    Reborn amidst the fire, rising from the ashes, the vibrant phoenix foretells a bright future for people with disability who overcome their disabilities to rebuild their lives. The lively and vigorous phoenix also expresses the values of the Society: dynamic, committed and farsighted.

    香港復康會於 1959 年成立,是政府認可的註冊慈善團體。為了顧及

    全人需要,香港復康會提供全面性及多元化的復康服務。本會具50多

    年提供復康服務的經驗,創會迄今,已為超過90多萬殘疾人士、長期

    病患者及長者提供各類適切而優質的服務;使用本會的無障礙交通及

    旅遊、復康,以及持續照顧服務之人次已達900萬。

    The Hong Kong Society for Rehabilitation is a government recognized charitable organization established in 1959. For the holistic care, we provide diversified and multi-facet services. Over the last 51 years, the Society had provided various responsive and quality rehabilitation services for over 900,000 people with disability, chronic illness or problem of ageing. We had provided over 9,000,000 units of services through our comprehensive range of services in accessible transport and travel, rehabilitation as well as long term care.

    抱負 Vision香港復康會於1959年成立。我們的抱負是積極及主導與殘疾及健全

    人士建立一個關懷和平等的社會。透過提供優質的服務及倡議平等

    機會,成就我們的宗旨。

    The Hong Kong Society for Rehabilitation was founded in 1959 with the vision to play a proactive and pioneering role in building a caring and equal society for people with and without disability through the provision of quality services and advocacy for equal opportunities.

    1959香港復康會創立於 7 月 15 日。同年 9 月 29 日根據香港稅務條例 88

    節正式註冊成為慈善團體。於11月19日,創會信託人正式註冊為

    法團。旨在為傷殘人士、慢性病患者及其照顧者和長者提供服務,

    提升他們的生活質素,並倡議在社會、公民、經濟各範疇的平等機

    會,以建立一個關懷和平等的社會。

    The Hong Kong Society for Rehabilitation was founded on 15 July. The status as a Charitable Institution under Section 88 of the Inland Revenue Ordinance was granted by the Inland Revenue Department on 29 September. The Incorporation of Trustees was granted on 19 November. The Society is dedicated to providing services to enhance the quality of life of people with disability, chronic illness and problem of ageing, and to advocate for their equal opportunities in the social, civic and economic arena for building a caring and equal society.

    1962設立香港復康會復康健療所,並於 9月18日正式啟用,為全港第一

    所收容住院病人的醫療復康院。1971 年正式改名為戴麟趾夫人復

    康院,此院於 1991 年轉移至新成立的醫院管理局管理。其服務於

    2000年1月與九龍醫院復康院合併。復康院隨之改名為香港復康會

    藍田綜合中心。

    The Medical Rehabilitation Centre, the first in-patient medical rehabilitation centre in Hong Kong, was opened on 18 September and renamed as Margaret Trench Medical Rehabilitation Centre (MTMRC) in 1971. The Centre was transferred to the management of the Hospital Authority in 1991. The service was integrated into the rehabilitation service by Kowloon Hospital in January 2000. MTMRC was renamed as HKSR Lam Tim Complex.

    1964成為香港復康聯會會員。

    The Society became a member of the Joint Council for People with Disabilities ( formerly known as Joint Council for the Physically and Mentally Disabled. )

    1969成為香港公益金會員。

    The Society became a member of the Community Chest.

    1973 香港復康會於7月10日,根據公司條例正式註冊成為有限公司。

    Certification of Incorporation in Hong Kong under the Companies Ordinance was granted on 10 July 1973.

    1978開始復康巴士服務,為行動不便的殘疾人士提供無障礙交通服務,

    讓他們擴大活動範圍,方便他們工作、上學、接受訓練及參與社交

    活動。

    Rehabus started to provide a fully accessible transportation service for people with disability, with the objective to improve their mobility and thus promote their equal opportunities for employment, education, training and social participation.

    1981開設第一所復康用具資源中心,成為西太平洋區的第一所同類服

    務機構,獲世界衞生組織指定為合作機構,在復康科技及預防傷殘

    方面提供資料及轉介服務。另同時成立生活環境輔導服務,更於

    1984年成立扶輪兒童復康用具資源中心,於1988年成立扶輪兒童復

    康用具流動資源中心。上述三項服務於1991年轉移至新成立的醫院

    管理局管理,並於1992年合併並獨立成為復康資源協會有限公司。

    The Rehabaid Centre, the first information and resource centre on aids in the Western Pacific Region. The World Health Organization had designated the Centre a Collaborating Centre for Technologies in Rehabilitation and Disability Prevention. The Environmental Advisory Service also started to provide consultancy service. The Rotary Rehabaid Centre for Children was opened in 1984. The Mobile Rehabaid Centre was launched in 1988. Since 1991, Rehabaid has been under the management of the Hospital Authority. The Rehabaid Centre, the Rotary Rehabaid Centre and the Environmental Advisory Service incorporated to become the Rehabaid Society Ltd in 1992.

    1982推行復康職業用具基金計劃,給予僱主經濟及技術的支援,使他們

    能改裝設備及借用輔助器材,以便於僱用殘疾員工。

    Employaid started to assist employers in making adaptations and loaning equipment to facilitate the employment of people with disability.

    1983組成復康義務工作隊,並於3月起為殘疾人士組織康樂活動。

    Rehab Volunteers began in March to organize activities for people with disability.

