Feliz Navidad! Merry Christmas 2015. EL OBSER-VADOR (EO) staff wish you all a very peaceful and loving Christmas holiday enjoying your family and friends. Do take time to give someone ‘un abrazo’ (a hug) for hu-man touching is very power-ful. One feels ‘at peace’ after having received this symbolic gesture of acceptance, be-longing and love. These are the emotional forces which bind families together. Sup-portive responsibility and caring result from these rela-tionships and feelings.

In this San Jose community, many significant personal in-teractions happened. During 2015, a small group of pro-fessional Latinos undertook the project of digitalizing EL ECENTRICO. While the project was convened by Ramon J. Martinez, Ph.D., it took Bert Garcia and oth-ers to collect all editions of El Ecentrico, (i.e., an entire archive). published 1940 to 1970, by his grand-father. This archive records the role of the local Mexican-Amer-ican and other Latinos who participated in the develop-ment of San Jose’s society and economy. Silicon Valley emerged from the transi-tional efforts of Latinos who became its labor force here in “The Valley of the Heart’s Delight’. This effort was supported by many Latino individuals, the “Carment & Alcario Family Founda-

tion” and its non-profit fiscal agent, El Observador Foun-dation (established 1983).

El Ecentrico’s archives will all be in digital form stored in the virtual clouds where it can never be lost. More importantly, these El Ecen-trico archives will be very accessible to all who want to become informed about the Mexican-American commu-nity’s civic activities. These local social and business re-ports are not found in the lo-cal mainstream newspaper’s archives. That gave histori-ans the false impression that only Caucasians did anything in this valley. Definitely not true! Thank Dr. Martinez and his colleagues for this community ‘Christmas Gift’.

Another community Christmas gift:

The recent ‘Homeless Shel-

ter Project’ policy agreement to have only homeless fami-lies at the Bibliotecha Library and Washington Youth Cen-ter next door to Washington Elementary School (SJUSD). Las Madres of WES effec-tively provided advocacy and voiced their concerns to which the SJ City Council lis-tened and took into account when endorsing this home-less project. This ‘Christmas gift’ is being coordinated with the ‘Homeless Programs’ of Santa Clara County and will increase shelter capac-ity hopefully before ‘el Nino’ winter storms. Supervisors Cindy Chavez, District 2 & Mike Wasserman, District 1 are leading this effort.

The best Christmas Gift to this community was the SCCo BOS approving the creation of the “Behavioral Health Subcommittee, RE-

Entry Program which will be responsible for crafting a JAIL DIVERSIION PRO-GRAM as an alternative to incarceration of individuals having mental health and/or substance use challenges.

This gift will eventually re-duce the inmate census of county jails (Main & Elm-wood) since 55% of current inmates are challenged by mental health issues. In ad-dition the recidivism rates should drop because indi-viduals assigned to diversion programs in the community stay in contact with family, schools, jobs, etc. This reduc-es those who become ‘crimi-nalized’ by extended stays in jail which result in learning many more illegal practices.

MERRY CHRISTMAS; Feliz Navidad.

¿Tenemos claras nuestras metas?

¡Feliz Navidad!

Within the first few sec-onds of meeting someone, an opinion is immediately formed that can last forever. This encounter often sets the tone for the relationship that follows. So how can you make your first impression a positive one?

Here are some tips to help you knock your first meeting

out of the park:

Take pride in your presencePhysical appearance is the

first thing people observe be-fore an introduction. Always dress appropriately for the occasion, whether it’s a casu-al lunch or a formal business meeting. A go-to suggestion is to maintain a clean and crisp appearance for most events because you can’t go wrong – think business ca-sual. This look can be trendy and professional and will po-sition you in a positive light. Being mindful of your ap-pearance will give you more confidence to help make a great first impression.

Share your best smile A warm, genuine smile is

your best tool in making a first impression unforget-table. “A self-assured and convincing smile starts with regular oral care practices to keep your teeth clean and your breath smelling fresh,” says Dr. Christopher Ramsey, DMD.

