1 BANGABANDHU SHEIKH MUJIBUR RAHMAN AGRICULTURAL UNIVERSITY Undergraduate catalogue for BS (Agriculture) 1. INTRODUCTION The Bangabandhu Sheikh Mujibur Rahman Agricultural University (BSMRAU) was established in 1998 (Act No. 16 of 1998). Initially it was established as Bangladesh College of Agricultural Sciences in 1983. Subsequently the college was renamed as Institute of Postgraduate Studies in Agriculture (IPSA) in 1994 (Act No. 1 of 1994) through the tripartite collaboration and co-operation of the Governments of Bangla- desh, Japan, and the U.S.A. BSMRAU, after a decade of its successful operation of Graduate Program, launched Undergraduate Program in 2005 to offer Bachelor of Science degree in Agriculture (BS Agriculture). The Faculties are committed to uphold the academic excellence of the University at all levels, and are always ready to extend their cooperation to the students. The University is located at Salna, Gazipur about 10 km north-west of the Gazipur district headquarters and about 40 km north of Dhaka, the capital city of Bangladesh. The campus covers an area of 187 acres (76 ha) land including about 50 acres (20 ha) of well developed experimental farm area. Located in a beautiful rural setting in between Joydebpur Chawrasta and National Park of Rajendrapur, surrounded by the renowned Sal forest of the Madhupur Tract and characterized by the topographical diversity with undulated land, BSMRAU maintains a unique, calm and nonpolitical campus most suitable for academic pursuit. The University is committed to the policy of providing educational opportunities to all eligible students regardless of their economic or social status, and will not discriminate on the basis of race, color, sex, creed, age, marital status or national origin. 2. GOAL AND OBJECTIVES The goal of the University is to contribute to the growth and development of the farm economy in Bangladesh by providing intellectual leadership and by producing quality graduates in different fields of agriculture. The University has strong programs of undergraduate and graduate education; research and outreach activities designed to produce skilled manpower and improve the economic wellbeing of farmers and to accelerate rural development. The main objectives of the University are: * to serve as a "Center of Excellence" for agricultural education leading to BS, MS and PhD degrees; * the academic program is designed to pro- vide an education consistent with interna- tional standard. * to conduct basic and applied research to generate appropriate and sustainable technologies in the field of agriculture. * to disseminate and transfer generated technologies to the end users through training and outreach activities. * to undertake research programs having pri- mary focus on local problems within the national agricultural research framework with emphasis on basic research. 3. ORGANIZATION Bangabandhu Sheikh Mujibur Rahman Agricultural University is a statutory organization comprising Chancellor (Honorable President of the People’s Republic of Bangladesh), Vice-Chancellor, Treasurer and the members of Syndicate, Academic Council and other statutory officers. The University management structure comprises four wings: Adminis- trative, Academic, Research and Outreach. Vice-Chancellor provides leadership in achieving the objectives of the University. The University Grant’s Commission (UGC) monitors and evaluates University activities. The UGC also processes and recommends to the higher authority the annual budget and other financial requirements and development projects for their approval.

1. 3.2. ADMINISTRATION WINGThe administration at BSMRAU is headed bya Vice-Chancellor who is the Chief Executiveof the University. He is assisted by a Regis-trar in administrative affairs and advised bythe Treasurer in financial matters.

3.3. ACADEMIC WINGThe Academic Wing consists of 19 academicdepartments and 01 academic Unit. TheDean, Faculty of Agriculture, coordinates theacademic activities of the faculty ofAgriculture at undergraduate level, while theDean of Graduate Studies coordinates thepostgraduate academic programs. TheDepartment Head administers the academicprograms of the respective department.

The 18 Departments and 01 Unit are:Agricultural Economics (AEC), AgriculturalExtension and Rural Development (AER),Agroforestry and Environment (AFE),Agronomy (AGR), Crop Botany (CBT),Entomology (ENT), Genetics and Plant

Breeding (GPB), Horticulture (HRT), PlantPathology (PLP) and Soil Science (SSC),Agro-Processing (AGP), Biotechnology(BTL), Biochemistry (BCH), AgriculturalEngineering (AGE), BioenvironmentalScience (BES), Statistics (STT), ComputerScience & Information Technology (CST),Agribusiness (AGB) and the academic unitnamed as Seed Science and Technology(SST).

3.3.1. BOARD OF STUDIESEach academic department has a Board ofStudies (BOS) comprising all facultymembers of respective department/unit andan external expert member of the samediscipline. The BOS is chaired by the head ofthe respective department/unit. The BOSreviews departmental academic programs,course requirements, course offering plan andrelated matters.

3.3.2. LECTURE HALL ANDLABORATORY

Each lecture Hall is well equipped withmodern audio-visual aids and sounds system.Each department has adequate number oflaboratories with sophisticated modernequipments.

3.3.3. Computer CenterThe computer center is equipped withsufficient number of microcomputers andperipheral equipments. It provides trainingfacilities for students and staff.

3.4. UNDERGRADUATE PROGRAM ATBSMRAU

BSMRAU at present offers the Bachelor ofScience in Agriculture [BS (Agriculture)]degree in addition to BS (Fisheries) andDoctor of Veterinary Medicine (DVM) underits undergraduate program. A briefdescription of the BS (Agriculture) programis presented below:

3.4.1. BS (AGRICULTURE) PROGRAMBS (Agriculture) is a 4-year programcomprising 54 courses of 240 credits spreadover 12 terms. The program comprises coursecredit system involving course work withregular class assignments, performance

evaluations through three quizzes, twomidterms and the final examination duringand at the end of each 12-week term. Anacademic year is divided into three academicterms namely Summer, Autumn and Winter.Each academic term consists of 12 weeks.

