NOTA EXPLICATIVĂ

1. Descrierea programului de studii. Profilul specialităţii Programului de studii - 312.2 Relaţii internaţionale care face parte din domeniul general de studiu -0 3 1 Ştiinţe sociale şi comportamentale şi domeniul de formare profesională - 0312 Ştiinţe politice, vizează procesele şi politicile internaţionale, precum şi interacţiunea dintre actorii relaţiilor internaţionale, în cadrul căruia se utilizează metode şi concepte proprii ştiinţelor politice, sociale, economice şi drept. Pregătirea în cadrul specialităţii Relaţii internaţionale este menită să asigure unicitatea unei ştiinţe prin care relaţiile internaţionale sunt studiate din perspectiva multidisciplinară, generând o viziune teoretică şi praxiologică asupra sistemului internaţional.

Programul de studii a fost elaborat şi aprobat conform prevederilor cadrului normativ şi procedurilor interne de asigurare a calităţii. Acesta corespunde Nomenclatorului domeniilor de formare profesională şi al specialităţilor în învăţământul superior, aprobat prin Hotărârea Guvernului, nr.482 din 28.07.2017, respectă rigorile Planului Cadru pentru studii superioare de licenţă (ciclul I), de maşter (ciclul II) şi integrate, aprobat prin ordinul MECCM, nr. 120 din 10.02.2020 şi cele ale Regulamentului USMprivind iniţierea, aprobarea, monitorizarea şi evaluarea periodică a programelor de studii, din 24.02.2014, redactat prin decizia Senatului USM din 28.11.2017. în conformitate cu acest Regulament, programul a fost discutat şi aprobat în cadrul şedinţei Consiliului FRIŞPA, verificat de SMCEDC şi analizat în cadrul şedinţei Consiliului de Administrare al USM.

Durata studiilor este de 3 ani învăţământ cu frecvenţă şi 4 ani învăţământ cu frecvenţă redusă. Sunt oferite 180 credite ECTS (1 Credit ECTS - 30 ore). Forma de organizare o constituie învăţământul cu frecvenţă şi învăţământ cu frecvenţă redusă.

2. Cunoştinţele, abilităţile şi competenţele asigurate de programul de studii. Programul are ca finalitate pregătirea specialiştilor în domeniul relaţiilor internaţionale care posedă cunoştinţe teoretice, capacităţi de analiză şi explicare a relaţiilor internaţionale, abilităţi teoretico-practice din domeniul serviciului diplomatic şi activităţii în cadrul organizaţiilor internaţionale.

La finalizarea programului de formare, absolventul deţine următoarele competenţe:1. Utilizarea conceptelor, teoriilor şi reglementărilor din domeniul relaţiilor internaţionale.2. însuşirea conexiunilor dintre politicile statului şi strategiile promovate de instituţiile internaţionale.3. Deschiderea şi promovarea schimbărilor şi noilor abordări în realizarea politicilor statului în

domeniul relaţiilor internaţionale.4. Demonstrarea corectitudinii şi respectului faţă de cultura, tradiţiile şi valorile altor state ca condiţie

de stabilire a relaţiilor interstatale în realizarea unei diplomaţii eficiente şi de succes.5. Pronosticarea posibililor schimbări şi tendinţe în dezvoltarea relaţiilor internaţionale şi

reactualizarea proiectelor/ acţiunilor de promovare a politicii statului, la nivel internaţional.6. Asumarea de responsabilităţi privind comportamentul, acţiunile şi deciziile luate în procesul

soluţionării unor probleme practice din domeniul relaţiilor internaţionale.7. Comunicarea în diferite contexte şi situaţii-problemă, manifestând capacitatea de convingere şi

argumentare a poziţiei proprii şi/sau a unei decizii.8

8. Demonstrarea capacităţilor organizaţionale şi manageriale în domeniul relaţiilor internaţionale şi a serviciului diplomatic.

9. Dezvoltarea profesională continuă prin determinarea priorităţilor şi nevoilor personale de formare, dictate de noile oportunităţi şi dezvoltarea relaţiilor internaţionale.