Showcase your positive attitude

For people who get nervous when interacting with oth-ers, it is essential to sustain a calm attitude and optimistic outlook. Go into the meet-ing with an open mind and learn something new. Con-tribute to the conversation and maintain engagement. Showing attentiveness is of-ten contagious, as the person you meet catches on and re-ciprocates.

Be conscious of your body language

Body language is a crucial element in daily human in-teraction. From the way you walk to a meeting, to the hand gestures used while you

speak - body language is just as important as the words you say. Start by standing tall, making appropriate eye contact and giving a firm handshake. Demonstrate open body postures by keep-ing your head up and relax-ing your shoulders. Crossed arms and legs make you appear closed off and unap-proachable, so be mindful of how you might appear to others.

Be yourselfBeing true to yourself is the

best way to be presentable to others. Be comfortable with your personality. If nervous-ness kicks in, take a few deep breaths and remember to be calm and confident. A com-posed demeanor will put anyone at ease, sealing the deal on an excellent relation-ship as you move forward.

Making an everlasting first impression is simply about being at peace with who you are and being ready to meet others. Try some of these above tips at your next meet-ing, networking event or job interview.

The holiday season, the New Year and really, any time can be a wonderful time to think about adding even more hap-piness to the family by adopt-ing a pet. Not only will you save a life through adoption, you can enrich your own life with a pet’s unconditional love.

To help pet parents more eas-ily transition a newly adopted pet into the home, Dr. Kemba Marshall, veterinarian and pet care expert, PetSmart, suggests these helpful tips:

1. Give your pet a safe space: The holidays are a social time of year, but not all visits are welcome for pets just learning their way around a new home. When you’re expecting visitors, your pet may be happier and safer in a space of his or her own. Make sure to leave treats, toys and other activities with your pet to keep him or her occupied and engaged. Before

leaving a pet alone with a toy or treat, monitor the pet closely to ensure that he or she is safely interacting with the item.

2. Watch out for holiday decor: The festive accents of the season are beautiful but they can be a dangerous at-traction for pets. Keep an eye out for how your new pet re-acts to your decorations and adjust accordingly. Some de-cor, including candles, should be placed high up out of pets’ reach, while other items, such as plants with leaves, berries or sap, can be dangerous and should be replaced with artifi-cial versions.

3. Consider holiday treats: Sweet treats are hard to resist during the holidays and those aromas are just as appealing to pets. Unfortunately, many hol-iday treats are not safe for pets and so be sure you’re taking ex-tra precaution not to leave out human treats your pet could eat (or reach) by accident. Consider stocking up on pet-

friendly holiday treats—there are lots out there featuring favorite flavors of the season such as Peppermint Bark and Holiday Spice—so pets can enjoy something festive, too.

4. Maintain a routine: It’s important to maintain a rou-tine for new pets, especially during the holidays when there are plenty of family gatherings and celebrations. A routine will help reinforce good behavior around potty training, meal-time and bedtime.

If you aren’t able to open your home to an adopted pet, there are other ways to make a dif-ference in the lives of homeless pets. A donation of just $25 covers such necessities as shel-ter space, food, and veterinar-ian services needed to take care of a pet while he or she waits to be adopted into a forever home. You can make a dona-tion in the name of a pet lover on your holiday gift list or in the spirit of the season because you just want to do good.

SACRAMENTO, Calif. - Anti-smoking advocates are pressing for a $2 a pack to-bacco tax in the wake of a re-cent report that says Califor-nia is seriously shortchanging smoking cessation programs. The annual report from the Campaign for Tobacco-Free Kids, called Broken Prom-ises to Our Children, monitors how states spend the billions of dollars from the tobacco settlement of 1998.

It found that California spends $65.6 million a year, which is just 18 percent of what the Centers for Disease Control and Prevention rec-ommends. Jim Knox, vice president of government rela-tions for the American Cancer Society Cancer Action Net-work, says what’s worse is that money comes from the exist-ing state tobacco tax, not from the tobacco settlement.

“Back in the late 1990s, the California legislature and then-Gov. Gray Davis decided to use the money to get the state out of a budget hole,” he states. “And now the annual payments just pay off the debt on the loan they took out back then to balance the state bud-get.” The report did have some good news - only 12.5 percent of adult Californians smoke, compared to 16.8 percent across the country.

