    introduction

    It is estimated that nearly 24 million children living in conflict zones around the world are out of school. 1 UNRW

    o!erates "#2 elementary and !re!aratory schools in the $aza %tri!& 'ordan& (e)anon& %yria and the West *an+&

    including ,ast 'erusalem& as well as eight secondary schools in (e)anon& !roviding free )asic education for around

    half a million -alestine refugee children. et& many UNRW schools are on the frontline of armed conflict and

    violence& which has endangered the lives of -alestine refugee children and !osed serious challenges to !roviding for

    their education. UNRWA estimates that, in the last five years, 302 (or 44 per cent) of all its schools have beendirectly impacted by armed conflict and violence either casin! physical dama!e to the schools or si!nificantly

    disrptin! edcation services.

    ,ven in emergency situations& /uality education hel!s !rovide !hysical and !sychosocial !rotection that can sustain

    and save lives& while !roviding a sense of routine& sta)ility& structure and ho!e. Innovative education services can also

    ena)le students to continue learning even in times of crisis.

    0his re!ort documents the im!act of armed conflict and violence in recent years on UNRW schools and the

    education services !rovide )y the gency. In "yria& five years of conflict have rendered over !er cent of UNRW

    schools ino!erative& due to damage to school infrastructure& access restrictions or the need for schools to )e used as

    collective centres sheltering internally dis!laced !ersons I-s5. In #a$a& the Israeli6im!osed )loc+ade and re!eated

    hostilities have had a devastating im!act on -alestine refugee children. uring the hostilities that too+ !lace during the

    summer of 214& si7 UNRW school )uildings used as designated emergency shelters for I-s were hit directly or

    indirectly& causing deaths and8or in9uries& and at least :3 school )uildings were damaged.2

    In the West %an& & including ,ast 'erusalem& nearly ; years of military occu!ation has hindered the education and

    develo!ment of children and youth < even more so with the u!surge in violence since =cto)er 21;. In 'ebanon

    -alestine refugee cam!s have )een mar+ed )y clashes and UNRW schools have )een !hysically damaged and

    e7!osed to instances where schools were used )y armed factions.

    Im!ortantly& this re!ort also !rovides an overview of UNRW>s res!onse to addressing such challenges& including

    efforts to continue to deliver education services to thousands of -alestine refugee children& even in such adverse

    conditions. 0his includes ensuring -alestine refugee children can continue learning through self6learning materials and

    safe learning s!aces& addressing the !sychosocial needs of children& re)uilding and re!airing damaged schools& and

    advocating to !revent& and see+ accounta)ility for& attac+s against UNRW schools and ensure that their inviola)ilityunder international law is res!ected.3 ?inally& the re!ort !resents a set of recommendations to relevant actors.

    In the ,in ,l @ilweh cam! in (e)anon& a school !rinci!al introduced me to a 136year6

    old -alestine refugee girl from %yria. =n her flight to (e)anon& she had lost a father 

    and a )rother and yet was the highest !erforming !u!il in the school. 0o me she

    illustrates how dee!ly -alestinians value learning and develo!ing s+ills& often against

    all odds& and how they see+ to re)uild after so much has )een lost. I see her and

    others li+e her hel!ing their shattered communities recover after the conflict is

     )rought to an end. ,ducation is what ma+es UNRW uni/ue in many ways. When

    most of the time !eo!le affected in crises are seen as Avictims>& UNRW !rovides the

    essence of ho!e to -alestine refugee )oys and girls and loo+s at !eo!le as actors of 

    their own destiny.%tatement of the Bommissioner6$eneral -ierre CrDhen)Ehl at the high6level ministerial meeting on the

    UNRW estimates that at least 32 or 44 !er cent5 of UNRW schools have )een directly im!acted )y armed conflict

    and violence in the !ast five years either causing !hysical damage to the schools or significantly disru!ting education

    services. num)er of schools included in this total have e7!erienced re!eated incidents.