    1984第二所醫療復康院於12月7日成立,命名麥理浩復康院。此院於

    1991年轉移至新成立之醫院管理局管理。

    The MacLehose Medical Rehabilitation Centre, the second in-patient medical rehabilitation centre was opened on 7 December. Since 1991, the Centre has been under the management of the Hospital Authority.

    1986本會獲世界衛生組織委任為復康協作中心,為西太平洋區提供復康

    培訓及諮詢服務。

    The Society was designated as a World Health Organization Collaborating Centre for Rehabilitation to provide training and consultancy in rehabilitation for the Western Pacific.

    1988與香港大學骨科學系攜手,於10月7日成立「利小歡運動醫療研究

    院」,為因運動受傷的人士提供評估、治療及健康教育課程。

    The Society jointly established the Helen Lee Siu Foon Institute of Sports Medicine (ISM) with the Department of Orthopaedic Surgery of the University of Hong Kong on 7 October. ISM provides clinical assessment and treatment for sports injuries, and promotion of health science education.

    1989世界衞生組織復康協作中心開始與中國合辦協作計劃,為內地訓練

    復康工作人員。

    The World Health Organization Collaborating Centre for Rehabilitation started collaboration programmes with China in rehabilitation personnel training.

    1992與香港大學骨科學系攜手,於12月18日成立蒙楊雪姬脊骨中心,提

    供脊骨健康的評估、治療及復康等服務,並進行教育和研究工作。

    此中心與利小歡運動醫療研究院合組成為復康醫學研究院。

    The Society jointly established the Serena Mong Spine Centre with the Department of Orthopaedic Surgery of the University of Hong Kong on 18 December. The Centre provides clinical assessment on back fitness, diagnosis and rehabilitation services of spinal disorders, education programmes and research activities. The Centre combined with the ISM to form the Institute of Rehabilitation Medicine (IRM).

    1994成立社區復康網絡,推廣社區照顧及支持病友發揚自助精神,為慢

    性病者及其家屬提供各項社區為本復康服務。

    成立職業復康及再培訓中心,為肢體傷殘人士及慢性病患者,提供

    職業復康服務。

    The Community Rehabilitation Network was launched to promote self-help among chronic patients and provide community care and support to people suffering from chronic illness or disability and their families. The Vocational Rehabilitation & Retraining Centre started to provide coordinated vocational rehabilitation service and retraining programmes for people with physical disability or chronic illness.

    1995成立第一所社會企業精文社有限公司,宗旨之一是為殘疾人士提供

    一個商業運作環境,作為培訓及輔助就業之基地。提供設計、印刷

    及直接郵遞服務。

    與香港弱能兒童護助會合作,從美國引進街坊小子木偶劇場。透過

    不同主題的木偶劇表演,教導兒童關懷社會,認識及接納別人,推

    廣平等機會的訊息。

    成立復康電子網絡,蒐集本地及亞太區有關殘疾人士與復康的政策

    及服務資料,並培訓殘疾人士從事資訊工作。礙於經費匱乏,計劃

    已於1996年停辦。

    楊志雲骨骼研究中心於12月4日正式成立,為公眾提供骨質疏鬆之

    評估、治療及教育,是復康醫學研究院的第三所專科診所。

    The first social enterprise, Elite Business Services Ltd (Elite) was established with an objective to provide a business working environment for people with disability or chronic illness to undertake training and employment. Elite provide desktop publishing, printing and direct mailing services.The Kids on the Block (KOB) was launched in collaboration with the Society for the Relief of Disabled Children. KOB was originated in the United States with the aim to provide an educational puppet programme which enlightens children about disability awareness, medical/educational differences and social concern. It aims to advocate the concept of equal opportunities.The Rehabilitation Electronic Network was officially launched. Its mission is to establish an electronic network on disabilities and rehabilitation and issues concerning people with disabilities, for Hong Kong and the Asia Pacific Region, and to provide training and employment opportunities in information technology for people with disability. The project was suspended in 1996 due to unavailability of funds.The Young Chi Wan Bone & Joint Research Centre was set up to become the third specialist clinic of IRM to provide assessment, treatment and education on osteoporosis.

    1997成立第二所社會企業華康便利店有限公司,宗旨之一是為殘疾人士

    提供便利店業務的就業機會及培訓。2009年成立華康復康店及華康

    禮品店。

    The Wah Hong Convenience Store Ltd was established with an objective to offer people with disability or chronic illness job opportunities and training in convenience store business. Wah Hong Rehab Shop and Wah Hong Gift Shop were established in 2009.

    2000戴麟趾夫人復康中心於5月成立,旨在為公眾提供體適能測試、物

    理治療、水力體能鍛鍊及健康教育等服務。於2003年中心改稱為適

    健及復康中心,及其後於2004年改稱為適健中心。

    The Margaret Trench Rehabilitation Centre was established in May to provide physical fitness assessment, physiotherapy, aqua-fitness training and health education services. The centre was renamed as Wellness & Rehabilitation Centre in 2003, and as Centre on Health & Wellness in 2004.

    2001成立鄭德炎日間復康護理中心,為中風或腦受損人士提供社區為本

    復康服務。

    成立第三所社會企業易達旅運有限公司,受醫院管理局委託承辦易

    達巴士服務,接載有行動困難的年長病友及其陪同照顧者往返公立

    醫院及其診所覆診。

    The Cheng Tak Yim Day Rehabilitation & Care Centre was established to provide community-based rehabilitation and care service for people with stroke or brain injuries.The third social enterprise, Easy-Access Transport Services Ltd was established to provide accessible transport service for passengers with mobility problems to receive treatment in public hospitals and clinics, commissioned by the Hospital Authority.