3.4.2. ADMISSION TO BS(AGRICULTURE) PROGRAM

Admission RequirementsTo be eligible to apply for admission to BS(Agriculture) program the candidate musthave passed SSC (Science Group) and HSC(Science Group) examinations or equivalentexaminations from a recognized Board orInstitution. The candidate must have anacceptable GPA in both SSC and HSC asmentioned in the “Admission Notification” asdecided by the Admission Committee of theUniversity.

How to ApplyTo get admission into BSMRAU forBachelor of Science in Agriculture Program acandidate needs to wait for “AdmissionNotification”. The “Admission Notification”is published in the Daily Newspapers. andthrough electronic media.

Preliminary ScreeningApplications received through prescribedforms or mobile phone companies within thedeadline are subject to preliminary screeningto make a shortlist of the candidates eligiblefor sitting the Admission Test.

Admission TestAdmission Test is taken in Physics,Chemistry, Biology, English, Mathematicsand General Knowledge based on HSCsyllabus. A total of 100 points is allotted forAdmission Test which is conducted on MCQbasis. Subject-wise point distribution inAdmission Test is as follows:

Scoring for AdmissionMerit list is prepared based on thecombination of test results and academicrecords. A total of 200 points are distributedas shown in tabular form below:

The candidate’s earned GPA inSSC/equivalent and HSC/equivalentexaminations are multiplied by 8 and 12,respectively and added to the point obtainedin the Admission Test to compute the totalscore of the candidate.

Publication of Admission Test resultsBased on merit, the required numbers ofcandidates will be selected for admission. Listof the selected candidates will be published.A separate waiting list of the same number ofcandidates will also be published.

Medical TestSuccessful candidates must undergo medicaltest for physical fitness. Any candidate foundto have diseases that may impair thecandidate’s academic activities is consideredto be unfit for admission.

Admission of selected candidatesCandidates selected on merit will be admittedon specific date and time mentioned in theAdmission Notification. Selection iscancelled if the candidate fails to getadmission on the scheduled date and time.Selected candidates must submit the originalMark Certificates/Transcripts of both SSCand HSC examinations at the time ofadmission.

3.4.3. Academic PolicyOnce admitted, the students are supposed tofollow the academic policies as mentionbelow:

English is the medium of instruction atBSMRAU. The study at BSMRAUcomprises Term based Course Credit System,which the students can understand goingthrough the following points thoroughly:

(i) The Course Credit System: The coursecredit system involves course work withregular classes, assignments,unannounced quizzes, and pre-scheduled2 midterms and final examinations. Inthis system, subject matter is taught inmodules (courses) of reasonablyhomogenous subject matter, The studentswill receive “Grades” for each of thecourses taken to indicate the extent ofhis/her mastery of the subject mattertaught in each respective course.

(ii) Term: An academic year is divided intothree terms – Summer, Autumn andWinter. Each term consists of 12(twelve) effective weeks.

(iii)Credit: One class hour in a week duringa term shall be considered as one credit.For laboratory classes, two class hoursshall be considered as one credit.

(iv) Course: A course is a set of topicsdelivered to the students by lectures,contact hours and practical exercises on aspecific subject incorporated in theapproved curricular layout anddeveloped by Board of Studies (BOS) tooffer in a term.

(v) Course Coding: Each course isdesignated by 3 (three) capital letters anda 3-digit number. The 3 letters indicatethe department offering the course. Ofthe three digits, the first digit indicatesacademic year in which the course isnormally offered. The next two digitsindicate the offering term, where 01-30stand for First term, 31-60 for Secondterm and 61-99 for Third term.

3.5. Course and Credit RequirementsFor the BS (Agriculture) degree a studentwill have to complete a total of 54courses of 240 credits. The curricularlayout covering the courses arranged indifferent terms over a period of 4 yearsare shown in Table 1.

3.6. Duration of ProgramThe duration of BS (Agriculture) program is12 (twelve) terms over a period of 4 years. Ifa student passes all the courses in each termas per the curricular layout he/she can havethe degree in 12 terms. But if a studentobtains ‘F’ grade in any course, which he/shemust repeat; or obtains ‘D’ grade, whichhe/she may like to repeat for improvement; orif a student misses any term for any of his/herpersonal justified reasons, he/she requiresmore than 12 terms. Under such situationhe/she may be allowed an extension ofmaximum 3 (three) terms. For having suchextension a student must apply before the endof 12th term to the Dean describing his/herstatus and seeking with proper justificationfor the extension of required number ofterms. Otherwise, after 12 terms his/heradmission shall automatically standterminated. Similarly, after having extensionof 3 terms, if a student cannot fulfill all therequirements for the degree in a total of 15terms, his/her admission shall alsoautomatically stand terminated. Under nocircumstances, a student shall be allowedmore than a total of 15 terms for the degree.

3.7. Course Enrollment(a) The student must enroll course (s) as per

the curricular layout on the day ofadmission paying required enrollmentfees.

(b) In the subsequent terms, students shallenroll course (s) during the 10th and 11th

week of the current term paying regularfees. Late enrolment with late fee isallowed up to the previous day of theforth coming term. However, a studentwho is on probation shall not be allowedto enrolled courses for the next term befor publication of the results of currentterm.