    0his different +inds of incidents include when UNRW schools have )een su)9ect to !hysical attac+s or situations

    where they have )een caught in crossfire during hostilities and security o!erations as well as when the schools have )een used or entered )y armed actors. It also includes situations in which UNRW schools were evacuated or forced

    to close )ecause of their vicinity to conflict or when they have )een used as collective centres for I-s. 0he following

    section !rovides e7am!les of such incidents from UNRW>s five fields of o!eration in the last five years.

    "yria

    -rior to 211& %yria was home to ;"& -alestine refugees registered with UNRW. %ince the out)rea+ of the

    conflict& an estimated 4;& refugees remain in the country& some 2:& of which are internally dis!laced and in

    need of humanitarian assistance. =f those who have fled the country& around 42& are in (e)anon while 'ordan hosts

    some 1"&.

    *efore the out)rea+ of the conflict in 211& UNRW o!erated 11: schools throughout %yria& in " )uildings&

     !roviding )asic education to over "& -alestine refugee children. ue to the insta)ility in the country& of the total11: UNRW schools !re6conflict& 34 have )een fully or !artially damaged and& as of !ril 21"& only 44 schools are

    o!en. t the same time& twelve UNRW schools o!erate as collective centres for over 2&; I-s.

    *ecause so many UNRW schools are unusa)le due to conflict& the gency tem!orarily uses ;; government school

     )uildings in the afternoon shift to continue to deliver education services to -alestine refugee children. s of !ril

    21"& UNRW is a)le to run ## schools in total& which are attended )y over 4;& students.

    UNRW %chool& @usseinyeh& ?e)ruary 21; %yria F 21; UNRW )y 0aghrid Gohammed4

    %ince the )eginning of the conflict in %yria& there have )een at least 2# security6related incidents in which UNRW

    schools were !hysically affected )y shells& mortars or )arrel6)om)s& vehicle )orne im!rovised e7!losive devices& stray

     )ullets and une7!loded ordnances. In addition& at least one UNRW school witnessed a military incursion. 0hese

    num)ers& however& do not necessarily account for all incidents given the difficulties in re!orting in the country

     )ecause of the inaccessi)ility of many locations. In all these incidents UNRW schools sustained damage and in three

    of them in9uries and8or casualties were re!orted. ?or e7am!le& on 1 Novem)er 212& a shell hit an UNRW school in

    armou+ cam!& in9uring two -alestine refugees and& on 2; ?e)ruary 213& a shell that fell in the vicinity of an

    UNRW school in amascus area too+ the life of a 146year6old -alestine refugee )oy.

    0he $aza %tri! is home to a!!ro7imately 1.3 million -alestine refugees who constitute a)out 1 !er cent of the total

     !o!ulation. %ince 2:& there have )een three e!isodes of intense hostilities in $aza& the most recent of which too+

     !lace over a ;6day !eriod in 'uly6ugust 214& which had a devastating and un!recedented im!act on the lives of

    -alestinians. 1&4"2 civilians of which ;;1 were children5 were +illed and 11&231 in9ured of which 3&43" children5.;

    0he degree of destruction of civilian infrastructure was enormous.

    -rior to the summer of 214& UNRW o!erated 24; schools in 1;" )uildings in $aza& many o!erating on dou)le or

    tri!le shifts& serving more than 24& students. t least :3 UNRW schools )uildings were damaged during the

    214 hostilities.

    t the !ea+ of the crisis& # UNRW school )uildings were also used as designated emergency shelters for almost

    3& dis!laced -alestinians including at least 1;& children. %i7 of such UNRW school )uildings used as

    designated emergency shelters for I-s were struc+ directly or indirectly )y shells or other munitions& causing deaths

    and8or in9uries. nother UNRW school that was evacuated at the time was demolished )y Israel efence ?orces

    I?5 )ulldozers and damaged )y an Israeli !ro9ectile."

