas on the basis of environmental sustainability and equity. This is based on the premise that these lands are some of the few areas in the Oepartment of Antioquia where it is still possible to find little disturbed forests of strategic significance for Colombia and for the Oepartment because of their extent, heterogeneity, timber stocks and biodiversity. The areas are characterised by the presence of tropical moist forests in the northem and north-eastern regions of the Oepartment of Antioquia under the jurisdiction of the Regional Autonomous Corporation of Central Antioquia - CORANTIOQUIA.

The results obtained in the processes of community participation and work during the implementation of the JBRO 3692-Co Forest Research Project jointly implemented by the Ministry for the Environment of Colombia and JBRO between 1996 and 1998, through the Environmental and Natural Resource Management Programme Coordinating Unit and CORANTIOQUIA, pointed to the significance of implementing a forest management process in the forest areas of Northern and North-Eastern Antioquia given the accelerated process of unsustained harvesting that has been taking place in the region. The results of the aforementioned project also stressed the need to design planned harvesting programmes with the participation of local communities who have no alternative sources of income other than forest harvesting and processing using practices of limited sustainability.

It should be pointed out that the results of the IBRO-financed project include the preliminary identification of forest cover through satellite ¡mages over an area of 720,000 hectares, the collection of information on forest composition and structure through forest inventories, the development of community forest management plans. natural succession management programmes, agroforestry, and community training on appropriate technologies tor the processing of timber from native forests.

The pre-project hereby submitted to lITO is aimed at contributing to the collection of missing information required to design and formulate a project geared to the sustainable management of forests in this region of Antioquia and to the integrated socio-economic development of the local communities, through the implementation of a planning and training model developed with the participation of the communities and local govemments in the municipalities where the project area will be located.

In addition. the proposal seeks to contribute to the above objectives by developing and promoting communities' and community organisations' skills and abilities to incorporate sound forest practices and adopt silvicultural practices, while strengthening their organisational and self-management capacity to communicate and negotiate with public and private institutions for the future development of competitive collective companies for forest harvesting using low impact technologies.

2. SECTORAL POLlCIES

The project hereby proposed is framed within the National Oevelopment Plan - "Towards a Community State", which in its Chapter 11, encourages sustainable economic growth and income generation through the implementation of various inter-related strategies and actions. In this context, environmental sustainability is one of the core priorities in the area of environmental management, and a number of inter-related programmes are proposed to this end, including the PíOgramme for the Conservatian and Sustaínable Use of Environmental Goods and Serviees and the Programme on Green Ineome and Employment Generating Alternatives, which would provide the framework for the implementation of the proposed natural forest management project. This common objective of management of forest areas in Northern and North-Eastern Antioquia is also included in the NOP (National Oevelopment Plan), which stipulates the target of bringing 1,000,000 hectares of natural forests under management in consonance with the objectives of the National Forest Oevelopment Plan.

Thus, the project to be formulated will focus on government policy guidelines that seek to reconcile the objectives of torest management and income generation for marginal communities that have no source of employment other than the exploitation of their natural forest resources.

The project is also consistent with a wide range of legal provisions that legitimate its objectives and scope, including the following:

Act No. 37 of 1989, which stipulates the formulation of the National Forest Development Plan (Plan Nacional de Desarrollo Forestal - PNDF); the Forestry Action Plan for Colombia (PAFC); and Act No. 99 of 1993, which establishes the National Environmental System and the Ministry for the Environment and assigns to the latter the responsibility for coordinating the formulation of the National Forest Development Plan as well as the structuring, implementation and coordination of the National Forest Service. The same legislation also establishes 34 Regional Autonomous Corporations for Sustainable Development, including CORANTIOQUlA, which are responsible for performing a number of important functions including the "implementation of measures aimed at sustainable development in their area of jurisdiction".

FinaUy, the National Forest Development Plan (PNDF) i, approved by the Colombian Government in 2000, constitutes the guiding document of the National Forest Policy for the next 20 years and establishes strategic programs for the sector, including a Forest Ecosystem Management, Conservation and Restoration Program, a Forest Production Chain Program, and an Institutional Development Programo

The aboye legal framework, the long-term policies established by the National Government, the environmental institutions currently in place, the Government legitimisation process and the confidence inspired by the present national government, al! create a favourable environment for the development of proposals such as this.