(c) If a student obtains ‘F’ or ‘W’, whichhe/she must repeat and/or ‘D’ grade,which he/she likes to improve he/sheshall select course(s) that best fit his/hercourse offering plans and courseschedules for all batches includinghis/her original batch. In this case, he/shecan enroll a maximum of 6 (six) courseswhile enrolling a minimum of 4 (four)courses is a must in a term. For enrolling,a student must consider the courseoffering plans and class routine, whichshall be published well ahead of the dayof enrollment. In selecting the course forrepetition, a student must be very careful.For example, if a student got ‘F’ grade inone course and ‘D’ grade in another,he/she must repeat the course with ‘F’.

4. Class attendanceThe students are expected to attend allscheduled classes, course meetings andexercises. In order to qualify for finalexamination, stipend, scholarship,fellowship and/or any other financialassistance, a student must maintain aminimum of 80% class attendance in allcourses taken in the term.

5. ExaminationThe students achievements in a course shall beevaluated based on his/her performance inclass tests, quizzes, midterms, finalexaminations, laboratory study, assignments,presentation and regularity etc.

a) In theory, there shall be three quizzes, twomidterms and one final examination. Theduration of each midterm examination shallbe one class hour (50 minutes) and that ofthe final examination shall be two hours(120 minutes). One course in a term shall beevaluated on the basis of 150 points out ofwhich - 100 points for theory and 50 forpractical examination. The points allottedfor three quizzes is 10%, two mid-termexaminations carry 50% (25% each) andthe final examination holds 40% of the totalpoints allotted.

b) In practical part of a course, if any, thereshall be field and laboratory study duringclasses carrying 60%, and one finalexamination carrying 40% of the totalpoints allotted.

c) The 1st and 2nd mid-term examinations,scheduled by the Dean, Faculty ofAgriculture, shall be in 4th and 7th weeks ofthe term, respectively. The finalexaminations of theory and practical shallbe given on 11th and 12th week of the term,respectively. One invigilator for every 25students or fraction thereof will be assignedby the Dean, Faculty of Agriculture toconduct two midterms and theory part offinal examinations. Similarly, oneinvigilator for each course will be assignedto conduct practical examination.

d)All examinations will be conducted,administered and evaluated by the courseinstructor (s). The course Instructor (s) willalso evaluate reports and other assignments.

e) The decision of the course Instructor (s) interms of evaluation of a student'sperformance in a course is final. If anystudent feels that justice was not done tohim/her in grading the course, he/she maysubmit a petition to the Dean, Faculty ofAgriculture through departmental headoffering the course. If the petition isacceptable to the Dean, he/she may form acommittee to review the grade.

f) When a student is unable to appear at a mid-term examination due to serious illness oraccident he/she should inform it to thecourse Instructor. In such cases, a studentmust appear at the examination before thebeginning of 12th week of the term afterpaying an extra fee as decided by theauthority for holding examination. Such achance may be given to a student by theInstructor with prior information to theDean, Faculty of Agriculture with areduction of 20% points from the totalpoints allotted for that examination.

g) If a student miss any quiz, it will not berepeated.

6. Grading ResultsThe grading system consists of 10 basicgrades. The ranges of numerical valuesagainst the letter Grades along with GradePoints are as follows:

In the transcript, the Letter Grade and thecorresponding Grade Points and finally,cumulative GPA will be shown. The grade'D' is the minimum acceptable passing gradein a course. The minimum GPA forcontinuing as a student is 2.50. Other gradesare 'E', final examination not taken; and ' I ',incomplete accomplishment. When a studentfails to remove 'E' within specifiedtimeframe, grade 'E' will automatically beconverted to ‘W’.

6.1. Removing 'E', ‘ I ' and 'W’(i) A student must remove an 'I' grade before

beginning of the next term. To remove an'I' grade a student must complete thedeficiency within the time granted by theInstructor. If an ‘I’ grade is removed inthe allotted time, the Instructor shallsubmit the appropriate grade. If thedeficiency is not removed beforebeginning of the next term and the timeallotted by the course Instructor, theInstructor shall submit a grade ('A' to 'F')other than 'I' based on the performance ofthe student.

(ii) The student must remove an 'E' gradebefore beginning of the next term. Toremove an 'E' grade a student mustapply to the Dean, Faculty ofAgriculture through the courseInstructor offering the course forpermission showing acceptable reason(s) for missing the final examination. Ifan 'E' grade is not removed beforebeginning of the next term, it will bechanged to 'W’.

(iii) To remove 'F' and 'W grades the studentmust repeat the course(s) in any termbefore graduation. The student mustenroll the course(s) for repeating fromcourse plans offered for batch(es) otherthan his/her original year batch.Remember, a student must enroll atleast 4 courses and a maximum of 6courses in a term. He/she can enroll thecourse(s) for repetition only in additionto courses of his/her original course

schedule. He/she can also consult anyof his/her teachers or the AcademicCounselor in enrolling course (s) forrepetition. But he/she must consult withthe Dean's office much ahead of theterm and apply for permission inprescribed form.

(iv) When a student repeats a course having'W’ and obtain a grade (minimumacceptable grade), the grade 'W’ shall beerased from his/her transcript.

(v) The credits in the repeated courses shallbe considered only once for calculatingGPA and for fulfillment of graduationrequirements. In case of repeatedcourse(s) with grades 'D' and 'F', theaverage of lower and improved values ofgrade points shall be used in GPAcalculation. However, both the lowerand improved grades shall appear in thetranscript.

6.2. Grade Point Average(i) Grade point average (GPA) is the

weighted average of the grade pointsobtained in all the courses passed by astudent. Thus, GPA is computed bydividing the total grade points (GPs)accumulated up to date by the totalcredits earned as follows:

(ii) GPA calculation: In GPA calculationthe following basic points should betaken into consideration:

• The corresponding numerical grade pointagainst each letter grade.• The credits in the repeated courses shall beconsidered only once for calculating GPAand for fulfillment of graduationrequirements.• The credits should be multiplied byrespective grade points, all the productsshould be summed-up and then the total orcumulative Grade Points should be dividedby the total or cumulative of credits toobtain the cumulative GPA.