John Schachter, director of state communications with the Campaign for Tobacco-Free Kids, says the tobacco companies spend almost $10 in marketing for every $1 the Golden State spends on smok-ing cessation efforts. And that ratio is 20 to 1 nationally.

“We’ve made so much prog-ress, that people and legisla-tors and policy makers may think the battle is over,” he points out. “But regardless of

what states are doing - and unfortunately they’re doing a lot less than they should be - the industry is not letting up.”

A coalition of health groups called Save Lives California is gathering signatures to put a measure on the ballot that

would raise the tobacco tax by $2 a pack - and dedicate the money to smoking cessa-tion programs and to shore up Medi-Cal, the state’s health insurance program for low-income families and the dis-abled.

Shen Yun is a performance that travels throughout China’s culture and history with divinity and grace.

“Shen Yun is basically a journey through 5,000 years of this culture in two hours through classical Chinese dance, which is one of the most rigorous dis-ciplines in the world, and music,” says Enrico Trigoso, a music teacher at a Shen Yun branch school in Cali-fornia. At his school lots of dancers and musicians who perform in Shen Yun are trained. The main school is in New York.

Trigoso is a foremost ex-pert not only in the com-posing field, but a pas-sionate learner of Chinese history itself.

“I was born in China, lived in Spain, then went back to China. Because of my parents I’ve been in touch with the Eastern and Western cultures all my life. I am very interested in both cultures and Shen Yun hap-pens to reflect a culture that is less known nowadays.”

He refers to the 5,000 years old Chinese civiliza-tion. His passion for accu-mulating knowledge about this vast culture stems from the belief systems and the music that has perme-

ated Western culture to its roots, even if many may not immediately recognize it.

“It is less known particu-larly because Communist regimes took over in the 40’s, and then in the 60’s this movement called the ‘great cultural revolution’ systematically destroyed lots of artwork and cul-ture. It became an athe-ist country. Societies that came from Taoism and Buddhism were treated as superstitions.”

This almost erasure of the Chinese memory meant that a lot of it had to be re-discovered and arranged for people to enjoy and learn from such a dense and sophisticated culture.

“Shen Yun revives that, it’s really

amazing,” Trigoso says.

“When you see it you will notice it’s really special. You can see that the dancers are all involved in this medita-tion. You can see it in their bodies, you can see it in their smiles, their move-ments, and in the music. You can feel there’s really a spirituality to it, and it’s something we really need nowadays.”

Branching from this idea of spirituality and dance, Trigoso says, that to the

Chinese, music was thought of to be medicinal.

“The writing for medicine is the same as music, just that it has a graph sym-bol on top. The Chinese knew that music could be like medicine, the spiritual quality.” These beliefs add to the fact that Shen Yun is a immensely uplifting and moving performance.

“Technology it has over-whelmed us, the massive consumption. I think it’s re-ally refreshing to see some-thing like this we don’t re-ally get to see so often.”

Trigoso adds that taking some time to sit and digest the history, the mysticism and culture of China and its diverse palate allows us a moment of harmony and divinity, at least as close as we can come to it in two hours.

“In a world that we live today, so industrialized, it’s hard to get a sense of hope. So I think it involves every-one because the human is connected to the universe and to nature, so it tran-scends national boundar-ies that we have and it gives you hope of the future and of the divine, of your con-nection to heaven, as the Chinese would believe,” says Trigoso.

“The importance of Shen Yun is that it gives hope to humanity.”

Shen Yun Performing Arts will run at the San Jose Center for the Perform-ing Arts Jan. 1-3, and at San Francisco War Memo-rial Opera House Jan. 5-10. Tickets at:

Bruins, Vice Chair San Jose

CALIFORNIA

The Santa Clara Valley Transportation Authority Board of Directors elected its new Chair and Vice Chair for 2016 at its December meeting.