At the regional level, this pre-project is included within the framework of the Regional Environmental Management Plan (Plan de Gestión Ambiental Regional), 1998-2006, which is the highest institutional planning instrument aimed at implementing the institutional miss ion of contributing to sustainable devefopment through the provision of knowledge, management and development of an environmental culture in the area, with the involvement of Corporation programs and projects and with the participation of social and institutiona! stakeholders from the 80 municipalities under the jurisdiction of CORANTIOQUIA.

Based on this approach, the project to be formulated by this pre-project will promote the participation of local communities in the implementation of project activities and will encourage learning and knowledge acquisition processes so as to ensure sustainable forest management and to build up the capacity of the communities fo guarantee project sustainability.

The pre-project is consistent with the Corporation Program "Biodiversity for Development" and with the Project on "Natural and Planted Forest Management and Harvesting".

3.2 InstitutionaJ and tegal framework

The Regional Autonomous Corporation of Central Antioquia is part of the National Environmental System. It was established by virtue of Acf. No. 99 of 1993. The Corporation has jurisdiction over an area of 36,000 square kilometres, where 80 municipalities are located with a population of 4 million.

The project area (240,000 hectares) is located within the area of jurisdiction of the Corporation, in the northem and north-eastern regions of the Department of Antioquia, between the municipalities of El Bagre, Nechi and Zaragoza.

PART tl: THE PRE-PROJECT

1. Pre-Project Objectives

1.1 Development objective

Develop and implement a sustainable torest development master plan for the northern and north-eastem regions of the Department of Antioquia.

1.2 Specific objective

Formulate a project aimed at the sustainable management of forests in the northern and north-eastern regions of the Department of Antioquia.

2. Justification

2.1 Problem to be addressed

The geographical regions of the Antioquian North and North-East are some of the few areas in the department that still contain slightly disturbed forest ecosystems, constituting strategic reserves of regional, national and international significance.

Forest areas totalling approximately 240,000 hectares were identified in these two regions, in the municipalities of El Bagre, Nechí and Zaragoza to the north and Remedios and Segovia to the north-east.

This area is currently under a non-industrial forest utilisation process to basically meet the needs of regional and national markets with slightly processed products and a high level of waste (an estimated 60%). The market tor torest products has not brought about better income levels and quality of life for the rural families in the area, who are in tact caught up in a vicious cirele ot abject poverty, lack of opportunities and helplessness in the tace of the social conflict that the country is living through.

This situation is reflected in the intense pressure that is being exerted on forest resources, which are being destroyed or irrationally utilised, thus threatening their future survival as well as the survival of the populations living in the area.

Despite this less than encouraging scenario, there are a number of potential alternatives and opportuníties in the area that, if correctly channelled, could decisively contribute to transform the current situation. Some of these potentíal altematives inelude the existence of a receptive community, eager for opportunities, where there are Community Action Groups that promote and put forward the proposed initiatives of 100 villages in the area. Similarly, there is the continuous presence of CORANTIOQUIA in the area and its capacity to promote and legitimise regional development initiatives in the different municipalities and in the project area.

Specific activities have been implemented in the project area aimed at ascertaining the natural supply of the torest and at the implementation 01 torest research activities. AII of these activities have been implemented with the active participation ot the local communities, ineluding the project on "Conservation and Management of Tropical Moist Forests in the North-Eastem Region of Antioquia through Participatory Actions" (IDB-Ministry tor the Environment-CORANTIOQUIA), which was implemented between 1996-1998 wíth the participatíon of 60 timber communities who received trainíng in forest harvesting, rehabilitatíon strategies for logged-over forests, seed collection and management for propagation and sale to community nurseries, and establishment of agroforestry plots.

Taking these facts into account together with the work ethics of the Corporation, which has been demonstrated through these and other projects, the proposal will be developed on the basis of cooperation, participation and training of local communities and other social and institutional stakeholders in the region, so as to guarantee the project's legitimacy, equitableapproach, social appropriateness and sustainability.

For the implementation of this project, the Corporation will rely on the experience and technical capacity it has developed through its work over the past 8 years, on the technical-operational capacity acquired during. the implementation of the IDS forest research component, as well as on the research it has carried out in the region, on its national credibility and prestige, given that it is considered to be one of the best three autonomous corporations in Colombia, and on the experience and recognition of ITIO at the national and intemational levels.