    'a)alia ,lementary $irls %chool& ugust 214& $aza F %hareef %arhan8UNRW rchives

    UNRW re!eatedly !rovided the coordinates of the location of schools used as designated emergency shelters to the

    Israeli authorities. ?or e7am!le& the !recise location of 'a)alia ,lementary $irls %chool& that housed 3&3 dis!laced

    -alestinian civilians at the time it was hit on 3 'uly 214 causing the deaths of 1; civilians including four children5&

    was re!eatedly communicated to ensure its !rotection.:

    0here is nowhere to )e safe in $aza. We thought that the school would )e a safe !lace

    for me and my family. 0his was not the case.

    Woman at 'a)alia %chool who lost her hus)and and whose children were in9ured5#

    0he *oard of In/uiry *=I5 esta)lished )y the United Nations %ecretary6$eneral to investigate& among other things&

    the seven incidents mentioned a)ove that occurred in the $aza %tri! )etween : 'uly and 2" ugust 214 in which

    death and8or in9uries occurred at& and 8or damage was done to& UNRW schools found that all of the seven incidents

    were attri)uta)le to the I?.1

    In addition& during the hostilities& wea!ons or alleged wea!ons com!onents were !laced in three em!ty UNRW

    schools in the $aza %tri! )y -alestinian militant armed grou!s.11  ?ollowing the discovery of these wea!ons

    com!onents during its ins!ections& UNRW alerted all relevant !arties to their e7istence& and strongly and !roactively

    condemned the !lacement of the wea!ons in its schools.12

     incursion into UNRWA school in the west bank 

    In the West *an+& including ,ast 'erusalem& nearly :& -alestine refugees are registered with UNRW including

    some 2;& -alestine refugee children. 0he gency o!erates #" schools reaching almost ;& students.

    UNRW>s delivery of education has )een facing increasing challenges in a conte7t mar+ed )y military o!erations&

    settler violence& delays at chec+!oints and school closures. 0he u!surge in violence in the West *an+ since =cto)er

    21; has !ut an even greater )urden on UNRW schools.

    0hroughout 21;& the UN documented a total of 2:" education6related incidents affecting )oth UNRW and

    government schools com!ared to 1;1 in 214. ?or its !art& UNRW e7!erienced 3# violent incidents that interfered

    with the normal o!eration of 22 of its schools.

     2" of these incidents alone occurred in the last /uarter of 21; withthe u!surge in violence.

    In 2; of these incidents tear gas canisters& !lastic6coated metal )ullets and other ty!es of ammunition fired landed in

    UNRW>s school !remises. In !articular& in 21;& 33 tear gas canisters fell or were fired into UNRW schools. In

    addition& on eight se!arate occasions& UNRW students and education staff had to )e evacuated and classes were

    disru!ted due to heavy tear gas shot )y the I%? during confrontations. =n two occasions UNRW schools were

    evacuated due to clashes or violence )etween -alestinian armed actors& including the -alestinian %ecurity ?orces

    -%?5. In addition& in 21;& the Israeli *order -olice entered UNRW>s schools !remises in four instances.

    =n 2 ecem)er 21;& the I%? entered %hu>fat cam! to carry out a !unitive demolition of the house of a refugee.

    0he o!eration involved 1&2 security forces who entered UNRW %hu>fat *oys %chool com!ound on two

    se!arate occasions& initially !reventing the evacuation of students from the com!ound. uring the incident twoUNRW %hu>fat girls schools were surrounded and two UNRW staff mem)ers were in9ured )y !lastic6coated

    metal )ullets. 0he o!eration disru!ted classes for several hours )efore the two schools were evacuated. %everal

    children and staff from the school suffered from tear gas inhalation. =ne student from the %hu>fat *oys %chool

    su)se/uently lost an eye and suffered from )rain damage after )eing shot outside his home.

    'ebanon

    In (e)anon& there are nearly ;& -alestine refugees registered with UNRW& with an estimated 2:& actually

    remaining in the country. 0he gency also assists an estimated 42& -alestine refugees from %yria -R%5. In total&

    UNRW !rovides education to around 3"& students in (e)anon& including more than ;& from %yria& at ":

    UNRW schools throughout the country.

