• Ninguno de los dos proyectos, tanto de la PCN como de la SCN, no lograron establecer compromisos personales/institucionales que contribuyeran a crear y mantener un equipo capacitado para abordar la realización de los inventarios de GEI (4) con nuestros propios medios.

Kick-off Workshop – Priorization of Capacity Building Activities

• Identification of the most relevant gaps in the national MRV system (GHG Inventory for the TCN and the BUR)

• Identification of the priotirized areas for capacity building:

o Technical Capacity Building (focused on GHG Inventory)

o Institutional Structure for MRV

o Data collection, management and exchange

• Establishment of a road map for the capacity building activities

Capacity Building Workshops – Activities and Goals

• 1st CB Workshop: Development of a Proposal for a National MRV System for the Dominican Republic under participation of stakeholders of different relevant institutions (participative approach)

• 2nd CB Workshop: Setup of a National GHG Inventory System. Generation of capacities in the management of GHG inventories (Methodological familiarization with the IPCC inventory methodology, Identification of sectorial sources and data and establishment of a draft work plan for the GHG Inventory)

• 3rd and 4th CB Workshop: Technical trainings on the preparation of the National GHG Inventory. Assessing the sectorial work groups in the data gathering, in the IPCC software use and in the calculation of emissions. QA/QC, including management and documentation of data and processes

• Use synergies and link projects with same aim (UNDP Third National Communication) to maximise results of capacity-building

• Exchange of experiences among sectors (agriculture) and countries in the region (Chile)

• Practical work (hands-on) exercises on GHG inventory work best!

• Be inclusive, work on a deep analysis of steakholders in order to identify all relevant institutions that are needed for a succesful MRV system

Remaining Challenges

• Commitment of the institutions to the GHG Inventory (Decree to establish and structure of a National GHG Inventory System, indicating the coordinating institution as CNCCMDL). Reinforcement of the institutional agreements.

• Lack of Data and Capacitated manpower for the elaboration of the GHG inventory

• Documentation of processes (institutional memory)

Process for preparing the BUR Success Stories

• The inputs for preparing the BUR are being produced by the TNC

• The report of the financial support (including a registry of internacional support received)

• Other mtitigacion actions (besides NAMAs) are being monitored and have been reigstered by the CNCCMDL, thus are filed in the offices of the CNCCMDL, to be used by the BUR, such as carbón tax for vehicules, conversion of vehicules from a diesel system to natural gas, the extention of the metro, and other energy efficiancy measures.

Challenges

• Presenting the BUR alongside with the TNC to the Convention.

• Identifying coordinator for the elaboration of the BUR (ensambling the different pieces of the document together into one)

• Preparation of the BUR will start in June, once the GHG Inventroy is concluded and revised and the first draft of the iNDC has been delivered.