    2003成立易達旅遊有限公司,開展無障礙旅遊服務。旨在為公眾及殘疾

    人士提供一站式旅遊服務及推廣無障礙旅遊。

    The forth social enterprise, Easy-Access Travel Ltd was established to provide one-stop accessible travel services and promote accessible travel.

    2004於深圳鹽田興建的香港賽馬會深圳復康會頤康院於2004年4月17日

    舉行平頂典禮,於2006年1月投入服務,為長者及殘疾人士提供一

    站式的持續護理安老服務。

    The Topping Ceremony of the Hong Kong Jockey Club Shenzhen Society for Rehabilitation Yee Hong Heights established in Yantian, Shenzhen was held on 17 April 2004. The intake commenced in January 2006. The facility provides one-stop long term care services for the elderly and people with disability.

    2008成立易達轎車服務,為輪椅使用者提供個人化、快速安排及便捷的

    無障礙轎車出租服務,協助他們日常往返醫院、學校、工作地點、

    家庭朋友聚會地方、公眾場所及旅遊景點等。

    Accessible Hire Car Service was launched to provide personalized, quick-response, convenient and accessible transport services to wheelchair users to travel between hospitals, schools, workplaces, places for family and social gathering, public places and tourist attractions.

    2010成立利國偉日間復康護理中心,結合中西復康醫學的元素,為腦部

    受損、患有失智症或其他慢性疾病的病患者提供多元化的復康、養

    生及醫療保健等服務。

    Lee Quo Wei Day Rehabilitation & Care Centre was launched to provide diversify rehabilitation and health care services which integrates the Western and Chinese rehabilitation medicine for people who suffered from neurological impairment, dementia and other chronic illness.

    李主席、各位嘉賓、各位會員、各位同事:

    去年是香港復康會的金禧年,本會經過 50 年的發

    展,取得了豐碩的成果,我們在復康、無障礙交通及病

    人自強工作處領導地位,而世界衛生組織復康協作中心

    的工作在中國及亞太地區廣受認同。我們相信,50年前

    我們做得到的,下一個50年也必做得到。

    承先啟後,我們特別為未來2011-16的發展,委任

    了顧問公司協助我們進行了為期 4 個月的機構性策略計

    劃工作,目的是檢討服務環境及趨勢以更新機構的方向

    及目標,決定優次執行及具體跟進行動。多得各委員、

    服務使用者及員工的積極參與,我們已順利完成了會

    議,現階段正跟進工作計劃。

    在今次的策略計劃中,我們確立了機構未來的方向

    及目標,我們以「推行先導復康服務,促進殘疾人士參

    與社會、自強不息」為使命,以「銳意成為一個卓越的無

    障運輸、慢病和持續照顧及全人復康機構」為未來的願

    境,並堅守五大核心價值:「尊重別人」、「賦能」、「專

    業精神」、「誠信」及「共融」。我們相信,憑藉各委員

    及我們團隊的努力以及穩健的財務理念及管理,定能迎

    來新的機遇,令服務持續發展及本會的會務更上層樓。

    為配合政府的醫療改革,針對醫療系統的公私營嚴

    重失衡,為公眾提供更多選擇,我們正研究將藍田綜

    Mr. Lee, Members, Guests and Colleagues,

    Last year we celebrated our Golden Jubilee with a number of commemorative activities. We had seen many accomplishments in the past 50 years. We are proud to have pioneered in the area of rehabilitation, accessible transport and patient empowerment. The work of the World Health Organization Collaborating Centre for Rehabilitation has been well recognized in China and in the Region. We trust we have fulfilled our mission in the last 50 years and we will continue to excel in the next 50 years to come.

    To devise our strategic plan for the period from 2011-16, we had appointed a consultant to facilitate the process, which spanned over a 4-months period with various stakeholders. Our objectives are to review the service needs and trends; to renew the organization’s missions and goals; to set priorities for implementation; and to devise follow up actions plans that will take us into the next phase of development. We saw an active participation of committee members, service users and staff in the process and I feel glad that we will be following up with strategic initiatives as directed.

    In the Review, we have revisited our mission and vision. We share our renewed mission and vision as : “Through pioneering rehabilitation services, we empower people with disability to their full potential and participation in society’” and “We aspire to be an organization of excellence in barrier free transport, chronic and long term care and holistic rehabilitation”. We believe our core values are “Value People”, “Empowerment”, “Professionalism”, “Integrity” and “Inclusiveness”. We believe that with the dedication of our members and staff and prudent financial management, the Society will see sustainable growth and development.

    In response to the tackling of the imbalance between public and private health care services through promoting public-private partnership, the Society has been studying the feasibility of turning the Lam Tin Complex into a non-profit making private hospital.