6.2.1.Grading systemThe letter grades A+, A, A-. B+, B, B-, C+,C, D and F are numerically equal to 4, 3.75,3.50, 3.25, 3, 2.75, 2.50, 2.25, 2 and 0(zero), respectively. Say a student enrolled 5courses such as course AGR 101, CBT 110,SSC 101, STC 101 & FIS 105 in 1st term.All courses are of 4.5 (3+1.5) credits each.He/she obtained A+, B- and C grades inAGR 101, CBT 110 and SSC 101,respectively, and D and F grades in STC 101& FIS 105, respectively. Now the total gradepoints of the five courses shall be 4x4.5 +2.75x4.5 + 2.25x4.5 + 2x4.5+ 0x4.5 =49.51, and total credits shall be4.5+4.5+4.5+4.5+4.5 = 22.5. The calculatedGPA for the 1st term shall be49.51÷22.5=2.20. The same is shown intabular form below:

Thus the cumulative GPA or GPA for all thecourses including the repeated courses so farcompleted can be calculated in this system.

6.2.2. Submission of Grade Report andDisplaying.

The course Instructor(s) shall submit thegrades of the course to the Dean, Faculty ofAgriculture within 10th day after completionof the term final examination. The gradereport after being compiled by Dean's Officeshall be displayed on the Notice Board ofthe Faculty within a week of submission ofgrades by the Instructors.

6.2.3. Correction of Erroneous GradesErroneous grade given by an Instructor, ifany, may be corrected and submitted by theInstructor to the Dean, Faculty ofAgriculture before beginning of the nextterm. Therefore, if a student find any error inhis/her grade, he/she should immediatelyreport to his/her Instructor directly for itscorrection.

7. Academic Deficiency and AcademicProbation

(a) If a student achieves a GPA of less than2.5 in any term he/she shall be placed onprobation in subsequent term. Suchprobation shall not be allowed for more thantwo consecutive terms just after the term offalling GPA below 2.5. He/she must raisehis/her GPA to 2.5 within next twoconsecutive terms. Otherwise, his/heradmission shall stand automaticallyterminated.

b) The Dean, Faculty of Agriculture, shallprepare a grade report at the end of eachterm. The report shall be notified for allconcerned persons. Reviewing the gradereports at the end of each term, the Dean,Faculty of Agriculture, shall communicatethe academic deficiency to the student, ifany.

8. Repeating CourseCourses with ‘W’ or 'F' grade must berepeated in any term before the final term ofgraduation and must obtain a minimumacceptable grade of 'D'. A course with 'D'grade may be repeated for improvement.Such repetition to improve GPA may beallowed only once for a course and for amaximum of 5 courses. The credits in therepeated courses shall be considered onlyonce for calculating GPA and for fulfillmentof graduation requirements. In case ofrepeated course(s) with grades 'D' and 'F',the average of lower and improved values ofgrade points shall be used in GPAcalculation. However, both the lower andimproved grades shall appear in thetranscript.

9. Academic Discipline(a) The administration of the classes and

tests shall rest upon the courseInstructor. When any evidence of astudent academic dishonesty comes tothe notice of the course Instructor, theInstructor shall document the incidenceand permit him/her to provide anexplanation.

(b) Considering the seriousness of theincidence, the Instructor may imposeany academic penalty including givingan 'F' grade after informing the studentof the action taken. The Instructor mustreport the incidence to the Dean,Faculty of Agriculture, through head ofthe department offering the course. Ifhe/she is penalized, he/she may appealto the Dean through the Departmentalhead of the concerned course for grade.

9.1 Disciplinary Measures(a) Student Disciplinary Committee dealswith issues that arise from student'smisconduct. Any of a student’s behavior thatdisregards/ disobeys the norm, policy,procedure and rules of the University will betreated as misconduct.

(b) If a student has been suspended orexpelled for academic deficiencies orserious breach of discipline, he/she shall bedeprived of all the privileges of theUniversity and readmission.

9.2 Petitions and AppealsThe student may occasionally encounterspecial problems whose proper solutionsmay require deviation from the Academicregulations and procedures or policies.Requests for such deviations in theregulations must be presented to the Dean,Faculty of Agriculture. Petitions received bythe Dean shall be forwarded to the propercommittee or office for review and suggestappropriate action and place it before theAcademic Council.

10. Conferral of DegreeThe degree of Bachelor of Science inAgriculture shall be conferred on a studentupon his/her fulfillment of the followingrequirements:

(a) The student must complete the requiredcredit hours before graduation.

(b) The student must maintain a minimumGPA of 2.5 or above for graduation.

(c) The student must clear all fees and duesof the University before graduation.

11. Application for Graduation andAward of Degree

(a) Upon fulfillment of the academicrequirements for the degree of Bachelorof Science in Agriculture, a studentshall have to apply in prescribed Formto the Dean, Faculty of Agriculture. Onthe recommendation of the AcademicCouncil, the Dean shall issueprovisional certificate.

(b) The Syndicate upon recommendation ofthe Academic Council shall approveconferral of the degree.

12. Cancellation of AdmissionA student’s admission shall be cancelled ifhe/she fails to:* complete first three consecutive terms

after admission (for cancellation ofadmission a student must pay Tk. 5,000/-),

* maintain a minimum GPA of 2.5 for morethan two consecutive terms afterprobation,

* fulfill all the requirement for the degreewithin 12 terms or 15 terms uponpermission of extension, and

* comply with the regulations of theUniversity.