    -alestinians living in the 12 recognized refugee cam!s in (e)anon e7!erience s!oradic fighting among armed factions

    in the cam!s. ?or e7am!le& )etween 22 and 2" ugust 21;& wide6s!read armed clashes )etween factions in ,in ,l

    @ilweh cam! in southern (e)anon eru!ted& which had a significant im!act on the civilian !o!ulation& including

    children& as well as on the !rovision of education to -alestine refugee children.14

    uring the fighting& si7 out of nine UNRW schools in the cam! sustained ma9or damages while the remaining three

    sustained minor damages. dditionally& seven UNRW schools were used and8or entered )y mem)ers of the armed

    factions during the clashes. amage to the schools was caused )y small arms fire and roc+et !ro!elled grenades.

    Renovation wor+s +ic+ed off at a )ullet6riddled school in ,in ,l @ilweh& (e)anon& ugust 214 0he aily %tar8Gohammed Haatari51;

    -rior to violence in ugust 21;& ,in ,l @ilweh also e7!erienced armed clashes in ?e)ruary 214& which caused all

    twenty schools in %aida area to close and affected 12&1" UNRW students. In addition to ,in ,l @ilweh& armed

    clashes have also disru!ted schooling in 0ri!oli in northern (e)anon in the *a) el 0a))aneh and 'a)al Gohsen

    neigh)ourhoods of the town in 'anuary 214& which disru!ted UNRW o!erations over the course of a wee+. 0en

    schools were closed& affecting a total of 4&32 students. %tray )ullets caused !ro!erty damage to one school in 0ri!oli

    and two schools in *eddawi cam!. gain in =cto)er 214& clashes )etween (e)anese rmed ?orces and armed

    grou!s forced all 1" UNRW schools in north (e)anon area to close& affecting ##" students.

    ordan

    0his re!ort does not cover UNRW schools in 'ordan as there is no armed conflict in the country. @owever& it does

    offer information on UNRW>s res!onse to the !rotection needs of -alestine refugee children in 'ordan that have )eendis!laced from the conflict in %yria as included )elow.

    impact on palestine refugee children

    lthough occurring in different conte7ts& the incidents descri)ed a)ove have had a !rofound im!act on the lives and

    well6)eing of -alestine refugee children& which is reflected in the num)er of children +illed& in9ured and traumatized

     )y armed conflict and violence. In addition& the violence has im!acted on the a)ility of thousands of -alestine refugee

    children to en9oy access to education. UNRW teachers have also )een severely im!acted )oth )y the threat of

    violence and the challenges of !roviding education is such difficult circumstances.

    eaths and in*ries

    0he incidents a)ove have resulted in many deaths and in9uries& including of -alestinian refugee children. UNRW

    does not have figures on how many children in total have )een +illed and in9ured in these incidents. In #a$a& however

    the si7 UNRW school )uildings )eing used as collective centres for I-s that were hit either directly or indirectly &

    resulted in at least 44 civilian fatalities& including 14 children and three UNRW staff mem)ers& and in9uring at least

    22 !eo!le.1" In total& during the ; days of hostilities in the summer of 214& ;;1 -alestinian children were re!orted

    +illed& this included 13: UNRW students with a further :14 in9ured.