    合中心(即戴麟趾夫人復康院舊址),發展為非營利

    性之私家醫院,現階段正進行可行性研究,期望此計

    劃會為本會的持續及穩健發展奠下基石。

    李文彬主席已表明希望新一屆執行委員會由年輕一

    輩接任主席,在此,我要感謝李文彬主席40多年的卓越

    領導及無私奉獻,策動了很多嶄新的服務,補足了服務

    斷層,惠澤不同的服務使用者,更重要的是確立了香港

    在國際復康界的位置。

    同時,我2009-10年度會長任期已經屆滿,我也向

    執行委員會表示不再接受被推選為新一屆的會長,我將

    在稍後部份的議程中,推舉李文彬先生為新一屆會長,

    繼續在各個範疇指導復康會的發展。在此十分感謝在我

    出任會長期間,各執行委員給予我的輔助及無限支持,

    以及同工的忠誠投入,令本會的服務順利推展。

    機構未來的方向及目標已經確立,我們將悉力以赴,迎

    接21世紀新年代的挑戰。

    We trust that the successful implementation of the project would lay the stone for our sustainable development.

    Our Chairman Mr M B Lee has expressed his wish for years to have young successors to our Board and that he would not accept for nomination as Chairman again this year. I would like to take this opportunity to express our sincere gratitude to Mr Lee for his 40 plus years of distinguished leadership and dedication in leading and promoting the work of the Society. During his tenure he had put into reality numbers of pioneering services, which met with the needs of the time and benefitted not just the people of Hong Kong but those across the globe.

    My term as President of Year 2009-10 will expire at this AGM and I have expressed my will not to be elected as the President in the next term. In the proceedings immediately afterwards, I would propose Mr M B Lee to be the new President, who will continue to guide us in the future development of the Society. I would like to express my heartfelt gratitude for the support from all the members of the Committees and the loyalty and dedication of the staff members who are the propelling forces of the Society.

    With clear mission and vision and our plans of action, we are ready to brave new challenges in the 21st century.

    香港復康會第51屆周年大會The Hong Kong Society for Rehabilitation 51st Annual General Meeting

    主席回顧Chairman’s Report

    方會長、各位嘉賓、各位會員、各位同事:

    歡迎蒞臨香港復康會第51屆周年大會。很高興跟大

    家回顧本會過去一年的發展。去年是本會的金禧紀念,

    一連串的慶祝活動及新項目均順利進行,令我十分欣

    慰,讓我們一起重溫,啟迪未來的發展。

    無障礙交通及旅遊

    本會積極籌備的「第12 屆長者及傷殘人士交通及

    運輸服務國際大會」之會議暨展覽已於 2010 年 6 月完

    滿舉行。此國際大會探討有關無障礙交通及旅遊的創新

    科技和發展,並宣揚和推動有關無障礙交通及旅遊的多

    方面議題。大會的參與人數多達911人,而參觀展覽人

    數則達1900人。為配合大會的舉行,本會成功獲勞工

    及福利局及香港旅遊發展局贊助出版「香港無障礙旅遊

    指南 2010」並啟動無障礙資訊網頁,讓本地及海外人

    士了解香港無障礙通道及旅遊資訊。

    得到勞工及福利局的支持,上年度復康巴士的數

    目有所遞增,連同易達巴士及易達轎車,車輛總數增

    至 165輛,而各車隊的服務率不斷上升,其中易達轎

    車的使用率比 2008 - 09 年度上升 3 倍,易達轎車是一

    個由香港賽馬會慈善信託基金資助,為期 3 年的試驗計

    劃,為服務使用者提供了另一個無障礙交通選擇,可望

    得到政府認同,持續發展。

    Dr Fang, distinguished guests, committee members and colleagues,

    Welcome to the 51st Annual General Meeting of the Hong Kong Society for Rehabilitation. I’m delighted to share with you the development of the Society over the past year. Last year we celebrated our Golden Jubilee with the launch of new projects and a series of commemorative activities. I shall give a review later of the major undertakings last year and a brief outlook on our upcoming development.

    Accessible Transport & Travel

    The “12th International Conference on Mobility and Transport for Elderly and Disabled Persons (TRANSED 2010)” has been completed with great success in June 2010. The Conference explored new technology and recent development in barrier-free transportation and tourism. There were 911 attendees who took part in the Conference and there were over 1900 visitors to the Exhibition. Complimentary to the Conference, the Society updated and published the “Visitors' Guide to Accessible Facilities in Hong Kong 2010” and launched a barrier-free webpage on the captioned with the funding support from the Labour and Welfare Bureau and the Hong Kong Tourism Board. These served as first hand information to overseas and local visitors alike.

    With the support from the Labour and Welfare Bureau, the fleet of Rehabuses expanded. Together with Easy Access Bus and Accessible Hire Car (AHC), the Society operated a fleet of 165 vehicles. The service users kept on increasing, in particular that of AHC, which reported a year-on-year growth of 300%. AHC is a 3-year pilot project funded by the Hong Kong Jockey Club Charities Trust to provide an alternative choice of accessible transport to those in need. The outlook is particularly optimistic and we hope to continue the service with the support of from the Government.

