F inance Minister Nirmala Sitharaman on Monday will deliver her promised budget like no other that is expected to provide relief to the pandem- ic-hit common man as well as focus more on driving the eco- nomic recovery through high- er spending on healthcare, infrastructure and defence amid rising tensions with neighbours. As India emerges from the Covid-19 crisis, the ninth bud- get under the Modi Government, including an interim one, is widely expect- ed to focus on boosting spend- ing on job creation and rural development, generous alloca- tions for development schemes, putting more money in the hands of the average taxpayer and easing rules to attract for- eign investments. Sitharaman, who had in her first budget in 2019 replaced leather briefcase that had been for decades used for carrying budget documents with a traditional red cloth “bahi-khata”, had earlier this month stated that the budget for the fiscal year beginning April will be “like never before”. The budget, economists and experts said, will be the starting point for picking up the pieces after the economic destruction caused by the Covid-19 pandemic. Both Naresh and Rakesh Tikait said they were open to talks with the Government to find a “middle path”, which the former suggested could be the BJP Government not imple- menting the three laws during its tenure. Rakesh, the younger of the two and the national spokesperson for the BKU, said a “respectful solution” should be found to the issue, but asserted they will not agree to anything under pressure. Modi had Saturday said his Government’s offer on agri laws made to protesting farm- ers “still stands” and the Centre was a just a “phone call away” for talks, days after violence broke out in parts of the national Capital on Republic Day. Rakesh said they will honour and respect the digni- ty of the PM, and added the farmers don’t want the Government or Parliament to “bow down to them”. However, he added they will also ensure the self-respect of farmers is protected. He also emphasised that the country developed “aatmanirbharta” during the coronavirus crisis and ensured vaccine for each of its citizen. Delivering his monthly talk Mann Ki Baat, the PM said a major shift occurred in people’s perspective in the last year and a lot of customers now are demanding “Made In India” products. “India today is self- reliant in the field of medicines and vaccines,” he said. People, he said, have shown their support for “Vocal for Local” and urged manufactur- ers and industry leaders to make world-class products. He said in 15 days, as many as 30 lakh corona war- riors have been vaccinated in India. Developed countries like the US and the UK finished the same task in 18 and 36 days, respectively, he maintained. Modi said India is the fastest in vaccinating its citizens and is setting an example for the entire world. “India’s vac- cination programme is turning out to be exemplary to the world. We are vaccinating our citizens faster than anywhere in the world. In 15 days, India vaccinated 30 lakh corona war- riors whereas it took America 18 days and Britain 36 days to achieve the same feat,” he said. Referring to the violence on January 26 in the national Capital, the PM said, “The country was saddened by the insult to the Tricolour on January 26 in Delhi.” Talking about strides made by women in different fields of activities, the PM said, “You must have witnessed a few days ago, that four women pilots from India took com- mand of a non-stop flight from San Francisco, America to Bangalore. You must have also observed this time in the January 26 parade, where two women officers of the Indian Air Force created a new histo- ry. Calling the victory inspirational, he said, “This month, there has been very good news from the cricket pitch too. The hard work and teamwork of our players is inspirational.” The PM said this year, India is going to commence the celebration of 75 years of her Independence Amrit Mahotsav. “This is an excellent time to explore places associ- ated with those heroes on account of whom we attained freedom,” he said. Modi said the Government was starting an initiative for young writers called “India@75”. He said, “This will encourage young writers of all States and of all languages. T he World Health Organization (WHO) has altered its guidance for preg- nant women who wish to receive the coronavirus jab, saying those at high risk of exposure to Covid-19 or who have comorbidities may be vaccinated. However, the WHO sug- gestions might not find favour in India where Covaxin and Covishield vaccine manufac- turers Bharat Biotech and Serum Institute of India (SII) respectively in their factsheets have clearly mentioned that pregnant and lactating women should not get the shots as they have not been part of any anti- coronavirus vaccine clinical trial so far. The Union Health Ministry too has made it clear to the States during the launch of the vaccination drive on January 16 that pregnant and lactating women have not been a part of any Covid-19 vaccine clinical trial so far. “Therefore, women who are pregnant or not sure of their pregnancy and lactating women should not receive Covid-19 vaccine at this time,” the Ministry said. The WHO’s earlier guid- ance did not recommend pregnant women to be inocu- lated even though data indi- cated that pregnancy increased the risk of developing severe illness from the virus. Continued on Page 11 T he Indian Coast Guard last year seized contraband worth over 1,500 crore besides apprehending at least 10 foreign boats with 80 miscreants illegally operating in the Indian Exclusive Economic Zone (EEZ). These seizures were the result of sus- tained and round the clock sur- veillance by its boats and planes, the Coast Guard said here on its 45th raising day on Sunday. The “Preventive and Measured Response” stance of operations introduced just over a year ago, ensured that more than 6,000 fishing boats with about 40,000 fishermen were escorted to safe harbours during the passage of 11 cyclones last year, thus averting loss of lives and property at sea, it said, adding that despite restrictions imposed by the Covid-19 pan- demic, Indian Coast Guard has maintained 24x7 vigil in the EEZ.     .����������������>.����������������������"����Lucknow (PNS): To make thepublic distribution system(PDS) transparent and free ofcorruption, the Yogi Adityanathgovernment has digitised theprocess of distributing rationand has also increased the mon-itoring of the implementation ofthe schemes.