    In "yria& whilst the current insta)ility in the country ma+es it difficult to collect com!rehensive data on war6related

    casualties amongst the -alestine refugee !o!ulation& there are strong indications that a significant num)er of children

    have )een e7!osed to horrific levels of violence& resulting at times in trauma& in9uries and deaths. Gost recently& on 21

    ?e)ruary 21"& e7!losions in the vicinity of two UNRW schools and one government school in amascus resulted in

    the deaths of 31 -alestine refugees& including at least four children and one UNRW staff mem)er& and in9ured 13

    -alestine refugee children.1

    In the West %an& & including ,ast 'erusalem& twelve of the 14; -alestinians +illed in 21; were -alestine refugee

    children. t least one case occurred in the surroundings of an UNRW school on ; =cto)er 21;& following a day at

    school& )d el Rahman& a 13 year6old )oy was fatally shot in the chest )y a single )ullet in front of the UNRW office

    in ida refugee cam! on the way )ac+ from school. UNRW>s investigation indicates that at the time of the shooting

    the )oy did not !ose any threat.1: 0hese and other instances where -alestinian children were +illed were !rotested )y

    UNRW with calls for investigations and accounta)ility for those found to have )een in violation of the law.

    +sychosocial

    In situations of crisis& es!ecially those mar+ed )y violence& children have their familiar world disru!ted& including the

     !eo!le& !laces and routines that ma+e them feel secure. 0he incidents im!acting UNRW schools have )een traumatic

    for the children affected and have had a dee! im!act on their !sychosocial needs. UNRW teachers also )ear the )runt

    of living and teaching in such challenging conte7ts& since < as educators and care givers < they have to see+ to ensure

    not only their own safety and well6)eing& )ut also that of the children they are res!onsi)le for.

    In "yria& -alestine refugee children have )een e7!osed to !rolonged violence& dis!lacement and hardshi!. necdotal

    re!orts suggest that the level of disru!tive )ehaviour in UNRW schools is on the rise and re/uires additional su!!ort

    to children and education staff ali+e. In #a$a& as a result of the 214 hostilities& -alestine refugee children suffered

    from )ed6wetting& sha+ing at night& clinging to !arents& nightmares and increased levels of aggression. t the time&

    UNIB,? estimated that 33& children in $aza were re!orted as in need of !sychosocial su!!ort. 1# UNRW has

    found that !sychosocial trauma !ersists a long time after the violence has su)sided& with many cases )eing referred for

    su!!ort significantly after the end of the hostilities.

    In the West %an& & the u!surge in violence since =cto)er 21; has given rise to un!recedented levels of intra6student

    violence and alarming levels of des!air& trauma and an7iety amongst children& according to a needs assessment carried

    out )y UNRWJs !sychosocial counsellors in Novem)er 21;. UNRWJs health staff have o)served develo!mental

    regression in some schools evidenced )y )ed wetting and diagnosed !ost6traumatic stress disorder at a rate not

    witnessed since 2& during the second intifada. Bases of generalized an7iety and de!ression are also more !resent

    than !revious years. In 'ebanon& after the clashes in ,in el @ilweh in ugust 21;& school !rinci!als re!orted that

    students were showing strong traumatic reactions such as )ed wetting while other students e7!erienced fainting and

    would scream whenever they heard gunfire.

    Access to edcation

    rmed conflict and violence not only cause !hysical and !sychosocial damage to the children and teachers concerned&

    they also com!romise the fundamental right to education )y disru!ting schooling and denying access to education. In

    "yria& while )efore the conflict #" !er cent of -alestine refugee children in %yria were enrolled in UNRW schools&

    enrolment figures have dro!!ed from "& students in 211 to 4;& in 21". 0hroughout the country& many

    UNRW schools are located in areas that face restrictions on humanitarian access )ecause they are under the control

    of armed grou!s& nota)ly in armou+& @a9ar al swad& !arts of Rif amascus and era>a governorates and ,in el 0al.

    UNRW has not had access to some of these locations for more than two years. s of !ril 21"& all 2# UNRW

    schools in armou+ refugee cam! in amascus are closed& with a ma9or im!act on the education of the children who

    remain tra!!ed there.

    0he need to turn UNRW schools into collective centres for I-s has further ham!ered -alestine refugee children>s

    access to education out of the 12 schools o!erating as shelters& two have )een forced to close in order to o!eratesolely as shelters.