    The Easy Access Travel Ltd. was designated by Hong Kong Paralympic Committee & Sports Association for the Physically Disabled to provide transport services for “The

    易達旅遊獲「香港殘疾人奧委會暨傷殘人士體育協

    會」委任為「第三屆亞太區硬地滾球錦標賽2009」指定交通服務供應商,繼續支援在香港舉行之國際盛事。

    復康

    另一金禧慶祝活動「推進慢性疾病護理國際研討會」亦於 1月順利舉辦。本會希望藉著研討會為香港及全球研究出不同的社區為本慢性病護理模式並積極推進自我管理之理念。我們很高興邀得世界衛生組織西太區主任申英秀醫生出任主講嘉賓。

    社區復康網絡去年剛踏進了15 週年誌慶,我們籌備了「積極路上齊共闖,互助同行十五年」互助大使嘉許禮暨自助組織表演晚會,並頒發了「同行十五年成就獎」、「互助大使獎」及「互助大使特別大獎」,表揚自助組織 / 互助小組一直為推動「自助互助」不遺餘力。

    最低工資已落實於明年 5月執行,殘疾人士就業輔導一直都富於挑戰性,本會期盼最低工資的執行,不會打擊傷殘人士的就業機會。本會一直關注此項議題,因此多年來成立再培訓中心及社會企業,協助殘疾人士公開就業。去年華康禮品店及職業復康及再培訓中心新址聯合開幕,冀能推動傷殘人士的就業情況。

    作為世界衞生組織協作中心,其中一項主要任務是推廣區內國家復康工作的協調及互助活動以善用有限的資源,本會於2009年12月舉行了「世界衞生組織西太平洋地區復康協作中心2009會議」,與來自菲律賓、日本、南韓、武漢、廣州和香港的世界衞生組織復康協作中心進行交流,彼此的伙伴關係更形密切。

    Rehabilitation

    Another Golden Jubilee celebration activity was the “International Conference on Promoting Chronic Care” held in January. The Society is committed to the concepts of self management and community based rehabilitation in the care of the chronically ill and continued to develop models of service delivery in these respects. We were honored to have Dr Shin Young-Soo, World Health Organization Regional Director for the Western Pacific, to be the key note speaker.

    The Community Rehabilitation Network celebrated its 15th anniversary by the Award Ceremony and Gala together with our partners, i.e. patients self help organizations in recognition of the tremendous partnership in the fostering mutual aid movement of patients with chronic illness.

    The minimum wage policy will be imposed in May next year. The employment needs of people with disabilities and chronic illness have always been a major concern and the new policy to be conducted posed even greater challenge to our work due to possible adverse effect that might happen. The Society has established vocational training services and social enterprise throughout the years ago to promote employment of people with disability and will continue in this endeavor. We aim to increase our services to persons with disability with the opening of the Wah Hong Gift Shop and Rehab Shop as well as the development of the 2nd Vocational Rehabilitation and Re-training Centre.

    As a WHO Collaborating Centre for Rehabilitation, one of our tasks is to promote support for each other as well as to share experiences learnt amongst other Centers in the Region. To this end, a meeting of the World Health Organization Collaborating Centres in Western Pacific Region was held in December last year. Representatives from Philippines, Japan, Korea, Wuhan and Guangzhou in PRC as well as Hong Kong attended the meeting and had in-depth discussion on feasible collaborative actions amongst us.

    The 512 Sichuan’s earthquake presented a dire need for trained rehabilitation personnel in China. To this end, the Society, with the support of the Ministry of Public Health co-organized “The National Rehabilitation Continuing Education Training Project” with the Chinese Association of Rehabilitation Medicine. The Project aimed to provide training for a total of 630 professionals including doctors, therapists and nurses, who are coming from 31 provinces within 3 years. These people will act as trainers to others in their own

    provinces. I wish to extend our gratitude to the Kadoorie Charitable Foundation and the S H Ho Foundation Limited for their generous sponsorship in enabling the successful delivery of the Project.

    Long Term Care

    The needs for caring and rehabilitation for older people with chronic disease and are on the increase. With the funding support from the Wei Lun Foundation and the Hong Kong Jockey Club Charities Trust, the Lee Quo Wei Day Rehabilitation & Care Centre opened in March. Based on the success model of our Cheng Tak Yim Day Rehabilitation & Care Centre, we provided a new service model, which included comprehensive care service, multi-sensory therapy, physiotherapy and occupational therapy etc. In June, the Tsang Shiu Tim Home for the Elderly was opened. This represented the first self-financed long term aged care facility of the Society in Hong Kong and I wish to express our utmost appreciation to the Tsang Shiu Tim Foundation for their generous sponsorship.

    Resource Development

    The Cyber Run for Rehab 2009 and the Flag Day together raised a total of HKD 1.1million for the Society in support of its various services. I sincerely thank the continuing support from our co-organizer, the Cyberport Tenant Club and our many sponsors, like Centaline Property, which provided us with continuing support throughout these years.

    The accomplishments we obtained over the past 50 years relied on the hard work from various parties. I would like to deliver my most sincere gratitude to the members of our committees, volunteers, government departments, particularly the Labour and Welfare Bureau, the Social Welfare Department and the Transport Department. I would like to thank also different charity funds, individuals and corporate donors, patients self help organizations, working partners, organizations, staff and all of those who supported us. Last but not least to our team of staff, who carried out their work with professionally with much dedication! I trust that Society will continue to develop and achieve our mission.

