of the persons present, was to establish theirstatus. Were they, or were they not, responsible shareholders? Could the ghost of nntold

the original one, but believe that a concession

was made in deference to public opinion : figura-

tively, the tub was thrown to the whale, to

divert attention from the boat.To the would-not-b- e shareholders, we have

sponsibility as shareholders, tbey have still a

duty to perform as citizens, to prevent the en-

croachments of a seemingly irresponsible Ministry

upon the public treasury. It will be rememberedby many, that at the session of the last Leg-

islative Assembly much dissatisfaction was ex-

pressed with the Report of the Minister ofFinance, because several appropriations in excess

of necessary expenditure were tapped and diverted

to meet expenditures in excess of appropriations.Remarks which fell from leading Nobles and

Representatives showed conclusively that they

regarded the license taken by the Finance De-

partment with no little alarm.We are aware that Article 15 of the original

draft of the present Constitution the character

all tho assurance and audacity for which he is

noted, with all his extraordinary capacity for

distorting facts, the Ruling Genius will claim

that " war, invasion, rebellion, pestilence, or

other public disaster," is imminent, calling for

this extraordinary diversion of public moneys ;

and if not, then somebody is guilty of a breach,

of trust in issuing bonds payable in five years.Wbi.t would be thought of a merchant who

purchased stocks, offering in payment drafts up-

on a bank with which he had made no arrange-

ment or deposit of funds? Wherein does thisextra-Constitutio- act of the Minister differ

from the criminal parallel which we have drawn?The. Attorney General of Convention times

thought that the Ministry should be trusted suf-

ficiently to carry on the Government. True, aMinistry ought certainly to possess the publicconfidence sufficiently, to be so entrusted. Butwhen we consider the tortuous path by which hereached his then position ; his infamous treat-

ment of the American Missionaries when he hopedthat another religious sect would supplant them ;

the part be bore in wresting the Constitutionof 1852 from the people ; his overbearing mannertowards Representatives in the Assembly : themanner in which he secured the appointment ofthe late Envojr to Washington, in direct opposi-

tion to the wishes of parties most interested ;

not to epeak of acts more intimately connected

with his official career, th's retrospection is notcalculated to strengthen trust in the Ministry ho

rules.If, as is now claimed, the Hotel scheme is a

purely Governmental one, a matter of public im-

provements, why do we find it removed from theDepartment of the Interior, where such mattersbelong? Why was not the Minister of the Inte-

rior present at ihe harmonious meeting of whichwe read? It is true, however, that the Ministerof Finance excused the of thehead of the Interior Department on the groundthat his views in regard to the size and cost ofthe structure were not in harmony with thoseof his colleagues. In other words, this expendi-ture of the public funds is not concurred in by" all the Cabinet," as the Constitution demands.

Let our readers seriously ponder upon thenstitutional acts of the present Cabinet,and say, if they can, where its encroachmentswill end ; and ask themselves if the time has notcome when the third estate should make itselfheard as a party to the Constitutional Contract.

ment cress, thev have omitted to provide a censor tthe duties of which they can doubtless learn onapplication at the Hawaiian Foreign OCee.

The same Yokohama letter-writ- er above al-

luded to, speaking of the beneficial results toHawaii with which the Treaty is " pregnant,"says it Hecnres to us a point " from which a large

amount of cheap labor will be secured by means

of a liberal colonization echeme now being agi-

tated." Thus, from abroad again we get the

first inkling of what is going on at home. We

first hear from Fiji of the annexation schemes ofthat direction, and nowour own ruling genius in

hear that we are to be " liberally colonized "from Japan. Perhaps, tliough, there may be

another annexation plot concealed beneath this

colonization idea. The United Empire of Hawaii

and Japan would by no means be too wide a field

for the exercise of such talcut as is now hidden

in t!e obscurity of the Hawaiian Foreign Office.

Mcch has been said and written about theevils of awa drinking among the natives or theseislands. While the root is said to posset valu-

able medicinal qualities in certain cases when

used discriminatingly, its mischievous effects in

the system when taken freely and often, as a nar-

cotic, are quite apparent to all who are familiarwith native habits. Laws have from time to

time been made by the Legislature to restrict the

use, but the ease with which tbey were evaded

rendered them worse than a nullity. Latterly

the system was adopted of imposing a consider-

able penalty upon the licensed dealer in awa,

who should sell to any person not provided with

a certificate from a pnyBician to the effect thatsuch person was allowed to use awa for a certainspecified time, and the dealer is furthermore re-

quired to preserve all such certificates. Recently

two cases of violation of this law were brought

in the Police Court of this city, and the parties

were fined each $100. One of the cases was ap-

pealed to the Supreme Court, and after due trialon Wednesday last, the jury of twelve intelligent

natives brought in a verdict of acquittal, in the

face of most positive testimony as to the infrac-

tion of the law, not one tittle of evidence for the

defense, and a clear and plain charge from thepresiding Judge. Without impugning the mo-

tives or the jurymen, it is difficult to guess whatconsiderations led to such a verdict, in directcontrariety to the law and the evidence. Ourfaith in the jury system becomes shaken, and any

hope of checking the indiscriminate use of thepernicious drug is rendered futile.

A Melbourne correspondent of the London

Mail, under date of June 15th, epeaking of theprospects of the Webb line receiving the subsidyto run to Sydney, connecting with Melbourneand Auckland, says that a legal hindrance hasbeen discovered to the entertainment of theAmerican Postal Contract. The 17tb and 18thVictoria, cap. 107, expressly prohibits foreignvessels from engaging in coasting traffic in any of

Britain's colonial dependencies. It seems some-

what strange that this provision of law, which ifunrepealed must be fatal to Mr. Vogel'e contract,

has never before been thought of.