3. Obiectivele programului de studii, inclusiv corespunderea acestora misiunii universităţii. Scopul programului universitar în domeniu rezidă în formarea profesională care îmbină aspectele sociale, culturale şi civice, necesare pentru a răspunde adecvat, prompt şi instantaneu la necesităţile realizării practice a politicii externe a Republicii Moldova în condiţii contemporane, la provocările şi cerinţele lumii globale şi ale proceselor europene de integrare.

Obiectivele programului de studiu sunt:• să cunoască teoriile şi să utilizeze reglementările şi conceptele din domeniul relaţiilor internaţionale;■ să determine conexiunile dintre politicile statului şi strategiile, promovate de instituţiile

internaţionale;■ să stabilească importanţa relaţiilor interstatale, demonstrând corectitudine şi respect faţă de cultura,

tradiţiile şi valorile altor state;■ să manifeste capacitate de convingere şi argumentare a opiniei proprii în comunicare în diferite

contexte şi situaţii; să posede abilităţi de pronosticare a posibililor schimbări şi tendinţe în dezvoltarea relaţiilor internaţionale şi să reactualizeze proiecte/ acţiuni de promovare a politici statului la nivel internaţional;

■ să respecte deontologia în activitatea profesională din domeniul relaţiilor internaţionale.Obiectivele enunţate corespund misiunii USM şi sunt corelate cu următoarele documente strategice:- Planul Strategic al USM pentru perioada 2016-2020, prin dezvoltarea şi consolidarea calităţii ofertei

educaţionale; intensificarea şi creşterea calităţii activităţilor de colaborare universitară internaţională; creşterea gradului de internaţionalizare a activităţilor academice.

- Strategia de cercetare şi inovare la USM pentru perioada 2015 - 2020, prin afilierea universităţii la un sistem integrat de informare privind strategiile de cercetare ştiinţifică şi competiţiile naţionale şi internaţionale lansate pentru obţinerea proiectelor;

- Planul strategic instituţional de internaţionalizare pentru anii 2018-2020, prin intensificarea şi creşterea calităţii activităţilor de colaborare universitară internaţională; creşterea gradului de internaţionalizare.

4. Racordarea programului de studii şi a conţinuturilor din Planul de învăţământ la tendinţele internaţionale din domeniu. Internaţionalizarea programului de studii se realizează:

■La nivelul curricular, prin: coordonarea planului de învăţământ şi a curriculei programului cu documente similare ale unor instituţii universitare prestigioase de peste hotare; introducerea în programul Relaţii internaţionale a disciplinelor în limba engleză pentru seriile cu predare în limba română; crearea filierei anglofone începând cu 1.09.2016; intensificarea mobilităţii academice a studenţilor.

•La nivelul mobilităţilor academice a cadrelor didactice care asigură programul, prin: cooptarea cadrelor didactice din afară în asigurarea procesului didactic; desfăşurarea activităţilor internaţionale extra-curriculare pentru studenţi, evaluate cu credite ECTS sau certificate la disciplinele predate de profesorii străini din cadrul mobilităţilor; organizarea lecţiilor deschise, reuniunilor şi conferinţelor FRIŞPA, cu participarea înalţilor oficiali din Republica Moldova, a ambasadorilor acreditaţi în ţara noastră, a personalităţilor notorii din străinătate, care vizitează ţara pentru pregătirea profesională a studenţilor în domeniu, precum şi pentru dezvoltarea competenţelor lingvistice şi a orientării lor în problematica relaţiilor internaţionale contemporane; cooperarea cu universităţi străine în cadrul proiectelor internaţionale.

5. Evaluarea aşteptărilor sectorului economic şi social. Planul de învăţământ este modernizat şi îmbunătăţit în funcţie de necesităţile pieţii muncii, recomandările de îmbunătăţire a beneficiarilor, ultimele realizări ştiinţifice şi documentele normativ-legislative şi de dezvoltare strategică ale Republicii Moldova.