    持續照顧

    慢性病年輕化以及老齡化,都令護理及復康需要激增。得「偉倫基金」及香港賽馬會慈善信託基金的資助,「利國偉日間復康及護理中心」於 3月正式開幕。按據鄭德炎日間復康護理中心的成功經驗,拓展新的服務模式,包括日間照顧、多感官功能治療、物理治療及職業治療等服務。「曾肇添護老院」也於 6月投入服務,是香港復康會在本地第一所自負盈虧的安老院,在此謹多謝曾肇添基金的贊助。

    資源拓展

    資源拓展部去年繼續舉辦「健康萬步數碼港」及港島區賣旗日,共籌得港幣110多萬善款,發展殘疾人士、長期病患者和長者復康服務。對「數碼港租戶聯會」自首屆起即與本會合辦「健康萬步數碼港」活動,以及各個贊助機構,包括中原地產等的持續支持,我致以衷心謝意。

    結語

    本人欣然向各位呈報本會及附屬公司截至 2010 年

    3月31日的周年綜合財務報表,是年綜合總收入為港幣

    1億 3520 萬元,比上年度上升百份之五,本會 15 個服

    務單位的收入為 1 億 500 萬元,附屬之 5 個社會企業則

    為3,020萬元。是年綜合總支出為港幣1億3,990萬元,

    比上年度增加百份之五。本會之15 個服務單位及附屬

    之5個社會企業的支出分別為 1 億 1270 萬元及 2720 萬

    元。本會兩個最主要的部門是無障礙交通及旅遊部與復

    康部,兩個部門是年的開支分別佔本會總開支的百份之

    45.6及百份之 40.2。截至 2010年3月31日,本會共有

    同事 536 位。

    本會最大之服務單位復康巴士,是年輕微利潤 6 千元,

    接近收支平衡。此外,是年復康巴士新增了6 部車輛,車輛

    數目增至115 部,故此是年開支比上年增加百份之八。

    社區復康網絡的開支為 3,100 萬元,赤字為 110 萬

    元,此數字以一筆過撥款的儲備抵銷。

    職業復康及再培訓中心支出共310萬元,共為約600

    名殘疾人士及慢性病患者提供服務。

    華康便利店的總營業額較上年度上升近 3 倍,總額

    為 680萬元。是年的表現已接近收支平衡,錄得輕微

    虧損 6 萬8千元,是年威爾斯親皇醫院的便利店因合約

    義務司庫報告Honorary Treasurer’s Report

    Dear President, Mr Chairman, Honored Members and Guests,I am pleased to present to you the Society’s consolidated financial statements for the

    year ended 31 March 2010. The consolidated income was HKD135.2 million, up by 5% from last year. The make up was HKD105 million and HKD30.2 million respectively for the 15 service units of the Society and its 5 subsidiaries. The consolidated expenditure was HKD139.9 million, up by 5% from last year. The make up was HKD112.7 million and HKD27.2 million respectively for the Society’s 15 service units and its 5 subsidiaries. The Accessible Transport & Travel Division and the Rehabilitation Division continued to be the Society’s major divisions representing 45.6% and 40.2% of Society’s spending last year. As at 31 March 2010, the Society engaged 536 staff members for its various services.

    Rehabus, which is the largest operating unit, operated at a near break even position of a slight surplus of HKD6,366. There was an addition of 6 new buses and its related services, giving rise to a fleet of 115 buses at the end of the year and hence an increase in operating expenses by 8% from last year.

    Community Rehabilitation Network, which recorded a deficit of HKD1.1 million, out of a total operating expenses of HKD31 million. The deficit is recoverable through the CRN’s Lump Sum Grant reserve fund.

    The total expenditure of the Vocational Rehabilitation & Retraining Centre was HKD3.1 million for the year and served around 600 persons with disabilities and chronic illness during the year.,

    Total sales of Wah Hong Convenience Store increased to HKD6.8 million with year-on-year rise of over 300%. The Company operated at a near breakeven position of a slight deficit of HKD68,230, mainly due to the closure of the shop at the Prince Wales Hospital during 2009/10 financial year. The other three shops recorded a growth of 206%.

    The core businesses of Elite Business Services Ltd composed of direct mailing and printing. Both operations reported a slight surplus of HKD43,622.

    精文社的業務主要分為直接郵遞及印刷,兩項業務共錄得輕微利潤 4萬 3千元。

    易達旅運獲醫院管理局委託承辦長者接載服務,並提供車輛租賃服務,去年收入為1,370萬元,赤字為54萬,以累積盈餘抵銷。

    易達旅遊營業額有所倒退,錄得330萬,仍有輕微虧損20萬元。

    各社會企業合共為殘疾人士提供了30個以上的就業機會以及在職訓練機會。

    是年香港賽馬會深圳復康會頤康院錄得折舊及稅前虧損73萬6千元,已採取措施去增加收入及控制成本,預計2010-11年度可改善情況。是年因香港賽馬會深圳復康會頤康院的捐款已完全運用,因此在綜合財務報表上刪除捐款餘額一項而將捐款數字重新調配以反映實際財務狀況,因而令淨資產值下降及淨盈餘上升。

    本會上年度投資而虧損為港幣3萬5千,本年因受惠於股市及投資市場的升值,是年的投資穫得輕微利潤為港幣20萬8千元。

    我衷心感謝撥款資助本會的各個政府部門,包括勞工及福利局、運輸署、社會福利署、僱員再培訓局、香港賽馬會慈善信託基金、香港公益金與及其他熱心機構及善長的捐助與支持。同時感謝充滿熱誠的員工,推行本會各項服務計劃。

    Easy-Access Transport Services Ltd provided services for elderly patients with mobility problems to and from medical appointments, which was contracted by the Hospital Authority in addition to coaching services. The revenue last year was HKD13.7 million, against a loss of HKD0.54 million, which was covered through the accumulated surplus over the years through its coaching services. The outlook is good as the coaching service increased in volume and income intake.

    Easy-Access Travel Ltd suffered a loss of HKD200,000 for the year with a decrease in sales to around HKD3.3 million.