    "The government hasimplemented the online rationcard management system acrossthe state and all the data of over40 lakh beneficiaries ofAntyodaya Yojana and about3.17 crore card holders of eligi-ble household beneficiaries havebeen digitised," a governmentspokesman said here on Sunday.

    He said data of 11,000 fairprice ration shops in the urbanareas and 68, 850 fair priceration shops in the rural areashad been digitised. "The wholemechanism will eliminate thechances of corruption and irreg-ularities in the public distribu-tion system and the deliverymechanism," the official said.

    The official said the processof distribution of ration in ruralas well as urban areas had beenlinked with the E-PoS machines.

    "To put a nail on corruption,the process has been linked withAadhaar and OTP authentica-tion," he added. According tothe figures of the Food and CivilSupplies Department, over 3.33crore transactions were done inNovember last year through E-PoS. In addition, more than 3.28crore transactions were donewith Aadhaar authentication,which is 98.37 per cent.

Gurleen Chawla,a law student and daughter ofJhansi, had a major role to playin this as she successfully cul-tivated strawberry at her homeand then in her field to instillconfidence that this can happen

    the Jhansi's Strawberry Festivalemphasised the 'Stay atHome' concept and throughthis festival, farmers andyouth were being encouragedto do gardening and growstrawberries in the vacant spacebehind their houses, or on theterrace garden.     The cultivation of straw-berry, which used to be iden-tified with mountains, is nowbeing started on the sandyland of Kutch also, and increas-ing the incomes of farmers.

    Magistrate Andre Vamsi saidhe would now try to encourageevery farmer in Jhansi to cul-tivate strawberries.

    He expressed his gratitudeto the chief minister, saying thatby launching the festival, straw-berry cultivation in Jhansiwould now gain more momen-tum.

At the time coron-avirus hit the state, the Centrehad identified 26 UP districtswhere there were no ventilatorsand I can say that there is nodistrict out of a total 75 districtsof the state that does not have10 ventilators as well as trainedstaff," he said.

    The chief minister saidthat due to its health infrastruc-ture, Uttar Pradesh had record-ed only 8,500 COVID-19deaths despite having a popu-lation of about 24 crore.

    The chief minister alsoappealed to people to shunorthodox ideas regardingadministration of polio dropswhen about 69,000 teams gofrom house to house to admin-ister polio drops during thecampaign which will be contin-ued till February 9 with abreak on February 4 and 5 dueto Covid vaccination.

    There are 3.30 lakh vacci-nators in the state while 23,000supervisors, 6,500 transit teamsand 1,700 mobile teams havebeen deployed for smooth con-duct of the campaign.

    Over 55,000 frontline work-ers are estimated toreceive the Covid vaccine shotsfrom February 5 and prepara-tions for the same are under-way. District immunisationofficer MK Singh said the vac-cination will be done in ses-sions which will be stepped upin stages. However, he said it isnot an easy task because thefrontline workers will be vac-cinated along with healthworkers. He said the beneficia-ries will include police person-nel, PRIs and those from LMCand Revenue department.