2.2 Reasons for the pre-project

The implementation of the project to be developed from this pre-project will involve a series of activities, which will require the decisive support of ITIO, to wit:

Processing, systematisation and incorporation into a data base of inventories carried out for the formulation of community-based forest management plans. Identification of forest harvesting practices used by logging communities. Implementation of a socio-economic study to characterise the local communities. Consultation and validation of project activities with the communities. Study and information gathering on land tenure issues.

2.3 Target benerrciaries

Firstly, this pre-project will provide the organisation responsible for the management and regulation of the resource (CORANTlOQUIA) with the basic elements required to formulate a project aimed at the management of its forest areas and at facilítating the decision-making process to promote sustainable development with the support of the communities living in the project area.

Similarly, during the implementatíon of the pre-project, the communities that are participating in the communíty forestry activitíes promoted by the Corporation will identify the social and cultural concerns that they believe are affecting them, so as to find a way to mitigate their effects and seek compensation as appropriate.

Given that the Corporation has prior experience with the communities affected by the project, it is important to point out that the pre-project and the subsequent project will be based on the knowledge of their socio~ economic and cultural conditions and on the historical way that they have taken possession of the resources in order to ensure their survival. In this case, rather than being an obstacle to the management process, the communities will be a key component that will guarantee the success of the project.

2.4 Other relevant aspeets

Thís pre-project proposal is based on the legal obligatíon contained in Decree No. 1791 of 1996 with regard to the demarcation of production forest areas and the development of their respective management plans. Furthermore, the pre-project will take into account the criteria and indicators proposed for natural forests by the Ministry for the Environment, Housing and Land Development, with the support of the International Tropical Timber Organization.

The technical aspects of the project are based on the availability of current maps of the forest cover, obtained through SPOT satellite images and field data compiled from forest invento ríes that were carried out in sorne sites of the proposed management area. Furthermore, the project will have the support of the communities who have participated in this information gathering exercise and who are currently carrying out their harvesting operations on the basis of that information.

The pre-project envisages the implementation of a series of parallel technical activities by the Corporation with a view to the development and legal legitimisation of the Forest Management Plan. These activities will include the establishment of growth plots; diagnostic studies of markets and production chains, socio­economic characterisation of local communities, and the consolidation of the National and Regional Environmental Information System.

PART tII: THE TROPICAL TIMBER FRAMEWORK

1. Complianee with nTA, 1994 Objeetives

This project will contribute to the achievement of the following objectives as stipulated in the International Tropical Timber Agreement:

• It will contribute to the process of sustainable development

• It will promote and strengthen the practice of community forestry through participatory processes and activities such as the assessment of forest stands and their potential and the participatory development of management processes and community forest management plans.

• tt will promote the expansion and diversification of international trade in tropical timber from managed forests.

• By demal'cating production areas on the basis of zoning and the development of management plans, it will be promote access to international markets for certified timber through a process of voluntary torest certification.

• tt will encourage industrial tropical timber reforestation and forest management activities as well as rehabilitation of degraded torest land, through participatory processes coordinated with local communities dependent on forest resources.

• The aboye will rely largely on the application of forest incentives for industrial plantations that have reached major targets in the Corporation's area of jurisdiction, with some 3,000 hectares of subsidised plantations established.

• It will encourage policies aimed at sustainable utilisation and conservation of timber producing forests and their genetic resources and at maintaining the ecological balance in the regions concerned, in the context of tropical timber trade.

• I,t will promote the access to, and transfer of, technologies and technical cooperation to achieve the obiectives of the Agreement.

This project is consistent with the following objectives established by lITO in the lITA 1994:

These factors will facilitate the participation of social stakeholders such as community action boards, associations, local administrations and other parties, in the planning, coordination and implementation of project activities.

This project is consistent with lITO Objective 2000 as defined in the Yokohama Action Plan 2002-2006: "Move as rapidly as possible towards achieving exports of tropical timber and timber products from sustainably managed sources".

In this context, the project will effectively contribute to the achievement of the following goals established in the fields of Economic Information and Market Intelligence and Reforestation and Forest Management:

• Promote tropical timber from sustainably managed sources. • Support activities to secure the tropical timber resource base.

A. ProfiJe of 'he Executing Agency

1. Expertise of the executing agency

Cooperation projects implemented by the agency inelude:

The project "Research. Canservation and Management 01 Moíst Tropical Forests in the Antíoquia North­Eastern Regían through Participatory Actions"was implemented by CORANTIOQUIA (1996-1998) with IBRO 3692-Co resources, and with the support of the Environment and Natural Resources Management Programme Coordination Unit.