    Notwithstanding some of the losses, we are pleased to note that these social enterprises combined provided a total of over 30 open employment places for people with disabilities plus many other places for on the job training.

    The Hong Kong Jockey Club Shenzhen Society for Rehabilitation Yee Hong Heights (YHH) recorded a loss of HKD736,974 before depreciation and tax. Measures were undertaken to increase income intake and further reduce cost in the coming year. This position is expected to balance out in 2010/11 adjustment. During the year, donations for the Home for Elderly Project (Yee Hong Heights) have been reclassified resulting in lower assets, higher net surplus with corresponding elimination of donation balance in the consolidated financial statements in order to better reflect the Group’s financial position as such donations have been fully utilized.

    An overall profit of HKD208,000 was recognized in respect of investment’s income versus HKD35,000 losses in the previous year. This was due to favorable market movement on the investment portfolio of the Society’s designed fund.

    I would like to extend my thanks to all the Government Departments who provided subvention to our services, in particular, the Labour and Welfare Bureau, the Transport Department, the Social Welfare Department and the Employees Retraining Board; our gratitude also goes to the Hong Kong Jockey Club Charities Trust, the Community Chest and other corporations and individuals who had given us generous support. My appreciation goes to our dedicated team of staff who were responsible for the successful delivery of our services and projects.

    The Hong Kong Society for Rehabilitation uses the phoenix as the emblem, which is symbolic of people with disability who have made remitting effort through rehabilitation to begin new lives. In the last fifty years, the Society has stood by her mission in providing the much needed rehabilitation treatment to those who are physically and/or emotionally disabled so that they can re-integrate into society and to begin their full lives.

    The Society is the pioneer in rehabilitation in Hong Kong. The Society provides holistic care services to various groups in the community, including people with disability, the chronically ill and the aged.

    投得醫院管理局新界東及九龍西聯網的「邁步健康路 — 病人自強計劃」,

    為醫院管理局基層醫療改革其中一項嶄新服務,為期3年,服務對象包括在

    普通科門診及家庭醫學部患有糖尿病、高血壓、肥胖和抑鬱症等病患者,加

    強病患者對慢性疾病的認識,提升自我照顧的能力。

    Successfully obtained the contract from the Hospital Authority’s New Territories East and Kowloon West clusters on the new initiative “Patient Employment Programme”, which will be piloting for 3 years. This Programme serve those people who attends general outpatient and family medicine clinics and who have diabetes, hypertension, over-weight and/or depression. The services aim at increasing patient’s awareness of the disease and to increase their self management abilities.

    與屯門醫院骨科合作,開展痛症自我管理計劃,

    為骨科之痛症病人提供一站式的服務,幫助病人

    Collaborated with Orthopaedics & Traumatology Department of the Tuen Mun Hospital to develop the “Self Management Program on Pain”. The Programme aim at providing one- stop service, which focuses on self awareness, mastering independence, and self management.

    The Centre on Health and Wellness opened a new centre at Tuen Mun Parklane Square. The Centre extended services in hypnotherapy, weight management and hydrotherapy. The Community Chest provided funding for a 2 years quality sleep project on “Sleep Well”. Through group and individual counselling assisted those with insomnia to improve sleep quality.

    獲香港理工大學及庇理羅士女子中學協助設計並成功推出嶄新的「糖

    尿病網上自我管理課程」,任何人都能安坐家中輕鬆自學管理糖尿病

    的技巧。

    Hong Kong Polytechnic University and Belilious Public School provided technical assistance to assist the launching of the new e-learning program on “Self Management for People with Diabetes”.

    獲瑞銀集團贊助舉辦「釋出我情懷」藝術治療計劃,透過藝術創作如繪

    畫或模型製作,令參加者可釋放內心的情緒與鬱結,「說出」語言文字

    以外的表達,從而處理個人情緒的困擾、人際關係及成長需要。

    UBS sponsored the “Healing Bridges”, an art therapy project. Through painting and sculpturing, the participants can release their inner emotions and stress, and “tell stories” that are inexpressible through words in order to facilitate management of stress, personal relationship and growth.

    In celebration of the 50th and 15th anniversaries of the Society and Community Rehabilitation Network respectively, a 5 day international conference cum workshop was held in January 2010. The participants included Dr. Shin Young-Soo, Regional Director for the Western Pacific, World Health Organization; Prof Gabriel Leung, Under Secretary for Food and Health; Mr Paul Tang, Permanent Secretary for Labour & Welfare; Dr Lam Ping-yan, Director of Health; Mr Patrick Nip, Director of Social Welfare and senior officials from the Hospital Authority, as well as academics and professionals from local and overseas to participate in the sharing of over 100 papers with over 700 participants. Staff of Rehabilitation Division had delivered 23 sessions of paper presentation.

    Published a book on real life stories of patients with early Alzheimer’s Disease and a set of manual on self management of stroke, high blood pressure, Arthritis and diabetes which shared the educational experiences on self management amongst those with chronic health conditions. The manual was very well received by workers in the field.

    The burden of chronic non-communicable diseases has increased rapidly in the Western Pacific Region. To respond to this challenge, countries need to strengthen health systems across the continuum of care. Evidence-based strategies are required to ensure that systems of care are designed to meet the specific challenges of chronic diseases, with priority given to prevention, early detection and intervention, and effective disease control through primary health care and patient engagement.