13. STUDENT CONDUCT, PUNITIVEMEASURES AND APPEALS

Followings are the policies related to studentconduct, punitive measures and studentgrievances.

13.1. STUDENT CONDUCTWhen a student enrolls in the University,he/she assume an obligation to conducthimself/herself in a manner compatible withthe University's function as an educationalinstitution. Otherwise he/she shall have toface consequences for any of his/hermisconducts as prescribed in the ÒQvÎ-k„•LjvKwgwUi ÿgZv I Kvh©vejxAa¨v‡`kÓ (Chhatra -Srinkhala CommitteerKhomota 0 Karjaboli Odhyadesh ofBangabandhu Sheikh Mujibur AgriculturalUniversity) and the Ordinance for theProctorial System. According to theOrdinance, any of his/her following acts anddeeds would be considered as misconduct:

1. If he/she disobliges any order, regulationsor rules/norms, or revolts against ordefames any reasonable decision orOrdinance of the University Authority, ormisbehaves with any teacher, officer orstaff of the University or lodge anyapplication with false complaint (s)against any person of the University, orperform any such activity that amounts tocommitting subversive to the University'sdiscipline;

2. If he/she plagiarisms morally or withcharacter, or remains involved indisplaying, preserving or distribution ofpornography or objectionable films;carries, drinks, preserves ordistributes/supplies narcotics and/oralcohols; carries, preserves,distributes/supplies or use arms,explosives, sharp knives or sticks;

3. If he/she carries or preserves acid or alikeor any other harmful chemicals, orintentionally throw such chemicals at anystudent;

4. If he/she alone or in group gets involvedin clash among themselves or provokesothers to get involved in clash or commitsany anti-disciplinary offence;

5. If he/she alone or in group calls strike,rally, meeting or assembly, or resists anystudent to attend class or examination, orprevents or attempts to prevent anystudent from going to research farm,laboratory or library;

6. If he/she teases any student, or torturesphysically or mentally, scares,encourages or compels to drink alcohol orany narcotics, or compels or motivates toget indulged in unsocial activities;

7. If he/she presents any false message, ordelivers any speech or statement againstthe interest of the University or intendsto create indiscipline or intends todefame;

8. If he/she destroys, harms, de-shapes ordeform any asset of the University;either alone or in-group participateswithout the permission of the bona fideauthority in affixing poster or banner, orwriting on wall or on any establishmentof the University, or provokes orcompels others to such acts;

9. If he/she is suspected to be of loose-character; and

10. If he/she gets indulged in activitiessubversive to the existing state law.

13.2. SUPERVISORY AUTHORITY ONSTUDENT CONDUCT

The Proctor and the Assistant Proctorsappointed by the University authority fromamongst the teachers on a two-year term arethe responsible officers to look after thestudent conduct in the University campusoutside the Hall/Dormitory premises.However, the Proctor can seek cooperationfrom any teacher, officer or staff formaintaining law and order situation in the

campus. The Student DisciplinaryCommittee is the supreme authority to takeany final decision regarding the studentconduct in the campus.

13.3. PUNITIVE PROCEDURESThe student faces punitive measures rangingfrom warning letter, undertaking, fine,forfeit of caution money, termination ofscholarship or stipend, confiscation ofcompensation, temporary or permanentexpulsion from the dormitory or from theUniversity; or cancellation of certificate.However, the University authority,depending upon the degree of offence, shallassign a student such punitive measure (s) asjudged appropriate for his/her misconductsThe Proctor can fine a student a maximumof Tk. 1000.00 (Tk. one thousand) formisconduct. If the proctor is not satisfiedwith such penalty, he/she can recommend tothe Vice Chancellor for expelling thisstudent from the University for a maximumperiod of 6 months (two terms). If the VCfinds it necessary to expel this student formore than six months he forwards it inwritten for action to the StudentsDisciplinary Committee.

13.4. STUDENT'S GRIEVANCE/APPEAL PROCEDURE

The student has an opportunity to resolveany complaints he/she may have allegingthat any other rules or policies of theUniversity were inappropriately applied andresulted in an injury to him/her. He/she canlodge an appeal to the appropriate authoritythrough the Authority sanctioning punitivemeasures. However, such appeal must besubmitted within 30 (Thirty) working daysafter imposing of punishment. Theprocedure is not applicable to certain kindsof complaints for which other appropriateappeal procedures exist, such as a gradeappeal based on the application ofnonacademic criteria.

14. STUDENT LIFE ON CAMPUSThe University authority appreciates that theaccent of student life and activities on thecampus is to provide an invigorating andcreative environment, which promotes

independent thinking and introspection andleads the young students to become moreaware of the consequence of their ownactions. This allows them to weave a patternof life, which equips them to stand up to themany pressures of community living, totrain them in the making of inferences ineveryday situations, to help them derivemore insight into their personal relationshipsand to arouse in them a sensibility ofaesthetic experience. With this realization,development initiatives have beenundertaken, and are in progress.

14.1. STUDENT ID CARDSEvery student must have a student ID cardissued by the University. Student ID card ishis/her official identification as a student atBSMRAU. The University issues ID card toeach student. For student ID card, thestudent will have to submit 2 copies passportsize photographs at the time of admission.