    0he ma9ority of UNRW schools in %yria o!erate on dou)le6shifts& and over 4 /ualified teachers have left the

    country& forcing UNRW to hire untrained teachers to )ridge this ga!. Gost UNRW schools affected )y the crisis

    have )een looted& causing loss of e/ui!ment and learning materials. 0he shortage of teachers and school su!!lies !uts

    great !ressure on the /uality of service !rovided.

    0oday I was su!!osed to )e studying amongst my friends and teachers& )ut I can>t

     )ecause my school has )een turned into a shelter. I live in my school now < it is

    where I slee! and s!end my days.

    %a)rine& UNRW student& %e!tem)er 214& $aza %tri!5

    In #a$a& )ecause the conflict in 214 too+ !lace in 'uly6ugust& UNRW schools were closed due to the summer

     )rea+. @owever& -alestine refugee children>s return to school was delayed for three wee+s. Goreover& of the #

    UNRW schools acting as collective centres for almost 3& I-s at the !ea+ of the crisis& 1: remained as shelters

    even after a ceasefire was reached in ugust for a!!ro7imately "2& I-s whose homes were rendered

    uninha)ita)le. It was not until 11 months later in 'une 21; that all of these families were a)le to find alternative

    housing and the last schools serving as collective centres were finally closed. %chool )uildings o!erating as collective

    centres !uts increased !ressure on the students& teachers& school !rinci!als and the education services& and many

    schools had to o!erate on a dou)le or tri!le shift )asis to com!ensate for the unavaila)ility of school )uildings.

    In the West %an& & on6going occu!ation and clashes has fre/uently disru!ted schooling. ?or e7am!le& UNRW

    students lost :3 days of school )etween 1 =cto)er 21; and # Garch 21"& due to security o!erations in the vicinities

    of UNRW schools.

    In 'ebanon& as a conse/uence of the fighting in ,in ,l @ilweh cam! in ugust 21;& a total of eight UNRW schools

    where summer learning activities were ta+ing !lace closed down& directly affecting ";4 students and indirectly

    reducing overall school attendance in the %aida area. While children were a)le to return to school with the start of theacademic year on %e!tem)er 21;& since these events& a large num)er of !arents have re/uested to transfer their

    children from schools in the cam! to schools in %aida )ecause of the !recarious security situation. In total& :1

    students have left schools in the cam!.

    dditionally& -alestine refugees from %yria -R%5 in (e)anon face uncertain legal status and discrimination that

    fre/uently ma+e it una)le for such children to access education services not !rovided )y UNRW. 0he (e)anesecurriculum is !redominantly taught in ,nglish or ?rench and does not !re!are students for %yrian curriculum e7ams

    held in ra)ic& which is also !ro)lematic.

    I should )e in the eleventh grade this year& )ut instead I have )een forced to !ut on

    hold my dream of an education. I sat for the ninth6grade e7am at an UNRW school

    in %idon (e)anon5. I !assed& )ut it is not recognized )y the %yrian Ginistry of 

    ,ducation.

    laa& UNRW student from amascus& %yria5 

    s of =cto)er 21;& over ;& -R% children were registered in UNRW schools across (e)anon& and :1 !er cent had

     )een integrated into the regular UNRW system in the country while 1# !er cent were accommodated in five schools

    that continue to run afternoon shifts for -R% children due to limited s!ace.

    children of -alestinian women married to %yrian men5 were registered in UNRW schools.

    It is im!ortant to )ear in mind the gender s!ecificities of the im!act of armed conflict and violence on children& as

     )oys and girls are affected differently. In the West %an& & for e7am!le& UNRW )oys schools have )een

    dis!ro!ortionately im!acted )y the armed violence 6 the ma9ority of education6related incidents recorded )y

    UNRW in 21; occurred in )oys schools. Nota)ly& )oys school )uildings witnessed 23 incidents of evacuations&

    military incursions or different ty!es of ammunition landing in their !remises& in com!arison to 13 incidents in girls

    school )uildings. =n the other hand& in "yria& anecdotal evidence suggests that girls& more than )oys& are !revented

     )y their !arents from going to school due to lac+ of security& which shows a greater im!act of conflict on girls>a)ility to access education in the country.

