Strategic interventionsnterventions
enabling effective and functional Water, Sanitation and Hygiene(WASH) coordination committees : national, regional, district,municipality and district levels
formulate and systematically implement capacity buildingprogrammes at various levels
expedite sustainable Open Defecation Free (ODF) campaigning atdistrict, VDC and municipality levels by adopting sanitationmarketing strategies
implement WASH in school programmes with full communityownership

Prioritized bottlenecks
Policy/ institutions/ coordination related: not adequate,institutional linkages, varies subsidy and support system,inadequate human resources etc.
Budget and financing related : poor provisioning of budget, no
clarity on budget allocation by local bodies, localcommunities/school incapable of providing matching funds etc.
Service delivery related : poor dissemination of sanitation plan andpolicies, lack of human resources, lack of post ODF plan etc.
Service utilization related : lack of access to sanitation materials at
affordable prices, lack of informed choices of toilets of low costand suitable to the local context, school toilet lack child, genderand disable friendliness

Identification of solutions and action matrix 1)
Criteria
Impact: ability to deliver quick and significant results in the shortrun to medium-term,
Feasibility: capable of being implemented within the given timeframe.
Policy/ institutions/ coordination related solutions 12):
establish high level Sanitation Advisory Board, declare open defecation isprohibited, public announcement of no subsidy to private HH toilets,carry out campaign no school without toilet, assign fully dedicated
sanitation at the district level, develop and endorse Sanitation Master PlanImplementation Guidelines, carry out intensive sanitation programme indistricts with less than 50 % sanitation coverage etc.

Budget and financing related solutions 10):
DPMAS to include budget/funds, revise MLD MCPM (minimum conditionsfor performance monitoring) by adding an indicator related to sanitation,prepare basket programme to launch ODF campaign, Central governmentmakes fund available to DDCs in priority regions, MoE to review budget forsupporting schools sanitation
Service delivery related solutions 11)
disseminate Sanitary Master Plan and Implementation guidelines, developspecial human resources for sanitation triggers and trainers, develop specialsanitation package for ultra poor, slums and squatters, lobby for makingsanitation and ODF a political agenda etc.
Service utilization related 7):formulate national sanitation marketing strategies, develop alternative costeffective technologies/solutions of toilets, make public toilet a must at publicplaces such as hat bazar etc.