Under the same project, the IBRD Micro-Watershed Management Programme was implemented for an area covering six municipalities, including 24 micro-watersheds in the Corporation's area of jurisdiction. An important aspect of these projects was the participatory training and action strategy for 24 target communities, as well as their co-financing of labour costs, with CORANTIOQUIA providing counterpart financial resources.

Also noteworthy is the experience gained during the development and implementation of the "Management Plan far the High Andean MaareJands and Forests 01 the North-Western Region in Middle Antioquía", financed by IDB during 1997-1998.

At present, the Corporation is implementing sorne components Green Plan - an internationally funded national programme - in the areas of ecosystem rehabilitation, agroforestry plots, protection reforestation and training, under co-financing agreements with the Ministry for the Environment and UNDP counterpart contributions.

2. Infrastructure of the executing agency

COAANTJOaUIA has a decentralised structure divided into one main office (headquarters) in Medellín, capital city of the Department of Antioquia, and 8 Territorial Offices located in the 8 regions of the Department, where the Corporation offices implement programs and projects for the municipalities in their areas of influence. This has enabled the Corporation to carry out social and environmental management activities more efficiently, consolidating its presence in the communities.

Two of these regional offices, equipped with up-to-date administrative and logistic equipment and multi­discíplinary professional staff, operate in two municipalities of the regions where the project will be implemented and can therefore serve as focal points for the implementation of activities, thus ensuring streamlining of work and efficiency in the use of technical, logistic and professional resources.

The headquarters in the City of Medellín will be responsible for the administration of all human, technical and administrative resources in the administrative, financial, computer, planning, legal, communication and education fielOs. It is also important to point out the availability of a Geographic Information System, with state-of-the-art aerial photograph and image processing and dígítalisation equípment that will be a fundamental tool for the implementation of the pre-project and the subsequent project.

Consultant4 Area: Project development Profile: Planning economist or agricultural science professional

Activities: The Corporation wilt recruit a consultant to provide technical assistance for the formulation of a sustainable forest management project. This consultant should meet the following requirements and implement the fonowing activities:

Experience: A minimum of 10 years experience in forest management and development of forest projects.

The candidate should also have experience and educational background at a Master's degree or PhD level in areas relatad to forest resource management.

This consultant, in conjunction with the national counterpart, will be responsible for the coordination of all activities scheduled in the work plan and for the development of the sustainable forest management project.

Response to recommendation No. 2 on the compilation and ana'ysis of data for activities 1.1, 1.2, 1.3 and 1.4

Activity 1.1: Processing, systematisation and instatlation of database using inventory data

Inventories wilr be carried out using relevant technical guidelines prepared within the framework of ITTO­approved prolect PD 8/97 on the application and evaluation of criteria for the sustainable management of natural forests.

The information obtained will be processed, systematised and analysed, and will be used to develop an ORACLE database for on90in9 operation and updating.

Activily 1.2: ktentifrcation o, forest harvesting practices

This output will be produced through visits to harvesting areas to gather first-hand information on every stage of the process. The data will then be validated and supplemented through direct communications with various stakeholders. This identification will be reported in a technical document.

Activity 1.3: Pretiminary identifrcation o, l'and tenure status

The aim of this output is to identify the forest ownership, possession and tenure regime to determine who is responsible for the care and security of forests to ensure forest management development, forest sustainability, and monitoring of encroachment and change in forest land use. Sased on the knowledge of forest ownership rights, including public, private, individual and collective rights, it will be possible to determine the type of torest harvesting the Corporation should assign and the requirements to be met.

This will be achieved through field work, a cartographic review, and the review of land-registry and environmentallegislation. This work will also be reported in a relevant technical document.

Activity 1.4: Charaderisation of eommunities settted in the study area based on the survey carried out in 1997

The aim of this output is to identify the social and cultural characteristics ot the population, as well as the area and degree of community integration and participation to facilitate the implementation of sustainable natural forest management and utiHsation. This will be supplemented with land and environmental planning, including areas of archaeological, cultural and landscape value, as well as programmes and projects by government and non-govemment authorities in support of sustainable torest management.

This output will be produced through field work, including surveys and consultation with direct stakeholders, as wefl as gathering of secondary information on the work area. This activity will be reported in a relevant technical documento