14.2. HALLS OF RESIDENCEThere is one BS Students Hall exclusivelyfor undergraduate male students, and aFemale Student Hall of which one Wing isexclusively earmarked for undergraduatefemale students. The Halls/Dormitories areadministered in accordance with theÒWiwgUix/nj e¨e¯’vcbvi wbqgvejx welqKAa¨v‡`kÓ (Dormitory/Hall Managementrules and regulations BabosthaponavNeomaboli Bishoyak Odhyadesh).The students of the University must beaffiliated with the Hall/Dormitory. Allundergraduate students are entitled to haveaccommodations in the Hall/Dormitoryprovided sufficient seats are available.

14.2.1. Hall AdministrationEach hall is administered by a Provost, whois assisted by Assistant Provosts and Housetutors. They are appointed from amongst theteachers on a two-year term.

14.2.2. Resident StudentsThe students who reside in theHall/Dormitory are called resident students.The resident students must reside in theHall/Dormitory for at least 80% of theworking days of the term. This is essentialfor getting seat allocation in the next term.

14.2.3. Non-Resident StudentsThe students who with the permission of theauthority stay outside of the Hall/Dormitoryare called non-resident students. The non-resident students must be affiliated with any ofthe Hall/Dormitory. They have to pay allprescribed fees other than seat rents.

14.2.4. Seat Allocation ProcedureThe newly admitted students shall apply inprescribed Form provided the seat rents andcaution money have been paid along withother fees at the time of admission. The seatsare allotted on merit basis based onavailability. The decision of theHall/Dormitory authority regarding seatallotment shall be the final. Each room isallotted to a maximum of 4 students dependingon the size of the room. However, to meet theacute need, there may be exception.

In case of continuing student, the seatallocations are renewed in each term, i.e., theseats are cancelled at the completion of eachterm. Seat allotment is given only to theenrolled student. Studentship is a must for seatallocation in the Hall/Dormitory. The seats arerenewed to a student provided the studentmaintains his/her studentship. The residentstudents must reside in the Hall/Dormitory forat least 80% of the working days of the term.This is essential for getting seat allocation inthe next term.

14.2.5 Facilities in HallEach Hall/Dormitory is planned to be self-contained with amenities. At present eachHall/Dormitory is provided with a commonroom, an indoor games room, a lounge, adining hall with the mess, and a TV incommon room. The Hall administrationprovides games and sports items, newspapers,magazine, television, utensils for mess etc.

14.2.6. Cleaning of Hall/DormitoryTo keep the Hall/Dormitory clean is everyresident's responsibility. The resident studenton his/her own responsibility keeps the roomclean. However, as a general responsibility, theHall/Dormitory authority organizes cleaning ofthe outside of the room deploying cleaners.

14.2.7. Mess ManagementEach Hall/Dormitory has its own mess. Themess of the Hall/Dormitory is managed bythe students under the supervision andguidance of the Hall/Dormitoryadministration. The Mess Boys, Cook, andall other necessary facilities for the mess areprovided by the Hall administration.

14.2.8 Rules for Visitors1. Any guest or visitor can enter into the

Hall/Dormitory entering their names,address and other necessary informationinto the Guest Register kept at the Entrygate of the Dormitory/Hall. Theguest/visitor must sign in the registerwhile leaving the Hall/Dormitory.

2. Entrance of female guest into Malestudent Hall/Dormitory, and that of maleguest into Female studentHall/Dormitory are completelyprohibited without the writtenpermission of the Provost. Thisprohibition is applicable for theBSMRAU students also.

14.2.9. Prohibitory Rules for ResidentStudents of Hall/Dormitory

GeneralThe resident students must abide by therules and regulations of the Hall/DormitoryManagement. The students must follow therestrictions/prohibitions imposed upon themby the Ordinance on the Dormitory/HallManagement Procedures. Such restrictions/prohibitions are as follows:

1. No resident student can stay out of theHall between 9.00 PM to 5.00 AMduring October - March and between10.00 PM to 5.00 AM during rest of theyear without the prior permission of theProvost. However, under specialcircumstances, permission may beobtained from the Provost.

2. No resident student can stay in theHall/Dormitory during holidays withoutprior permission of the Provost.

3. No resident student can leave theHall/Dormitory in day (s) other thanholidays without prior permission of theProvost

4. Changing of any type in structure or paintof room of the Hall, writing name oranything with permanent ink or paint ondoors or walls of the room, arecompletely prohibited. Suchprohibitions are applicable to any part orfurniture of the Hall/Dormitory.

5. No additional furniture other than thoseallocated by the Provost is allowed inthe room.

6. No meeting, gathering or assembly can beorganized inside the Hall/Dormitory orin any premise adjacent to it without theprior permission of the Provost.

7. No Forum or Association or any suchorganization can be formed in theHall/Dormitory without the priorpermission of the Provost, no studentcan organize any meeting, discussion onany special day, or party in theHall/Dormitory.

8. No student can keep any pet animals orbird inside the Hall/Dormitory or in anyplace adjacent to the hall/Dormitory.

9. Resident students cannot deploy any bodyelse for their own work inside theHall/Dormitory.

10. No student can keep his/her own bike ormotorcycle inside the Hall/Dormitorywithout the permission of theHall/Dormitory authority. However,they can keep them in the fixed place intheir own responsibility with thepermission of the authority.

11. Playing CD player, MP3, DVD or LoudSpeaker or any such musical instrumentloudly, shouting, singing loudly, ortaunting with objectionable words,ridiculing, etc., are prohibited. Raggingwith new students inside/outside of thehall/Dormitory is punishable offence.

12. Entrance of hawkers, milkmen, or suchpeople into the Hall/Dormitory isprohibited.

13. Entrance of female guest into Malestudent Hall/Dormitory, and that of maleguest into Female studentHall/Dormitory are completely

prohibited without the writtenpermission of the Provost. Thisprohibition is applicable for theBSMRAU students also.