Chair Perry Woodward now passes the gavel to this year’s Vice Chair Cindy Chavez, Santa Clara County Supervi-sor, who will lead the orga-

nization through a number of initiatives including plan-ning for Phase II of VTA’s BART Silicon Valley Exten-sion, delivering bus rapid transit and light rail efficien-cy improvements, and im-plementing Envision Silicon Valley – VTA’s effort to ex-amine Santa Clara County’s transportation network and identify the gaps as well as ways to fill them in.

“I’m honored to be back in this leadership role for VTA and among my Board col-leagues who are commit-ted to moving VTA forward to address mobility issues throughout Santa Clara County and the region,” said Supervisor Chavez. “It’s go-ing to be a pivotal year for advancements in transporta-tion in the valley.”

Chavez, who served on the VTA Board from 1999 to 2006 while a council mem-ber for the City of San José,

returned to the VTA Board in 2013 as a County Supervi-sor. This will be Cindy’s sec-ond time chairing the Board, having done so in 2006 after serving as vice chair in 2005.

The Board also elected Los Altos Mayor Jeannie Bruins

as Vice Chair. Bruins, elected in 2012 and appointed to the VTA Board in 2015, initially served as an alternate mem-ber representing City Group 2 (the Northwest Cities of Los Altos, Los Altos Hills, Mountain View and Palo Alto). In August 2015, she

was appointed as the City Group’s representative to the VTA Board.

“Transportation plays such a key role in the vitality of our growing region,” Bruins stated. “I am very much look-ing forward to serving as Vice

Chair on the VTA Board and being a part of the solutions that will help sustain our thriving economy.”

WARNING: California law pro-vides that, for purposes of division of property upon dissolution of a marriage or domestic partnership or upon legal separation, property acquired by the parties during mar-riage or domestic partnership in joint form is presumed to be com-munity property. If either party to

this action should die before the jointly held community property is divide, the language in the deed that characterizes how title is held (i.e. joint tenancy, tenants in com-mon, or community property) will be controlling, and not the community property presumption. You should consult your attorney if you want the community property presumption to be written into the recorded title to the property.

STANDARD FAMILY LAW RE-STRAINING ORDERS

Starting immediately, you and your spouse or domestic partner are restrained from

1.Removing the minor child or chil-dren of the parties, if any, from the state without the prior written con-sent of the other party or an order of the court.

2.Cashing, borrowing against, canceling, transferring, disposing of, or changing the beneficiaries of any insurance or other coverage, including life, health, automobile and disability, held for the benefit of the parties and their minor child or children:

3.Transferring, encumbering, hy-pothecating, concealing, or in any way disposing of any property, real or personal, whether community, quasi-community, or separate, with-out the written consent of the other party or an order of the court, ex-cept in the usual course of business or for the necessities of life; and

4.Creating a nonprobate transfer or modifying a nonprobate transfer in a manner that affects the dis-position of property subject to the transfer, without the written consent of the other party or an order of the court. Before revocation of a non-probate transfer can take effect or a right of survivorship to property can be eliminated, notice of the change must be filed and served on the other party.

You must notify each other of any proposed extraordinary expendi-tures at least five business days prior to incurring these extraor-dinary expenditures and account to the court for all extraordinary expenditures made after these restraining orders are effective. However you may use community property, quasi-community prop-erty, or you own separate property to pay an attorney to help you or to pay court costs.

SAN DIEGO - Children in

foster care need to have the same kinds of life experienc-es as other kids to increase their sense of success and belonging.

That’s one conclusion of the

Jim Casey Youth Opportu-nities Initiative, part of the Annie E. Casey Foundation. Its new report is designed to help state agencies imple-ment a 2014 federal law to strengthen families, in part

by moving toward what’s known as a “prudent parent-ing” model for foster care.

It gives foster parents the flexibility to make decisions about after-school activi-ties, sleepovers and family vacations. Susanna Kniffen, child welfare policy direc-tor with the nonprofit group “Children Now,” says in the past fears about safety and liability got in the way.

“What we realized is safety isn’t enough,” says Kniffen. “We also need to help kids have a sense of well-being. And so, we’re focused a little bit more now on how do we make sure they’re in a fam-ily-like environment with people who really love them and will be there for them long-term.”

