CAMPBELL-BANNERMAN (in a written reply) answered: The memorialmentioned in the question was transmitted to the Council of theCollege by the Lord President, and subsequently to the receipt of itsobservations thereon Lord Crewe saw a deputation from the Society ofMembers. The Society has since furnished a rejoinder to the obser-vations of the Council which has been forwarded to that body with anintimation that the Lord President is willing to receive a deputationfrom it in due course.

The Medical Officer to the Tokio Embassy.Sir WILLIAM COLLINS asked the Secretary of State for Foreign

Affairs whether the medical officer to the British Embassy at Tokiowas a British subject, and whether he was a legally qualified medicalpractitioner within the meaning of the Medical Acts.-Sir EDWARDGREY replied : I understand that Dr. Wunsch, the medical officerreferred to, who was appointed early in 1905 and still holds the post, isnot a British subject. But before he was appointed endeavours weremade by His Majesty’s Ambassador at Tokio to secure the services of asuitable British subject, and none was available. As regards the secondpart of the question, I must point out that Dr. Wunsch has very highqualifications, and as his practice is in Japan the special technicalqualification referred to does not apply.

Sir WILLIAM COLLINS : May I ask whether the Embassy at Tokio isnot a public institution within the meaning of the Medical Acts, andaccordingly none other than qualified medical practitioners can beappointed to that post ?

Sir EDWARD GREY : Then it would have to go without any medicalofficer. I do not think my honourable friend would desire that.Mr. SMEATON: Was the appointment advertised ?Sir EDWARD GREY: I do not know whether it was advertised.

Sewage Purificatzon Works in Scotland.Mr. ROBERT DuNCAN asked the Secretary for Scotland whether he

would state how many Scottish burghs, including police burghs, hadadopted, or had under consideration, modern systems of sewagepurification works and whether there were any special circumstancesin the case of the burgh of Dumbarton why similar works should notbe constructed by it.-Mr. SINCLAIR furnished the following writtenreply : The Local Government Board informs me that in February lastit was found that 18 Scottish burghs had biological systems of sewagepurification already in operation. In seven cases systems were beinglaid down and in the case of 14 burghs schemes were under considera-tion. What system would best suit the burgh of Dumbarton couldonly be decided on after obtaining expert advice.

WEDNESDAY, MAY 15TH.

Hospital Accommodation at Aldershot.Mr. WILLlAM NICHOLSON asked the Secretary of State for War

whether he was aware that the hospital at Alton, Hants, which waspresented to the War Office by the subscribers to the Daily Mail Fundduring the South African War, was no longer in use as an Army hos-pital ; whether he could state the reasons why the hospital had beenclosed; and whether it was the intention of the War Office to disposeof it by sale.-Mr. HALDANE replied : This hospital is no longer in useas an army hospital, as there is ample accommodation in the otherarmy hospitals at Aldershot. It is not at present proposed to disposeof the building by sale.