     )een denied access to education. 0he channel wor+s as a long6distance learning tool& )roadcasting lessons covering

    recreational activities in UNRW schools. 0hese services are availa)le in all circumstances )ut are critical in times of 

    conflict.

    school year were devoted to a s!ecially develo!ed !rogramme of !sychosocial and recreational activities and student

    counselling in order to hel! children and school staff co!e with their traumatic e7!eriences and transition )ac+ to

    learning. In addition& &: UNRW teachers were trained in the !rovision of !sychosocial su!!ort.

    0hrough these training sessions the teacher will develo! new techni/ues in order to

    recognize their own !sychosocial needs and that of children and !arents.

    In the West %an& & in the last /uarter of 21; in res!onse to the u!surge in violence& UNRW undertoo+ a series of

    activities see+ing to )rea+ the cycle of des!air )y relieving stress and identifying children at ris+ of violent )ehaviour 

    or showing serious signs of severe distress. 0hese activities were carried out in all UNRW schools& !roviding grou!

    stress relieving activities aiming at identifying children in need for individual counselling and dialogue with !arents to

     !rovide tools to assist them in co!ing with the surrounding environment. %uch activities received a !ositive res!onse

    from !arents& teachers and counsellors& and yielded a noticea)le increase in !ositive dialogue and emotiona

    e7!ression with children.

    In 'ebanon& with regards to the clashes in ,in ,l @ilweh in ugust 21;& UNRW offered staff su!!ort to address the

     !sychological im!act of the violence and to enhance !re!aredness for further incidents. %chool counsellors also

    targeted grou! and -%% activities within schools to address the !sychological conse/uences of the violence on

    children.

    In order to mitigate the security threat to schools and !rovide a safe and secure learning environment UNRW has

    underta+en a num)er of activities to develo! awareness and )uild ca!acity& ranging from trainings and wor+sho!s to

    the develo!ment of ris+ management !lans and security drills in schools. In "yria& for e7am!le& UNRW>s %afety and

    %ecurity ivision %%5 has )een wor+ing towards im!roving the safety of schools and the students and education

    staff concerned. 0his initiative has included the !rovision of security training materials to +ey staff and encom!assed

    the com!letion of security ris+ assessments and evacuation !lans in some high ris+ schools.

    UNRW schools in $aza& who& in turn& !assed this +nowledge on to over 2;& school children. 0hese activities

    started immediately after the hostilities ended in ugust 214 and& as of !ril 21"& almost 3& ,RWs out of over 

    &5 have )een destroyed since then. %till& since 214& 11; civilians in $aza have )een victims of ,RW6related

    accidents.

    -onitorin!, reportin! and advocacy

    s !art of its a!!roach to !rotection& UNRW documents +ey alleged violations of international law relating to therights of -alestine refugees and engages in !rivate and !u)lic advocacy with relevant authorities to !revent violations

    from occurring and see+ accounta)ility and remedial measures for violations that have occurred. UNRW engages

    with the international human rights system to !romote greater res!ect for and !rotection of the rights of -alestine

    refugees. ?or e7am!le the gency !rovides regular in!uts to the Gonitoring and Re!orting Gechanism GRG5 2" on

    grave violations of child rights to the UN %ecurity Bouncil. 0he gency also engages in a series of activities to

    underline the neutrality and inviola)ility of UNRW schools to ensure& as far as is !ossi)le& that they are not used )y

    armed actors during hostilities. UNRW schools are all clearly mar+ed as UN installations with a UN flag& and are

    always !ainted )lue and white.