As of July 2015, California had almost 55,000 children in foster care.

Todd Lloyd, senior policy associate with the Casey

Foundation, says the addi-tional freedom allows kids to experience life just like any other child unlike in the past.

“Some settings could be very restrictive and have policies that don’t allow af-ter-school activities or don’t allow transportation, or even certain rites of passage

for adolescents,” says Lloyd. “Learning to drive a car or being able to go to the prom.”

The report also encourages states to reduce the use of group placements, be more rigorous in selecting and training foster parents, and give children over age 14 greater input in their own case planning.

Between headaches, stuffy noses, cough and the occa-sional fever, chances are you’ll at some point reach for over-the-counter medicines (OTC) to combat cold and flu symp-toms. OTCs are a safe and ef-fective way to relieve minor ail-ments when taken as directed, but a new survey suggests Americans are overlooking the Drug Facts label on OTCs.

Two in five Americans see OTC dosing instructions as suggestions, not directions, according to a national sur-vey conducted by Johnson & Johnson Consumer Inc., Mc-Neil Consumer Healthcare Di-vision. Also, while 84 percent believe it’s “very important” to read the directions the first time they take prescription medicine, only 72 percent felt that way about OTCs.

Medical experts say that ig-noring the label can lead to unnecessary risks like double-dosing, or taking too much of the same active ingredient at the same time. This is espe-cially important during cold and flu season, when it’s not uncommon to take multiple or multi-symptom OTC medi-cines.

Dr. Darria Long Gillespie, an emergency department physician who partnered with McNeil to encourage the safe use of OTC medicines, says it’s important to read the medi-cine label each time you take an OTC. “I’ve seen my patients take too high of a dose, too fre-quently, in combination with medications that could inter-act, or a medicine that’s not right for their health condi-tion,” she says. “These are un-necessary risks that could eas-ily be prevented by paying close attention to the label.”

Dr. Long Gillespie encour-ages her patients to know three important things before taking their next OTC medicine.

1. Always read and follow the label — whether it’s the first time or the 100th time. One in four Americans don’t think

it’s important to look at labels of OTCs they’ve taken before, according to the survey. But medicine labels and formula-tions change, and so does our health.

“Even if you use the same pain reliever every month, make it a point to read the label again,” says Dr. Long Gillespie. “Double check dosing instruc-tions, if there are new warnings or directions, and consider any new health conditions or med-ications you have.”

2. Be aware of active ingre-dients. Combination medica-tions such as for cold and flu,

migraines, and arthritis have multiple active ingredients, which can be very convenient as relief could come in a single pill.

“Many of these different com-bination medicines have the same active ingredients and taking multiple medications with the same active ingredi-ent can increase your risk of taking too much,” notes Dr. Long Gillespie. She recom-mends reviewing the active in-gredients list, and to only take one medicine with the same active ingredient at a time — whether prescription or OTC.

3. Know your dose, and do not take OTC medicines longer than indicated. According to Dr. Long Gillespie, a common misconception she hears from her patients is that taking more than the recommended doses will improve your symptoms faster or better. “Not only will this not help your symptoms, but it could be harmful. Follow the dosage amounts and be sure to stay under the 24-hour maximum,” she advises.

She also recommends speak-ing to your doctor or health care provider if you find you need the OTC medicine for more days than recommend-ed. They will be able to help you assess which medicine may be best to treat your symp-toms and figure out the cause of your symptoms. “OTCs are not meant for prolonged use,” she says, so never take the OTC for longer than indicated on the label.

As final advice, Dr. Long

EL OBSERVADOR | www.el-observador.com 11HEALTH DECEMBER 25-31, 2015Gillespie reminds patients to always treat OTC medicines with the same responsibil-ity you would any prescription medication. “The best way to both relieve your symptoms and stay out of harm’s way is by following the instructions on every label, every time,” she

says.Every Label Every Time is a national education initiative from Johnson & Johnson Con-sumer Inc., McNeil Consumer Healthcare Division to encour-age safe and informed use of OTC medicines. For more in-formation, visit www.EveryLa-belEveryTime.com.
