    UNCTAD is an organ of the UN General Assembly. Its different than a specialized Agency with its totally own independent budget and supreme governing body. It was established in Geneva during its first session (23 March to 16 June 1964). In the same year the UN General Assembly authorized UNCTAD to become a permanent body and adopted its charter. From its very inception, UNCTAD assumed the role of the UN systems focal point for the integrated treatment of all trade and related development problems. In this endeavour, it discussed and dealt with issues related to trade, money, finance, external indebtedness, creation of export production capabilities, including industrialization, shipping, insurance, transfer of technology and the development of technological capabilities, restrictive business practices, regional integration groupings and economic co-operation among developing countries.In terms of structure, UNCTAD consists of the Conference, the Trade and Development Board (TDB) and subsidiary intergovernmental bodies, together with the Secretariat.

    192 member States which represents all the countries in the world (193) except the Vatican and the status of Taiwan member of UN until 1971 (under China).UNCTADs TrainForTrade methodology is used for the conception of training material with the purpose of building sustainable capacity through training. The application of the methodology follows a CYCLE that can be spilt in 3 main stages. Starting from the top, clockwise, the first one is the Training Needs Analysis. This involves determining the objectives that training must meet, and how training and other actions should be linked. The second one the Development of the Training Material. During that stage a training strategy and learning targets are defined, suitable mode of delivery and training techniques are selected, then training material are produced in accordance to TrainForTrade standards. Finally, the third stage the Delivery of Training, during which courses are run on a regular basis and evaluation of the effectiveness and quality of the training conducted both during study and after return to productive work, and revision of the training in consequence.

    Furthermore the system approach can be break down from the 3 stages cycle into a 9 phases cycle. The Training Needs Analysis stage is then split in phase 1, 2 and 3. Starting clockwise from the top, with Phase 1: The preliminary study to analyse the reported problem and propose training solutions. Phase 2: The job analysis, in order to determine the performance requirements, and from these to define the Skills, Knowledge and Attitudes required for good job performance. Phase 3: Population Analysis. During that phase, information is gathered on the intended trainees; their educational background, preferred modes of learning and, in each of their tasks, how much knowledge and skill they already have.