    Singh pointed out that thedays on which Covid vaccina-tion is scheduled, polio vac-cines will not be adminis-tered.

    Mayor Sanyukta Bhatiasaid a list of 10,000 employeeshas been sent to the CMOoffice for registration. “TheCMO office will decide whowill be registered for vaccina-tion. Our priority is employeesand they should be vaccinatedfirst,” she said.

    Meanwhile, the Covid-19death toll in Uttar Pradeshrose to 8,658 on Sunday witheight more fatalities, while 226new cases pushed the infectiontally to 6,00,299. Of the eightdeaths, two were reported fromLucknow, while one each wasreported from Varanasi,Meerut, Aligarh,Muzaffarnagar, Pilibhit andBalrampur. Of the new cases,29 were reported fromLucknow. In the past 24 hours,369 patients have recoveredfrom the disease, taking over-all recoveries to 5,86,116 so far.The count of active Covidcases in the state stands at5,525, the statement said. In thepast 24 hours, over 1.19 lakhsamples have been tested, whileso far over 2.78 crore tests havebeen conducted in the state, thestatement said.

    CISH director Shailendra Rajansaid that ICAR-Fusicont technolo-gy has been found as an effectivemanagement tool for this dangerousdisease causing economic losses inimportant banana producing coun-tries. He said India is the biggest pro-ducer of bananas and till last decade,it was free from the dangerousfusarium wilt disease. “The wilt dis-ease of bananas created havoc inmany south-east Asian countriesincluding Taiwan, Philippines andIndonesia as no effective manage-

    ment technique was available.Unfortunately, the wilt disease isprevalent only in the two subtropi-cal states of UP and Bihar, whereasother banana producing areas of thecountry are somewhat free from thismalady,” he said. He said that forcombating this deadly disease, CISHand CSSRI Regional Station inLucknow developed an effectivetechnology called ICAR-Fusicont.

    “This technology is being com-mercialised through Agro Innovate,nodal agency of ICAR. Consideringthe success of ICAR-Fusicont, com-panies and farmers organisationsfrom southeast Asian countriesare interested to get benefit from thetechnology. The use and technicalissues of the technology have beendiscussed several times at interna-tional platforms and stakeholders

    are interested to use the technolo-gy,” he said. The CISH director saidthat the technology is the onlyanswer to the disease which couldnot be addressed satisfactorily withvarious other measures tried. “Thedisease is spreading dangerouslyand it has spread in about 20countries where banana is animportant commercial crop. Thetechnology was validated by about250 farmers of UP and Bihar infields infected by the disease. In theinfected fields, healthy crops weresuccessfully produced with the useof the technology. The news of therestoration of banana health spreadamong the banana farming com-munity, well connected with eachother. As a result, the farmersstarted contacting ICAR institutesfor the rescue,” he added.

    Chief Minister YogiAdityanath on Sundayappealed to the people of thestate to save every drop of waterand said that conservation ofponds, water bodies andgroundwater was like makingsavings for the future.

    The chief minister, whodedicated to people 278 checkdams and ponds in various dis-tricts of the state virtually fromhis official residence here, saidat present the Atal BhoojalScheme had been implement-ed in 10 districts and theremaining 65 districts of thestate would also be coveredsoon.

    Chief Minister YogiAdityanath pointed out that200 development blocks of thestate were declared dark zonesin 2017 and after investigation,it was found that this wasdecided on the basis of a sur-vey conducted in 1994.

    "A new policy was formu-lated by the government and itwas decided to link all govern-ment buildings with rainwaterharvesting. A decision was alsotaken to rejuvenate rivers, drainwater and ponds and as aresult of working in missionmode, the situation is gradual-ly improving," he said.

    The number of critical andsemi-critical areas was gradu-ally decreasing and the groundwater level was increasing asthe work was taken up on amission mode, he said.

    Referring to the impor-tance of pure drinking water,the chief minister said that dis-eases like Japanese encephali-tis (JE) and Acute EncephalitisSyndrome (JES) reflected to theapathy towards water and bymaking pure water available,the risk of all such diseaseswould be eliminated.

    Terming the practice offlowing polluted water inside

    the ground as harmful for thefuture, the chief ministerstressed on the need to keep thegroundwater clean.