    Establishment of the Community-based Rehabilitation Resource Centre for Earthquake Zones in Sichuan : The centre was set up with mobile experts team, to help meet and co-ordinate the information, skills and expertise needs of hospitals, social welfare centres, organizations, communities and individuals in the earthquake areas, to facilitate the return of disabled people to their daily lives.

    讓汶川殘疾傷員重投社區Empowering people with disability to integrate with the community

    持續與內地分享香港的義肢矯形及康復技術,協助因汶川地震引至

    殘疾的傷員復康,提高活動和獨立能力,使其能重投家庭和社區。

    Continued sharing of rehabilitation skill and orthopedic technique in Hong Kong with China for helping people with disability, who became victims from the Wenchuan Earthquake. The objectives were increasing their mobility and independence on daily livings for re-integration with their families and the communities.

    達150人,標誌本會在內地推行康復人員培訓踏入新進程。感謝

    The Launching Ceremony of The National Rehabilitation Continuing Education Training Project co-organized with the Chinese Association of Rehabilitation Medicine was held on 25 March 2010. The event was well attended by Mr Zhang, Tie-fu from the Liaison Office of the Central People’s Government in the HKSAR and Ms Fan Jing from the Division of General Affairs, Department of Medical Administration, Ministry of Health, People’s Republic of China. It remarked a significant enhancement on the Society’s delivery of rehabilitation personnel training in China. We thanked for the sponsorship the Kadoorie Charitable Foundation and The S H Ho Foundation Limited on the event.

    與新界東醫院聯網專職醫療服務舉行「第3屆中港薈萃 — 腦外傷復康研

    討會」,集合香港和內地的專家、講者、醫生、護士和專職醫療人員,交

    流兩地於創傷性腦損傷的服務經驗,共有350多位參加研討會、工作坊及

    內地探訪。

    Cooperated with the New Territories East Cluster, Allied Health Services to hold the 3rd Symposium on Closer Exchange and Partnership in the Advancement of The Care

    of People with Traumatic Brain Injuries, with the aim to bring together experts, speakers, doctors, nurses and allied health professionals of the field from Hong Kong and China for experience exchange.

    Held a 2-day meeting in Hong Kong in December 2009 with World Health Organization Collaborating Centres in Western Pacific Region. There were 10 representatives from Collaborating Centres from 5 districts included Philippines, Japan, Korea, Wuhan, Guangzhou and Hong Kong attended the meeting and had in-depth discussion on feasible collaborative actions among the World Health Organization Colloborating Centres.

    拓展日間復康護理服務Expanding day rehabilitation and care services

    非常感謝「偉倫基金」贊助興建費用及香港賽馬會慈善信

    託基金資助中心首3年的營運費用,於2010年3月12日

    「利國偉日間復康護理中心」正式開幕。按據復康醫學

    研究院的服務經驗,拓展新的服務模式包括日間照顧、

    增設多感官功能治療、物理治療和職業治療等服務。

    The Opening Ceremony of Lee Quo Wei Day Rehabilitation & Care Centre was held on 12 March 2010. Heartfelt gratitude to Wei Lun Foundation and Hong Kong Jockey Club Charities Trust for their sponsorship on the construction cost and operation cost of the Centre respectively. Embedding the service experience from Institute of Rehabilitation Medicine, new services were delivered included day care, multi-sensory therapy, physiotherapy and occupational therapy, etc.

    張建宗局長在本會利國偉日間復康護理中心開幕典禮致辭指出,政府在安老服務方面的支

    出,2010 -11 年度的經常性開支約為 40 億 1,000 萬元,較 2009 -10 年度修訂預算的 38 億元增加

    5.6%,約佔社會福利經常開支10.1%。在非社會保障的各類社福服務當中是開支最高的。雖然政

    府在過去投入了不少資源,但要讓殘疾人士和長者在社區健康愉快地生活,社會各界的支持是不可

    或缺的。他特別感謝香港復康會對殘疾人士和長者社區支援服務所作出的努力和貢獻,並衷心祝願

    「利國偉日間復康護理中心」運作順利。

    At the Opening Ceremony of Lee Quo Wei Day Rehabilitation & Care Centre, Mr Matthew Cheung, Secretary for Labour & Welfare indicated that the Government’s recurrent expenditure on elderly services in FY2010-11 would be 410 million, a raise of 5.6% from the finalized budget of 380 million in FY2009-10, accounted for 10.1% of the total recurrent budget for social welfare services, which was the highest amount amongst all expenditure on non-social secured welfare services. The Government had injected lots of resources to the community, though, the support from different fields of business is indispensably for people with disability and the elderly for happy and healthy living in the community. Mr Cheung had extended special thanks to the Society for the effort and contribution in providing community support for people with disability and the elderly and wish the Centre every success.

    開展認知障礙復康Expanding day rehabilitation and care services

    鄭德炎日間復康護理中心成功獲香港公益金資助推行為期3年的「認知

    復康服務計劃」,為患有輕微認知障礙病者提供服務,計劃內容包括檢

    測、專業評估、公眾教育、小組及電腦認知訓練課程,及早識別患者,

    預防智能衰退,並向公眾推廣有關認知復康訊息。

    Cheng Tak Yim Day Rehabilitation & Care Centre successfully applied fund from the Community Chest to launch a 3-years programme on “Cognitive Rehabilitation” for

    those with mild or early stage of dementia and Alizheimer’s disease. The project aim at promoting to the public about early identification of the diseases and provide intervention through testing, professional assessment, public education, group activities and computer cognitive training programmes.