14. No play or sport items ornewspaper/magazine of theHall/Dormitory can be taken to theroom.

15. Damaging or cutting of trees/vegetation,tearing/picking flower or fruits orintentionally breaking anything isprohibited.

16. Intentional breaking or taking into roomfor use any dining materials such asutensils (plate, glass etc.,) is prohibited.These prohibitions are applicable toother usable items or furniture of thehall/Dormitory too.

17. Environment polluting materials such aswastes materials, waste papers, etc.,cannot be thrown in place other thanearmarked for such purpose inside theHall/Dormitory.

18. No student can keep any guest overnightin his/her room without the priorpermission of the Provost.

19. No student can change his/her roomwithout the permission of the provost.

20. Keeping any type of sticks, knives,firearms and weapons inside the room iscompletely prohibited.

21. Keeping, drinking or using of any typeof narcotics or alcohols is prohibited.

22. Threatening, physical assault, preventingfrom work/duty, or behaving impolitelyor indecently with any staff of theHall/Dormitory shall be considered asanti-disciplinary act.

23. Use of non-permitted electricalequipment such as electrical oven,electrical calendar, or unwantedintervention or interference in electricalsupply system shall be considered as theanti-disciplinary act.

24. Any intervention or action by studentalone or in-group to resolve anycrisis/problem or to increase/improveany facility of the Hall/Dormitory shallbe considered as disturbingHall/Dormitory administration, and shallbe treated as breach of discipline.

25. Affixing of photos of any political leaderor objectionable or indecent scenery ordisplaying of pornography or bluepicture anywhere inside theHall/Dormitory is prohibited.

26. Any such restrictions/prohibitions thatmay create non-conducive environmentin the Hall/Dormitory but not includedin above shall be imposed as per therecommendation of the Universityauthority from time to time.

14.2.10. Special Rules for Female StudentHall/Dormitory1. All resident female students must be

present in the Hall/Dormitory between7.00 PM to 6.00 AM during October toMarch and between 8.00 PM to 6.00 AMduring rest of the year.

2. No resident female student can stay in anyother house without the permission ofparents or local guardians.

3. The entrance of any outsider into theHall/Dormitory without the permissionof the Hall/Dormitory authority iscompletely prohibited. However, underspecial circumstances, female guest ofresident female student can be allowed tothe concerned female resident student'sroom provided the guest must beidentified, and the name and address ofthe student and the guest's name andaddress must be written in the registerkept at the gate. The guest like ownmother, sister or close female relative ofthe female resident student can stayone/two nights in the Hall/Dormitorywith the permission of theHall/Dormitory authority.

4. Under no circumstances, any student ofany other institution or any other femaleguest identified as relative can stay in thefemale student Hall/Dormitory.

14.2.11 Punitive MeasuresThe violation of any of theprohibitions/restrictions enlisted above shallbe considered as the anti-disciplinaryoffence, and in such case, the Provost canexpel the student temporarily orpermanently from the Hall/Dormitory. TheHall Caution money of the penalized student

shall be forfeited. Besides, if necessary, theProvost shall recommend to the higherauthority for taking action against thepenalized student as per the University rules.

15. SERVICES AND FACILITIES\

15.1 Library Services

The library is an important organ in supportand development of high quality teaching,research and outreach programs. TheUniversity library building has acomprehensive and current collection of localand foreign journals relating to theagricultural and social sciences. The librarypossesses moor then twenty thousand booksand is under expansion through a regularacquisition program. In addition to book andjournal collection, the library provides aninterlibrary loan service and a computerizeddatabase of Bangladesh research titles andabstract. The library is opened throughout theyear, except on government holidays. It isaccessible to students, teachers, officers andother personnel associated with theUniversity. E-journal and internet facilitiesare available. An audiovisual room with mod-ern equipment is attached to the librarybuilding and is available as a trainingclassroom and for holding conferences, semi-nars and workshops. Some group studyrooms are also available. The library is air-conditioned with adequate sitting andreading facilities. The library is managed inaccordance with the ÒjvB‡eªix e¨e¯’vcbvAa¨v‡`k 1989Ò(Library BabosthaponaOdhyadesh 1998).

15.1.1 Library ManagementThe overall management of the Library lieswith the Library Committee. However, thelibrary is headed by the Head, Libraryappointed for a two-year term from amongstthe Professors of the University. He isassisted by a permanently appointedLibrarian, Assistant Librarian and otherstaffs. The library is run as per the LibraryManagement Ordinance approved by theSyndicate.

15.1.2. Library TimingThe library is kept open from 8.00 a.m. to8.00 p.m. in Winter (November to February)and from 8.00 a.m. to 9.00 p.m. in Summer(March to October) on all days exceptFriday. However, any change in librarytiming shall be communicated immediately.

15.1.3. Entry into libraryThe students for entering into the libraryshall leave all their personal book, bag,sticks, umbrella, briefcase, newspaper,pullover, etc., to the Attendant at the entrygate of the library. However, necessarynotebooks and other materials can be takeninto the library provided those must besubject to search by the Attendants at thegate before leaving. The reserved bookscannot be shifted without the permission ofthe concerned staff. All the materials leftwith the Attendant must be taken backbefore 15 minutes of closing time of thelibrary. The library staff may physicallyinspect anyone, if necessary, while inside orleaving the library.

15.2. Library Card and FeesAll the students get the library Cardimmediately after admission. The studentshall have to submit two copies of stampsize photographs for getting the library card.The library card is the library entry pass forthe students.