    Encouraging rainwaterharvesting, the chief ministersaid that in Firozabad andMathura, where there was aproblem of salty water, rainwater harvesting was a goodmeans of obtaining fresh water.

    He also encouraged thefarmers to adopt the drip irri-gation system.

    Gorakhpur: Dr Kafeel Khanand 80 others have beenincluded in the list of history-sheeters in Gorakhpur districtof Uttar Pradesh and they willbe on the radar of police, offi-cials said. The 81 people havebeen included in the list on theinstruction of SeniorSuperintendent of PoliceJogendra Kumar, they said.

    Mathura: Intensifying stiragainst the Centre’s privatisa-tion policy, 15 lakh poweremployees of the countrywould resort to “work boycott”on February 3, the All IndiaPower Engineers Federation(AIPEF) said. “Prime Minister(Narendra Modi), through aletter, has also been apprised (ofthis) besides notice served onUnion and state governments,”AIPEF Chairman ShailendraDubey said on Sunday, duringa virtual conference. He firm-ly said the Electricity(Amendment) Bill in its cur-rent form is unacceptable.

    Thousands of candidatesappeared in CentralTeacher Eligibility Test (CTET)which was organised in twoshifts at 101 centres in the dis-trict here on Sunday in which52,500 candidates were sched-uled to appear. The first shiftwas held from 9.30 am inwhich the candidates willing toteach the children studyingbetween Classes I to Vappeared, while in the secondstarted from 2 p.m. the candi-dates opted to teach the stu-dents studying in Classes VI toVIII.

    In view of the prevailingcoronavirus pandemic, all thecandidates were only allowed toenter the centre after thermalscanning.     As many as five newCOVID-19 patients havebeen detected in the district onSunday, increasing the totalnumber to 21,901. No casual-ty has been reported during theday and the death toll remainedat 377. During the day, asmany as 19 patients have beenfound negative and 17 of themrecovered from home isolationand two from the hospitals,increasing the number to18,487 and 2,967 respectively.The total number of patientswho have been recovered so faris 21,454, leaving 70 activecases. The recovery rate is97.95 per cent, while the mor-tality rate is 1.72 per cent.

    In the first report of theday, four positive patients werefound out of 1,835 reportsreceived. Till then, the total testreports received were 5,95,455and the results of 4,812 areawaited. Out of them, 5,73,555were negative while 21,900

    were positive. The total num-ber of samples collected was6,23,244. Earlier, a male aged 52from BLW succumbed toCOVID-19 at Sir SundarlalHospital, Banaras HinduUniversity (SSH-BHU).

    Meanwhile, mass / groupcorona antigen tests continuedand all the 220 tests werefound negative at SSPGHospital Kabirchaura apartfrom 24 at CHC Shivpur, 48 atVivekanand Hospital Bhelupur,230 at LBS Hospital Ramnagarand 180 at SSH BHU.     In the series of inspection ofprojects of over �50 lakh DMPraveen Kumar Laxkar inspect-ed several works and gave nec-essary directions to the workingagencies on Saturday. He firstinspected the under construc-tion building of GovernmentGirl’s Polytechnic being carried out by UPRajya Nirman Sahkari Samiti. The engineerpresent at the site apprised the DM that with therelease of �1296.57 lakh 87 per cent work hadbeen done. Along with necessary instructions tothe working agency the statistics officer wasdirected to collect sample of material for test inlaboratory. The DM inspected the under con-struction building of engineering college on thatcampus where work was stalled due to paucityof fund. The DM was informed that against the

    sanction of �88.68 crore only �36crore could be released and only 35per cent work could be done. TheDM directed the working agencyto put up the file before him for fur-ther demand. He inspected thedriving training centre of �4.80crore cost and found that 92 percent work had been completed.He directed the working agency

    The railway administrationfor the convenience of pas-sengers has revised the timingof 09021/09022 BandraTerminus - Lucknow- BandraTerminus weekly special train.According to the revised time,the train will from January 30every Saturday run fromBandra Terminus and fromJanuary 31 from LucknowJunction every Sunday untilfurther order. On the otherhand, it has revised the timingof the 09075/09076 BandraTerminus-Ramnagar-BandraTerminus superfast weekly spe-cial train.