Programul de studii este racordat la CNC şi la EQF. Această racordare presupune respectarea unor standarde unice de predare-învăţare-evaluare, finalităţile de studiu fiind orientate spre obţinerea unor cunoştinţe teoretice, abilităţi practice şi competenţe sociale şi profesionale, necesare în ocupaţiile tipice pentru absolventul nivelului respectiv de studii (6 ISCED). Misiunea, obiectivele şi competenţele corespund nivelului de calificare - licenţiat în ştiinţe politice. Titlul acordat confirmă pregătirea specialiştilor care corespund cererilor statului nostru, provocărilor globalizării şi procesului de integrare europeană, bazându-se pe studiile teoretico-analitice, analiza experienţei internaţionale şi standardele europene.

Acţiunile de modernizare au fost structurate pe etape:

■ consultarea pieţii muncii şi a tendinţelor noi din domeniu;■ consultarea beneficiarilor, prin întrevederile petrecute cu studenţii, absolvenţii, a activităţilor de

tutorat şi a chestionării studenţilor;■ modernizarea prin cercetare, prin activitatea de investigare, întreprinsă de către cadrele didactice ale

DRI şi materializată prin organizarea conferinţelor ştiinţifice şi publicarea materialelor;■ modernizarea la nivel DRI, prin analiza recomandărilor adunate prin intermediul etapelor anterioare,

dezbaterea acestora şi planificarea acţiunilor ulterioare;■ modernizărea la nivel FRIŞPA şi CAQ, prin monitorizarea continuă a proceselor legate de

modernizarea planului de studiu, efectuarea instruirilor de formare continuă şi promovarea propunerilor de îmbunătăţire şi aprobarea în cadrul consiliului facultăţii;

■ modernizarea la nivel USM, prin consultarea, promovarea noutăţilor, efectuarea instruirilor de către SMCEDC, Consiliul calitate USM cu participarea studenţilor.

6. Consultarea partenerilor în procesul de elaborare a programului de studii, exprimată în Chestionarul cu privire la evaluarea cadrelor didactice şi a procesului de învăţământ, care se efectuează permanent, a demonstrat că planurile de învăţământ corespund necesităţilor pieţii muncii şi asigură calitatea pregătirii specialiştilor în cadrul sistemului de învăţământ superior din Republica Moldova. La acest capitol contribuie parteneriatul ştiinţific şi social, dezvoltat la nivel naţional şi internaţional. In procesul elaborării planurilor de învăţământ au fost detaliat studiate planurile de învăţământ ale instituţiilor de stat şi celor private (IRIM, ULIM, Universitatea „Perspectiva”, Academia de Administrare Publică de pe lângă Guvernul Republicii Moldova), implicate în pregătirea cadrelor din domeniul relaţiilor internaţionale.

De asemenea, elaborarea şi perfecţionarea programelor de studii este în concordanţă cu cerinţele înaintate de agenţii pieţii muncii din domeniul respectiv. Este efectuată conlucrarea eficientă cu instituţiile şi organizaţiile de profil ca Parlamentul Republicii Moldova, MAEIE, Delegaţia Uniunii Europene, Ambasada SUA etc., în vederea dezvoltării la studenţi a perceperii adecvate a întregului complex de relaţii internaţionale care le-ar oferi posibilitatea de a deveni competitivi pe piaţa muncii şi de a se angaja ulterior în cele mai diverse instituţii de profil private şi de stat. Procesul de consultare cu persoanele şi instituţiile cheie este realizat prin implicarea acestora în evaluarea cunoştinţelor şi abilităţilor absolvenţilor în timpul examenului de licenţă, participarea lor în procesul de studiu şi activităţile extracuriculare. în acest context, DRI a încheiat convenţii de parteneriat cu un şir de instituţii partenere/ potenţiali angajatori, precum: MAEIE, MAI, Ministerul Economiei şi Infrastructurii, Avocatul Poporului, Oficiul Central de Probaţiune, CID NATO, Pro Marshall etc.