    In terms of !u)lic advocacy the gency has fre/uently s!o+en out on the need to !rotect -alestine refugee children

    and UNRW schools im!acted )y armed conflict and violence. In #a$a& for e7am!le& during the 214 hostilities&

    UNRW !u)licly condemned the incidents in which its school )uildings were hit either directly or indirectly. 2 0hegency )riefed the UN %ecurity Bouncil and the $eneral ssem)ly on such incidents and coo!erated with the UN

    %ecretary6$eneral>s *oard of In/uiry mentioned earlier. UNRW has consistently called for accounta)ility for

    violations of international law in $aza& including the incidents affecting its schools. lmost two years after the end of

    the hostilities& however& accounta)ility for the victims remains unaddressed.

    In "yria& UNRW has also re!eatedly condemned attac+s which have im!acted its schools& most recently in res!onse

    to the incident of 21 ?e)ruary 21" mentioned earlier in which e7!losions in the vicinity of two UNRW schools in

    amascus resulted in deaths and in9uries as well as similar incidents in !revious years.  2:

    In the West %an& & in several instances UNRW has !rotested to the Israeli authorities on children fatalities and

    in9uries caused )y armed violence in or near the gency>s schools& with calls for such cases to )e investigated and for

    those found to have )een in violation of the law to )e held accounta)le. 0his included !rotesting the death of 136year

    old )d el Raman mentioned earlier who was +illed )y live ammunition in ida refugee cam! in =cto)er 21;. main focus of UNRW>s advocacy in the West *an+ involves conducting field visits to the gency>s schools for

    di!lomats and other sta+eholders who meet with the school !arliaments and hear from the students themselves a)out

    their !rotection concerns.

    In 'ebanon& during the clashes in ,in ,l @ilweh in ugust 21;& UNRW !rotested the unauthorized use of its

    schools )y the armed factions during the fighting and called on the armed factions to res!ect the inviola)ility and

    neutrality of UNRW schools.2# ?ollowing this advocacy intervention& the ,in ,l @ilweh @igher %ecurity Bommittee

    released a statement on 2# ugust 21; condemning the use of UNRW installations for armed o!erations& stating

    that this should not )e re!eated.

    es!ite the aforementioned advocacy efforts& however& the attac+s on UNRW schools detailed in this re!ort havefre/uently occured in a climate of wides!read im!unity without the !er!etrators )eing )rought to 9ustice. UNRW has

    highlighted this lac+ accounta)ility for the victims of such incidents and the need for action to address them.

    recommendations

    In recent years there has )een increased attention )y the international community to the issue of attac+s on schools in

    situations of armed conflict. In 211& the UN %ecurity Bouncil ado!ted the landmar+ resolution 1##:& which

    highlighted the im!act of attac+s on schools on the safety& education and health of children during armed conflict.

    ?ollowing the =slo Bonference on %afe %chools in Gay 21;& ;2 %tates have now endorsed the Safe Schools

     Declaration < including 'ordan& (e)anon and the %tate of -alestine < and committed themselves to )etter !rotecteducational facilities& students and teachers from attac+& including )y incor!orating the Guidelines for Protecting

    Schools and Universities from Military Use during Armed Conflict 0he eclaration and $uidelines re!resent

    im!ortant international action to address this issue& although they are not directly a!!lica)le to UNRW schools

    which& as UN !remises& have additional !rotection under a se!arate legal framewor+ which guarantees the

    inviola)ility of such !remises at all times. UNRW also ta+es a wide range of measures itself to ensure that its schools

    are not used )y armed actors.

    In light of the finding of this re!ort

    • UNRW urges all armed actors not to target UNRW schools& either directly or indirectly& including through

    shelling& )om)ing& firing or any other form of violence that might incur !hysical damage to school )uildingsand8or harm those in their !remises including students and teachers. UNRW also urges all armed actors not to

    fight in& or in the vicinity of& UNRW schoolsQ

    • UNRW urges all armed actors to res!ect the civilian character of UNRW schools and ensure that they are free

    from military use& including use as military )ase& )arrac+s& wea!on storage and detention and interrogation

    centres& and military incursions& including military search o!erationsQ

    • UNRW calls on all relevant actors to guarantee children>s safe access to schools& which includes ensuring