15.2.1. Borrowing ProcedureUndergraduate students having library cardcan borrow at a time a maximum of threebooks. Journal cannot be issued to anystudent. Encyclopedia, dictionary and otherreference materials can be borrowed withthe prior permission. The students are notallowed to take out any reserved book.Thesis and dissertation can be issued onlywith the permission of the Head, Library.The students must return the book as perschedule as well as whenever they are askedto return, if necessary. For everyday delay inreturning book a fine per day per book shallbe charged. The students must return thebooks issued to them immediately afterFinal Examination of the term is over. Ifthey fail to return the books within 7 (seven)

days, they shall be charged fine per dayfrom 8th day onward.No book can be issued to a student unlesshe/she returns the issued books, and in suchcase his/her library card may be suspended.The VC can cancel on the recommendationof the Head, Library the library card of anystudent, who does not return book regularlyas per rules.

15.3. RestrictionsNo one is allowed to smoke, fire match orshout in the library. All students like allothers have to follow the rules andregulations of the library

16. TRANSPORT SERVICESThe transport service of the University isorganized and managed in accordance withthe Òhvbevnb bxwZgvjv 2007Ó (JanbahonNitimala 2007). The University provides theundergraduate student transport facilitymostly for campus life. There is a ShuttleService operating as per a fixed schedulefrom the University Campus to Joydebpurand back.

Moreover, an exclusive service (SaloonService) is available for the student in theevening to enable them shopping atJoydebpur market. Another bus service isavailable to the student on Friday. This busleaves the campus at 9.00 a.m. and leavesDhaka (BARC) at 4.00 p.m. The studentscan avail the Ambulance service on medicalground, for which the Provost/AssistantProvost shall give requisition.The students are to pay Tk. 100.00 asTransport Development Fee once at the timeof admission, and Tk 60.00 per term (subjectto change by the authority) at the time ofenrolment for availing the Shuttle service.Saloon service and Friday service during theensuing term. They shall have to pay busrent as usual for any other service. If atransport or Ambulance is needed for thestudent (s), the Provost/Assistant Provostshall submit the requisition on the students'behalf to the Transport Coordinator.

17. FINANCIAL ASSISTANCEAll newly admitted undergraduate studentsget general stipend @ Tk. 200.00-300.00 permonth on basis of GPA. The continuingstudent can also get merit scholarship from2nd term on-ward. The merit scholarship isgiven to the student on competitive basis,based on academic performance in theprevious term. For this, the students have tosubmit their application in prescribed Form.A number of undergraduate studentscovering all batches are given meritscholarship. The rest of the enrolledstudents, who maintain the minimum GPA2.5 get general stipend. For the Generalstipend also the students shall have tosubmit application in prescribed Form to theDean, Faculty of Agriculture.

18. STUDENTS' WELFARE SERVICEThe Students' Welfare Service is headed bya Director (Students’ Welfare) appointed bythe University on a two-year term fromamongst the Professors. The Students’Welfare Service aims at assisting students inmatters other than academics. The servicemostly aims at assisting students in sortingout their difficulties and dilemmas in anenvironment where they can talk freely andin confidence about any matter which istroubling them. Students seek counseling fora variety of reasons, such as difficulties inadjusting to campus life, problems inrelationship, being shy, feeling lonely,anxious, depressed, confused, unmotivated,inferiority, having difficulties with copingacademic pressures and competition, worriesabout the future, low self-confidence,problems related to their facilities etc. TheDirector (Students Welfare) keeps constanttouch with the students and monitors theirproblems. He/she assists the students toresolve any problem (s) in their campus life.He/she provides and/or organizes allfacilities related to students programs on anyspecial occasions. He/she is the onlyofficially assigned authority in theUniversity to look after overall welfare ofthe students.

CO-CURRICULAR ACTIVITIESThe University campus is located in anisolated area, long away from Dhaka Cityand far from Gazipur district head quarter.Thus there is limited opportunity of studentsfor co-curricular pursuits outside theUniversity. However, there is a provision ofsocio-cultural and other facilities likephysical education, cultural club, debatingclub, indoor and outdoor sports in theUniversity.

20. CAFETERIAThere is a central cafeteria and a privaterestaurant at the Essential Service Centre ofthe University.

21. MEDICAL FACILITIESThe University has a medical centrecentrally situated in the campus. Themedical centre is headed by a SeniorMedical Officer assisted by one MaleMedical Officer, one Female MedicalOfficer, Senior Compounder, one Dresserand one Technician. It provides facilities forprimary health care and minor treatmentwith supply of simple medicines. TheMedical Centre remains open from 9.00 a.m.till 5.00 p.m. The students at their ailmentvisit the doctors at the centre. In case ofemergency, the doctors also visit the ailingstudent (s) at the Hall/Dormitory. It has aPathology Lab. providing facilities forblood, urine and stool examination. TheMedical Centre has an Ambulance for 24hours service. For major treatments orcomplicated problems, the students arereferred to the District Hospital at Joydebpuror to any Government Hospital in Dhaka. Ifthe students prefer to have treatments atprivate clinic/hospital, they are allowed todo so. In all these cases, the Medical Centreprovides them Ambulance service atUniversity's cost.

22. ESSENTIAL SERVICE CENTREThe University has established an essential

service centre for enabling all the residentsincluding the students of the University to buytheir essential items within the campus. Theessential service centre has all utility shopsincluding bookshops, stationery shops andconfectionary shops etc. which run privately.

The Department of Agroforestry andEnvironment has been functioning since1996 to produce quality graduates in thefield of Agroforestry and Environment andoffering BS, MS and Ph.D Programs.