7. Relevanţa programului de studii pentru piaţa forţei de muncă constă în multidimensionalitatea domeniului relaţiilor internaţionale care, la etapa actuală, cuprinde următoarele subdomenii: instituţii şi structuri pentru politica externă, serviciu diplomatic şi consular, instituţii de asistenţă internaţională, organizaţii internaţionale neguvemamentale, programe şi proiecte internaţionale.

Gradul de noutate al domeniului de formare rezidă în aplicarea teoriilor studiate din domeniul relaţiilor internaţionale în practica politicii externe a Republicii Moldova, cu scopul promovării intereselor naţionale, geo-politice şi economice. Specialitatea Relaţii internaţionale, prin esenţa sa, este una interdisicplinară. Actualitatea şi comprehensivitatea programului sunt formulate în baza cerinţelor procesului de la Bologna şi presupun studierea aspectelor teoretice şi practice ale relaţiilor internaţionale şi diplomaţiei. Programul cuprinde discipline fundamentale, generale, speciale şi opţionale, practica de iniţiere, de specialitate şi de cercetare.

Necesitatea programului, propus pentru ciclul I de pregătire a specialistului în relaţii internaţionale, este argumentată de interesul deosebit pentru această specialitate în Republica Moldova, luându-se în consideraţie faptul că statul se află în proces de afirmare pe arena internaţională. în acest context, misiunea programului de studiu constă în pregătirea unor specialişti calificaţi, capabili să efectueze diferite aspecte ale activităţii din domeniul relaţiilor internaţionale: de articulare, reprezentare şi promovare a intereselor naţionale în politica externă, precum şi de realizare a unei analize cu privire la relaţiile interstatale.

Concepţia formării specialistului în domeniul relaţiilor internaţionale constă în pregătirea cadrelor care corespund cererilor Republicii Moldova, provocărilor globalizării şi procesului de integrare europeană, bazându-se pe studiile teoretico-analitice, analiza experienţei internaţionale şi standardelor europene. Abordarea contemporană a concepţiei de pregătire a specialiştilor din domeniul relaţiilor internaţionale este fundamentată prin caracterul interdisciplinar, sistemic şi teoretico-practic al conţinutului programului, şi cuprinde studiile teoriei politice, teoriei relaţiilor internaţionale, diplomaţiei, precum şi paradigma disciplinelor din drept internaţional, relaţii economice internaţionale. Un loc

deosebit în program aparţine disciplinelor speciale din practica relaţiilor internaţionale, activitatea diplomatică şi a organizaţiilor internaţionale, precum şi a limbilor străine.

Strategia de pregătire a specialistului în relaţii internaţionale este orientată spre modernizarea şi calitatea pregătirii, în corespundere cu creşterea rolului factorului internaţional în dezvoltarea ţării, păstrării potenţialului uman şi implicării sale active în procesele modeme la nivelul standardelor europene şi internaţionale, bazeazându-se pe următoarele principii: complexitatea domeniului relaţiilor internaţionale, fezabilitatea şi diversificarea pregătirii în relaţiile internaţionale, actualizarea pregătirii în domeniul relaţiilor internaţionale.

8. Posibilităţile de angajare a absolvenţilor. în conformitate cu CNC programul este orientat spre formarea specialiştilor care să poată profesa în calitate de: agent consular; specialist în cadrul structurilor statale de profil; asistent comentator politic; asistent expert analist; asistent consultant în direcţia relaţii externe; asistent consultant proiecte în cadrul programelor internaţionale; responsabil sector protocol în cadrul companiilor străine.

Pe piaţa muncii, absolvenţii programului se pot afirma în sectorul de stat, în sfera economiei şi în organizaţiile neguvemamentale, în calitate de funcţionar public şi expert analitic în structurile statale de profil, in misiunile diplomatice şi consulare ale Republicii Moldova şi ale altor state acreditate în Moldova, în organizaţiile internaţionale, în departamentele de relaţii internaţionale şi integrare europeană ale structurilor de business, în diferite programe şi proiecte europene şi internaţionale.

