The first report on the Artist’s Statute prepared by the Go-vernment with the aim of re-gulating and standardizing

the profession is ready. The propo-sal is based, in part, on the legal fra-meworks of neighbouring countries that have already addressed the situ-ation previously and can serve An-dorra in addressing the situation, as explained by the Minister of Culture and Sports, Sílvia Riva .

The relevant ministry considered that «the report normalizes the ar-tist’s situation in a broad way and not just as a creator.» In this way, professionals linked to artistic cre-ation and the world of culture will be considered «artists» with the esta-blishment of a legal framework that ensures the necessary conditions for the development of their activity, although still they are not concre-te. However, Minister Riva made it clear during the Education, Rese-arch, Culture, Youth and Sports Le-gislative Commission regarding the report that «we are talking about amending labour laws, contributi-ons or the tax region.»

The Social Democrat General Co-uncillor Susanna Vela emphasized the fact that the committee mem-bers will have the opportunity to modify this first diagnostic docu-ment, which was born from a propo-sal from the same formation at the end of the last year. In fact, the PS as-ked the Government to prepare this study of the activity of the cultural fabric of the country to improve it through actions and legislative po-licies such as those now presented within the established deadlines, despite the impact of the health cri-sis and the consequent shutdown.
