INGOsINGOs e e NGOsNGOs: números actuales: números actuales• The Economist estimates that the number of international non-governmental
organizations rose from 6,000 in 1990 to 26,000 in 1996. According to the 2002 UNDP Human Development Report, nearly one-fifth of the world’s thirtythirty--seven seven thousand thousand INGOs (international non-governmental organizations) were formed in the 1990s. The Independent Sector, a non-profit organization that serves and tracks developments in the third sector of society, estimates that there are currently 1.5 million non-profit organizations in the United StatesUnited States. Similarly, IndiaIndia was estimated to house more than one million NGOs. NGOs have not only increased in numbers but also in membershipmembership, with many organizations more than doubling their member base at a steady rate. Recent figures from the United States Institute of Peace (USIP) emphasize the growth of NGO budgetsbudgets, many of which have reached millions of U.S. dollars. USIP states that the 160 INGOs associated with InterAction have a combined annual revenue of $2.3 billion, almost all of which comes from private donors. USIP also echoes the point that “sheer growth in the number of INGOs in recent years has been dramatic,” noting that more than 1,500 more than 1,500 INGOsINGOs are registered observers of the United Nations.
• The real story is not the proliferation of NGOs, but how these organizations have effectively networkednetworked and mobilized their members to reshape world politics. This point was graphically illustrated by the significant NGO presence at the 1992 Earth Summit in Rio, where 17,000 NGO representatives staged an alternative forum17,000 NGO representatives staged an alternative forum to the UN-sponsored meeting, while 1,400 were involved in the official proceedings1,400 were involved in the official proceedings. Emboldened by their success, an even larger group converged in Beijing for the Fourth World Conference on Women in September 1995. Sociedad civil en la Red “glocal”Sociedad civil en la Red “glocal”• Over the last 10 years, nearly 10,000 civic groups in 152 countries around the world have
asserted a digital presence. More than twice as many civic groups came online between 2000-04 as came online between 1995-99.
• The rate of growth in online Non-Governmental Organizations (NGOs) based within a country is faster than the rate of growth in online civic groups working in a country.
• The majority of civic groups working in poor countries are International Non-Governmental Organizations (INGOs) that are actually based in developed countries.
• In comparing periods 1995-99 and 2000-04, we find that the number of online INGOs doubled while the number of NGOs increased five-fold. It means that an increasing number of local civic initiatives in developing countries are using the Internet for organizing themselves, promoting their work, and offering services to their citizens.
• In sum: First, in some developing countries civil society online is dominated by groups that are working there but actually based in developed countries. Countries such as Thailand, Nicaragua, Brazil, Nepal and India have a significant online civil society, but a relatively small portion of those groups are actually from the countries they serve. Second, other countries have a vibrant civil society that is online and populated by local groups. Countries such as Honduras, Slovakia, Zambia, Martinique and Oman have a comparatively vibrant and local online civil society. Third, in some countries civil society is particularly vibrant, and growing at a rate greater than the growth rate of Internet users. In Palestine and many small island states, the number of civic groups online has grown significantly. Fourth, online civil society actually seemed to shrink in countries where the number of online civic groups has not kept pace with the rapid rise in the number of Internet users. In Brazil, Poland, Turkey, Taiwan and Mexico more Internet users may not necessarily mean a more vibrant civil society online.