Absolvenţii programului activează în cadrul instituţiilor şi structurilor pentru politică externă, serviciu diplomatic şi consular, asistenţă civică internaţională, organizaţii internaţionale neguvemamentale, programe şi proiecte internaţionale; oferă o arie largă de domenii conexe care poate fi acoperită de către absolvenţii programului; creează un potenţial uman pentru continuarea studiilor la masterat, ciclul II şi ciclul III la doctorat; îmbină elementele de tradiţie cu cele modeme, susţine calitatea şi excelenţa în educaţia din învăţământul superior şi cercetarea ştiinţifică în raport cu evoluţia societăţii şi cerinţele pieţii muncii.

9. Accesul Ia studii a titularilor de diplome obţinute după finalizarea respectivului program de studii. Admiterea la studii se efectuează in conformitate cu Regulamentul de organizare şi desfăşurare a admiterii în instituţiile de învăţământ superior din Republica Moldova.

EXPLANATORY NOTE

1. Description of the Study Program. Specialty profile of the Study Program - 312.2 International relations that is part o f the general study - 031 Social and behavioral sciences and the field o f professional training - 0312 Political sciences, focuses on international processes and policies, as well as the interaction between international relations actors, using methods and concepts specific to political, social, economic and law sciences. Training in the field of International Relations is aimed at ensuring the particularity of a science through which international relations are studied from a multidisciplinary perspective, generating a theoretical and praxiological vision of international system.

The Study Program was elaborated and approved according to the provisions of the normative framework and the internal quality assurance procedures. It corresponds to the Nomenclature o f professional training fields and specialties in higher education, approved by the Government Decision, no. 482 of 28.07.2017, complies with the requirements of the Framework Plan fo r licentiate (1st cycle), master (2nd cycle) and integrated studies, approved by the MECCM order, no. 120 of 10.02.2020 and those of the USM Regulations regarding the initiation, approval, monitoring and periodic evaluation o f the study programs, from 24.02.2014, drafted by the decision of the USM Senate from 28.11.2017. In accordance with this Regulation, the program was discussed and approved during the FRIŞPA Council meeting, verified by the SMCEDC and analyzed during the meeting of the Board of Directors of the USM.

The duration o f the studies is 3 years with daily attendance and 4 years with reduced attendance of education. 180 ECTS credits are offered (1 ECTS credit - 30 hours). The form o f organization is constituted by the daily attendace and the education with the low attendance.

2. The knowledge, skills and competences provided by the Study Program. The purpose of the program is to train specialists in the field of international relations who possess theoretical knowledge, capacity for analysis and explanation of international relations, theoretical-practical skills in the field of diplomatic service and activity within international organizations.

Upon completion of the training program, the graduate has the following competencies:1. To use the concepts, theories and regulations in the field of international relations

2. Acquiring the connections between state policies and strategies promoted by international institutions.

3. Opening and promoting changes and new approaches in the implementation of state policies in the field of international relations.

4. Demonstrating the correctness and respect for the culture, traditions and values of other states as a condition of establishing interstate relations in achieving an effective and successful diplomacy.

5. Predicting the possible changes and trends in the development of international relations and updating the projects / actions to promote the state policy, at international level.

6. Assuming responsibilities regarding the behavior, actions and decisions taken in the process of solving some practical problems in the field of international relations.

7. Communicating in different contexts and situations - problem, showing the capacity to convince and arguing of one's own position and / or of a decision.

8. Demonstrating the organizational and managerial capabilities in the field of international relations and diplomatic service.

_ 9- Continuous professional development by determining the personal training priorities and needs, dictated by the new opportunities and the development of international relations.

3. The objectives of the Study Program, including their correspondence to the mission of the university. The purpose o f the university program in the field resides in professional training that unites social, cultural and civic aspects necessary to respond adequately, promptly and instantly to the needs of practical implementation of Moldova’s foreign policy, to contemporary challenges and requirements of the global world and European integration processes.

The objectives o f the study program are the following:to know the theories and to use the regulations and concepts in the field of International Relations;to determine the connections between state policies and strategies promoted by international

institutions;to establish the importance of interstate relations by demonstrating the correctness and respect for the

culture, traditions and values of other states;to display the ability to persuade and argue personal opinion in communication in different contexts

and situations;to possess the skills to forecast the possible changes and trends in the development of International

Relations and to update the projects/actions to promote the state policy at international level;to respect the deontology in professional activity in the field of International Relations.

The stated objectives correspond to the mission o f the USM and are correlated with the following strategic documents:

- The Strategic Plan o f the USM for the period 2016-2020, by developing and consolidating the quality of the educational offer; intensifying and increasing the quality of international university collaboration activities; increasing the degree of internationalization of academic activities.

- The research and innovation strategy at the USM for the period 2015 - 2020, by affiliating the university to an integrated information system regarding the scientific research strategies and the national and international competitions launched to obtain the projects;

- The institutional strategic plan o f internationalization fo r the years 2018-2020, by intensifying and increasing the quality of the activities of international university collaboration; increasing the degree of internationalization.

4. Connecting the Study Program and the contents of the Study Plan to the international trends in the field. The internationalization o f the study program is carried out:

At the curricular level, by: coordinating the study plan and curriculum of the program with similar documents of prestigious university institutions from abroad; introduction in the International Relations program of the disciplines in English for the series with teaching in Romanian; creation of the Anglophone study starting with 1.09.2016; intensifying the academic mobility of students.

At the level o f the academic mobility o f the teachers who provide the program, by: co-opting the outside teachers in ensuring the teaching process; conducting international extra-curricular activities for students, assessed with ECTS credits or certified in the disciplines taught by foreign teachers within the mobility; organizing open lessons, FRISPA meetings and conferences, with the participation of the high officials of the Republic of Moldova, of the ambassadors accredited in our country, of the well-known personalities from abroad, who visit the country for the professional training of students in the field, as well as for the development of language skills and orientation their problems in contemporary international relations; cooperation with foreign universities in international projects.

5. Evaluation of the expectations of the economic and social sector. The education plan is modernized and improved according to the needs of the labor market, the recommendations for improvement of the beneficiaries, the latest scientific achievements and the normative-legislative and strategic development documents of the Republic of Moldova.

The program is connected to CNC and EQF. This connection implies the observance of unique teaching-leaming-evaluation standards, the study aims being oriented towards obtaining theoretical knowledge, practical skills and social and professional skills, required in the typical occupations for the graduate of the respective level of studies (6 ISCED). The mission, objectives and competences correspond to the level of qualification - licentiate in political science. The title confirms the training of the specialists who correspond to the demands of our state, the challenges of globalization and the process of European integration, based on theoretical-analytical studies, analysis of international experience and European standards.

The modernization actions were structured in stages:consulting the labor market and new trends in the field;consulting the beneficiaries, through meetings with students, graduates, tutoring activities and

questioning students;modernization through research, through the research activity, undertaken by the teachers of the

DIR and materialized through the organization of scientific conferences and the publication of materials;modernization at DIR level, by analyzing the recommendations gathered through the previous

stages, their debate and the planning of the subsequent actions;the modernization at FRISPA and CAQ level, through the continuous monitoring of the processes

related to the modernization of the study plan, the carrying out of continuous training training and the promotion proposals for improvement and approval within the faculty council;

modernization at USM level, by consulting, promoting news, carrying out trainings by SMCEDC, USM Quality Council with student participation.

6. Partner Consulting in the process of developing the study program, expressed in the Questionnaire regarding the evaluation of the teachers and of the education process, which is carried out permanently, has shown that the curricula correspond to the needs of the labor market and ensure the quality training of specialists in the higher education system of the Republic of Moldova. The scientific and social partnership, developed at national and international level, contributes to this chapter. During the elaboration of the education plans, the curricula of the state and private institutions (IRIM, ULIM, "Perspectiva" University, the Academy of Public Administration near the Government of the Republic of Moldova), involved in the training of international relations teachers..

Also, the elaboration and improvement of the study programs is in accordance with the requirements submitted by the labor market agents in the respective field. Effective cooperation with the institutions and organizations of the profile such as the Parliament of the Republic of Moldova, Ministry of Foreign Affairs and European Integration, the European Union Delegation, the US Embassy, etc. is carried out, in order to develop to the students an adequate perception of the whole complex of international relations that would allow them to become competitive on the labor market and subsequently to work in the most diverse private and state institutions. The consultation process with the key persons and institutions is carried out by their involvement in the evaluation of the graduates' knowledge and skills during the bachelor's examination, their participation in the study process and extracurricular activities. Therefore, the Department of International Relations has concluded Partnership Agreements with a number of partner institutions / potential employers such as: Ministry of Foreign Afafirs and European Integration, Ministry of Internal Affairs, Ministry of Economy and Infrastructure, People's Advocate, Central Probation Office, Center of Information and Documentaion NATO, Pro Marshall etc.

7. The relevance of the study program for the labor market consists of the multidimensionality of the international relations field, which at present includes the following sub-domains: institutions and structures for foreign policy, diplomatic and consular service, international assistance institutions, international non-governmental organizations, international programs and projects.

The degree o f novelty of the training field lies in the application of the theories studied in the international relations in the practice of the foreign policy of the Republic of Moldova, in order to promote national, geo-political and economic interests. The specialty of International Relations, by its very essence, is an interdisciplinary one. The actuality and comprehensiveness of the program are formulated based on the requirements of the Bologna process and involve the study of the theoretical and practical aspects of international relations and diplomacy. The program comprises fundamental, general, special and optional disciplines, the practice of initiation, specialty and research.

The need fo r the program, proposed for the first cycle of training of the specialist in internationalrelations is argued by the special interest for this specialty in the Republic of Moldova, taking intoaccount the fact that the state is in the process of affirmation in the international arena. In this context themission of the study program consists of the training of qualified specialists, capable of carrying’outdifferent aspects of the activity in the field of international relations: of articulation, representation andpromotion of national interests in foreign policy, as well as of carrying out an analysis on the relations interstate.

Conception o f Specialist Formation in the international relations field consists in the preparation of the specialists that correspond to the demands of the Republic of Moldova, the challenges of globalization and the process of European integration, based on the theoretical-analytical studies, the analysis of the internaţional experience and the European standards. The contemporary approach to the concept of specialists formation of in the field of international relations is based on the interdisciplinaiy, systemic and theoretical-practical character of the program content, and includes the studies of political theory international relations theoiy, diplomacy, as well as the paradigm of disciplines in international law’ international economic relations. The strategy o f training the specialist in international relations is oriented towards the modernization and the quality of the preparation, in accordance with the increasing role of the international factor in the development of the countiy, the preservation of the human potential and its active involvement in the modern processes at the level of European and international standards, and is based on the following principles: complexity of the field of international relations, feasibility and diversification of training in international relations, updating of training in the field of international relations.

8. The possibilities of graduates’ employment. According to the CNC, the program is oriented towards training the specialists who can work as: consular agent; specialist in state profile structures; assistant political commentator; assistant analyst expert; assistant consultant in the direction o f external relations; project consultant assistant in international programs; responsible fo r the protocol sector in foreign companies.

On the labor market, the graduates of the program can assert themselves in the state sector, in the sphere of the economy and in the nongovernmental organizations, as a public official and analytical expert in the state structures of profile, in the diplomatic and consular missions of the Republic of Moldova and other states accredited in Moldova, in international organizations, in the departments of international relations and European integration of the business structures, in different European and international programs and projects.

The graduates o f the program work within the institutions and structures for foreign policy, diplomatic and consular service, international civic assistance, international non-governmental organizations international programs and projects; offers a wide range of related fields that can be covered by program graduates; creates a human potential for further studies at the masters, cycle II and cycle III at the doctorate; combines elements of tradition with modem ones, supports quality and excellence in higher education and scientific research in relation to the evolution of society and the demands of the labor market.

9. Access to studies of diploma holders obtained after the completion of the respective study program. The process o f admission is carried out in accordance with the Regulation fo r organizing and conducting the admission to higher education institutions in the Republic o f Moldova.
